PLEASE REMAIN STANDING FOR A MOMENT OF SILENCE FOR ALL THE SENSELESS KILLINGS AND GOING ON IN THIS COUNTRY.

THANK YOU.

GOTTA DO SOMETHING ABOUT GUN CONTROL.

I HAVE BEFORE ME CERTIFICATION FROM THE CLERK THAT THIS MEETING IS IN COMPLIANCE WITH OPEN PUBLIC MEETINGS ACT.

MADAME CLERK, ARE THERE ANY TRANSCRIPTS TO BE APPROVED? MR. PRESIDENT? THERE ARE NONE.

ARE THERE ANY TOPICS OF DISCUSSION, MR. PRESIDENT? THERE ARE NONE IN THAT CASE.

LET'S MOVE TO THE PUBLIC COMMENT SESSION.

TONIGHT'S MEETING IS A COMBINED CONFERENCE SLASH BOARD MEETING AND WE WILL VOTE ON EVERY ITEM ON THE AGENDA.

SO IF THERE ARE ANY MEMBERS OF THE PUBLIC WHO WOULD LIKE TO COMMENT ON AGENDA ITEMS ONLY, PLEASE COME TO THE MIC AND STATE YOUR NAME AND AFFILIATION FOR THE RECORD.

YOU WILL HAVE THREE MINUTES TO SPEAK.

THERE WILL BE TIME LATER IN THE EVENING FOR PUBLIC COMMENT ON ANY OTHER ITEMS. SO I ASK YOU TO PLEASE LIMIT YOUR COMMENTS AT THIS TIME TO AGENDA ITEMS ONLY.

GOOD EVENING.

UH, ADAM KRAMER, UH, 20 MORAN ROAD, WEST ORANGE, NEW JERSEY.

UM, I HAVE A COUPLE QUESTIONS ON THE AGENDAS.

FIRST WITH REGARD TO J ONE.

UM, THERE'S A VOTE TO, UH, RAISE THE SALARIES OF EVERY ELECTED OFFICIAL IN THE COUNTY, INCLUDING THE BOARD OF CHOSEN FREEHOLDERS.

BUT YET AT THE SAME TIME, IT'S BEEN, I BELIEVE SIX OR SIX AND A HALF YEARS SINCE OUR SHERIFFS OR CORRECTION OFFICERS HAVE BEEN UNDER CONTRACT.

SO I AM URGING YOU TO HOLD BACK ON GIVING YOURSELVES A RAISE UNTIL WE SETTLE THAT CONTRACT, BECAUSE I THINK THAT'S FAIRNESS TO OUR LAW ENFORCEMENT COMMITTEE COMMISSION.

ALSO, THERE ARE A LOT OF, UH, MEMBERS OF THIS BODY WHO ARE ABSENT AND I'VE NOTICED THERE'S A LOT OF LACK OF ATTENDANCE AT MEETINGS.

I WOULD LIKE IT PART OF A CONDITION OF THIS RAISE A STIPULATION THAT THERE BE MONETARY CONSEQUENCES FOR MISSING MEETINGS WITH REGARD TO H THREE, THE CIVILIAN TASK FORCE AT THE JAIL.

WHILE I UNDERSTAND ITS GOAL, AND I UNDERSTAND WE SHOULD DO EVERYTHING WE CAN TO COMPLY WITH THE EIGHTH AMENDMENT OF THE CONSTITUTION AND AVOID CRUEL AND UNUSUAL PUNISHMENT THE WAY YOU'RE MAKING IT UP, YOU HAVE A LACK OF LAW ENFORCEMENT, UH, PERSPECTIVE ON THIS, A BODY AND A LACK OF PERSPECTIVE FROM PUBLIC SAFETY.

SO I SUBMIT AS YOU'RE CONSTITUTING THIS BOARD, YOU'RE NOT GONNA HAVE A FAIR AND BALANCED AND OBJECTIVE WAY OF REVIEWING THE JAILS.

AND WITH REGARD TO ITEM K 23, THE CONTRACT BETWEEN THE SHERIFF'S OFFICE AND NEED FOR CERTAIN, UH, SOFTWARE ITEMS WITH CLEAR VIEW, I SEE THAT THEY ARE THE SOLE AND ONLY BIDDER WHO WON IT.

AND I QUESTION IF YOU ARE MAKING YOU AND THE SHERIFF'S OFFICE AND PURCHASING IS MAKING THE BID SPECS BROAD ENOUGH SO YOU HAVE TRULY COMPETITIVE BIDS FOR OUR TAXPAYERS.

THANK YOU.

THANK YOU MR. KRAMER.

AND AS IS OUR POLICY, ALL OF YOUR QUESTIONS WILL BE ANSWERED IN WRITING AT THIS TIME.

ARE THERE ANY OTHER PERSONS WISHING TO SPEAK ON AGENDA ITEMS ONLY? SEE NONE.

AND, AND WHEN I THINK OF PAT, I, I JOKINGLY SAY WITH HER ALL THE TIME, I GET A GOOD LAUGH, BUT I CALL HER THE QUEEN OF THE BOARD BECAUSE SHE'S BEEN HERE FOR A GREAT TENURE AND I THINK SHE'S AS SHARP AS EVER.

AND ONE OF THE THINGS THAT WHEN I CAME ONTO THE BOARD THAT I REALLY GOT TO APPRECIATE IS, WHILE EVERYONE COMES WELL PREPARED, THEN THERE'S PAT AND SHE READS THAT AGENDA INSIDE THAT'S VERY CLEAR FROM THE LEADERSHIP MEETINGS, THE QUESTIONS THAT SHE ASKS.

JUST WHEN YOU GET TO KNOW HER, TALK TO HER.

I LEAN ON HER A LOT

[00:10:01]

FOR LEARNING.

CAUSE I'M, YOU KNOW, RELATIVE TO PAT, WE'RE ALL KIND OF NEW .

AND SO DON'T SAY THAT, BUT, AND I MEAN THAT IN A LOVING WAY.

SHE HAS BEEN A VERY WARM WELCOME TO ME AND BEEN VERY HELPFUL TO ME AND LEARNING THE ROPES HERE.

AND I THINK IT IS, UH, ABSOLUTELY FITTING THAT OUR GIANT HERE GETS AN EXHIBIT NAMED AFTER HIM.

AND, UH, HATS OFF TO OUR COUNTY EXECUTIVE.

I KNOW A LOT OF THE THINGS THAT WE DO, YOU KNOW, IN, UH, YOU KNOW, OUR LEGENDS WAY AND NAMING BUILDINGS AND PLACES AFTER FOLKS THAT HAVE DONE THE LOT.

BUT A LOT OF TIMES WE DO IT AFTER THEY'VE PASSED, SO THEY CAN'T REALLY RELISH IN IT.

AND YOU KNOW WHAT, PAT, YOU'RE HERE NOW AND YOU CAN RELISH IN THIS AND YOU DESERVE IT.

SO I WILL, UH, YOU KNOW, CONCLUDE BY SAYING CONGRATULATIONS TO YOU, UH, AND HONOR WELL DESERVED.

I WAS SO OVERWHELMED.

I NEVER EXPECTED IT.

THANK YOU, MR. PAUL.

NO, I DON'T HAVE ANY QUESTIONS ON THESE, NO QUESTION COMMISSIONERS QUESTIONS OR COMMENTS? I, I HAVE ONE ON 13.

SO IT'S $50,000 TO OFFICE OF THE PROSECUTORS FOR OPERATION, HELPING HAND, UH, TO GIVE FOLKS AN OPPORTUNITY TO GO ON DRUG TREATMENT IN LIEU OF INCARCERATION.

HOW ARE THESE PEOPLE CHOSEN? WHO'S CHOSEN, WHO CHOSE, WHO CHOOSES THEM? CAUSE I, I REMEMBER SOME TIME AGO AND JUST SAY NO, AND

[00:25:01]

LOCK 'EM UP.

SO I'M GLAD THINGS HAVE HAVE CHANGED.

YES, SIR.

BUT WHO DOES THE CHOOSING AND HOW AND HOW DO THEY GET CHOSEN? UH, I, I DON'T HAVE THAT ANSWER AS PRESIDENT, BUT I I WILL GET IT TO YOU, UM, FORTH WITH, THANK YOU SO MUCH, NANCY REAGAN SAID, JUST SAY, NO, DIDN'T WORK.

DIDN'T WORK AS WELL.

RIGHT.

DIDN'T WORK.

I, I WILL GET THAT TO YOU RIGHT AWAY, MR. APPRECIATE IT.

MR. PRESIDENT, MAY I, MR. ST.

JOHN.

THANK YOU.

JEROME.

ST.

JOHN COUNTY COUNCIL.

I'M GOING BACK NOW A FEW YEARS, BUT DRUG COURT, I THINK MR. VEO REMEMBERS DRUG COURT WAS AN OPTION WHERE THE DEFENDANT WOULD REQUEST TO BE ADMITTED INTO DRUG COURT IN LIEU OF BEING INCARCERATED.

DRUG COURT, UH, HAS BEEN A PROGRAM NOW THAT HAS BEEN VERY ACTIVE IN NEW JERSEY FOR MANY YEARS.

IT GIVES AN OPPORTUNITY TO A DEFENDANT WHO'S CHARGED AND HA AND YOU HAVE TO BE DRUG DEPENDENT TO GET INTO DRUG COURT.

