THIS MEETING OF THE ESSEX COUNTY BOARD OF COUNTY COMMISSIONERS IS HEREBY COLIN ORDER.
THIS MEETING IS BEING, UH, LIVE STREAMED AND IN ADDITION, TAKING PLACE IN PERSON.
COMMISSIONER VICE PRESIDENT HAMARA.
COMMISSIONER PRESIDENT RICHARDSON.
PLEASE STAND FOR THE SALUTE TO THE FLAG.
I'M GONNA ASK COMMISSIONER BARBA TO LEAD US IN THE SALUTE I PLEDGE TO THE FLAG OF THE UNITED STATES OF AMERICA, WHICH STANDS, ONE NATION UNDER GOD, INVISIBLE FOR LIBERTY AND JUSTICE FOR PLEASE REMAIN STANDING FOR A MOMENT OF SILENCE FOR THOSE WHO WE HAVE LOST SINCE OUR LAST MEETING.
I HAVE BEFORE ME CERTIFICATION FROM THE CLERK THAT THIS MEETING IS IN COMPLIANCE WITH THE OPEN PUBLIC MEETINGS ACT.
MADAM CLERK, DO YOU HAVE ANY TRANSCRIPTS THAT NEED TO BE APPROVED? UH, NO.
MADAM CLERK, DO WE HAVE ANY TOPICS FOR DISCUSSION? NO.
SO LET'S MOVE TO PUBLIC COMMENT.
TONIGHT'S MEETING IS A COMBINED CONFERENCE BOARD MEETING, AND WE WILL BOARD IN EVERY ITEM ON THE AGENDA.
SO IF THERE'S ANY MEMBER OF THE PUBLIC WHO WOULD LIKE TO COMMENT ON AGENDA ITEMS ONLY AT THIS POINT, PLEASE COME TO THE MICROPHONES.
STATE YOUR NAME AND AFFILIATION FOR THE RECORD.
YOU WILL HAVE THREE MINUTES OF SPEAK.
THERE WILL BE TIME LATER IN THE EVENING FOR PUBLIC COMMENT ON ANY OTHER MATTER.
SO I ASK YOU, PLEASE LIMIT YOUR COMMENTS AT THIS TIME TO AGENDA ITEMS ONLY.
FIRST VICE PRESIDENT, F O P LODGE 1 0 6, REPRESENTING ALL SWORN SUPERVISORY STAFF WITHIN THE DEPARTMENT OF CORRECTIONS RESOLUTION 1 0 5 REESTABLISHES, A PUBLIC SAFETY PENAL COMMITTEE OF THE HALL, RESOLUTION 1 0 8 REESTABLISHES A PUBLIC SAFETY PENAL SUBCOMMITTEE ON IMMIGRATION AND CUSTOMS ENFORCEMENT.
THE COUNTY ENDED ITS CONTRACT WITH ICE EARLY LAST YEAR.
THE JAIL IS NOT HOUSED DETAINEES FOR ICE FOR MORE THAN SIX MONTHS.
THERE SEEMS NO REASON FOR THIS COMMITTEE, EXCEPT THAT PERHAPS SOMEONE HIGH ON THE COUNTY PAYROLL IS STILL RECEIVING A FIVE FIGURE SUPPLEMENTAL COMPENSATION PACKAGE FOR OVERSEEING IT.
RESOLUTION 1 0 6 ESTABLISHES A HEALTHCARE HEALTH BENEFITS COMMITTEE.
THIS BOARD HAS REPEATEDLY AUTHORIZED EXPENDITURES FOR OUTSIDE COUNSEL TO LITIGATE AGAINST MORE THAN ONE QUARTER OF THE COUNTY WORKFORCE THAT DID NOT CONCEDE TO ENTERING THE STATE HEALTH BENEFITS PROGRAM.
TO DATE, WE BELIEVE THE COUNTY'S LITIGATION EXPENDITURES TO THE GENOVA BURNS FIRM TO BE APPROACHING A MILLION DOLLARS.
THE HEALTHCARE REGISTRATION FORMS THAT OUR MEMBERS, MEMBERS OF YOUR ELECTORATE SIGNED IN 2016 LITERALLY READ, SUBMITTED UNDER DURESS AS WE WERE THREATENED IN WRITING AS BEING DROPPED FROM ALL COVERAGE.
IF WE REFUSE TO SIGN RESOLUTION 1 23 ESTABLISHES A LABOR UNION OVERSIGHT.
NONE OF THESE RESOLUTIONS INCLUDE ANY LABOR REPRESENTATION.
F O P 1 0 6 HAS APPEARED AT A NUMBER OF THESE COMMISSIONER MEETINGS, YET NO ONE THINKS TO REACH OUT TO US WHEN THE COMMITTEE MEETINGS ARE SCHEDULED, OR IS IT JUST THAT
[00:05:01]
OUR INPUT IS DEEMED UNIMPORTANT? IN THE PAST 10 DAYS, A NON-CIVIL SERVICE HIREE ALLEGEDLY SENT SOMEONE TO THE POLICE ACADEMY TO TAKE HIS PHYSICAL ASSESSMENT TEST FOR HIM, INTERNAL AFFAIRS IS INVESTIGATING, BUT GUESS WHAT? THERE'S NO VIDEO AVAILABLE AT THE ACADEMY FROM THAT DAY.SPEAKING OF IA, THE CIVIL SERVICE COMMISSION ISSUED VIOLATIONS AGAINST THE COUNTY LAST MONDAY FOR FAILING TO COMPLY WITH IA APPOINTMENT PROCEDURES THIS MORNING.
