UH, THE NEXT ITEM, EXPLANATION OF STATE SUPPORT, OVERTIME MONIES, AND ADDITIONAL PROCESSING SUPPORT. I'VE BEEN IN CONSTANT COMMUNICATION WITH THE STATE AS WELL AS DIRECTOR RAMOS IN TERMS OF WHAT IT IS AND WHAT SUPPORT WE NEED MOVING FORWARD TO ADDRESS THE CASES THAT ARE OUTSTANDING. IN ADDITION TO, UH, OTHER AREAS, A PLAN WAS SUBMITTED TO THEM THAT DEALT WITH ADDITIONAL SUPPORT FOR TRAINING AS WELL AS ADDITIONAL FUNDING FOR THE PROCESSING OF OVERDUE APPLICATIONS, PRIMARILY IN THE AREA OF SNAP AND WF AND J. THE PRIMARY FOCUS IS ON SNAP. OUR WF AND J CASELOAD NUMBERS HAS CONSISTENTLY DECREASED OVER THE YEARS. OUR CASELOAD FOR WF AND J TOTAL THAT INCLUDES TANIF AS WELL AS GA, IS LESS THAN 3000 CASES. UH, OUR SNAP CASELOAD CURRENTLY IS, UH, 61,000 AND THAT'S WHERE THE, THE FOCUS OF THE OVERTIME MONIES THAT THE STATE HAS BEGUN TO ISSUE US IS GOING TO BE USED TOWARDS. UH, THEY ALSO TALKED ABOUT ALLOWING US ADDITIONAL DAYS WITHIN THE MONTH FOR CLOSING DOWN TO CUSTOMERS FOR FACE-TO-FACE WALK-INS, SO THAT ALLOW FOR ADDITIONAL TIME FOR PROCESSING. WE HAVE BACKLOG AND OVERTIME PROJECTS TO BEGIN THE WEEK OF THREE 20. WE HAVE SEVEN DIFFERENT PROJECTS THAT ARE SCHEDULED TO BEGIN. TWO OF THEM FOCUSED ON THE SNAP AND W F N J APPLICATIONS THAT ARE OUTSTANDING, AS WELL AS AREAS OF SUPPORT FOR THE E B T CARDS, CUZ ONCE THE CASE ARE PROCESSED, WE HAVE [00:05:01] TO GENERATE E B T CARDS SO THAT THE CUSTOMERS ARE ABLE TO ACCESS THEIR BENEFITS. ANOTHER AREA WHERE WE'LL BE DOING OVERTIME HAS TO DO WITH RECORDS MANAGEMENT AND GETTING CASES ONCE THEY'RE PROCESSED ON OUR DOCUMENT IMAGING MANAGEMENT SYSTEM, THAT IS FOR THE STATE, SO THAT THEY CAN VIEW ALL OF THE DOCUMENTS FOR QUALITY CONTROL REVIEWS. AND ANY PERSON THAT NEEDS TO UPDATE OR LOOK AT A CUSTOMER'S CASE WOULD BE ABLE TO ACCESS IT ELECTRONICALLY. THE GOAL IS TO MOVE AWAY FROM A PAPER PROCESS TOWARDS A MORE ELECTRONIC PROCESS. THE STATE IS ALSO, UH, LOOKING AT WAYS TO SUPPORT US WITH ADDITIONAL TRAININGS, INCLUDING, UH, CUSTOMER SERVICE AND DEESCALATION, AS WELL AS ADDITIONAL TRAINING ON THEIR STATE CASE TRACKING TOOL, WHICH IS CALLED ONE TRACK. WE STARTED TRAINING LAST YEAR, BUT DURING, UH, COVID, WE WERE NOT ABLE TO COMPLETE ALL THE TRAININGS, BUT THEY ARE PROVIDING SUPPORT SO THAT WE CAN CONTINUE AND FULLY UTILIZE ALL THE BENEFITS OF THE SYSTEM. IN ADDITION TO THAT, THEY'LL BE SENDING STATE REPRESENTATIVES TO ASSIST US IN TERMS OF LOOKING AT OUR OVERALL OPERATIONS AND HOW WE'RE PROVIDING SERVICES TO THE