UH, THE, THE AMERICAN RE UH, THE AMERICAN RECOVERY ACT ALLOWS US TO MAKE THIS GRANT TO NJPAC TO DEFRAY THEIR LOSS OF REVENUES.
THEY HAVE INFORMED ME, AND I THINK, I THINK YOU TOO, MISS MR. PRESIDENT.
UH, ALTHOUGH THEY'RE NOT OBLIGATED TO DO SO, UH, THEY CAN, THEY CAN JUST USE IT TO DEFRAY THE REVENUES.
WHAT THEY HAVE DECIDED TO DO IS TO, IN EFFECT, BEAUTIFY THEIR HOME NORTH BY BUILDING A NEW PARK IN FRONT OF, UH, THE PERFORMING ARTS CENTER.
I THINK THEY'RE GONNA CALL IT THE, UH, THE CHAMBERS.
THE CHAMBERS PARK AND, UH, CHAMBERS PLAZA.

WE HAD A, UM, GOOD OVERVIEW PROVIDED BY THE, UM, COMMUNITY ORGANIZATION THAT MANAGES THAT PROGRAM FOR THE ASSOCIATED HUMANE SOCIETY.
UM, THEY GAVE A REPORT OF THE 2022, UM, ACTIVITIES, THE NUMBER OF SCAR PATHS THAT THEY ADDRESSED THROUGHOUT THE COUNTY AND THE AMOUNT OF MONEY THAT THEY SPENT RECOGNIZING THAT WE'RE IN A MONTH OF NOVEMBER AND COVID TO SLOW THIS PROGRAM DOWN.
WE INITIALLY PROVIDED FUNDING FOR THIS INITIATIVE IN 2020, I BELIEVE.
AND SO, UM, SOME THINGS THAT IMPACTED THE OPERATIONS, MR. JACKSON RECOMMENDED TO THE ASSOCIATE HUMANE SOCIETY THAT PERHAPS THEY SHOULD LOOK AT PARTNERING WITH SOME OTHER COMMUNITY BASED ORGANIZATIONS THROUGHOUT THE COUNTY SO THAT THEY COULD EXHAUST THE REMAINING FUNDS, UM, FOR THE REST OF THE YEAR.
ONE OF THE CHALLENGES THAT THEY HAD WAS FINDING VETS THEIR SHORT STAFFED WITH VETS AND OTHER COMMUNITY ORGANIZATIONS THAT WERE HERE VOICE THE SAME CONCERN.
UM, THE ADMINISTRATION IS GOING TO WORK WITH THEM TO, UM, HELP PROVIDE TRAPS, UM, BECAUSE SOME OF THEIR TRAPPERS THAT THEY HAVE WHEN WE HAVE ONE TRACK, SO ONE CAP PER TRACK.
AND THE OTHER THING THAT WAS WONDERFUL IS WE HAVE BEEN SPONSORING LIKE A TRAIN A TRAINER PROGRAM FOR PEOPLE WHO ARE INTERESTED IN WORKING WITH THE ASSOCIATED HUMAN SOCIETY IN TRAFFIC RURAL THROUGHOUT THE COUNTIES.
WE WILL, UM, PROVIDE THEM WITH TRAINING AND FOLLOW A SUCCESSFUL COMPLETION.
WE PROVIDE A HUNDRED DOLLARS GIFT CARD TO THEM.
SO MR. JACKSON, UH, MADE CLEAR TO THE COMMUNITY GROUPS THAT WAS HERE, THAT THE ASSOCIATED HUMAN SOCIETY WAS PICKED BY WAY OF A BID AND THE BID WILL GO OUT AGAIN NEXT YEAR.
AND THAT IS OPEN TO ANYONE WHO MEET THE QUALIFICATIONS TO RESPOND THAT THE COUNTY OR THE COMMISSION BOARD DID NOT HAND PICK EITHER ASSOCIATED HUMANE SOCIETY.