THE CIVIL SERVICE COMMISSION UNANIMOUSLY DENIED THE COUNTY'S APPEAL FOR WHOM MAY BE HEAD OF IA.
THE INDIVIDUAL NOW REMOVED FROM THE POSITION SERVED THREE YEARS WITHOUT STATUTORILY REQUIRED TRAINING OR CERTIFICATION FOR THE POSITION.
WHAT WILL THOSE LAWSUITS COST? THE ADMINISTRATION KNEW IT WAS WRONG AND DID IT ANYWAY.
AGGRAVATED ASSAULTS CONTINUE TO OCCUR ON A REGULAR BASIS.
PRIYA ALLEGATIONS ARE ONGOING.
PRIYA BEING THE FEDERAL SEXUAL ASSAULT STATUTE, CONTRABAND REMAINS UNFETTERED.
YET THE JAIL'S INTERNAL AFFAIRS STAFFING HAS BEEN REDUCED FROM 10 TO THREE DESPITE RECOMMENDATIONS FROM THE AMBROSE GROUP LAST SEPTEMBER THAT IT BE INCREASED THE NEXT DEATH, THE NEXT SERIOUS ASSAULT WITH A WEAPON THAT OCCURS IN THAT FACILITY IS ON THIS BOARD.
THE PUBLIC SAFETY PENAL COMMITTEE OF THE WHOLE.
YOU ARE AWARE YOU HAVE BEEN ON NOTICE FOR WELL OVER A YEAR THAT THERE ARE SERIOUS PROBLEMS, YET THE SUBORDINATES WITHIN THE OFFICE OF COUNTY COUNCIL CHOOSE TO FOCUS AND SPEND MONTHS ARGUING OVER APPOINTMENTS THAT HAVE ALREADY BEEN REPEATEDLY LITIGATED IN LABOR'S FAVOR.
MAYBE JUST, MAYBE IT'S TIME OUR ELECTED OFFICIALS BEGAN GIVING SOME CREDENCE TO WHAT WE ARE SAYING.
MAYBE JUST MAYBE WE KNOW WHAT WE'RE TALKING ABOUT WHEN IT COMES TO LABOR RELATIONS OR THE OPERATION OF A CORRECTIONAL FACILITY.
ANYBODY ELSE FOR PUBLIC COMMENT ON AGENDA ITEMS? OKAY, MME. CLARK.
LET'S, UH, FOR THE RECORD, LEMME RECOGNIZE COMMISSIONER COOPER HAS NOW JOINED US.

WE'RE HAPPY TO SAY OUR GOLF COURSES ARE DOING WELL FROM A STANDPOINT OF CITIZENS UTILIZING THEM.
[00:10:01]
OF GOLF AT, UH, OUR THREE FACILITIES, WHICH ARE FRANCIS BYRNE HENDRIX, AND WEEK WAKE.UH, CODY ARENA SOLD APPROXIMATELY 3,100 HOURS OF ONE HOUR BLOCK OF ICE TIME, UH, AT OUR FACILITY THERE.
THOSE ARE TWO, UH, SHEETS OF ICE IN OUR PERMIT DIVISION, WHICH, UH, ISSUES ATHLETIC PERMITS OVER 3,800 ATHLETIC PERMITS WERE ISSUED, UH, THIS PAST YEAR, UH, WITH US THIS EVENING.
I HAVE REPRESENTATIVES IN EACH RESPECTED AREA IF YOU HAVE ANY QUESTIONS IN REGARD TO OUR FREE, UH, RECOMMENDATION CHANGES FOR 2023.
MR. PARLOVE, ANY QUESTIONS? YES, DAN, JUST A GENERAL QUESTION.
I, THERE'S SOME, UH, MINOR INCREASES KIND OF ACROSS THE BOARD, SOME EN GOLF, SOME IN SOME OTHER AREAS.
ARE THOSE, WERE THERE INCREASES IN THOSE SAME AREAS BETWEEN 2021 AND 2022? NO.
OR HAVE THOSE REMAINED STATIC OR BASICALLY STATIC.
ANY QUESTIONS? COMMISSIONERS? COMMISSIONER COOPER? THANK YOU, COMMISSIONER, VICE PRESIDENT.
DID WE, UM, INSTALL THE DEPOSIT FOR, WELL, FOLKS RENT THE PARKS TO MAKE SURE THAT THEY DON'T CLEAN UP THE WAY THAT THEY'RE SUPPOSED TO IN THE ORDINANCE? WE DO HAVE A, UH, LINE ON TO CHARGE PEOPLE FOR FEE MAINTENANCE CLEANUP IN THE FACILITY.
ANY OTHER COMMISSIONERS? MR. SALVAN? GREAT WORK BY YOU AND YOUR TEAM, AND WE SHOULD, UH, COMMEND YOU ALL.