IF YOU ARE DRUG DEPENDENT AND YOU, AND YOU HAVE BEEN VIOLATED THE LAW AND YOU'RE, YOU'RE FACING STATE PRISON, YOU HAVE THE OPTION OF SAYING TO, TO THE COURT, LOOK, IN LIEU OF GOING TO STATE PRISON FOR TWO OR THREE YEARS, I'LL TAKE A FIVE YEAR PROBATIONARY SENTENCE SUBJECT TO, OF COURSE, STRICT MONITORING, DRUG TREATMENT, ALL SORTS OF THINGS.

AND I UNDERSTAND IF I VIOLATE THAT, I'M GOING TO STATE PRISON FOR THE BALANCE OF THE FIVE YEAR TERM.

SO THEY, IT'S, IT'S A, A BIG HAMMER OVER SOMEONE'S HEAD TO TRY TO GET THEM TO GO STRAIGHT.

THE DRUG COURT PROGRAM HAS BEEN VERY SUCCESSFUL.

I'M ASSUMING I'M GOING BACK TO MY DAYS WHEN I WAS A TRIAL JUDGE, WHICH IS SOME TIME AGO.

UH, BUT I ASSUME, AND I KNOW THEY STILL HAVE THE SAME DRUG COURT PROGRAM, WHICH GIVES OFFENDERS AN OPPORTUNITY TO SEEK TREATMENT IN LIEU OF STATE PRISON.

SO, SO, MR. ST.

JOHN'S, SO IF I'M HEARING YOU CORRECTLY, THE DEFENDANT HAS TO ASK FOR IT, CORRECT? UH, THEY DON'T COME TO COURT WITH ATTORNEYS.

THE ATTORNEYS WHERE, WHERE'S THEIR REPRESENTATION? THEY, THEY, NO, THEY, THEY CAN'T SPEAK DIRECTLY TO THE COURT.

IT'S THEIR LAWYER ON BEHALF OF THE DEFENDANT.

MOST TIMES, OF COURSE, THE PUBLIC DEFENDER'S OFFICE, THEY WILL, THEY WILL BE FACED WITH THE CLIENT THAT THEY REALIZE IS DRUG DEPENDENT.

AND THE, THE CRIMES THAT HE COMMITTED, UH, WERE CAUSED BY HIS ADDICTION TO DRUGS OR HER ADDICTION TO DRUGS.

AND SO THEY, THEY, THEY WILL SAY TO THEIR CLIENT, LOOK, HERE'S WHAT WE CAN DO.

UH, WE CAN.

OKAY.

NOW YOU CLARIFIED IT.

NOW YOU SAID THE DEFENDANT HAD TO ASKED FOR IT.

SO I, I WAS JUST WANTING THESE PEOPLE BEING REPRESENTED AT ALL.

THANK YOU FOR THAT CLARIFICATION.

YOU'RE WELCOME.

ALL RIGHT.

I NEED TO MOVE IN A SECOND TO TAKE RESOLUTION.

, WHAT ARE WE TAKING? ALL RESOLUTION ONE THROUGH 16 AS ONE ROLL CALL BACK.

CLERK.

DO WE HAVE A SECOND? WE NEED, OH, WHERE'S A SECOND? I TAKE A SECOND.

RIGHT.

COMMISSIONER COOPER SECOND BY COMMISSIONER GRAHAM.

LET'S MOVE TO RESOLUTION 17, WHICH WILL BE READ.

OH, THIS IS, UH, FROM THE, UH, COMMISSIONER OF REGISTRATION, SUPERINTENDENT OF ELECTIONS, AND WE'LL BE READ INTO THE RECORD AT A LATER TIME.

MR. JACKSON? UH, THANK YOU, MR. PRESIDENT.

COMMISSIONER SPANO, UH, IS HERE AND I BELIEVE THAT THE MR. ROSARIOS WILL AS WELL.

YES.

GOOD EVENING, PRESIDENT AND COMMISSIONERS.

MY NAME IS PATRICIA SPANO.

I AM THE SUPERINTENDENT OF ELECTIONS AND COMMISSIONER OF REGISTRATION FOR ESSEX COUNTY.

I'M HERE TONIGHT TO ASK YOU TO AWARD A BID TO DOMINION VOTING, WHICH IS THE COMPANY THAT OWNS OUR VOTING MACHINES.

AND IT IS FOR LICENSING FEES.

I GOTTA BRING THIS CLOSER.

IT IS FOR BOTH, UM, EARLY VOTING AND ELECTION DAY.

IT'S CONSUMABLES, IT'S PROGRAMMING FOR EACH OF THE ELECTIONS, INCLUDING SPECIAL ELECTIONS, ELECTION DAY SUPPORT, BOTH AT THE WAREHOUSE AND ON SITE IF NEEDED.

AND AN ALLOWANCE FOR UNFORESEEN EXPENSES THAT COULD COME UP WITHIN THE TWO YEAR PERIOD.

I ALSO HAVE RON FROM DOMINION VOTING HERE, IF ANYONE HAS ANY QUESTIONS.

YEAH, LET'S, LET'S

[00:30:01]

GET HIM UP HERE SINCE HE CAME ALL THIS WAY.

FROM VERONA OR WHEREVER YOU ARE FROM.

THAT'S VERY GOOD.

GREW UP IN VERONA.

I CURRENTLY LIVE IN CEDAR GROVE.

OKAY.

GOD .

SO TELL US A LITTLE BIT ABOUT WHAT THIS CONTRACT IS.

WHAT IS IT GOING TO DO? I KNOW YOU SURE.

IT'S BASICALLY, IT'S, WHAT'S YOUR NAME ON THE RECORD, PLEASE? RON ROSANIA, CEDAR GROVE AND DOMINION VOTING.

UM, SO, MS. PRESIDENT COMMISSIONERS, BASICALLY THIS IS A, UH, TWO YEAR CONTRACT JUST FOR THE ANNUAL FIRMWARE AND LICENSE FEES, UH, FOR THE USE OF THE ACTUAL SOFTWARE AND THE, UH, VOTING MACHINES THEMSELVES.

IT ALSO COVERS, UH, AS, UH, SUPERINTENDENT STRANGLE SAID, UM, ANY, UH, MAINTENANCE, UH, ON THE MACHINES THAT THERE MAY NEED ALSO, UM, PROGRAMMING FOR ALL THE ELECTIONS.

AND WE, WE DO RUN QUITE A FEW ELECTIONS IN S COUNTY.

SO THIS COVERS ALL THE PROGRAMMING FOR THOSE, UM, AND, UH, CONSUMABLES AS WELL, LIKE TONER, PAPER.

UM, ANYTHING THAT WE MAY NEED FOR, UH, TO, TO BASICALLY MAKE THE MACHINES RUN, UH, EFFICIENTLY.

AND THIS IS, UH, FOR ALL ELECTIONS IN ESSEX COUNTY, THE SCHOOL BOARD INCLUDED? CORRECT.

THIS COVERS ALL PRIMARIES GENERALS, UH, SCHOOL BOARD, AND SPECIAL ELECTIONS.

OKAY.

THANK YOU SO MUCH.

YEP.

UH, WELL, MR. F**K, UH, I THINK THIS POINT IS MORE FOR MR. JACKSON.

THE, THE TERM OF THE CONTRACT, WHICH I UNDERSTAND IS TWO YEARS IS NOT ON THE RESOLUTION.

CAN WE JUST DO A CORRECTIVE PAGE JUST TO, SO THAT THAT'S PRESENT ON THE RESOLUTION? THANK YOU.

THANK YOU, MR. VEO.

COMMISSIONERS.

ANY QUESTIONS OR COMMENTS? COMMISSIONER LUCIANO.

THANK YOU, MR. PRESIDENT, THROUGH YOU.

UM, I JUST WANT PUT ON THE RECORD THAT, UM, I'M VERY HAPPY TO SUPPORT DOMINION.

I THINK THAT THEY'VE DONE A GREAT JOB IN ESSEX COUNTY.

THEY WERE VERY OPEN TO THE COMMISSIONERS AND ALL THE OTHER ELECTED OFFICIALS TO COME AND SEE THE NEW MACHINES THAT WE USE, UH, UNDERSTAND THE PROCESS AND HOW THINGS WORK.

UH, AND I ALSO THINK THAT THEY FALL IN THE CATEGORY THAT YOU'RE VERY SUPPORTIVE OF.

DOMINION HAS SEVERAL OF THEIR MEMBERS THAT LIVE IN ESSEX COUNTY, INCLUDING MR. ROSANA, WHO, UH, GREW UP IN VERONA AND LIVES IN CEDAR ROW.

JUST WANTED TO PUT THAT ON THE RECORD, CAUSE I KNOW HOW IMPORTANT IT'S .

THAT'S RIGHT.

THANK YOU.

COMMISSIONERS.

ANY OTHER QUESTIONS OR COMMENTS? HEARING ON, DO I HAVE A MOVE? IN A SECOND.

I'LL MOVE IT.

SECOND.

MOVE BY COMMISSIONER LUCIANO.

SECOND BY COMMISSIONER GRAHAM ROCO, MEDICAL CLERK.

COMMISSIONER SIEBEL? YES.

COMMISSIONER VICE PRESIDENT POMAR? YES.

COMMISSIONER RICARDO? YES.

COMMISSIONER LUCIANO.

THANK YOU, MADAM CLERK.

LET'S MOVE TO RESOLUTION 18 AND 19, WHICH ARE FROM THE DEPARTMENT OF THANK YOU CORRECTIONS.

