I AM WAYNE RICHARDSON, PRESIDENT OF THE BOARD OF COUNTY COMMISSIONERS AND IT IS MY DISTINCT HONOR AND ON BEHALF OF THIS BOARD TO WELCOME YOU TO OUR ANNUAL WOMEN'S HISTORY MONTH PROGRAM.

WE ARE HAPPY TO HOST TONIGHT'S CELEBRATION IN PERSON LAST YEAR, THIS EVENT AND SEVERAL OTHERS WERE HELD VIRTUALLY.

SO IT'S GOOD TO RETURN AND TO MOVE FORWARD IN THIS WONDERFUL, RICH TRADITION.

AND ALTHOUGH WE RESERVE THE MONTH OF MARCH TO CELEBRATE WOMEN'S HISTORY MONTH, WE UNDERSTAND THE EFFORTS OF WOMEN EVERY DAY.

AND I JUST SAID THAT, UH, HAVE BECOME A CRITICAL ASPECT OF OUR NATION'S HISTORY.

WE SIMPLY WOULD NOT BE WHERE WE ARE TODAY WITHOUT THE SIGNIFICANT CONTRIBUTIONS OF SO MANY WOMEN FROM THE PAST AND PRESENT.

MATTER OF FACT, NOBODY WOULD EXIST WITHOUT WOMEN.

LET'S GET TO THE MEAT.

THE PAIN IS GONE.

THE LITTLE, MY KNEES ARE A LITTLE SORE.

I WALKED INTO MY, I COULDN'T EVEN WALK INTO MY DOCTOR'S OFFICE LAST THURSDAY.

MY SISTER, MY NIECE TOOK ME IN, IN A WHEELCHAIR.

BUT WHEN I WALKED IN TODAY, HE SAYS TO ME, HAD YOU COME IN THE WAY YOU CAME IN LAST THURSDAY, I WAS GONNA MAKE A DIFFERENT DECISION.

THAT MEANS HE WAS GONNA SEND ME TO THE HOSPITAL.

CAUSE THAT MEANS I HAD TO DO SOME REPAIR WORK.

BUT JUST TRUST IN GOD.

CAUSE GOD, WHATEVER HE DID, HE KNEW I NEEDED SOME REST.

SO HE HAD ME LAY FLAT ON MY BACK FOR LIKE FOUR OR FIVE DAYS.

AND THEN HE WOKE ME UP, HE BROUGHT ME UP AND HE GOT ME STANDING AND WALKING AND, AND EVERYTHING I DO IS FOR MY LOVE OF GOD.

BUT IT'S ALSO, UM, WHAT I THINK ALL OF US ARE TRYING TO REINFORCE IN, IN OUR CHILDREN AND OUR COMMUNITIES.

DOESN'T MATTER WHERE YOU COME FROM, WHAT YOU LOOK LIKE, WHAT COLOR YOU ARE, UM, AND I THINK US WOMEN, WE HAVE SOMETHING VERY SPECIAL, SORRY, MEN.

UM, BUT WE'RE, WE'RE VERY EASY, UH, TO DEAL WITH AT TIMES.

WE'RE VERY EASY TO COME TO THE TABLE AND COME AND SOLVE PROBLEMS. WE'RE UNCOMPLICATED FOR PROBLEM SOLVING FOR OTHERS, SOMETIMES NOT FOR OUR OWN.

AND I STAND BEFORE YOU TODAY AS THE DAD WHO JUST, UH, ALONG WITH MY WIFE THROUGH A MASSIVE QUINCEANERA FOR MY DAUGHTER.

MY WIFE AND MY DAUGHTER ARE THE WORLD'S BIGGEST DISNEY FANS.

HE WASN'T REALLY A GREAT TIME TO BE A COUNCILMAN IN BLOOMFIELD, FRANKLY.

AND THERE WASN'T A GREAT RELATIONSHIP WITH THE POLICE DEPARTMENT BACK THEN, BUT THE NEW COUNCIL, MAYOR AND COUNCIL AND THE, UH, THE NEW PEOPLE LIKE NAOMI WHO WERE RISING UP THE RANKS MADE IT GREAT.