IT'S, AND IT'S, UH, HARD TO IMAGINE EVERY YEAR IT GETS A LITTLE BIT BETTER, BUT IT DOES, AND I THINK THAT'S A TESTAMENT TO THE, UH, HARD WORK YOU AND YOUR TEAM PUT IN.
AND THANK YOU FOR ALL YOUR SUPPORT THIS PAST YEAR IN HELPING US ACHIEVE WHAT WE'RE LOOKING TO DO.
AND I JUST WANNA NOTE THAT, UH, MR. CHRIS IS BACK TO WORK.
UH, MR. CHRIS WAS OUT FOR ERNIE'S TENANT, BUT I JUST WANT EVERYBODY TO UNDERSTAND MR. CHRIS WAS DRAFTED BY THE PHILADELPHIA EAGLES, AND, UH, I BROUGHT HIM HERE AND I FIGURED THAT EVERYBODY'S A GIANT FAN.
BUT ANYWAY, GOOD LUCK MR. SALVAN.
FOR THE RECORD, UH, THERE'S A COUPLE OF COWBOY FANS ON, ON, UH, A VEGAS.
DO I HAVE A MOTION AND A SECOND TO, I'LL MOVE.
SECOND IT, UH, MOVE BY COMMISSIONER VA CARLO SECOND BY, UH, COMMISSIONER, I'M SORRY.
SECOND BY, UH, LUCIANOS ROLL CALL MEDICAL COMMISSIONER.
COMMISSIONER PRESIDENT RICHARDSON.
COMMISSIONER, VICE PRESIDENT POMAR? YES.
SO, MOVE ORDINANCE NUMBER TWO, MR. JACKSON.
UH, MR. VICE PRESIDENT, DIRECTOR DEL GOO WILL HANDLE THIS ITEM.
HOW ARE YOU? GOOD EVENING COMMISSIONERS.
UH, FRANK ARDIO, DIRECTOR OF HEALTH AND REHABILITATION FOR ESSEX COUNTY.
UM, ORDINANCE TWO IS A REQUEST, UM, TO CREATE A, A SEPARATE DIVISION FOR WHAT WAS KNOWN AS OUR HEALTH DEPARTMENT OR THE OFFICE OF PUBLIC HEALTH MANAGEMENT.
UM, THIS DEPARTMENT THAT WAS UNDER IS CURRENTLY UNDER OUR COMMUNITY HEALTH SERVICES DIVISION.
UM, AS YOU KNOW, WITH THE COVID, UM, PANDEMIC, OUR, UM, HEALTH DEPARTMENT HAS STEPPED UP AND HAS GROWN INTO A LARGE, UH, SELF-SUSTAINING OWN DIVISION, BASICALLY.
SO WE'RE ASKING HERE FOR APPROVAL TO SPIN THIS OFF AS ITS OWN DIVISION.
THE, UM, DEPARTMENT, RIGHT NOW, OUR GROUP IS, UH, THEY'RE ALL 100% GRANT FUNDED, SO THERE WOULD BE NO BUDGET LINE ITEM FOR THIS DIVISION MOVING FORWARD.
THIS IS KIND OF A LONG TIME COMING, BUT ONE THING I WILL SAY THAT I, I'D LIKE TO SEE IT AS A LINE ITEM IN THE BUDGET AS A DIVISION, EVEN IF IT'S A ZERO BUDGET SHOWING THE EXPENDITURES AND THE, UH, GRANT AND THOSE EXPENDITURES REDUCED BY THE GRANT, AS IS OFTEN DONE IN OUR BUDGET, I DON'T THINK ANY OTHER DIVISION OR DEPARTMENT IS FULLY FUNDED BY GRANTS.
IT'S NOT, BUT, BUT IN THIS CASE, UM, PUBLIC HEALTH HAS BEEN KIND OF THIS, I'VE OFTEN WONDERED, I I'VE NEVER SEEN IT IN THE BUDGET, SO I, I'D LIKE TO SEE THE EXPENSES IN THE BUDGET, AND I'D LIKE TO SEE THOSE EXPENSES REDUCED BY THE GRANT.
MR. JACKSON, DO YOU THINK MR. MCINERNEY REQUEST COULD BE ACCOMMODATED, UH, WITH YOUR STAFF? I WILL, UH, CONSULT WITH, UH, MR. MUHAMMAD AND, UH, GET BACK TO THE BOARD, UH,
[00:15:01]
QUICKLY.AND, AND IF I MAY, IT'S, IT'S JUST A MATTER OF, OF DISCLOSURE, AS I SAID IN THE PAST, WHEN, WHEN DR.
FEA WAS INVOLVED, THERE WAS A CONTRACT WITH HIM.
THERE WAS NO PUBLIC HEALTH LINER.
SO I'M JUST SAYING NOW THAT YOU'VE GONE THROUGH THE FORMALIZATION OF CREATING, UH, THIS DEPARTMENT, UH, FROM A FULL DISCLOSURE STANDPOINT, UM, I, I THINK IT'S ADVISED IT WOULD BE MY REQUEST TO THE BOARD TO SEE IF IT CAN BE INCLUDED IN THE BUDGET AS A LINE ITEM AND THEN, AND THEN REDUCE THE ZERO BY THE GRANTS.