YOU'RE VERY WELCOME.

AND WE'LL BE RUNNING TO THE RECORD AT A LATER TIME.

MR. JACKSON.

UH, MR. PRESIDENT, UH, DIRECTOR CHARLES IS HERE TO ADDRESS THESE ITEMS. DIRECTOR, WELCOME BACK.

THANK YOU, MR. PRESIDENT.

TWO NIGHTS ROW WITH THE BOARD, UM, FOR YOUR CONSIDERATION TONIGHT.

THE DEPARTMENT OF CORRECTIONS HAS TWO THINGS ON THE AGENDA.

ITEM 18 AND 19.

UM, ITEM 18 IS FOR THE EXERCISE IN A TWO YEAR CONTRACT EXTENSION TO DCO ENERGY.

UM, DCO ENERGY, UM, PROVIDES 24 7, UM, MONITORING AND COGEN FACILITIES AT, AT THE JAIL, UM, WHICH IS THE, THE GAS AND ELECTRICITY.

THEY ALSO PROVIDE PUBLIC WORKS, UM, SERVICES, PALMING, ELECTRICITY, UM, DOORS, LOCKS, AND ENGINEERING AS WELL.

UM, THIS IS A TWO YEAR CONTRACT EXTENSION.

WE'RE, WE'RE EXERCISING THE OPTION.

UM, TONIGHT.

UH, DAVE DEVE, THE PRESIDENT, IS HERE TO ANSWER MORE TECHNICAL QUESTIONS THAT THE BOARD MAY HAVE AS WELL.

THANK YOU, DIRECTOR.

YOU JUST, UH, PROMOTED ME, BUT THAT'S OKAY.

OKAY.

MR. PRESIDENT? YES.

COMMISSIONERS, I'M HERE TO ANSWER ANY QUESTIONS WITH YOUR NAME ON THE RECORD.

DAVID DELVECHIO, IF YOU WANT TO TELL US A LITTLE BIT ABOUT WHAT YOU'RE DOING AND THE AFFILIATION.

YEAH.

DCO ENERGY AFFILIATION.

YES.

AND, AND ONE OF THE THINGS I KNOW THAT'S IMPORTANT TO YOU, WE HAVE 50 EMPLOYEES.

10 ARE ESSEX COUNTY EMPLOYEES.

UH, AND ALSO IMPORTANT IS THE FACT THAT, UH, OUTSIDE OF OUR MANAGEMENT EMPLOYEES, EVERYONE IS PART OF A, UH, TRADE UNION.

SO, UH, WE'RE A HUNDRED PERCENT UNION IN TERMS OF THERE'S ONE ADMINISTRATIVE PERSON AND THEN MANAGEMENT PEOPLE.

BUT EVERYONE ELSE IS PART OF LOCAL 68.

SO I WANTED TO PUT THAT IN THE RECORD.

THANK YOU.

MR. PAUL.

I, WERE YOU GONNA TELL A LITTLE BIT ABOUT THE CONTRACT? DAVID, YOU CAN.

I, I WAS JUST GONNA, I WAS JUST GONNA, I COULD IF I WORKED FOR DCO, BUT I DON'T NO, BUT PROBABLY MORE.

YEAH, I PROBABLY BETTER THAN I AM ON IT, BUT I JUST WANTED TO CONGRATULATE

[00:35:01]

COMMISSIONER CBOL ON THANK YOU.

THE RECOGNITION THAT IT'S WELL DESERVED.

THANK YOU, DAVID.

UH, THE ONLY I CAN SAY THIS.

GO.

IT'S ACTUALLY LOWER THAN THE, THE PREVIOUS CONTRACT THAT WE HAD.

THAT'S WHAT I WAS GONNA ASK.

I KNOW.

SO THIS WAS AWARDED WITH THE TWO YEAR EXTENSION BUILT IN.

UH, I WANTED TO KNOW IF THESE TWO YEARS, UH, I COULDN'T TELL FROM THE MATERIALS, UH, WHAT THE COST WAS COMPARED TO THE INITIAL TWO YEARS, IF IT WAS THE SAME, HIGHER, OR LOWER.

THANK YOU.

THAT'S YOU.

YOU'VE BEEN VERY HELPFUL.

ANY OTHER QUESTIONS? I DON'T THINK SO.

I THINK YOU'VE ANSWERED EVERYTHING.

.

SEE, I SEE MR. COLT SIFTING THROUGH MR. DOO.

WE'RE GOOD COMMISSIONS.

ANY QUESTIONS OR COMMENTS? THANKS.

LET'S MOVE TO RESOLUTIONS.

20 AND 21.

MR. JACKSON? DID WE DO 19? I DON'T THINK WE DID.

OH, WE, WE MISSED 19.

YES.

SORRY.

THANK YOU.

OH, SO THAT WAS FOR 18.

I THOUGHT HE DID BOTH OF THEM.

YEP.

RIGHT.

LET'S GO TO 19.

HE'S DAZZLED.

YOU SAID WE WERE DAZZLED.

MR. DIRECTOR, YOU SAID 18 AND 19 AGAIN.

I DID.

RIGHT.

BUT WE DIDN'T DISCUSS 19, BUT WE DIDN'T DISCUSS 19.

SO, SO, MR. CHARLES, YOU GOTTA MOVE A LITTLE FASTER.

OKAY.

SLOWING US DOWN.

I'LL BE QUICK.

YOU HAVE .

ITEM 19 IS FOR YOUR CONSIDERATION IS A TWO YEAR AGREEMENT ON WITH, UH, FOR IRON BOUND MEDICAL SERVICES.

IT'S FOR THE PHYSICALS FOR NEW EMPLOYEES, NEW CORRECTION OFFICERS.

UM, THEY HANDLE, UM, THE PRE-EMPLOYMENT, UM, MEDICAL PACKAGES.

UM, EVERYTHING FROM BLOOD WORK TO EKGS IS DONE AT, AT THE FACILITY.

JUST A QUICK QUESTION, MR. ECK? YEAH.

DIRECTOR CHARLES, THIS IS JUST FOR NEW EMPLOYEES.

THIS ISN'T FOR, UH, RETURN TO WORK OR? THAT'S CORRECT.

JUST NEW EMPLOYEES.

OKAY.

THANK YOU.

THANK YOU, DIRECTOR.

COMMISSIONERS.

ANY QUESTIONS OR COMMENTS ON RESOLUTION 1919 HEARING? I NEED TO MOVE IN A SECOND.

I'LL MOVE IT.

SECOND.

MOVE BY COMMISSIONER SBO.

SECOND BY COMMISSIONER CCAO.

ROLE CALL MADAM CLERK.

COMMISSIONER SBO? YES.

COMMISSIONER VICE PRESIDENT PI MAR? YES.

UH, COMMISSIONER RICARDO? YES.

COMMISSIONER LUCIANO? YES.

COMMISSIONER JOHNSON.

ABSENT.

COMMISSIONER GRAHAM? YES.

COMMISSIONER GIL.

ABSENT.

COMMISSIONER COOPER? YES.

COMMISSIONER PRESIDENT RICHARDSON.

YES.

SO MOVED.

THANK YOU MADAM CLERK.

LET'S MOVE THE RESOLUTIONS 20 AND 21, WHICH ARE FROM THE OFFICE OF COUNTY COUNCIL AND WILL BE READ INTO THE RECORD AT A LATER TIME.

MR. JACKSON, MR. PRESIDENT, MR. ST.

JOHN WILL HANDLE THESE ITEMS. THANK YOU.

UH, NUMBER 20 IS SOMEONE, FIRST OF ALL, PUT YOUR NAME ON THE RECORD.

J AFFILIATION.

SORRY.

THAT'S, UH, JEROME ST.

JOHN COUNTY COUNCIL.

UH, NUMBER 20 IS A CERTAIN MISCHARACTERIZATION.

WE'RE NOT RENTING THEM A TENT.

WE'RE ALLOWING THEM TO USE A TENT ON THE PROPERTY.

AND WE ARE CHARGING THEM FOR THE RIGHT TO USE A TENT ON THE PROPERTY.

REMEMBER, IT'S OUR PROPERTY.

AND SO WHAT WE DID, WHAT WE ARE DOING IS WE'RE SAYING IF YOU'D LIKE TO USE THE TENT AND YOU'D LIKE YOUR GUESTS TO BE ABLE TO USE THE TENT, THE COUNTY SHOULD RECEIVE SOME REVENUES FOR THAT.

AND WE, WE ARRIVED AT A, WHAT WE SAW WAS A FAIR AND REASONABLE REIMBURSEMENT TO THE COUNTY FOR THE RIGHT TO USE IT OF $5 PER PATRON FOR THE USE OF THE TENT.

I PREPARED A SEPARATE TENT AGREEMENT SO THAT WE WERE, WE'D BE IN A POSITION TO BE ABLE TO MONITOR THE USE BETTER SO THAT IF, UH, YOU WANTED TO GO UP AND HAVE A FUNCTION AT THE HIGH LAWN, YOU SIGN YOUR NORMAL AGREEMENT TO USE THE BUILDING, AND YOU SAY, OH, BY THE WAY, I'D LIKE TO USE THE TENT AS WELL.

THEY WILL SAY TO YOU, I HAVE A TENT AGREEMENT.

AND YOU HAVE TO SIGN THAT.

AND YOU UNDERSTAND YOU'LL BE PAYING ADDITIONAL $5 PER GUEST FOR THE USE OF THE TENT.

