THE COLLECTIVE BARGAINING AGREEMENT BEFORE YOU TONIGHT REQUIRES PBA 3 82 TO FORFEIT A HEALTHCARE REIMBURSEMENT AWARD AFFIRMED FIVE ZERO BY PERC EARLIER THIS YEAR.
FOP 1 0 6 IS AN ENJOINED PARTY TO THAT AWARD, OUR COUNCIL HAS BEEN ASKING FOR MORE THAN A MONTH OF THE OUTSIDE COUNCIL RETAINED BY THE COUNTY GENOVA BURNS.

[00:05:01]
PERC RESOLUTIONS 1, 2, 3, 10, 11, AND 12 NOMINATIONS TO THE ESSEX COUNTY CORRECTIONAL FACILITY TASK FORCE.HOPEFULLY THE NEW GROUP MEMBERS WILL BE MORE EFFECTIVE THAN THEIR PREDECESSORS FOUR YEARS SINCE ITS INCEPTION.
NOT ONCE HAS THAT BODY MET WITH OUR UNION LEADERSHIP OR ASKED FOR OUR INPUT.
THE AMERICAN CIVIL LIBERTIES UNION OF NEW JERSEY WAS AT THE FOREFRONT OF THOSE CALLING FOR THE GROUP'S CREATION.
NOW, QUOTING FROM AN OPEN COMMENT FROM ONE OF THE A CLU OF NEW JERSEY'S ATTORNEYS, IT'S PAST TIME FOR THE TASK FORCE TO LEVERAGE ALL THE RESOURCES AT ITS DISPOSAL TO PROVIDE THE OVERSIGHT AND ACCOUNTABILITY VITAL TO IMPROVING CONDITIONS AT THE JAIL UNTIL IT DOES, IT CANNOT SERVE AS AN EFFECTIVE CHECK ON THE FORCES THAT HAVE HARMED THE PEOPLE INSIDE THE FACILITY, NOR CAN IT BE TRUSTED TO INVESTIGATE THE CONDITIONS AND CULTURE WITHIN THE JAIL THAT RESULT IN SUCH VIOLENCE.
LASTLY, FOR AGENDA ITEMS, ITEM 51 IS A RENEWAL OF THE GOURMET DINING CONTRACT WITH THE CORRECTIONAL FACILITY THROUGHOUT THE YEAR.
WE'VE REPEATEDLY HEARD THERE IS GOING TO BE INMATE LABOR IN THE KITCHEN.
THERE'S NOT GONNA BE INMATE LABOR IN THE KITCHEN, AND WE WOULD JUST SEEK CLARITY ON WHETHER THIS RENEWED CONTRACT IS WITH OR WITHOUT INMATE LABOR IN THE KITCHEN.
THERE'S NO ONE ELSE WISHING TO SPEAK AT THIS TIME.
MADAM CLERK, LET'S MOVE TO ORDINANCES ON INTRODUCTION AND FIRST READING.
UH, MR. PRESIDENT, THERE ARE NONE, MADAM CLERK.
LET'S MOVE THE ORDINANCES ON SECOND READING AND PUBLIC HEARING FOR LISTING PURPOSES ONLY.
UH, MR. PRESIDENT, THERE ARE NONE.
MADAM CLERK, DO WE HAVE ANY ORDINANCES FOR OR RESOLUTIONS FOR LISTING PURPOSES? UH, MR. PRESIDENT? THERE ARE NONE.
OKAY, THEN MADAM CLERK, LET'S, DO WE HAVE ANY ORDINANCES OR RESOLUTION ON SECOND READING OF PUBLIC HEARING TONIGHT? UH, MR. PRESIDENT? THERE ARE NONE.
OKAY, THEN MADAM CLERK, LET'S MOVE TO RESOLUTIONS AND WE WANT TO MOVE UP A PARTICULAR ITEM NUMBER 70, WHICH IS FROM THE DEPARTMENT OF PUBLIC WORKS, AND IT'LL BE READ INTO THE RECORD AT A LATER TIME.