CUSTOMERS, AS WELL AS HOW WE'RE PROCESSING APPLICATIONS TO ENSURE THAT WE'RE DOING THEM EFFICIENTLY AS WELL AS TIMELY. SO THE STATE IS ON BOARD AND THEY REALIZE THAT THE SUPPORT IS NEEDED. AND AGAIN, IT'S NOT JUST UNIQUE TO ESSEX COUNTY. WE DO HAPPEN TO BE THE LARGEST COUNTY, BUT WE ARE NOT THE ONLY COUNTY THAT ARE, THAT IS ENCOUNTERING THE SAME TYPE OF ISSUES. LET'S SEE. THE NEXT BULLET POINT IS, WHAT IS THE PROCESS IN PLACE TO ADDRESS THE MANY VACANCIES DUE TO CIVIL SERVICE DELAYS, RETIREMENTS, RESIGNATIONS, AND LEAVES? UH, THERE WAS AN EXTREMELY LONG PERIOD OF TIME WHERE WE HAD TO WAIT FOR A TEST FOR OUR FAMILY SERVICE WORKER. FAMILY SERVICE WORKERS ARE THE ELIGIBILITY DETERMINATION WORKERS AND OUR AGENCY. SO WE HAD A SIGNIFICANT PERIOD OF TIME WHERE WE DID NOT HAVE ANY IN PLACE, SO WE ATTEMPTED TO HIRE PROVISIONALLY. WE ALSO ATTEMPTED TO BRING ON A TITLE FAMILY SERVICE WORKER TRAINEE TO ASSIST WITH THE PROCESSING AND INTERVIEWING OF CUSTOMERS. WE WERE FINALLY ABLE TO GET AN ACTUAL CIVIL SERVICE TEST THROUGH, UH, THE ASSISTANCE OF THE COUNTY EXECUTIVE MAKING CONTACT WITH CIVIL SERVICE AND JUST EXPRESSING THE SEVERE AND DIRE NEED OF THOSE TITLES. SO WE WERE ABLE TO GET A LIST. WE ARE CURRENTLY WORKING THE CERTIFICATION LIST. THERE'S OVER A HUNDRED APPLICANTS THAT ARE ON THE CERTIFICATION LIST. WE CURRENTLY HAVE A CLASS OF 26 INDIVIDUALS THAT STARTED THE BEGINNING OF FEBRUARY. THEY'RE SLATED TO END THEIR TRAINING THE BEGINNING OF APRIL TO THEN GO OUT INTO THE FIELD. WE WOULD BE LOOKING TO BRING IN AN ADDITIONAL 20 FSWS OFF OF THAT CERTIFICATION LIST. BUT WITH THAT BEING SAID, WE'RE UNABLE TO PROCEED UNTIL THE FIRST CERTIFICATION LIST IS SENT BACK TO CIVIL SERVICE. THEY RETURN IT BACK TO US. THEN WE'RE ABLE TO PROCEED WITH INTERVIEWING AND HIRING ADDITIONAL STAFF. WE CURRENTLY HAVE 21 VACANCIES FOR FSWS, BUT AGAIN, EVERY WEEK, EVERY MONTH WE HAVE EMPLOYEES THAT RETIRE OR RESIGN BECAUSE THEY FOUND EMPLOYMENT ELSEWHERE. WE HAVE A LARGE NUMBER OF EMPLOYEES OUT ON A VARIETY OF LEAVES AT ANY GIVEN TIME. UPWARDS OF 50 EMPLOYEES THAT ARE OUT ON LEAVE OF WHICH WE CANNOT REPLACE IN ADDITION TO, UH, THE CURRENT VACANCIES, IN ADDITION TO STAFF TAKING THEIR NORMAL VACATION PERSONAL AND SICK TIME. LET'S SEE. STATUS UPDATE ON THE NEW TRAINING CLASS STARTING IN FEBRUARY. AGAIN, THEY'LL BE CONCLUDING THEIR TRAINING IN APRIL AND THEN THEY'LL BE, UH, ASSIGNED OUT TO THE OFFICES. AS I SAID, ONCE WE RECEIVE THE CERTIFICATION LIST BACK FROM CIVIL SERVICE, WE'LL