I DON'T SEE HOW IT WOULD HURT.
SO WE'LL HAVE MR. JACKSON GET BACK TO US AFTER THE CONSULT WITH HIS TEAM.
AT THE NEXT MEETING, IF WE CAN HAVE AN UPDATE FOR MR. JACKSON OR WELL, UH, BE BEFORE THAT MR. SPECIAL.
ALL RIGHT, COMMISSIONER, IF ANY QUESTIONS OR COMMENTS, DO I HAVE A MOVER IN A SECOND? MOTION? ALL RIGHT.

UH, MR. LOMBARDI, DIRECTOR LOMBARDI WILL HANDLE THESE ITEMS. GOOD EVENING.
CRAIG LOMBARDI, HOUSING COORDINATOR FOR THE DIVISION OF HOUSING COMMUNITY DEVELOPMENT.
JUST, UH, WHY DON'T WE MOVE THE MICROPHONE UP A LITTLE BIT? CAUSE YOU'RE, I DON'T HAVE THIS PROBLEM, BUT YOU ARE TALL.
CAN I TEACH? HI, PLEASE STATE YOUR NAME FOR THE RECORD AND AFFILIATION.
UH, CRAIG LOMBARDI, HOUSING COORDINATOR FOR THE DIVISION OF HOUSING AND COMMUNITY DEVELOPMENT.
WE ARE REQUESTING THAT THE BOARD AUTHORIZED THE YEAR MARKING OF HOME FUNDS IN THE AMOUNT OF $332,002 TO PROJECT LI FOR THE REHABILITATION OF A PROPERTY THAT THEY OWN IN NEWARK.
THAT HOUSE THE 17 PERSONS, UH, WHO ARE DEALING WITH VARIOUS, UH, MENTAL AND EMOTIONAL ISSUES, AND, UH, ALSO ARE, ARE LOWER INCOME.
UH, THIS PROJECT WOULD BE FUNDED IN, IN CONJUNCTION WITH FUNDS, UH, IN EXCESS OF $700,000 FROM THE CITY OF NEWARK.
UH, ITEM NUMBER 64, WE ARE REQUESTING AT THE BOARD ARAMARK $800,000 IN HOME FUNDS FOR, UH, UH, PROJECT FOR THE WALTER G. ALEXANDER VILLAGE FOUR URBAN RENEWAL LLC.
BASICALLY, THIS IS, UH, THE FOURTH PHASE OF THE HOUSING DEVELOPMENT IN ORANGE.
THAT'S BEEN MANAGED BY THROUGH THE PUBLIC HOUSING AUTHORITY AND THE ORANGE HOUSING DEVELOPMENT CORPORATION.
SO THIS IS THE FOURTH PHASE THAT WOULD PROVIDE 44 AFFORDABLE UNITS, UH, AT VARIOUS VACANT LOTS.
UH, IN ORANGE, UH, THE, UH, FUNDING FOR THIS PROJECT WOULD BE DONE IN CONJUNCTION WITH FUNDING FROM THE STATE AND AS WELL AS TAX CREDIT FUNDS.
ITEM NUMBER 65, WE ARE REQUESTING THAT THE BOARD AUTHORIZE THE ALLOCATION OF CDBG COVID FUNDS AND THE AMOUNT OF $136,120 FOR THE MONTCLAIR NEIGHBORHOOD DEVELOPMENT CORPORATION FOR A FOOD DISTRIBUTION PROGRAM, UH, WHEREBY THEY WOULD PROVIDE FOOD FOR SENIORS WHO HAVE BEEN IMPACTED BY COVID.
UH, THEY ALSO PROVIDE FOOD FOR STUDENTS WHO ARE PARTICIPATING IN AFTERSCHOOL PROGRAM AS THEY TRY TO CATCH UP FROM THE, UH, LOST EDUCATIONAL OPPORTUNITIES DURING COVID, AND ALSO TO PROVIDE, UH, FOOD DURING HOLIDAYS FOR FAMILIES WHO HAVE BEEN NEGATIVELY IMPACTED ECONOMICALLY BY COVID.
ITEM NUMBER 66, WE ARE REQUESTING THAT THE BOARD AUTHORIZED THE ALLOCATION OF C D B G COVID FUNDS, FUNDS THE
[01:00:01]
AMOUNT OF $25,090 FOR NEWARK COMMUNITY SOLUTIONS.THIS ORGANIZATION PROVIDES LEGAL ASSISTANCE TO PERSONS WHO, UH, ARE STRUGGLING WITH ISSUES RELATED TO COVID, WHETHER THAT BE RENTAL ISSUES OR PERHAPS, UH, THE BACKLOG OF THE, THE JUDICIAL SYSTEM RIGHT NOW, IT GETS, IT MAKES IT HARD FOR THEM TO GET THEIR CASES HURT.
UH, AND THIS IS AN ORGANIZATION WE, WE HAVE WORKED WITH ALREADY FOR A LIMITED PERIOD OF TIME, AND THEY'VE HAD A LOT OF SUCCESS UTILIZING THESE FUNDS TO HELP FOLKS, AND THEY WANT TO CONTINUE THAT PROGRAM, UH, THROUGH TO THE END OF AUGUST.