I JUST WANTED TO BRING A COUPLE OF DIFFERENT ISSUES, UH, TO THE TABLE JUST SO THAT WAY YOU ARE AWARE OF IT.
THAT WAY WE CAN SEE IF MAYBE AT SOME POINT THERE COULD BE SOME TYPE OF CONSIDERATION TO BE ABLE TO HELP US OUT ON SOME OF THE ISSUES THAT WE'RE HAVING.
UH, ONE OF THE MAIN ISSUES THAT WE'VE BEEN HAVING IS THE VEHICLES IN OUR DEPARTMENT.
AS YOU ALREADY KNOW, WE'RE A 24 HOUR OPERATION.
VEHICLES ARE GOING ALL OVER THE COUNTY ON A REGULAR BASIS AT THIS POINT.
CURRENTLY WHERE WE STAND, OUR PATROL DIVISIONS VEHICLES ARE ALL OVER A HUNDRED THOUSAND MILES.
THESE VEHICLES, A LOT OF THE TIMES ARE GOING OUT 24 HOURS.
THEY'RE COMING IN, GOING OUT WITH ANOTHER OFFICER FOR AN ADDITIONAL EIGHT HOURS COMING IN, GOING BACK OUT AGAIN.
SO THAT'S ONE OF THE MAJOR ISSUES THAT WE'RE HAVING AT THIS POINT IS WHERE WE HAVE VEHICLES BREAKING DOWN LEFT AND RIGHT AND WE CAN'T KEEP ENOUGH VEHICLES ON THE ROAD TO BE ABLE TO HAVE OUR OFFICERS TO RESPOND TO CALLS.
AS YOU ALSO KNOW, WE RESPOND TO EMERGENCY CALLS.
SO WITH THAT BEING SAID, WE NEED OUR VEHICLES TO OPERATE AT A CERTAIN STANDARD SO THAT WAY WE CAN AT LEAST SAFELY GET FROM POINT A TO POINT B TO MAKE SURE THAT IF THERE'S QUALITY OF LIFE CALLS, WE CAN RESPOND TO IT.
UM, OUR MOTORCYCLES CURRENTLY, RIGHT NOW, THE MOTORCYCLES THAT WE OPERATE ARE 2002 MODEL YEARS.
WE CURRENTLY USE THEM TO GO OUT FOR DIFFERENT EVENTS, WHETHER THEY BE PARADES, POLICE, FUNERALS, ESCORTS, THINGS OF THAT SORT.
WE'VE BEEN, UH, FROM WHAT I'VE BEEN TOLD IS THEY'VE BEEN TRYING TO GET FUNDING TO GET NEW MOTORCYCLES.
AND THE ISSUE IS THAT WE HAVE NOW IS WE'RE LIMITED IN THE RANGE THAT WE CAN GO AS A RESULT OF THE AGE OF THE MOTORCYCLES THAT WE HAVE.
UM, OUR TRANSPORTATION DIVISION CURRENTLY HAS VANS THAT ARE ALMOST AT 200,000 MILES.
UM, OUR DETECTIVE BUREAU, UH, VEHICLES ARE 20 YEARS OLD AND THEY'RE CONSTANTLY BREAKING DOWN TO THE POINT.
THEY GO OUT TO PICK SOMEBODY UP, THEY BREAK DOWN AND THEN THEY GOTTA GET TOWED BACK.
AND THEN IT CAUSES A LOGISTICAL ISSUE.
ALSO A SAFETY ISSUE FOR OFFICER SAFETY.
UM, AS FAR AS EQUIPMENT, WE'VE ASSISTED NEWARK NUMEROUS TIMES, UH, WITH THE DIFFERENT PROTESTS THAT HAVE HAPPENED OVER THE COURSE OF THE SUMMERS.
UH, WE DON'T HAVE THE EQUIPMENT THAT WE NEED.
WE DON'T HAVE SAFETY EQUIPMENT SUCH AS HELMETS AND THINGS OF THAT SORT.
UM, WE'RE ALSO RUNNING INTO ISSUES WITH OUR RADIO SYSTEM.
OUR RADIO SYSTEM HAS ISSUES WHERE WE HAVE DEAD SPOTS THAT WE CAN'T COMMUNICATE EFFECTIVELY.
UM, AND ONE OF THE OTHER ISSUES IS, CURRENTLY AT THIS POINT WE'RE FIVE YEARS BEHIND WITHOUT A CONTRACT.
JANUARY WILL MAKE SIX YEARS AT THIS POINT.
HOLD WHO DOESN'T HAVE A CONTRACT? UM, MY UNION.
SO THEY, THEY, THEY'RE NOT NEGOTIATING WITH YOU FROM WHAT I MEAN FROM WHAT I'M UNDERSTANDING IS THAT THE COUNTY IS NOT COMING TO THE TABLE TO HAVE THIS DISCUSSION.
SO I'M, I'M SPEAKING ON BEHALF OF MYSELF.

BUT AS FAR AS IF THERE'S A SITUATION WHERE WE'RE BEING DEPLOYED SOMEWHERE, WE NEED TO AT LEAST HAVE THE BASIC EQUIPMENT THAT WE NEED TO MAKE SURE THAT WE GET HOME TO OUR FAMILIES AT THE END OF THE DAY.
UM, OVER THE SUMMERTIME WHEN WE HAD THE RIGHTS, WE HAD TO ACTUALLY GO TO THE COUNTY JAIL AND BORROW EQUIPMENT FROM THEM IN ORDER TO MAKE SURE THAT ALL OUR OFFICERS WERE OUTFITTED PROPERLY.
SO THAT'S ONE OF THE MAJOR THINGS THAT I JUST WANTED TO KIND OF MAKE AWARE.
WE'VE MADE THESE RECOMMENDATIONS AND WE ASKED FOR THESE THINGS MULTIPLE TIMES FROM DIFFERENT LEVELS WITHIN THE DEPARTMENT AND WE HAVEN'T BEEN GETTING ANY FEEDBACK YET.
SO IT'S JUST ONE OF THE THINGS THAT I JUST WANT TO KIND OF TO PUT ON THE TABLE.
THE COUNTY HAS SPENT OVER A HUNDRED MILLION DOLLARS MAKING THE PARK LOOK NICE.
BUT AT THE SAME TIME, IF THERE'S THINGS THAT ARE OCCURRING IN THESE PARKS, WE GOTTA MAKE SURE THAT THE OFFICERS THAT ARE PATROLLING THESE PARKS CAN ACTUALLY GET THERE AND DO THEIR JOB EFFECTIVE.