BE ABLE TO PROCEED WITH GOING DOWN THE LIST. UH, WE CURRENTLY HAVE INTERVIEWS SCHEDULED FOR THE END OF THIS MONTH FOR THE NEXT GROUP OF PEOPLE FOR POTENTIAL CANDIDATES. ONCE WE CONDUCT THOSE INTERVIEWS AND THE INTERVIEWS ARE CONDUCTED BY ADMINISTRATORS, ASSISTANT ADMINISTRATORS, AND SUPERVISORS IN THE VARIOUS OFFICES FOR THEIR INPUT, WE WILL GO THROUGH AND SCREEN THOSE INDIVIDUALS AND THEY WILL GO THROUGH THE APPLICATION PROCESS, BACKGROUND CHECK, AND THEN HOPEFULLY WE WILL HAVE A NICE POOL THAT WE'LL BE ABLE TO START A TRAINING CLASS SOON AFTER. BUT AGAIN, WE WON'T BE ABLE TO DO [00:10:01] THAT UNTIL WE RECEIVE BACK A CERTIFICATION LIST FROM CIVIL SERVICE. LET'S SEE. DETAILS REGARDING OT PROJECTS TO BEGIN THE WEEK OF 3 23 23. AGAIN, THERE WILL BE SEVEN DIFFERENT PROJECTS GOING ON, AND THEY WILL BE LOCATED AT 3 23 21 AS WELL AS 50 SOUTH CLINTON STREET. THAT IS OUR SNAP LOCATION. THE PROJECTS WILL FOCUS ON THE PROCESSING OF ONLINE APPLICATIONS AS WELL. THE PROCESSING OF RECERTIFICATIONS. RECERTIFICATIONS APPLIES TO CUSTOMERS WHO ARE ALREADY CURRENTLY RECEIVING BENEFITS, BUT THEY'RE DUE TO HAVE THEIR CASE RENEWED AS WELL AS IRFS. THOSE ARE OUR INTERIM REPORTING FORMS. THOSE ARE FORMS THAT ARE SENT OUT BY THE STATE AT THE BID WAY POINT TO ASK THE CUSTOMER IF THERE ARE ANY CHANGES WITH THEIR CASE. AND WE PROCESS THOSE FOR BENEFITS TO CONTINUE MENTION DURING COVID, THE U CERTIFICATION WASN'T HAPPENING? YES, DURING COVID, UH, THE STATE THROUGH THE FEDERAL APPROVAL DID NOT REQUIRE RE-CERTIFICATIONS TO BE DONE IN THE MONTH OF MARCH OF LAST YEAR. THAT'S WHEN THEY TURNED BACK ON THE RECERTIFICATIONS FOR A CUSTOMER. SO ALL DURING COVID CUSTOMERS DID NOT LOSE OUT ON BENEFITS IF THEY WERE ALREADY RECEIVING BENEFITS. BENEFITS CONTINUED TO GO ON, UH, BUT FEDERAL GUIDELINES REQUIRED THAT RECERTIFICATION BE PUT BACK ON CASES. SO THAT WHAT WAS DONE. AS WELL AS FOR IRFS. ANOTHER AREA WHERE IS ENDING APRIL 1ST. MEDICAID REDETERMINATIONS WILL RESUME DURING COVID. INDIVIDUALS DID NOT HAVE TO GET REDETERMINED. SO THERE'S GOING TO BE A LARGE NUMBER OF CASES NEEDING TO BE REVIEWED OVER THE NEXT 12 MONTHS AS IT RELATES TO, UH, NEW JERSEY FAMILY CARE, WHAT CUSTOMER SERVICE AND DEESCALATION TRAINING IS PLANNED FOR THE STAFF. THAT WAS ALSO ONE OF THE ASKED TO THE STATE IF THEY COULD, UH, ASSIST AND PROVIDE THAT THROUGH OUR RISK MANAGER, TIM WALKER. HE WAS ABLE TO COORDINATE WITH THE VENDOR WHO WAS WORKING WITH OUR TRAINING SUPERVISOR IN TERMS OF PROVIDING