SO JUST, UH, WHICH WE THINK IS FAIR AND EQUITABLE, THAT THE COUNTY RECEIVES SOME BENEFIT FOR THE USE OF THIS PROPERTY, AND WE WANT THE HIGH LOAN TO SUCCEED AS WELL.

SO THAT'S NUMBER ONE.

THAT'S THE, THAT'S THE TENT AGREEMENT.

IT'S EFFECTIVE AS OF JULY ONE.

I'VE ALREADY GOTTEN CHECKS IN WHICH I WILL RETURN TO THEM IF THE, IF THE COMMISSIONERS DECIDE NOT TO PROCEED WITH THE MATTER.

AND I, AND I ALSO, I'M NOT SAYING THAT AS A WISE GUY, I MEAN THAT.

SO, UH, NU NUMBER TWO, UH, UH, NUMBER 21 IS THE, UH, I'LL CALL IT THE LOGS, THE LORD'S WORK.

WE HAVE, UH, TWO AND A HALF LAWYERS THAT WORK WITH FAMILY COURT TO TRY TO GET THE, THE MONEY THAT IS OWED FOR, UH,

[00:40:01]

DEPENDENT CHILDREN FROM PEOPLE WHO, THE PARENTS THAT ARE RESPONSIBLE TO HELP PAY FOR THOSE DEPENDENT CHILDREN.

UH, THIS IS A REIMBURSEMENT TO THE COUNTY FOR THE, FOR WHAT WE DO ON BEHALF OF THOSE DEPENDENT CHILDREN.

UH, AS OF NOW, WE GET ABOUT 65% OF THE COST OF US TRYING TO GET THE MONEY BACK TO HELP THOSE DEPENDENT CHILDREN, UH, IN THIS, IN THIS PAYMENT.

SO I'D BE HAPPY TO ASK ANY, ANSWER ANY QUESTIONS ON EITHER THE TENT OR THE DEPENDENT CHILDREN.

MS. PECK, I'M JUST STILL FASCINATED WITH THE IDEA OF A TENT AGREEMENT.

10 TOO.

NEVER IN LAW SCHOOL DID WE DISCUSS TENT AGREEMENTS? NO, I DON'T HAVE ANY QUESTIONS.

THANK YOU.

COMMISSION IS, COMMISSION IS SABLE.

I HAVE A QUESTION ABOUT THE TENT AGREEMENT.

SO IF THERE WERE A HUNDRED PEOPLE USING THE TENT, IT'S $5 PER PERSON? CORRECT.

OKAY.

I JUST WANTED TO MAKE SURE I HAVE THAT CORRECT.

SO IT WOULD BE $500.

AND, AND THE REASON I THOUGHT THAT WAS APPROPRIATE, IF YOU THINK OF, GEE, YOU KNOW, FOR, FOR BUILDING HOW MUCH IT COSTS TO HAVE THAT BUILDING THERE FOR YOUR GUESTS TO, TO HAVE TO USE OUR BEAUTIFUL AREA FOR GUESTS.

I, I THINK IT'S WORTH THE $5 PER PATRON TO BE ABLE TO AFFORD THAT TO, UH, THE, THE HIGH LAWNS GUESTS THEY DID AS WELL.

THEY DIDN'T, THEY DID NOT FIGHT ME OR THE ADMINISTRATION ON THE $5 ISSUE WHATSOEVER.

AND, UH, IT'LL MAKE IT EASIER FOR US TO MONITOR THE PAYMENTS THAT WE HAVE, THE SEPARATE TENT AGREEMENT AS WELL.

SO THEY CAN'T BURY IT IN WITH THE NORMAL REVENUES THAT THEY HAVE.

AND THAT'S THE REASON WHY MR. BARLEY DEO, I CAME UP WITH A 10 AGREEMENT.

GOT IT.

I HAVE COMMISSIONABLE.

SO WITH THE 10 AGREEMENT, IF IT'S $5 A PERSON, THE COUNTY GETS THAT MONEY NOT ILAW, IS THAT CORRECT? THE COUNTY GETS THE MONEY.

OKAY.

THANK YOU.

COMMISSIONER COOPER, SPEAKING OF MIKE.

THANK YOU.

THANK YOU, MR. PRESIDENT.

UM, THAT'S A BEAUTIFUL LOCATION.

SO $5 IS A GREAT PRICE FOR THERE.

UM, I'M CURIOUS, WHAT DOES THE SS COUNTY IMPROVEMENT AUTHORITY, WHAT'S THEIR ROLE IN THAT AGREEMENT? INITIALLY THE LEASE WAS AMONG THE ESS COUNTY IMPROVEMENT AUTHORITY, THE COUNTY OF ESSEX AND THE HIGHLAND, AS YOU KNOW, IT'S GONE THROUGH DIFFERENT OWNERSHIP AND OTHER THINGS.

THEY'RE STILL INVOLVED, BUT WE'RE GETTING THE REVENUE.

SO THEY'RE JUST THERE BECAUSE THEY WERE, BUT THEY'RE, THEY'RE NAMED ON THE LEASE.

OKAY.

BUT WE'RE NOT SPLITTING THE $5 CORRECT US.

CORRECT.

ALL RIGHT.

THANK YOU.

THAT'S COMMISSIONERS.

ANY OTHER QUESTIONS OR COMMENTS HERE NOW I MOVING A SECOND TO TAKE, YOU WANNA TAKE VOTE? OKAY.

20 AND 21 AS ONE.

MR. JACKSON, MR. PRESIDENT MR. LOMBARDI WILL HANDLE THESE ITEMS. UH, GOOD EVENING.

CRAIG LOMBARDI, DIVISION OF HOUSING AND COMMUNITY DEVELOPMENT.

UH, ITEM NUMBER 22.

WE ARE, UH, REQUESTING THAT THE BOARD AUTHORIZE AN AMENDMENT TO OUR EXISTING CDBG CONTRACT WITH THE CITY OF ORANGE FOR IMPROVEMENTS TO THE POOL AT COLGATE PARK.

UH, MORE SPECIFICALLY, WE WOULD INCREASE THE AMOUNT OF THE GRANT FROM 140,500 UP TO 257,500.

THIS WOULD ENABLE THE CITY TO, UH, ENHANCE THE IMPROVEMENTS THEY'RE MAKING TO THE POOL, AND ALSO AVOID HAVING THIS TO, UH, STAGGER THE TIMING OF THE IMPROVEMENTS, UH, BASED ON BUDGETARY CONSTRAINTS.

UH, THE FUNDS FOR THIS, UH, ADDITIONAL FUNDING, UH, ARE BEING TAKEN FROM AN EXISTING PROJECT THAT WAS COMPLETED, THAT CAME IN WAY UNDER, WELL UNDER BUDGET.

AND SO WE HAVE THE EXTRA CDBG FUNDS AVAILABLE.

WE CAN RECYCLE THOSE FUNDS.

IT WILL HAVE NO FISCAL IMPACT ON THE, ON THE COUNTY.

UH, BUDGET.

ITEM NUMBER 23.

UH, WE ARE REQUESTING THAT WE CAN EXTEND THE, UH, TERM OF THE CONTRACTS FOR VARIOUS CDBG CV RECIPIENTS.

UH, THERE ARE SEVEN SUBRECIPIENTS.

THEY WERE PREVIOUSLY APPROVED IN THE FALL OF 2021.

UH, THEIR CONTRACTS RECENTLY EXPIRED IN OCTOBER.

AND, UH, FOR THE MOST PART, THEY'VE, THEY'VE EXPENDED THE MONEY.

WE JUST HAVEN'T PROCESSED ALL THE VOUCHERS.

AND A FEW OF THE PROJECTS, UH, SHOULD BE EXPENDING

[00:45:01]

ALL THEIR MONEY BY THE END OF THIS CALENDAR YEAR OR EARLY NEXT CALENDAR YEAR.

SO BY EXTENDING THE CONTRACTS, WE CAN MAKE SURE THAT ALL THAT MONEY GETS OUT FOR ALL THE PEOPLE THAT THEY HELPED.

AND JUST TO ADD, FOR THE RECORD, THE CONTRACTS WOULD BE EXTENDED TO APRIL 30TH, 2023.

OKAY.

MR. VE NO QUESTIONS, COMMISSIONERS QUESTIONS? THE COMMENTS? COMMISSIONER COOPER.

THANK YOU.

WE HEARD SOME DIFFERENT NUMBERS FROM A AFFIRM OF ACTION THE OTHER DAY, BUT WE'LL TAKE THAT UP.

THANK YOU.

THOSE ARE PROBABLY THE NUMBERS YOU GAVE ARE PROBABLY THE REAL NUMBERS.

MM-HMM.

, IT WAS MORE LIKE THERE WAS A HUNDRED EMPLOYEES AND 70 SOMEHOW FROM ESSEX COUNTY, SO, YEAH.

I, I'LL TAKE THAT UP WITH, UH, MR. WALKER.

SOMEBODY'S NUMBERS ARE WRONG.

.

SO, MR. PARVE, UH, NO QUESTIONS.

ALL RIGHT.

THANK YOU.

AND WHAT ARE THOSE DATES? SAY YOU SWEEP FROM WIND TO WHEN WE SWEEP FROM BASICALLY SUNDAY NIGHT TO, UH, FRIDAY MORNING, BUT IT'S AT NIGHTTIME.

RIGHT.

SO WHEN DO YOU START SWEEPING ABOUT MARCH.