UH, ITEM NUMBER 67, UH, WE ARE REQUESTING THAT THE BOARD AUTHORIZED THE EXPANSION OF THE USE OF SOME OF THESE, UH, CDBG COVID FUNDS.
RIGHT NOW, WE HAVE A $514,096 TARGETED FOR EMERGENCY FINANCIAL ASSISTANCE, BUT TO DATE, WE HAVE NOT HAD A DEMAND FOR THAT PARTICULAR ACTIVITY.
SO WE'D LIKE TO OPEN UP THOSE FUNDS FOR OTHER ACTIVITIES THAT THERE IS MORE DEMAND FOR IT, SUCH AS FOOD DISTRIBUTION SERVICES PROVIDED BY NON-FOR-PROFIT AGENCIES, ET CETERA.
ITEM NUMBER 68, WE ARE LOOKING TO, UH, EXTEND THE CONTRACTS FOR VARIOUS, UH, UH, EMERGENCY SOLUTION GRANT PROGRAMS. ESG GRANTS.
IT'S APPROXIMATELY FIVE AGENCIES.
UH, THEIR CONTRACTS RECENTLY EXPIRED, AND WE, WE NEED TO EXTEND THE CONTRACTS SO WE CAN PAY OUT ON EXISTING VOUCHERS, UH, AND ALSO, UH, HELP TO HELP THEM CONTINUE TO ASSIST PEOPLE WHO ARE HOMELESS OR AT RISK OF HOMELESSNESS.
UH, WE ARE LOOKING TO EXTEND THE CONTRACTS OF VARIOUS C D CDBG RECIPIENTS FOR PROJECTS WHOSE CONTRACTS EXPIRED AT THE END OF DECEMBER.
MANY OF THESE PROJECTS HAVE BEEN COMPLETED, WE JUST NEED TIME TO PROCESS THEIR VOUCHERS, OR THEY'RE, OR THEY'RE ABOUT TO BE COMPLETED DURING THIS FIRST QUARTER OF THE YEAR.
AND, YOU KNOW, WE JUST NEED THAT TIME TO DO THE PAPERWORK.
AND WE WE'RE LOOKING TO EXTEND THOSE CONTRACTS THROUGH TO, UH, AUGUST 31ST, 2023.
UM, THE, THE ESG EXTENSIONS WOULD GO THROUGH TO, UH, OCTOBER 30, OCTOBER 1ST, 2023.
MR. PARLOVE, DO YOU HAVE ANY QUESTIONS? UH, NO.
UH, WITH REGARD TO RESOLUTION NUMBER 67, UM, MAKING MENTION OF FUNDS THAT ARE LEFT OVER FROM THE COVID FUNDINGS, UM, DO YOU KNOW HOW MUCH IS ACTUALLY LEFT OVER AT THIS TIME? WELL, THAT PARTICULAR ACTIVITY, WE, WE HAD ORIGINALLY SET ASIDE THAT $514,000 FOR THAT ACTIVITY.
AND TO DATE, WE, WE'VE DONE A COUPLE RFPS AND, YOU KNOW, REACHED OUT TO THE COMMUNITY AND NO ONE HAS ASKED FOR THOSE FUNDS FOR THAT ACTIVITY.
SO BASICALLY, FOR THAT PARTICULAR ACTIVITY, THE FULL BALANCE IS AVAILABLE.
UH, YOU KNOW, WE, YOU KNOW, WE LIKE TO ALLOCATE THOSE FUNDS FOR OTHER OPPORTUNITIES THAT MAY, MAY ARISE.
I WAS JUST READING THAT IT SAYS HERE THAT THE, UM, CDBG CV FUNDING FOR THE ES ESSENCE COUNTY, COUNTY OF S TOTALING 5 MILLION 788, 5 41 OF WHICH 4 15 0 96 WAS ORIGINALLY SET ASIDE FOR WHAT YOU'RE, WHAT YOU'RE TALKING ABOUT.
DOES THAT MEAN THAT THAT 5.7 IS LESS THAN FIVE 14 IS STILL AVAILABLE? OR WAS THAT NO, MOST OF THAT HAS BEEN ALLOCATED.
I, I DON'T, THERE'S, THERE'S MAYBE A COUPLE HUNDRED THOUSAND MORE, BUT I DON'T KNOW THE EXACT AMOUNT, BUT, BUT IT'S NO MORE THAN A COUPLE HUNDRED THOUSAND? YEAH, NO, THAT, YEAH.
AL ALMOST ALL OF IT'S BEEN ALLOCATED, UH, TO AGENCIES, EX, ET CETERA.
UH, THIS IS THE ONE, YOU KNOW, ONE ACTIVITY WHERE WE HAVEN'T DRAWN DOWN ANYTHING.
WE'RE GONNA TAKE, UH, 63 TO 69, WHICH WILL BE RUN INTO THE RECORD A LITTLE LATER ON, UH, AS ONE, WE, I HAVE A MOVER.