DEESCALATION TRAINING. THOSE TRAINING TENTATIVE DATES ARE SCHEDULED FOR THE MONTH OF APRIL. ALSO WORKED WITH ESSEX COUNTY COLLEGE TO PROVIDE, UH, SOME ONSITE TRAINING. THAT'S GOING TO BE A ESSEX COUNTY COLLEGE FOR ABOUT 25 INDIVIDUALS TO 25 INDIVIDUALS ARE THE STAFF THAT HAVE DIRECT CONTACT WITH THE CUSTOMERS COMING INTO THE BUILDING. CURRENTLY, ALL OF OUR STAFF DOES NOT HAVE FACE-TO-FACE CONTACT. IT'S PRIMARILY THE INDIVIDUALS THAT WORK ON THE FIRST FLOOR OF THREE 20 AND 3 21, AS WELL AS OUR INVESTIGATORS AND OUR STAFF THAT WORKS IN SHELTER. CASE MANAGEMENT, BOARDING HOME INSPECTION. SO THEY'LL RECEIVE THAT TRAINING ON THE 28TH AND THE 29TH. IT'S A TWO DAY TRAINING THAT ESSEX COUNTY IS GOING TO PROVIDE TO OUR STAFF. SOME PEOPLE DIDN'T PASS THE TEST THAT THAT HAPPENS, BUT BASED ON THEIR EVALUATIONS DURING THE TIME THEY WERE IN THE POSITIONS PROVISIONALLY OR IF THEY RANKED ON THE LIST, THEY JUST WEREN'T HIGH ENOUGH TO BE REACHED. MANY OF THOSE INDIVIDUALS WERE OFFERED THE OPPORTUNITY ARE NOW CURRENTLY FAMILY SERVICE WORKER TRAINEES. THERE ARE SOME INDIVIDUALS WHO WHEN THE OPPORTUNITY PRESENTED ITSELF TO BE A PROVISIONAL FAMILY SERVICE WORKER WAS NOT NECESSARILY FORTHCOMING WITH THE INFORMATION THAT WAS NEEDED IN TERMS OF BEING ELIGIBLE TO TAKE THE TITLE. SO WHEN CIVIL SERVICE REVIEWED THEIR CREDENTIALS, THEY DETERMINED THEY WEREN'T ELIGIBLE TO TAKE THE EXAM. SO THEIR, THEIR NAMES DON'T APPEAR ON THE LIST. SO MANY OF THE INDIVIDUALS WHO, WHO WORKED AND, AND STEPPED UP TO THE CHALLENGE TO PROVIDE SERVICE TO OUR CUSTOMERS IS GREATLY APPRECIATED. AND I'VE SPOKEN TO ALL OF THEM. THOSE INDIVIDUALS THAT, UH, ALSO TOOK OTHER CIVIL SERVICE EXAMS TO BE PROMOTED IN CLERICAL TITLES, OFFERED THEM THE OPTION AND EXPLAINED TO THEM, IF YOU DID THIS VERSUS DID THIS, MANY OF THEM HAVE BEEN PROMOTED AND THEY'RE JUST AWAITING THEIR TURN TO WHEN THEY APPEAR ON THE CERTIFICATION LIST. WHEN THE CERT LIST COMES BACK, SEVERAL OF THEM WILL BE ABLE TO BE APPOINTED AS FAMILY SERVICE WORKERS. UH, THE GOAL IS NOT TO ELIMINATE CIVIL SERVICE FROM THE COUNTY. I AM A PRODUCT OF CIVIL SERVICE THAT IS NOTHING THAT I WOULD EVER WANT OR SUPPORT. BUT WE ALSO HAVE AND ARE DEALING WITH A SITUATION THAT IS UNPRECEDENTED AS, UH, MR. WEINER HAS STATED. IN OTHER WORDS, WHERE WE'RE DEALING WITH THE SITUATION WHERE WE NEED TO SERVICE THE CUSTOMERS, COMING UP WITH WHATEVER POSSIBLE SOLUTIONS IN WHICH TO DO THAT. IF IT'S SOMETHING THAT'S AN IMMEDIATE SITUATION WHERE THERE'S A LIGHT OUT OR