WHEN DO YOU STOP? MARCH AND PRIMARILY SAY LATE NOVEMBER.

OKAY.

SO YOU'RE STILL SWEEPING NOW? NO, WE'RE NOT SWEEPING NOW.

UH, WE HAVE 15 EMPLOYEES, UH, 30 SERVICE TECHS.

TEXT 12 VICTIM? YES.

UM, SIR, DID YOU HAVE THIS CONTRACT? UH, THE PRIOR CONTRACT FOR THIS SERVICE? WE DID.

OKAY.

UM, YES.

MY QUESTION IS, THIS IS A, NOT, THIS MIGHT BE MORE FOR THE ADMINISTRATION.

IT'S A NOT TO EXCEED AMOUNT.

HOW MUCH WAS EXPENDED DURING THE LAST CONTRACT? THIS ONE IS NOT TO EXCEED 908,000.

UH, SOUNDS LIKE WE'LL HAVE TO GET BACK.

IF YOU DON'T HAVE ANY, JUST GET IT TO US.

THANK YOU.

THE RESOLUTION IS 32 THROUGH 34, WHICH ARE FROM THE OFFICE OF PURCHASING AND WILL BE READ INTO THE RECORD AT A LATER TIME.

MR. JACKSON? MR. COLTRAN, FIRST THING, MR. PRESIDENT, LIKE TO CONGRATULATE THE COMMISSIONER CBOL ON THE NAMING OF THE NEW EXHIBIT AT TURTLE BAG ZOO.

CONGRATULATIONS.

AND THAT'S THE LUCK.

THANK YOU SO MUCH.

JACK.

NUMBER 32 WAS A BID FOR DELIVERING CLOTHING SUPPLIES FOR ESSEX COUNTY.

WE HAD FIVE BIDDERS, UH, VICTORY SUPPLY, UNIFORM MANUFACTURING, ACME SUPPLY, BOB BARKER COMPANY AND HOMEDALE FOOTWEAR.

UH, THEY SUPPLY CLOTHING TO THE, UH, ESSEX COUNTY CORRECTIONAL FACILITY.

JUVENILE FACILITY IN THE HOSPITAL CENTER.

UH, PREVIOUS AGREEMENT WAS 450,000.

WE SPENT 298,000 AND THIS ONE IS NOW TO EXCEED $450,000.

NUMBER 33 IS THE OFFICE OF PURCHASING IS ASKING TO THE ABILITY TO 25 MILLION.

UH, AS OF DATE WE SPENT APPROXIMATELY 22 MILLION.

AND THIS IS FROM VARIOUS CO-OPS STATE CONTRACT, UM, AND FOR OTHER THINGS THAT ALL THE DEPARTMENTS UTILIZE PURCHASING USES VERY LITTLE OF THIS, BUT VARIOUS DEPARTMENTS DO SO.

SO JUST EXPLAIN TO US A LITTLE MORE ABOUT THIS OMNIBUS AND THIS 25 MILLION AT YOU, THE OMNIBUS DISCRETIONARY FUND THAT YOU HAVE.

UH, IN REALITY, MR. PRESIDENT, WE DON'T HAVE ANY MONEY ON THAT.

THIS ALLOWS THE OFFICE OF PURCHASING THE BOARD GIVES US PERMISSION TO APPROVE THE OTHER DEPARTMENT'S PURCHASES.

SO WE UTILIZE ALL THE OTHER DEPARTMENTS FOR THE 25 MILLION, BUT WE DON'T UTILIZE OR HAVE ANY MONEY IN THIS 25 MILLION.

YOU JUST GIVE US THE ABILITY TO APPROVE THE 25 MILLION SPENDING THAT ALL THE OTHER DEPARTMENTS UTILIZE OFF CO-OP, OFF OF CO-OPS AND IN THE STATE CONTRACT.

WHAT WAS THAT? SAY THAT AGAIN, OFF OF THE CO-OPS, THE VARIOUS CO-OPS THAT WE BELONG TO IN THE STATE CONTRACT.

SO THERE ARE OTHERWISE BID EXEMPTS PURCHASES, CORRECT? MM-HMM.

AND THERE'S, AND THERE'S A, A CAP ON THE AMOUNT OF THE INDIVIDUAL PURCHASES.

IT'S NEAR USED TO BE A HUNDRED THOUSAND OVER THOSE HUNDRED? NO, THE BOARD ALLOWS US TO GO UP CURRENTLY TO 170.

575 MADE THAT CHANGE.

MM-HMM.

AND ANYTHING ABOVE THAT HAS TO COME? YES.

YEAH.

WE MAY NEED TO CHANGE THAT BACK.

WE'LL TALK ABOUT THAT DURING A BUDGET.

BUDGET HEARING YOU MEAN THEY NEED TO GO UNDER A HUNDRED, MR. PRESIDENT PURCHASING DOESN'T PURCHASE TOO MUCH FOR THEIR OWN DEPARTMENT.

IT'S ALL THE OTHER DEPARTMENTS.

GOTCHA.

NEXT, NUMBER 34 IS A LEASE AGREEMENT WITH LA PARKING.

THIS IS FOR 52 SPACES FOR JUDGES AT UH, 2 61 UNIVERSITY AVENUE.

AND THE JUDGES ARE CURRENTLY AT THE LEN BUILDING ON UNIVERSITY AVENUE.

MS. ECK, UH, MR. COULTRE, THIS IS A ONE YEAR CONTRACT, IT SEEMS. DO WE DO THESE EVERY YEAR? IS THAT, IS THAT AT OUR REQUEST OR IS THAT AT THE, UH, OWNER'S REQUEST? IT JUST SEEMS LIKE SOMETHING THAT MIGHT LEND ITSELF TO A LONGER TERM.

WELL, THIS PARTICULAR YEAR WE THOUGHT WE WERE GOING TO BE, UH, ACTIVELY BUILDING A NEW BUILDING.

AND SO WE HAVE OPTED IN THE LAST TWO YEARS TO DO, UH, EACH YEAR ANNUAL.

OKAY.

RATHER THAN, RATHER THAN GET LOCKED IN, LOCKED IN FOR AN EXTENSIVE PERIOD OF TIME.

GOT IT.

THANK YOU.

COMMISSIONERS, QUESTIONS OR COMMENTS? YES.

COMMISSION COOPER.

THANK YOU MR. PRESIDENT.

UM, QUESTION FOR ITEM 32.

UM, YESTERDAY, DURING OUR HEARING, UM, RELATED TO CORRECTIONS, A QUESTION THAT CAME UP WAS FOR THE FEMALE INMATES, ARE THEY RESPONSIBLE FOR BUYING THEIR SANITARY PRODUCTS OR DO WE PROVIDE THOSE TO THEM? WE HAVE THERE, UH, THROUGH MR. PRESIDENT, WE HAVE ANOTHER CONTRACT WITH, UH, OTHER SUPPLIES, MEDICAL SUPPLIES AND THINGS LIKE THAT.

THEY MAY BE PURCHASING THROUGH THAT OTHER CONTRACT.

AND I DON'T KNOW THAT ANSWER, BUT THAT'S ONE OF THE ITEMS THAT ARE ON THE CONTRACT.

SO CAN YOU GIVE BACK

[01:00:01]

TO US, PLEASE, TO CONFIRM IF THE COUNTY PROVIDES THOSE ITEMS TO THE GIRLS AND WOMEN OR IF THEY HAVE TO PROCURE THOSE THINGS THEMSELVES THROUGH THEIR, THROUGH THE COMMISSARY? MM-HMM.

? YES.

THAT'S A REALLY GOOD QUESTION.

I'M SORRY, I QUESTION I WANT TO CHIME IN OUT, BUT GO AHEAD.

UM, YEAH, I I SAW THAT QUESTION LATE AFTER WE LEFT BECAUSE I ABSOLUTELY WOULD'VE ASKED IT YESTERDAY.

UM, IT'S OFTENTIMES, YOU KNOW, HIGH SCHOOL, SCHOOL LEVEL, A LOT OF KIDS MISS GOING TO SCHOOL BECAUSE THEY CAN'T AFFORD THOSE PRODUCTS ALL THE TIME.

UM, MY NEXT QUESTION FOR ITEM NUMBER 33.

DO WE, YOU KNOW, WE CHANGED FURNITURE AND EQUIPMENT, WE, WE CHANGE IT RIGHT? POLICY, WE ROLL IT OUT EVERY TWO OR THREE YEARS.

I KNOW SOME OF THIS EQUIPMENT WE HAVE STACKED AWAY.

DO WE AUCTION OFF THE, THE DESK, THE CHAIRS, THE OLD COMPUTER EQUIPMENT? IT MIGHT NOT BE USEFUL FOR US, BUT IT MAY STILL HAVE SOME LIFE LEFT FOR SOME SMALL NON-PROFITS OR CHURCHES.

DO WE CURRENTLY AUCTION OFF THOSE THINGS NOW? LIKE THE WAY WE DO SOME OTHER THINGS? STATE STATUTE SAYS ANYTHING OVER 5,000, THE VALUE OF $5,000.

SO IF WE'RE SITTING ON A CHAIR AND THE VALUE MAY NOT ACCUMULATE THE $5,000, THEN WE WONT AUCTION IT.

IF IT'S OVER $5,000, YES.

SO THEN WHAT DO WE DO WITH THOSE ITEMS? DO THEY JUST END UP IN THE TRASH IN THE LANDFILL? UM, YOU WOULD HAVE TO TAKE THAT UP WITH DEPARTMENT OF PUBLIC WORKS BECAUSE I REALLY DON'T KNOW THAT ANSWER.