COMMISSIONER SIBO, SECOND BY COMMISSIONER MERCADO.
HE'S BUSY ON THE RIGHT SIDE OF ME OVER HERE TONIGHT.
COMMISSIONER PRESIDENT RICHARDSON.
COMMISSIONER COOPER AB ABSENT.
COMMISSIONER, VICE PRESIDENT POMAR.
LET'S, UH, TAKE 70 AND 71 FOR THE DEPARTMENT OF HEALTH AND REHAB REHABILITATION.
UH, DIRECTOR DEL GUARD WILL HANDLE THESE ITEMS. HE'S OFF AGAIN, THIS GUY.
I'M NOT AS TALL AS DIRECTOR LOMBARDI
UH, FRANK DELGADO, DIRECTOR JESUS COUNTY HOSPITAL CENTER.
UH, RESOLUTION 70 IS AN ANNUAL CERTIFICATION OF THE HOSPITAL'S FINANCIAL AND MANAGEMENT PLAN.
THIS IS A REQUIREMENT OF AN AN AN ANNUAL PLAN THAT WE SUBMIT TO THE STATE THAT GIVES THEM AN IDEA OF WHAT
[01:05:01]
OUR EXPENSES MOSTLY STAFFING EXPENSES WILL BE FOR, UM, FISCAL YEAR 2023.A RESOLUTION BY THE, UM, COMMISSIONERS IS REQUIRED AS PART OF THAT, UH, SUBMITTAL OF THAT REPORT.
RESOLUTION 71 IS A, UM, IT'S A NON FAIR AND OPEN CONTRACTOR AT ROBERT WOOD JOHNSON.
BARNABAS HEALTH, THAT'S FOR INPATIENT, OUTPATIENT, AND LABORATORY SERVICES FOR THE PATIENTS OF THE ESSEX COUNTY HOSPITAL CENTER.
THIS ALSO PROVIDES FOR, UM, MEDICAL CONSULTATIVE SERVICES FOR OUR PATIENTS.
SO IF THEY PATIENT NEEDS AN ENDOCRINOLOGIST, WE USE A, UM, R W J BARNABAS HEALTH AFFILIATED PHYSICIAN, AND THEY AGREE TO SEE OUR PATIENTS AT A SET FEE SCHEDULE.
AND THAT'S IN THE AGREEMENT THAT WAS OCCLUDED INCLUDED WITH THE, WITH THE, UH, DECISION MEMO FOR YOUR REVIEW.
MR. PARO? I DON'T HAVE ANY QUESTIONS.
THANKS MR. MCINERNEY ON 70, UM, THOSE, THOSE ARE PROJECTED AMOUNTS, SO THEY REALLY HAVE NOTHING TO, TO DO WITH THE DETERMINATION OF THE PER DIEM ALLOWANCE THAT YOU GET, UM, THROUGH YOUR MR. VICE PRESIDENT, WHAT, WHAT THEY ASK FOR IS, UM, A COPY OF OUR PRELIMINARY BUDGET AND THEN A, A COMPARISON OF OUR 2022 STAFFING HEAD COUNTS BY EACH POSITION THAT WAS SUBMITTED IN 2022 COMPARED TO WHAT WE HAVE IN 23 AS OF JANUARY 1ST AND WHAT'S PROJECTED FOR THE REST OF THE YEAR.
BUT IS THAT, IS THAT USED TO DETERMINE THE PER THAT YOU GET FROM THE STATE? NO.
IT'S NOT THE PINO COURT CERTIFICATION DOES THAT, OR THAT'S THOSE FEES.
AND THE, UH, PER DIEM RATES ANNUALLY ARE DETERMINED BASED ON YOUR ACTUAL COSTS.
SO YOUR EXPENSES ARE PUT IN AND THEY'RE USUALLY LACKED TWO YEARS BEHIND.
SO IN OTHER WORDS, THE PER DIEM RATE FOR THE HOSPITAL CENTER IS RIGHT NOW IS BEING DETERMINED BY FROM 2020 COST REPORTS.
AND WHO PREPARES THOSE COST REPORTS? UH, IT'S A COMBINATION BETWEEN US AT THE HOSPITAL AND OUR FINANCIAL CONSULTANT, PINOT CONSULTANTS.
I DO HAVE ONE QUESTION WITH RESPECT TO WHAT BE VOTED EARLIER TO CREATE THE NEW DIVISION, WILL THERE BE ANY IMPACT WITH THIS AUDIT MOVING FORWARD? AND WILL THAT DIVISION HAVE TO BE AUDITED BECAUSE IT'S, UH, REGULATED BY THE STATE OR ANYTHING? ANY IMPACT TO THAT NATURE? UM, THERE'S THERE REALLY THIS, IT'S A SEPARATE, TOTAL FREESTANDING, SEPARATE ENTITY.
UM, THERE IS GONNA BE, BECAUSE WE ARE GOING FOR CERTIFICATION WITH THE OFFICE OF PUBLIC HEALTH, THEY WILL BE GOING UNDER THE SAME RIGOROUS, YOU KNOW, EVERY TWO YEAR FOR INSPECTION.
BUT THAT'S SOMETHING WE'RE WORKING ON NOW, BUT IT'S SEPARATE AND APART FROM THE HOSPITAL CENTER OPERATION.