SO I WANT YOU ALL TO GIVE A VERY WARM WELCOME TO MY GOOD FRIEND, LIEUTENANT NAOMI ZEP.

IT'S RARE THAT I SEE HER OUTTA UNIFORM.

SHE HAS BEEN SERVING THE TOWNSHIP OF BLOOMFIELD FOR 17 YEARS.

HER CAREER IN LAW ENFORCEMENT BEGAN IN 2005 WHEN SHE WORKED AS A 9 1 1 DISPATCHER FOR THE TOWNSHIP OF WESTWOOD.

AND, UH, LA LATER IN 2006, SHE RECEIVED A JOB ANNOUNCEMENT NOTIFICATION FROM OUR TOWN OF BLOOMFIELD AND THAT SHE HAD BEEN SELECTED TO BECOME A POLICE OFFICER FOR THE TOWN.

AND IT'S AN INCREDIBLE DAY FOR HER THAT CHANGED HER LIFE FOREVER.

AND SHE MADE THE ULTIMATE DECISION THEN TO DEDICATE HER LIFE, SERVING THE COMMUNITY IN VOW TO MAKE A DIFFERENCE AND A POSITIVE ROLE MODEL TO ALL.

AND I CAN ATTEST TO THAT.

ZDA IS THE SPECIAL OPERATIONS DIVISION COMMANDER FOR THE BLOOMFIELD POLICE DEPARTMENT.

AND SHE HAS HAD MANY REWARDING POSITIONS WHILE SERVICE SERVING AS A POLICE OFFICER.

SHE HAS BEEN BLESSED TO HAVE BEEN ABLE TO RUN THE COMMUNITY POLICING DIVISION, WHICH SHE DID AN EX EXCELLENT JOB.

AND SHE STARTED THE JUNIOR POLICE ACADEMY EIGHT YEARS AGO, WHICH HAS BEEN A FANTASTIC PROGRAM.

IT'S BEEN SO SUCCESSFUL AND GROWN TREMENDOUSLY OVER THE YEARS.

IN 2021, SHE COMPLETED THE NECESSARY TRAINING TO BECOME THE HUMAN, UH, THE HUMANE LAW ENFORCEMENT OFFICER FOR THE TOWN, AS WELL AS THE CERTIFIED ANIMAL CONTROL OFFICER.

SHE HAS A BIG SOFT SPOT FOR HER DOGS.

I HAVE DOGS TOO.

I DON'T KNOW IF I LOVE MY DOGS AS MUCH.

I GOT A SNEAKY LITTLE ITALIAN GREYHOUND.

HE'S A SNEAKY LITTLE DOG.

NOW.

SHE WAS PROMOTED TO SERGEANT IN 2014, AS I MENTIONED, WHEN I WAS BEGINNING MY POLITICAL SERVICE IN BLOOMFIELD AND THEN LIEUTENANT IN 2017.

AND WITH THE LOVE AND SUPPORT OF HER FAMILY AND FRANCE, HER CAREER GOAL IS TO CONTINUE TO RISE TO THE RANKS AND BECOME THE FIRST FEMALE POLICE CAPTAIN OF THE TOWNSHIP OF BLOOMFIELD.

AND SHE HAS ACCOMPLISHED THAT SOON.

THAT'S ALL THEY WANTED WAS THEIR ONE.

AND THAT WAS IT.

UM, WHEN I GOT HIRED IN BLOOMFIELD, I WAS ACTUALLY GOING TO CONNECTICUT STATE TROOPER BECAUSE I GAVE UP ON JERSEY.

I SAID, YOU KNOW, THERE'S NO WAY I KEPT TRYING FOR DIFFERENT TOWNS AND THEN I GOT A CALL FROM BLOOMFIELD AND IT WAS THE BEST DAY OF MY LIFE.

UM, BUT YOU KNOW, IT'S BEEN AN HONOR.

IF MY MOM WAS ALIVE, SHE'D BE SO PROUD OF ME.