SO MR. JACKSON, I WOULD REALLY LIKE A RESPONSE TO THAT.

YOU KNOW, I'M JUST THINKING ABOUT C AND ONE OF THE THINGS THAT I DID, UM, AT COVID THE LAST TWO YEARS WAS WENT TO FRIENDS AND FAMILY POSTED ON FACEBOOK AND WHATNOT, AND ASKED PEOPLE FOR THEIR OLD TABLETS AND LAPTOPS THAT THEY WERE NOT USING, PAID TO HAVE THEM CLEAN AND GAVE TO LOW INCOME KIDS IN THE COMMUNITIES THAT I REPRESENT WHO CANNOT AFFORD THESE WIDGETS.

BUT THEY WERE CRITICAL FOR THEM TO GET CONNECTED TO THE SCHOOL AND HAVE OTHER SOCIAL OUTLETS WITH THEIR FRIENDS.

SO I WAS ASKED RECENTLY BY A SMALL NONPROFIT, HEY, WHAT DO YOU GUYS DO WITH THESE LAPTOPS WHEN WE, WHEN WE GET RID OF 'EM WITH THE PRINTERS? AGAIN, WE, WE MIGHT NOT USE THEM FROM OUR POLICY PERSPECTIVE.

FOR SOME OTHER PEOPLE, IT STILL MAY BE USEFUL FOR THEM.

YOU KNOW, I, I GET, YOU KNOW, THE ONE CARE INDIVIDUALLY MAY BE $5, BUT IF WE TOOK ALL THE CHAIRS IN THIS ROOM THAT WE REPLACED AND PUT 'EM TOGETHER IN THE AGGREGATE, THAT NUMBER MIGHT COME UP.

SOMEBODY MAY BE WILLING TO BID ON THAT.

THAT ITEM THEN.

THANK YOU.

NO, THANK YOU.

I THINK THAT WAS, UH, TWO REALLY GOOD QUESTIONS.

AND IF THOSE CHAIRS OR ITEMS OR LESS THAN $5,000, MAYBE WE CAN, UH, DONATE 'EM TO A NON-PROFIT AS OPPOSED TO HAVING TO AUCTION THEM AT ALL.

AND THE OTHER THING IS THE SANITARY NAPKINS, WHICH ARE ESSENTIAL TO YOUNG GIRLS AND WOMEN IN OUR COUNTY FACILITY.

AND WE DO GET PAID FOR THESE INDIVIDUALS, UH, AS A COUNTY.

SO, SO THAT'S AN ITEM THAT'S ESSENTIAL.

SO WE GOTTA FIGURE OUT IF THEY'RE BEING, UH, GIVEN THESE, THESE PRODUCTS AND IF NOT, HOW CAN, UH, WE THE COUNTY MAKE THOSE ITEMS, UH, AVAILABLE.

MS. PRESIDENT? IM YES SIR.

99.99999% SURE THAT WE, THAT THOSE ARE PROVIDED.

MR. JACKSON? ALL RIGHT.

THANK YOU, MR. PRESIDENT.

UH, MR. ROTHER WILL HANDLE, UH, THIS ITEM.

HELLO AND CONGRATULATIONS, COMMISSIONER.

THANK YOU.

THANK YOU SO MUCH.

GREAT.

WONDERFUL.

THANK YOU.

MY NAME'S STEVE ROTH.

I'M THE EXECUTIVE DIRECTOR OF THE ESSEX COUNTY IMPROVEMENT AUTHORITY.

I'M HERE, UH, THIS EVENING WITH THE MANAGER OF OUR AIRPORT, UH, JOE CALLIE.

UH, WE ARE HERE IN CONNECTION WITH THE REQUEST THAT WE'RE MAKING FOR THE RIGHT TO ACQUIRE AN EXPANSION OF AN EXISTING EASEMENT AT THE NORTH END OF OUR MAIN RUNWAY.

UH, THIS IS IN FACT THE THIRD TIME WE'RE COMING BEFORE, UH, THIS COMMISSION TO GET THESE KINDS OF APPROVALS.

THE MOST RECENT ONE WAS WHEN YOU APPROVED IT SEVERAL YEARS AGO, UH, FOR OUR EASEMENT OVER MOUNTAIN RIDGE COUNTRY CLUB.

UH, TH THIS ONE, UH, THIS EXPANDED, UH, EASEMENT IS BEING REQUIRED BY THE FAA.

UH, THIS IS A SAFETY ISSUE.

UH, WE MUST EXPAND, UH, THAT EASEMENT AND REMOVE TREES, UH, ON THAT EASEMENT SO THAT CERTAIN LIGHTING, UH, CAN PERMIT THE SAFE LANDING OF AIRCRAFT ON THAT MAIN RUNWAY.

UH, IF YOU HAVE ANY SPECIFIC QUESTIONS ABOUT THE FA REQUIREMENT, UH, MR. CALI, UH, IS HERE TO ANSWER THOSE QUESTIONS.

MR. PAUL? I DON'T HAVE AN FAA A QUESTION.

HI, MR. ROTH.

UH, JUST A QUESTION ON THE PROPERTY, UM, WHERE THE EASEMENT IS EXTENDING, IT'S A COMMERCIAL OR INDUSTRIAL PROPERTY? NEIGHBORING PROPERTY? NO, IT, IT, IT'S A NEIGHBORING PROPERTY.

UH, IT'S OWNED BY VIBRA SCREW, WHICH WENT OUT OF BUSINESS.

OH, THERE'S NOTHING LONG TIME AGO.

THIS HAS BEEN VACANT, UNUSED PROPERTY FOR DECADES.

OKAY.

SO THAT'S THE NEXT QUESTION.

SO THERE'S NO IMPACT ON, THIS IS NOT LIKE, LET'S SAY THE COUNTRY CLUB.

THERE'S NO IMPACT, NOT THAT THERE'S IMPACT THERE, THERE, BUT THERE'S NO IMPACT ON THIS? NO, THERE'S NO, THERE'S NO CURRENT USE AND THERE HASN'T BEEN ANY USE OF THAT PROPERTY FOR DECADES.

OKAY.

UNDERSTOOD.

THANK YOU.

COMMISSIONERS.

ANY OTHER QUESTIONS OF COMMENT? COMMISSIONER, VICE PRESIDENT MARS.

THANK YOU.

GOOD EVENING.

HOW MANY TREES DO YOU ASKED TO MAKE? WILL BE CUT DOWN.

HI.

HI.

HOW YOU DOING? UH, MY NAME IS JOE CALLIE, THE AIRPORT MANAGER.

UM, I BELIEVE IT'S SOMEWHERE AROUND 50 55 TREES IN TOTAL THAT, THAT NEED TO BE REMOVED.

RIGHT.

SO DO YOU HAVE A PLAN TO MAYBE PUT 50 TREES BACK SOMEWHERE ELSE IN ESSEX COUNTY? THAT'S SOMETHING WE CAN, THAT'S, THAT, THAT'S SOMETHING WE CAN ADDRESS IF, IF THAT'S A, IF THAT'S A NEED.

SURE.

WELL, I'D LIKE FOR US TO ADDRESS IT BECAUSE IT'S A LOT OF TREES AND SO I THINK THAT WE CAN PROBABLY FIND SOME PLACES WHERE WE CAN PUT BACK 50 TREES.

[01:15:01]

SO CAN YOU COME BACK TO US AND GIVE US SOME KIND OF THOUGHT THAT YOU MAY HAVE HAD OR MAYBE CONSULT WITH ONE OF OUR ENVIRONMENTAL GROUPS AT WHICH WE HAVE MANY? SURE.

WE, WE CAN DO THAT.

AND IF, IF IN ONE OF THE PARKS, THE, UH, THE COUNTY REQUIRES SOME ADDITIONAL TREES, BY ALL MEANS WE'D BE HAPPY TO DO THAT.

GREAT.

UH, SO THROUGH YOU MR. PRESIDENT, HOW DO WE ENSURE THAT THIS MECHANISM GETS FOLLOWED THROUGH? BECAUSE I KNOW THAT ONCE WE GET THE APPROVAL HERE TO DO THIS, THEN THEY GO AND DO, YOU KNOW, ALL THAT.

AND WE JUST WANT TO, I JUST WANNA MAKE SURE THAT IT'S FOLLOW THROUGH BECAUSE, UH, YOU KNOW, WE ARE HEAVILY DEVELOPED COUNTY.

I KNOW MY TOWN OF BLOOMFIELD, WHICH HAS DONE AN EXCELLENT JOB OF PROVIDING AS MUCH OPEN SPACE AS POSSIBLE IN THE LAST DECADE, IS 97% BUILT OUT.

AND, UH, I THINK, YOU KNOW, I THINK IT'S FAIR TO SAY THAT AS A WHOLE, THE COUNTY HAS BEEN VERY SENSITIVE TO ENVIRONMENTAL ISSUES AND SUCH, AND I JUST WANT TO MAKE SURE THAT WE CAN HAVE A FOLLOW THROUGH OR MECHANISM FOR THIS FOLLOW THROUGH.

SO I THINK WE CAN, UH, COME UP WITH SOMETHING MR. PAULA.

BECKY, FOLLOW UP WITH MR. A.

UM, WE'LL MAKE IT A CONDITION OF THE APPROVAL THAT THEY PLANT SOME 50 TREES SOMEWHERE ELSE.