MR. JACKSON? UH, MR. RESIDENT, DID YOU, DID YOU SAY YOU WANNA DO NUMBER 70 NOW? CORRECT.

[00:10:04]
OKAY.NEED A MOVER? IN A SECOND I'LL MOVE.
COMMISSIONER VICE PRESIDENT OMA.
SECONDED BY COMMISSIONER LUCIANO.
COMMISSIONER VICE PRESIDENT OMARE? YES.
COMMISSIONER PRESIDENT RICHARDSON.
AND YOU CAN GO BACK TO THE, TO THE END NOW.
UH, RESOLUTIONS ONE THROUGH 36.
MR. JACKSON? UH, THANK YOU, MR. PRESIDENT.
UM, WE HAVE A, A NUMBER OF APPOINTMENTS AND, AND REAPPOINTMENTS.
OUR FIRST, UH, APPOINTMENT IS TO THE, UH, CORRECTIONAL FACILITY, CIVILIAN TASK FORCE, UM, NOELLE MENDO.
HOPE I PRONOUNCE THAT CORRECTLY.
UH, GOOD EVENING, UH, UH, COMMISSIONERS AND EVERYONE HERE.
I'M RAISING MY FAMILY HERE AS WELL, MY LITTLE CHILDREN.
I AM A PUBLIC HEALTH PHYSICIAN, UH, BY TRAINING WITH OVER 20 YEARS OF EXPERIENCE IN, UH, WORKING TOWARDS RACIAL, UH, EQUITY IN HEALTH, UM, AND REALLY USING A SOCIAL DETERMINANTS APPROACH WHERE WE UNDERSTAND THAT SEEING YOUR DOCTOR AND FILLING A PRESCRIPTION ISN'T THE ONLY ISSUE, UH, THAT AFFECTS HEALTH.
IN FACT, MOST OF IT IS ALL THE OTHER ISSUES.
WE KNOW THAT THESE ISSUES PERTAIN TO PEOPLE WHO HAVE BEEN, UM, INCARCERATED AND THEIR FAMILY MEMBERS WHO ARE AFFECTED BY THE INCARCERATION.
AND, UH, MUCH OF MY WORK IN THE LAST 10 YEARS HAS FOCUSED ON THAT IN DIFFERENT PARTS OF THE COUNTRY.
UH, AND I'M EXCITED ABOUT THE OPPORTUNITY, UH, TO BRING THAT EXPERTISE AND SUPPORT TO OUR COUNTY, UH, AND IN LOOKING AT HOW WE CAN, UM, IMPROVE CONDITIONS FOR OUR INMATES.
IT'S SORELY NEEDED, THAT'S FOR SURE.
UM, NEXT DOMINEE, UH, MR. KLINGMAN TO THE CORRECTIONAL TASK FORCE AS WELL.
I'M A TRIAL LAWYER HERE IN NEW JERSEY.
I REPRESENT INCARCERATED PERSONS WHO ARE HELD AT THE ESSEX COUNTY CORRECTIONAL FACILITY.
I HAVE A KEEN INTEREST IN THEIR WELLBEING AS WELL AS THE WELLBEING OF THE ADMINISTRATORS AND STAFF MEMBERS AT THE FACILITY.
WHILE INCARCERATION IS A NATURALLY ADVERSARIAL PROCESS, THE STATE IS RESTRICTING THE FREEDOM OF ITS CITIZENS.
THERE ARE AREAS FOR COLLABORATION, INCLUDING HEALTHCARE AS THE PREVIOUS NOMINEE MENTIONED.
UM, THE SHARING OF, UM, EVIDENCE IN CRIMINAL CASES, WHICH IS ESSENTIAL TO DUE PROCESS AND, UH, DEALING WITH, UM, UH, CONFLICT BETWEEN INMATES AND OTHER INMATES, INMATES AND, UH, STAFF.
AND I'VE WORKED ON THOSE ISSUES AS A LAWYER.