THE BATHROOM ISN'T WORKING OR AMBULANCE IS CALLED SOME TYPE OF IMMEDIATE SITUATION THAT NEEDS MY ATTENTION, A PHONE CALL GETS IT DONE. THERE. THERE ARE MOST INSTANCES WHERE, WHETHER IT BE MY BUSINESS MANAGER, MY DEPUTY DIRECTOR OR MYSELF, IMMEDIATELY GOES TO THE AREA TO RESOLVE THE SITUATION. SO OVERTIME PROJECTS WILL CONTINUE IN TERMS OF MANAGERS BEING ON PROJECTS AND ANALYSTS BEING ON PROJECTS. THERE ARE MULTIPLE FACETS TO GETTING THESE BENEFITS ON AND REPORTING THAT NEEDS TO BE DONE. THE STATE REQUIRES REPORTING FROM US. THAT'S SOMETHING THAT NEEDS TO BE DONE BY SOMEONE OUTSIDE OF A FAMILY SERVICE WORKER. A HUNDRED PERCENT CORRECT. FAMILY SERVICE WORKER AND SUPERVISOR SHOULD BE FOCUSED ON PROCESSING CASES, PASSING CASES. SO THOSE OTHER TITLES VERY BENEFICIAL TO HANDLE ALL OF THOSE SUPPORT AND ANCILLARY SERVICES THAT NEED TO GET DONE SO THAT THESE BENEFITS GETS ON. AND WHEN THEY ASK FOR A PLAN OR FOR DIRECTION, THEY'RE USUALLY OSTRACIZED OR THEY'RE PUNISHED. SO, UM, I'M QUITE SURE SOME OF YOU MAY RECEIVE SOME OF MY GRIEVANCES. UM, I SEE, UM, MS. UH, GRAHAM, I, I KNOW THAT I USUALLY COPY YOU AND MR. GILL, I KNOW THAT I USUALLY COPY YOU, AND I HOPE YOUR WIFE, YOUR LOVELY WIFE IS DOING WELL. ALLISON WANT TO MERGE TOGETHER. SO THANK YOU. UM, AND I USUALLY COPY, UM, MR. JACKSON. SO I, YOU KNOW, IT'S CONCERNING. THERE'S NO TRANSPARENCY. THE COMMUNICATION IS OFF, AND OF COURSE, THE MORALE IS LOW. THE MORALE IS EXTREMELY LOW FROM THE MANAGERIAL POSITIONS DOWN. AND I BELIEVE WE DID SPEAK WITH DIRECTOR RICHARDSON GREEN DURING OUR LAST WORK PRACTICE MEETING, WHICH IT DID BEGIN TO HAPPEN, BUT IN THE PAST, WE DIDN'T HAVE THEM. SHE DIDN'T CONDUCT MEETINGS, UM, AT TIMES SHE DIDN'T EVEN COMMUNICATE WITH THE UNION. UH, AND THAT WAS CONCERNING. SO, UM, WE'RE GLAD THAT WE HAVE THIS OPPORTUNITY TO, UM, EXPRESS OUR CONCERNS OTHER THAN IN OFFICIAL CAPACITY. WHEN WE'RE USUALLY AT THE COMMISSIONER'S BOARD MEETING AND WE BRING IN ALL OF OUR MEMBERS AND, YOU KNOW, WE'RE HERE RALLYING, WE DON'T WANT TO DO THAT. WE WANT TO REMEDIATE THE ISSUE BEFORE IT GETS TO A GRIEVANCE. AND IF WE HAD THAT OPEN LINE OF COMMUNICATION, I DON'T THINK THAT IT WOULD RISE TO THE LEVEL OF A GRIEVANCE. I'M SURE MR. WEINER IS EXTREMELY BUSY. I KNOW THAT I AM, I AM THE TRAINING SUPERVISOR, SO I'M EXTREMELY BUSY. AND I, YOU KNOW, WHEN I HAVE TO STOP AND TAKE OFF AND, AND TAKE UNION TIME OR UNION HOURS TO ADDRESS THESE CONCERNS, IT'S PROBLEMATIC FOR ME. IT'S PROBLEMATIC FOR ME. AND, UM, THAT'S