ONE OF THE THINGS THAT HAVING, BEING THE CHAIRMAN OF THE CENTRAL PLANT BOARD FOR THE CITY OF NEWARK, WE ACTUALLY HAVE A TREE FUND.

UH, SO THEY CAN DONATE TO, WE CAN CREATE A TREE FUND OR SOMETHING WHERE THEY CAN PUT THE MONEY IN LIEU OF, UH, NOT BE, IF THEY'RE NOT ABLE TO PLANT THE TREES AND PUT THE MONEY IN THE TREE FUND.

SO SOME OF OUR ENVIRONMENTAL GROUPS CAN GO OUT AND PLANT THOSE TREES.

SO WE CAN FIGURE THAT OUT.

MR. PAULA, I'LL WORK WITH MR. WALKER AND WE'VE, WE, WE'VE BEEN PREPARED FOR THIS BECAUSE AS A MATTER OF STATE LAW, THERE MAY BE A REQUIREMENT ONCE WE DO THIS TO, TO REPLACE THEM IN ANY EVENT.

SO WE'RE PREPARED.

EXCELLENT.

MR. PA, FINAL QUESTION.

IS THERE ANY IMPACT ON ANY LOCAL BODIES OF WATER STREAMS OR ANYTHING LIKE THAT? CERTAINLY NOT.

OKAY.

COMMISSIONER COOPER.

THANK YOU MR. PRESIDENT.

UM, VICE PRESIDENT.

THAT WAS A WONDERFUL SUGGESTION.

I JUST WANNA THROW OUT THAT YES, OUR PARKS COULD USE SOME MORE TREES, BUT SO COULD SOME OF OUR COUNTY OWN ROADS IN SOME OF THE HEAVILY DENSELY POPULATED AREAS LIKE NEWARK AND ORANGE AND IRVINGTON AND BLOOMFIELD.

YOU KNOW, WHERE WE PUT UP BEAUTIFUL NEW DEVELOPMENTS.

SOMETIMES WE TAKE DOWN THOSE OLD TREES, UM, AND GET THESE LITTLE PUNY THINGS JUST SITTING AROUND.

YOU KNOW, THEY TAKE 20 PLUS YEARS TO GROW UP.

SO I WOULD ASK RESPECTFULLY THAT WE ALSO INCLUDE SOME OF THE MAIN COUNTY ROADS AS AREAS TO RECEIVE NEW TREES.

THANK YOU.

VERY GREAT.

VERY GOOD SUGGESTION.

COMMISSIONER COOPER, ANY OTHER COM UH, COMMENTS OR QUESTIONS? NOW? I NEED A MOTION.

I'LL MOVE IT.

I'LL MR. MOVE BY COMMISSIONER SIBO, SECOND BY VICE PRESIDENT PO MORRIS.

ROLL CALL MAN.

CLERK COMMISSIONER SIEBEL? YES.

COMMISSIONER VICE PRESIDENT POMAR? YES.

COMMISSIONER RICARDO? YES.

COMMISSIONER LUCIANO.

ABSENT.

COMMISSIONER JOHNSON? ABSENT.

COMMISSIONER GRAHAM? YES.

COMMISSIONER GILL.

ABSENT.

COMMISSIONER COOPER? YES.

COMMISSIONER PRESIDENT RICHARDSON.

YES.

SO MOVED.

THANK YOU ALL.

THANK YOU.

I APPRECI COMMISSION.

I PUT TWO OF EM.

YEAH, I GOT SOME THE TO MAKE.

WHAT DID I YOU DO'S THIRD ONE RIGHT.

CASE? THAT'S A GOOD IDEA.

GOOD.

ARE THERE REPORT OF CS REPORT? MM-HMM.

.

I THINK YOU DON'T, I DON'T EVEN SEE THAT.

I DON'T LIKE, SHOOT.

THERE'S, THAT MIGHT BE, MAYBE IT'S A CARRYOVER FROM ANOTHER.

OKAY.

RIGHT.

OKAY.

LET'S MOVE TO REPORT BOARD COMMITTEES.

COMMISSIONERS.

DO WE HAVE ANY REPORTS OF BOARD COMMITTEES? YES.

COMMISSIONER COOPER.

THANK YOU MR. PRESIDENT.

WANT TO JUST PUT ON THE RECORD THAT WE HAD A PUBLIC SAFETY COMMITTEE MEETING YESTERDAY AND I WANT TO THANK THE ADMINISTRATION AND THE DEPARTMENT OF CORRECTIONS WHO ATTENDED AND GAVE A REVIEW, UM, REGARDING THE AMBROSE REPORT.

THEY GAVE A REALLY GOOD DETAILED OVERVIEW OF THE IMPROVEMENTS AND CHANGES THAT THEY'VE MADE TO THE DEPARTMENT THUS FAR

[01:20:01]

AS A RESULT OF RECEIVING THE AMBROSE REPORT AND TALKED ABOUT SOME THINGS THAT THEY'RE LOOKING TO IMPLEMENT IN THE FUTURE.

WE ALSO GOT A REPORT FROM THE CIVILIAN TASK FORCE.

GOVERNOR MCGREEVEY WAS ABLE TO ATTEND.

SO I WANT TO THANK HIM AND HIS COMMITTEE, WHO'S A WHOLE GROUP OF VOLUNTEERS WHO GAVE A REPORT ABOUT THEIR INTERACTIONS WITH THE, UM, DEPARTMENT OF CORRECTIONS, SOME OF THE RECOMMENDATIONS THAT THEY'VE EQUALLY MADE.

WE'VE ASKED FOR SOME FOLLOW UP ITEMS AROUND MENTAL HEALTH AND HOW MENTAL HEALTH, UM, IS MANAGED WITHIN THE CORRECTIONS DEPARTMENT AND A COUPLE OTHER AREAS THAT WE'RE LOOKING FOR FOLLOW UP.

SO I WANNA THANK MY FELLOW COMMISSIONERS WHO ATTENDED AS WELL AND PARTICIPATED IN ASKED QUESTIONS.

THE ADMINISTRATION WHO CAME OUT AND WAS VERY RESPONSIVE, UM, ON A TOPIC THAT WE KNOW HAVE BEEN AN ONGOING, UM, HIGH AREA OF ENTRANCE FOR OUR RESIDENTS.

SO THANK YOU.

THERE WERE SOME QUESTIONS THAT, UH, WE ALSO RECEIVED BY WAY OF LIKE TEXT MESSAGING OR SOMETHING.

AND WILL WE RESPOND TO ALL OF THOSE QUESTIONS IN WRITING IF PEOPLE PROVIDED THEIR, UM, INFORMATION FOR US TO RESPOND BACK TO HIM? THANK YOU.

THANK YOU FOR COMMISSIONER COOPER.

SO THERE WAS, UH, AN AFFIRMATIVE ACTION MEETING AS WELL THIS WEEK AND WANNA THANK THE ADMINISTRATION FOR COMING OUT.

THANK, UH, MR. WALKER FOR HIS REPORT THAT HE PUT PUT TOGETHER HIM AND HIS TEAM.

UM, ONE THING I SAY, I APPRECIATE THE WORK THAT THAT'S GOING GOING ON AND THE UNDERSTANDING THAT WE JUST NEED TO DO A, A BETTER JOB HERE IN ESSEX COUNTY, INCLUDING, UH, MINORITY AND WOMEN VENDORS AND ENSURING THAT OUR RESIDENTS ARE WORKING ON THESE VARIOUS PROJECTS.

UH, WE HAVE A DISPARITY STUDY THAT'S WE'RE IN THE MIDDLE OF, AND, UH, I CAN'T WAIT FOR THAT REPORT TO COME OUT SO THAT WE CAN, UM, UNDERSTAND EXACTLY SOME OF THE THINGS THAT ARE GOING ON AND WHY OUR NUMBERS IN TERMS OF OUR MINORITY PARTICIPATION IS NOT WHERE WE LIKE TO SEE IT.

AND SO IT IS A WORK IN PROGRESS.

WE'RE DOING BETTER THAN WHEN I FIRST ARRIVED, BUT YOU KNOW, THERE'S, LIKE THEY SAID, THERE'S STILL WORK TO BE DONE.

UH, SO, AND I ALSO WANT TO THANK ALL OF THE COMMISSIONERS WHO, WHO CAME OUT AND, UM, PARTICIPATED.

APPRECIATE YOU.

ALL RIGHT.

ANY OTHER REPORT? BOARD COMMITTEES, COMMISSIONER COOPER? UM, THANK YOU.

I JUST HAD A QUESTION.

UNFORTUNATELY I HAD A CONFLICT WITH MY SCHEDULE, SO I COULDN'T GET HERE FOR THE AFFIRMATIVE ACTION.

TWO QUICK THINGS.

DID WE HAVE A TIMELINE FOR THE, THE DISPARITY STUDY? APRIL? APRIL? AND THEN THE OTHER QUESTION WAS, UM, MR. WALKER'S OFFICE HOSTED A WONDERFUL, UM, AFFIRMATIVE ACTION OUTREACH, HOW TO DO BUSINESS WITH THE COUNTY SESSION, UM, THIS SUMMER THAT WAS REALLY WELL RECEIVED AND HIGHLY ATTENDED.

AND I KNOW COMMISSIONER, PRESIDENT RICHARDSON AND I HAVE TALKED TO HIM.

IT WAS LITERALLY STANDING ROOM ONLY IN THE ROOM ABOUT HOW, UM, WELL RECEIVED THAT WAS AND HIGH IN DEMAND.