AND WOULD THAT REQUIRE A SEPARATE AUDIT? YES.
ANY OTHER QUESTIONS? ALL RIGHT.
LET'S TAKE 70 AND 71, WHICH WE RUN INTO RECORD AT A LATER TIME.
SECOND BY COMMISSIONER GRAHAM.
COMMISSIONER PRESIDENT RICHARDSON.
COMMISSIONER, VICE PRESIDENT HAMARA? YES.
72 AND 73, WHICH WILL BE RIGHT INTO THE RECORD AT A LATER TIME.

SO IF ANYBODY'S READY RIGHT THEN AND THERE, I HAVE MY TEAM MEMBER RIGHT HERE, ROBIN.
SHE KNOWS HOW TO MAKE THE PHONE CALLS, GET THEM DETOXED, GET TO THE INPATIENT.
WE ALSO PROVIDE NARCAN TO THOSE WHO, UH, ARE OPENLY, UM, SAYS THAT THEY ARE ON, YOU KNOW, HEROIN OR FENTANYL.
AND AT THAT POINT, IF THEY'RE NOT READY FOR DETOX, WE DO UH, GIVE THEM THE NARCAN, TELL THEM TO TELL ANOTHER RELATIVE TO MAKE SURE THAT THEY KNOW WHERE THE NARCAN IS, JUST IN CASE SO THAT WE CAN SAVE A LIFE EVERY DAY.

[01:35:03]
GOOD EVENING.CAN WE ADJUST THE MICROPHONE A LITTLE BIT THERE? THANK YOU, MATT.
MY NAME IS, UH, WIN FRED VICTOR HINES.
AND I AM THE EXECUTIVE DIRECTOR OF THE WHEAT QUICK PARK ASSOCIATION.
AND I'M HERE TO COMMENT BECAUSE I LOOKED AT THE AGENDA AND UM, I SAW THE FUNDING PROVIDED TO BROOKDALE CONSERVANCY.
AND, UM, IT'S UNFORTUNATE THAT WE HAVE TO COME HERE TO DENOUNCE DAN AVANTE AND A DEPARTMENT OF PARKS AND RECREATION AND CULTURAL AFFAIRS IN THE WHEAT CREEK PARK SPORTS AUTHORITY.
AND, UM, REPUBLICANS ARE CONSTANTLY TALKING ABOUT DRAINING THE SWAMP.
WELL, THEY'RE LOOKING IN THE WRONG DIRECTION.
THEY'RE LOOKING AT THE WHITE HOUSE.
THEY SHOULD BE LOOKING AT THE DEPARTMENT OF PARKS RECREATION IN CULTURAL AFFAIRS AND DAN SVANTE, BECAUSE WE CONSTANTLY HAVE TO COME AND COMPLAIN.
NOW, UM, THE W P S A IS ALWAYS GIVEN PRIORITY OVER US.
YOU HAVE THREE POLITICIANS, DOUG FREEMAN, MAGGIE FREEMAN, JOY FREEMAN, CONSISTENTLY RUNNING FOR OFFICE.
WHY ARE THEY DANCE AVANTE IN THE DEPARTMENT CONSTANTLY SUBSIDIZING THE FREEMAN FAMILY BUSINESS.
WE TRY TO GET DATES TO HOLD EVENTS AND WE ARE NEVER GIVEN THEM, OR RARELY EVER.
RARELY EVER GIVEN THOSE DATES.
OKAY? IT'S ALWAYS SO WE QUICK PARK SPORTS AUTHORITY AND EVERY TIME WE TRY TO DO SOMETHING, THERE'S ALWAYS A, YOU KNOW, UH, AN OBSTACLE.
NOW, THE OTHER THING IS THAT DOMINIC SCAGLIONE SUPPOSEDLY INVESTIGATED THE COMPLAINT THAT WE FILED AGAINST THE WEEK.
WE DON'T KNOW WHAT'S GOING ON WITH THE INVESTIGATION.
WE DON'T KNOW WHAT HAPPENED TO IT, OKAY? DAN AVANTE DOESN'T RESPOND TO OUR EMAILS.
AND WHENEVER WE TRY TO DO SOMETHING, THERE'S A BLOCK RIGHT THERE.
OKAY? WHY AREN'T YOU GUYS INVESTIGATING THIS? OKAY? WHY ISN'T THE AG MATT PLATIN INVESTIGATING THIS? NOW WE'VE BEEN HERE FOR 30 YEARS.
YOU CAN TALK TO ANYBODY, OKAY? AND SEE THE WONDERFUL WORK THAT WE'VE DONE.
BUT YET SOMEHOW, OKAY, WE ARE TREATED DISPARAGINGLY.
WHY IS THAT? I MEAN, IS THERE A COZY DEAL BETWEEN THE WEEK RICK PARK SPORTS AUTHORITIES 30 SECONDS, AND YOU AND DAN AVANTE AND THE OTHERS? BECAUSE SERIOUSLY, WE DO NOT WANNA HAVE TO KEEP COMING HERE.
DO SOMETHING BECAUSE THIS HAS GONE FAR ENOUGH.
