SO THAT, THAT'S WHY WE'VE, UH, WE'VE INCREASED OR PROJECTED THE NEED TO SPEND THAT AMOUNT OF MONEY.

SO WE, WE HAD A LARGE AMOUNT OF PEOPLE, UH, AT THE FACILITY, DELANEY HALL.
THE NUMBER, AS YOU SAID, UH, DID NOT INCREASE.
SO THAT FORCED US TO, TO KEEP OTHER INMATES AT THE FACILITY, AND WE HAD TO HIRE CIVILIAN STAFF TO RUN THE KITCHEN AS WHERE, WHERE THE INMATE

LABORER NORMALLY WOULD WOULD HANDLE.SO THAT ACTUALLY GOES BACK TO 2021 AND 2022, WHICH, UH, TRICKLED INTO THIS YEAR AS FAR AS THE, THE OVERSPEED THE EXTRA EXPENSE.
SO, SO EFFECTIVELY WHAT WE'RE SAYING IS THAT WHAT YOU'RE SAYING IS THAT THIS IS, THIS CONTRACT HAS BEEN RUNNING AT A HIGHER AMOUNT IN TERMS OF COST THAN, UH, THAN THE ORIGINAL PROJECTIONS.
AND THAT IT'S, AT THIS POINT IN TIME, IF YOU DIDN'T GET THIS INCREASE OF 20%, UH, WITHIN A SHORT PERIOD OF TIME, YOU, YOU, YOU WOULD RUN OUTTA MONEY.
THE CONTRACT THAT WAS A THREE YEAR CONTRACT THAT GOES BACK, STARTS AT, UH, 20 21, 20 22, AND THIS, THIS IS THE FINAL YEAR OF THAT, UM, WHICH THE TOTAL CONTRACT WAS 22.2 MILLION, WHICH EQUATES TO ABOUT 7.4 MILLION, UH, A YEAR.
UM, AND BECAUSE OF THE COST OVERRUNS BACK IN 21 AND 22, WHICH PUT US IN THE NEED, UM, OF WHERE WE ARE TODAY.
THERE WAS ALSO AN ISSUE OF, UM, UH, WAS THE BUDGET WAS BASED ON POSSIBLE INMATE REDUCTIONS AS OPPOSED TO INMATE INCREASES, CORRECT? THAT'S CORRECT.
WE WE'RE AT, ACTUALLY, WHAT WHAT HAPPENED WAS THAT THEY WERE PROJECTING THE INMATE POPULATION TO GO SIGNIFICANTLY DOWN, AND IT STAYED STAGNANT FOR A WHILE, AND THAT'S SIGNIFICANTLY INCREASED AND WE'RE ANTICIPATING THE FEDERAL POPULATION TO EVEN INCREASE OVER THE NEXT SIX MONTHS.
SO I, I DID ALSO RECEIVE A, AN ANALYTICAL CALCULATION THAT SHOWS, UM, YOU KNOW, THE NEED FOR THIS.
HOWEVER, IT IS STILL, DESPITE THE INCREASE, IT'S STILL ANTICIPATED, UM, THAT AT THIS POINT IN TIME WITH THE 4.4 MILLION INCREASE, THAT THERE'S STILL A BUFFER THERE ABOUT 1.1 MILLION? THAT IS CORRECT.
SO EITHER IT'S GOING, GOING TO, IT'S GONNA WIND UP IN RESERVE, UM, WHICH EVENTUALLY WINDS UP IN FUND BALANCE OR SURPLUS, OR IF POPULATION INCREASES EVEN MORE, THAT AVAILABILITY OF FUNDS WOULD, UH, WOULD NOT NECESSITATE YOU TO COME BACK TO THE BOARD.