JUST WHAT I NEEDED TO SAY ABOUT THAT. UH, JUST SEE, WHAT ELSE DO I HAVE HERE? AND WITH RESPECT TO THE CIVIL SERVICE, UM, I, I THINK THAT I PRESENTED ABOUT MAYBE A YEAR AND A HALF AGO ABOUT THE CIVIL SERVICE ISSUE AND THE ATTACK THAT WE SEE AND ON THE CIVIL SERVICE, UM, IT'S NO SECRET. I HAVE FILED A FEW , A FEW, UH, APPEALS TO THE NEW JERSEY CIVIL SERVICE COMMISSION WITH RESPECT TO VARIOUS TITLES THAT HAVE BEEN GIVEN TO EMPLOYEES, UM, WHO DID NOT GO THROUGH THE CIVIL SERVICE TESTING PROCESS. UM, I, I THINK DIRECTOR GREEN, UM, KNOWS EXACTLY WHAT I'M TALKING ABOUT. UM, WE, WE HAD AN ISSUE WITH HER TITLE, BUT, YOU KNOW, WE'RE ADDRESSING THAT IN THE LEGAL FORMAT AND WHERE WE NEED TO ADDRESS IT. SO, UM, WITH RESPECT AND THE RESPECT THAT DIRECTOR RICHARDSON GREEN STATES, DOES SHE HAVE FOR CIVIL SERVICE? I'M, I'M NOT TOO SURE ABOUT THAT, ONLY BECAUSE I KNOW THAT I'M ON THE OTHER SIDE FIGHTING USUALLY THE, UM, DECISIONS THAT SHE MAKE, WHICH VIOLATES CIVIL SERVICE. SO IF WE CAN MOVE ON A LOT OF THESE LISTS, UM, TRY TO AVOID, UH, IT LOOKS LIKE WHAT WE DO IS WHEN SOMEONE DOES RETIRE, THEY DON'T HIRE ANYONE ELSE AND THEY'RE EXPECTING THE VISOR, WHO WANTS SUPERVISED SIX PEOPLE TO SUPERVISE 14 PEOPLE, THAT'S UNCONSCIONABLE. IT'S NO WAY THAT THEY CAN SUPERVISE 14 PEOPLE. SO, UM, WE CAN JUST START MOVING ON THESE LISTS, HIRING FOR THE VACANCIES, UM, ALSO CONTACTING CIVIL SERVICE TO REQUEST THE EXAMINATION. [01:10:01] I MEAN, I THINK THE QUICKEST LIST THAT WE MOVED ON AND MY ENTIRE 25 YEAR TENURE HERE WAS WHEN THEY PROMOTED DIRECTOR RICHARDSON GREEN TO DEPUTY DIRECTOR. THEY MOVED ON THAT LIST WITHIN THREE MONTHS. WE'RE ASKING FOR THE SAME THING TO HAPPEN WITH THE OTHER CIVIL SERVICE CERTIFICATIONS. SO THAT'S ALL I HAVE TO SHARE. THOSE THINGS ARE SUBMITTED THROUGH THE APPOINTING AUTHORITY, AND THAT IN TURN IS SENT TO CIVIL SERVICE. SO THERE HAS BEEN A, A TREMENDOUS DELAY. CIVIL SERVICE IS DEALING WITH SIMILAR RETIREMENTS, PEOPLE LEAVING, DIFFERENT THINGS HAPPENING THROUGH COVID, HAVE NO CONTROL OVER WHEN A TEST IS CALLED. IF A TEST GETS CALLED CIVIL SERVICE SOMETIMES MAKES A DETERMINATION WHERE THERE MIGHT BE AN EXAM FOR ONE POSITION, OR THE EXAM MIGHT BE THE APPLICATION. THAT'S SOMETHING THAT'S OUTSIDE OF, OF THE REALM OF MY DECISION TO MAKE. THAT'S BETWEEN THE APPOINTING AUTHORITY AS WELL AS CIVIL SERVICE. TRANSPARENCY MEETINGS, UH, HAS ESTABLISHED REGULAR MEETINGS WITH BOTH UNIONS. I, I WANT TO SAY THAT I BELIEVE THAT THEY ARE GOING WELL. THE WORK