AND HE, UM, EXPRESSED THAT HE WOULD BE DOING THOSE MORE ROUTINE GOING FORWARD.

SO I WAS WONDERING IF THERE WAS A TIMELINE FOR THE NEXT ONE THAT WAS COMING UP.

CUZ I'VE ACTUALLY BEEN CONTACTED BY PEOPLE TO SEE WHEN IS IT COMING UP? BECAUSE I KNOW THAT, I KNOW I'VE BEEN COMMUNICATING TO PEOPLE, I'VE LEARNED THROUGH MR. COL TREE THAT THIS END OF THE YEAR, BEGINNING OF THE YEAR IS A TIME PERIOD THAT WE TEND TO PUT OUT OUR BIDS AND NOTICES AND ADVERTISEMENTS FOR NEW SERVICES AND GOODS THAT WE'RE GOING TO PROCURE.

SO I'VE BEEN LIKE DRIVING PEOPLE TO HIS OFFICE AND TO PROCUREMENT TO SIGN UP.

SO THAT HAS BEEN A QUESTION THAT PEOPLE HAVE LOOKED AT THESE BIT SPECS AND THEN, UH, LIKE OVERWHELMED BY THIS A HUNDRED PAID DOC DOCUMENT.

HOW DO I RESPOND TO THIS? SO PEOPLE REALLY WANT TO KNOW WHEN WE'RE GONNA HOST ANOTHER ONE, UM, THROUGH YOU AS THE PRESIDENT.

I'LL TALK WITH MR. WALK, WE'LL GO BACK TO YOU.

THANK YOU.

AND, AND I'LL, I'LL TALK TO YOU OFF THE RECORD.

THANK YOU.

WHILE THEY VERY WELL ATTENDED, BUT WE'LL TALK ABOUT THAT.

ANY OTHER REPORTS OR BOARD COMMITTEES? HOW ABOUT LEGISLATIVE REPORTS? ANY WRITTEN COMMUNICATIONS? UNFINISHED BUSINESS, NEW BUSINESS? OKAY, LET'S GO TO PUBLIC COMMENT.

MADAME CLERK, LET'S GO TO PUBLIC COMMENT SESSION.

IF THERE ARE ANY MEMBERS OF THE PUBLIC WHO WISHING TO, UH, COMMENT ON ANY MATTER, PLEASE COME TO THE MICROPHONE.

STATE YOUR NAME, ADDRESS, AND AFFILIATION FOR THE RECORD.

YOU HAVE THREE MINUTES TO SPEAK.

THE FLOOR IS YOURS, SIR.

ADAM KRAMER, WEST ORANGE, NEW JERSEY.

UM, I COME HERE, UH, AS A, UH,

[01:25:01]

TAXPAYER, A CITIZEN, AND SOMEBODY WHO'S RUN FOR PUBLIC OFFICE IN THIS COUNTY UNSUCCESSFULLY.

UH, FIRST OF ALL, I THINK YOU ARE ALL GOOD PEOPLE OF GOODWILL.

UM, BUT I THINK THERE ARE SOME THINGS GOING ON WITH THIS BODY THAT NEED IMPROVEMENT.

AND I HOPE YOU TAKE MY CRITICISM AS SUGGESTIONS, UM, APPROPRIATELY.

UM, FIRST OF ALL, IT'S A LITTLE DISCONCERTING, THE LEVEL OF ATTENDANCE.

UM, WE'D TAX PAYERS PAY YOU 40,000, WELL OVER 40,000 PLUS TRANSPORTATION ALLOWANCE.

IT WOULD BE NICE IF ALL NINE OF YOU WHO WERE HERE PRETTY MUCH EVERY MEETING ON TIME AND STAYED THROUGH TO VOTE ON EVERY ISSUE.

UM, ALSO QUESTIONS.

SOME OF YOU, PARTICULARLY MS. COOPER, UM, PARTICULARLY OUR FREEHOLDER PRESIDENT, UH, FREEHOLDER, MECADO, CBOL MADE SOME VERY GOOD QUESTIONS.

A LOT OF PEOPLE I'VE NOTICED SIT SILENTLY THROUGH THE MEETINGS.

WE AS TAXPAYERS, CITIZENS, ACTUALLY AT LEAST SOME OF US, WATCH THE MEETING, LOOK FOR THESE QUESTIONS, LOOK AT THE ATTENDANCE SO WE KNOW WHAT OUR FREE OUR, EXCUSE ME, NO LONGER FREEHOLD COMMISSIONERS ARE DOING SO WE CAN MAKE INTELLIGENT DECISIONS ON WHETHER WE WANT TO SEND YOU BACK FOR ANOTHER THREE YEARS OR PUT SOMEONE ELSE IN THERE.

SO I'D LIKE YOU TO STEP UP IN THIS REGARD AS COMMISSIONERS.

UM, I HAVE SOME GREAT CONCERNS THAT THE ADMINISTRATION AND THE, AND THE COMMISSIONERS HAVE BEEN UNABLE TO REACH CONTRACTUAL AGREEMENTS WITH OUR SHERIFFS AND OUR CORRECTIONS OFFICER AFTER MANY YEARS.

UM, I THINK LAW ENFORCEMENT IS CRITICAL.

UM, AND I THINK THAT WE REALLY NEED TO MAKE THAT A PRIORITY BECAUSE IF WE DON'T BACK LAW ENFORCEMENT, LAW ENFORCEMENT CAN'T BACK US.

AND WE NEED EVERYBODY TO BE SAFE.

WHETHER YOU LIVE IN THE CENTRAL WARD IN NEWARK, IRVINGTON, OR SHORT HILLS OR NORTH CALDWELL, AND WE NEED THOSE CONTRACTS SO THAT LAW ENFORCEMENT PROTECT US.

LAST THING, AND THIS IS A LOT OF THE REASON WHY I RUN AND I CRITIQUE YOU, I HOPE FAIRLY, I WANNA READ SOMETHING FROM THE, UH, AMERICAN TAXPAYERS UNION.

THE AVERAGE YEARLY PROPERTY TAX PAID BY SIX COUNTY RESIDENTS AMOUNTS TO ABOUT 8.55% OF THE YEARLY INCOME.

ESSEX COUNTY IS RANKED SECOND OF THE 30 SECONDS OF THE 3,143 COUNTIES, UH, FOR PROPERTY TAX AS A PERCENTAGE OF INCOME.

WE REALLY NEED TO FOCUS ON THIS FROM ALL OUR LEVELS OF GOVERNMENT, STATE, COUNTY, LOCAL SCHOOL BOARD.

THANK YOU AND THANK YOU SIR.

AND AS IS OUR POLICY, ALL OF YOUR QUESTIONS WILL BE ANSWERED IN WRITING.

IS THERE ANYONE ELSE WISHING TO SPEAK? SO IS NO ONE ELSE WISHING TO SPEAK, LET IT BE NOTED COMMISSIONS.

ANY QUESTIONS OR PARTING COMMENTS? COMMISSIONER COOPER.

THANK YOU MR. PRESIDENT.

I WANNA JUST TAKE A MOMENT AND CONGRATULATE COMMISSIONER SIBO ON THIS WONDERFUL, UM, RECOGNITION FOR ALL YOUR HARD WORK AND DEDICATION TO THE COUNTY OF ESSEX.

I ALSO WANT TO COMMEND THE SHERIFF OFFICE AND THE OFFICER IN PARTICULAR WHO STEPPED IN, UM, A COUPLE OF WEEKS AGO BACK IN ORANGE WHEN A CAR WAS STOLEN WITH A LITTLE BABY INSIDE.

BECAUSE OF THAT SHERIFF OFFICER'S QUICK THINKING AND ACTION.

THAT BABY WAS RECOVERED IN RECORD TIME.

UM, THE ARTICLE DIDN'T REALLY MENTION WHO THAT OFFICER IS, BUT I WOULD LOVE TO, UM, I THINK THE BODY GIVE ACCOMMODATION TO THE SHERIFF OFFICER, MR. JACKSON, IF YOU COULD FIND OUT THAT PERSON'S NAME SO THAT WE COULD FORMALLY RECOGNIZE THAT PERSON FOR WITHOUT HESITATION JUMPING INTO ACTION AND IN LESS THAN AN HOUR THAT BABY WAS BACK HOME SAFE, UM, WITH, WITH HIS FAMILY.

SO, UM, KUDOS TO THE SHERIFF DEPARTMENT.

THANK YOU.

EXCELLENT, EXCELLENT SUGGESTION.

ARE THERE ANY OTHERS? HEARING NONE.

MOTION TO ADJO MS. P PRES.

I MADE JUST OH YES, THE MRS. JACKSON, THE 0.001 DOUBT THAT I HAD AS BEEN ERASED.

IT'S, IT'S, IT'S ALL PROVIDED FREE.

YEAH.

MR. RICHARDSON? YEAH, SURE.

UH, VICE PRESIDENT FOR MARS.

THANK YOU.

I JUST WANT UP ON A RECORD.

I MAY HAVE ASKED A QUESTION OR TWO TONIGHT.

, THANK YOU.

DON'T, DON'T LET THAT BE THE NORM.

, IS THERE A MOTION TO ADJOURN? MOTION? SO MOVE YOU GO SECOND.

I'LL SECOND THAT.

MOVE BY COOPER SECOND BY CCA ONLY FAVOR.

EYES HAVE SO MOVED.