OKAY? IT'S DISCRIMINATORY AGAINST A PEOPLE OF COLOR ORGANIZATION, ALL RIGHT? BECAUSE A WHITE ORGANIZATION WOULD NOT BE TREATED IN THIS MATTER.
AND AS, AS CUSTOM OF THE BOARD, ANY QUESTIONS YOU HAVE WILL BE RESPONDED TO IN WRITING.
UH, DOUGLAS FREEMAN, PRESIDENT OF THE WHEAT WAVE PARK SPORTS STUDY.
UM, MR. PRESIDENT, I'M ASKING FOR AN INVESTIGATION.
UM, TIRED OF MY ORGANIZATION THAT I'M A PART OF.
UH, MR. WOU WHO SAT HERE FOR MANY YEARS, HE'S NO LONGER HERE.
UH, WE HAVE BEEN HARASSED, UM, CONTINUED BY THE WPA AS YOU CAN SEE RIGHT NOW.
NOW I'M ASKING FOR A CEASE AND DESIST AT THIS MOMENT AND THAT CAN COME THROUGH THIS BODY.
I'M ASKING FOR PROOF OF WHAT THEY HAVE DONE FOR THE LAST 10 YEARS, CUZ I CAN SAY AND SHOW ON RECORD WHAT WE HAVE DONE FOR THE LAST 10 YEARS.
IT'S SUPPOSED TO BE ENVIRONMENTAL.
WELL HAVE YOU DONE ENVIRONMENTALLY IN WEEK WAY PARK.
I CAN SAY THAT WE HAVE FIXED UP WEEK WAY PARK GEORGE PADDLE BOOK, UH, UH OR IS PETAL COOL? WE HAVE PUT TULIPS IN THE PARK.
WE HAVE PUT, UH, MULCH AND ALL THESE THINGS, UH, RUINED TWO VEHICLES THAT WE ARE SUPPOSED TO DO TOGETHER.
WHY DO I RESPECT THAT ORGANIZATION? BECAUSE, UM, UH, MILTON WHITTON AND OTHER ELDERS WAS THE PART OF THIS.
YOU COULD GO BACK ON THE COUNTY EXECUTIVE WEBSITE WHEN THE N F NFL WAS HERE PUTTING IN, UH, TREES.
WHERE WAS THE W P A? THIS IS UNCALLED TO CONTINUE TO BE HARASSED BY INDIVIDUAL WHO WAS A PARTNER OF THE COUNTY AS A CONSERVANCY, AND TO CONTINUE TO HELP MY FAMILY'S NAME.
NOW, AS YOU'RE BRINGING POLITICS IN
[01:40:01]
SOMETHING THAT WE NEVER DID, NOBODY EVER MENTIONED ANYTHING POLITICAL.I HAVE YET TO RECEIVE $1 FROM THE CONSERVANCY FROM THE COUNTY.
IN FACT, WE HAVE SPENT OVER A HUNDRED THOUSAND HOURS OF OUR OWN TIME.
I HAVE A WITNESS WHO'S NOT EVEN ASSOCIATED WITH US.
WE HAVE WORKED WITH RUTGERS, N J I T.
WE ARE CURRENTLY WORKING WITH THE ATTORNEY GENERAL'S OFFICE.
SO IF ANY INVESTIGATIVE PROCESS WAS BEING TAKEN PLACE, I'M QUITE SURE IT WOULD COME FROM THE NEW JERSEY.
UH, UH, ATTORNEY GENERAL'S OFFICE WHO APPRECIATE WHAT WE DO.
WE HAVE PARTNERED WITH THE NFL ALUMNI.
WE HAVE PARTNERED WITH THE NEW YORK JETS AND THE NEW YORK GIANTS, U S T A.
I'M ASKING FOR AN INVESTIGATION.
I'M ASKING FOR A PUBLIC 30 SECONDS IN WEEK PARK TO PRESENT THE COMMUNITY THAT SAID THEY SAY IS BEHIND THEM, AND TO BRING ALL RECORDS OF WHAT HAVE BEEN DUMPED FOR THE LAST 10 YEARS.
NOT FOR WHEN MR. WHITTEN AND MR. MIDDLETON WAS THERE.
I'M TALKING ABOUT FOR 2012 TO NOW, THIS IS GOING TO STOP OR IT'S GOING TO BE LITIGATION MOVING FORWARD.
THIS, YOU'RE NOT GONNA CONTINUE TO PUT MY FAMILY AT HARM.
I HAVE BEEN THREATENED BY THE COMMUNITY OVER AND OVER AGAIN, TIME TO POINT WHERE SOMEBODY PULLED OUT A KNIFE THROUGH HER ACTIONS.
YOUR INQUIRIES WERE RESPONDING TO IN WRITING AS
ANY OTHER PUBLIC COMMENT YOU HAVE? ANY, YOUR HONOR, ONE PUBLIC COMMENT, MADAM.
SEEING NO MORE COMMENTS, LET'S MOVE ON TO THE COMMISSIONER.
COMMON SESSION COMMISSIONER'S, KIND, QUIET.
THEN WE HAVE A MOTION TO ADJOURN EXPLOSION.