PRACTICE MEETINGS, UH, THE BEGINNING OF COVID, NO, THEY WERE NOT OCCURRING ON A REGULAR BASIS, BUT I ESTABLISHED A, A SCHEDULE AND WITH THE AGREEMENT OF BOTH UNIONS, WE'VE BEEN PROCEEDING WITH THOSE MEETINGS AND I HOPE THAT WE DO CONTINUE TO PROCEED WITH THOSE MEETINGS. I BELIEVE THEY'VE BEEN VERY BENEFICIAL IN TERMS OF COMMUNICATION WITH THE MANAGERS AND AT THE MEETINGS. I HAVE MEETINGS, I HAVE MEETINGS, UH, VIRTUALLY I HAVE MEETINGS FACE-TO-FACE. I LOOK TO HAVE THE MANAGEMENT STAFF PARTICIPATE IN THE DEVELOPMENT OF A PLAN VERSUS ME JUST TELLING THEM WHAT THE PLAN IS. WE HAVE YEARS AND YEARS OF EXPERIENCE AND KNOWLEDGE AND EXPERTISE IN THE AGENCY CUZ I'VE HAD THE OPPORTUNITY TO WORK WITH MOST OF THEM IN SOME CAPACITY OR ANOTHER. SO LOOKING TO INCORPORATE THEIR IDEAS AND FEEDBACK INTO THE DEVELOPMENT OF WHAT WILL WORK BEST FOR THE AGENCY. THAT HAS NOT BEEN SUCCESSFUL UP UNTIL THIS POINT. SO I'M ALWAYS LOOKING FOR NEW SUGGESTIONS OR WAYS IN WHICH TO, UH, ADDRESS THAT SITUATION. IN TERMS OF OSTRACIZING OR PUNISHING ANY OF THE MANAGERS, I HAVEN'T DISCIPLINED. THERE HAS BEEN NO FORMAL DISCIPLINE OF ANY MANAGER BY ME IN THE TIME THAT I'VE BEEN THERE. I MAY HAVE, UH, ISSUED A MEMO WHEN, UH, BEHAVIOR OR ACTION WAS INAPPROPRIATE, BUT THAT WAS TO BRING TO THE PERSON'S ATTENTION SOMETHING THAT WAS INAPPROPRIATE AND WHAT THE EXPECTATION IS MOVING FORWARD. AND, AND THAT IS SOMETHING THAT A SUPERVISOR OR MANAGER SHOULD DO WITH, WITH ANY STAFF PERSON. BUT IN TERMS OF, UH, PUNISHING ANYONE, I, I HAVE NOT INSTITUTED ANY PUNISHMENT TO ANYONE. PEOPLE HAVE BEEN REASSIGNED LOOKING TO TRY TO FIND THE BEST FIT FOR OPERATIONS. SOME PEOPLE MAY VIEW THAT AS A, A FORM OF PUNISHMENT. IT IS NOT THE IDEA OF A MANAGER OR ASSISTANT OR A SUPERVISOR. IT'S TO GO WHERE THE OPERATIONAL NEED IS. AND IT SHOULD NOT BE VIEWED AS A PUNISHMENT IN TERMS OF OSTRACIZING ANY OF THE STAFF. I I DON'T AGREE WITH THAT. BUT IF I COULD BE PROVIDED WITH SOME SPECIFIC EXAMPLES, I WOULD LOOK TO OBSERVE AND SEE WHAT IT IS EXACTLY THAT HAPPENED OR DIDN'T HAPPEN SO THAT OUR COMMUNICATION COULD BE, UH, CLEARER MOVING FORWARD. AND AGAIN, UH, IN TERMS OF, UH, COMMUNICATION AND TRANSPARENCY, AGAIN, I SAY WE HAVE THE, OUR SCHEDULE MEETINGS, BUT SOME OF THE SITUATIONS I AGREE, ARE, ARE VERY IMPORTANT AND NEED TO BE ADDRESSED RIGHT AWAY. BUT I CAN BE REACHED BY PHONE, I CAN BE REACHED BY TEAMS. I'M IN THE OFFICE. I WOULD HOPE THAT WE WOULD BE ABLE TO, UH, RECTIFY SOME OF THOSE SITUATIONS LIKE THAT.