I'VE WORKED ON THOSE ISSUES AS A PROSECUTOR, AND I WOULD LOOK FORWARD TO WORKING WITH, UH, ALL CONSTITUENTS AROUND THE FACILITY, UH, AS A MEMBER OF THE TASK FORCE.
SO I THANK YOU FOR YOUR CONSIDERATION.
YOUR ADVOCACY IS CERTAINLY NEEDED.
WILL YOU BE WORKING ALONGSIDE THE A CLU AS WELL? YES.
AND I LOOK FORWARD TO TALKING TO SOME OF THE STAFF MEMBERS AS WELL AND, AND OFFICERS THAT THAT'S, THAT'S IMPORTANT.
YOU GET A GREAT INSIGHT TALKING TO THE MEN AND WOMEN THAT WORKED THERE.
UH, NEXT, UH, NOMINEE IS KIMBERLY DOVA.
I CURRENTLY SERVE AS THE DEPUTY CITY MANAGER FOR THE TOWNSHIP OF BLOOMFIELD.
MY BACKGROUND IS MOSTLY IN LABOR, HUMAN RESOURCES, INVESTIGATING COMPLAINTS, UM, TRAINING.
UM, MY PERSONAL PASSION THOUGH, WAS REALLY FOR REENTRY AND GUIDING INDIVIDUALS TO RECOVERY, FREEDOM FROM SUBSTANCE ABUSE.
SO I THINK THAT, UH, MY UNDERSTANDING OF LOCAL GOVERNMENT, MY PERSONAL PASSION AND MY TRAINING IN HUMAN RESOURCES COULD HELP BENEFIT THIS COMMITTEE.
MR. PRESIDENT, IF I MAY, I HAD THE PLEASURE TO WORK WITH UBA, MY FORMER CAPACITY AT THE COUNCILMAN IN BLOOMFIELD.
AND, UH, IT'S BEEN, SHE'S BEEN A ROLE ROCKSTAR IN, IN BLUEFIELD TOWNSHIP, AND THEY'RE VERY LUCKY TO HAVE HER.
AND I THINK SHE WILL BRING, UH, AN ENORMOUS AMOUNT OF TALENT AND WISDOM TO THIS BOARD, ALONG WITH THE OTHER COLLEAGUES THAT, UH, HAVE COME
[00:15:01]
HIGHLY RECOMMENDED.I, I'D CERTAINLY LIKE TO TALK TO YOU AND, UH, OH, I'M SORRY.
I, I DID HAVE JUST A, ARE WE TAKING, UH, ADDITIONAL NOMINATIONS AFTER THESE ALL TOGETHER? BECAUSE I DID HAVE SOME SPECIFIC QUESTIONS FOR THESE NOMINEES, SO I DIDN'T KNOW IF YOU WOULD LIKE, YOU WOULD LIKE TO TAKE THOSE NOW OR WHEN WE'RE, SO I NO, YOU CAN TAKE THE CORRECTIONAL.
AND PROBABLY JUST WANTED TO WAIT TILL ALL THREE WERE INTRODUCED, BUT ACTUALLY I HAVE A, I HAVE A QUESTION FOR ALL THREE, IF THEY COULD ALL BE ASKED TO COME BACK.
UM, YOU KNOW, TO THE, TO THE MIC, TO THE, TO THE MICROPHONE, ABSOLUTELY.
YOU SO FIR YOU KNOW, FIRST AND, UM, FOREMOST, I JUST WOULD LOVE TO HEAR FROM INDIVIDUALLY FROM EACH OF THE NOMINEES WHAT THEY BELIEVE THE PRIMARY PURPOSE OF THIS, UM, UH, COMMISSION AND TASK FORCE IS.
I BELIEVE THE MISSION OF THIS TASK FORCE IS PUT YOUR NAME, OH, KIMBERLY DOVA.
UM, I BELIEVE THE MISSION OF THE TASK FORCE IS TO HAVE AN OPEN MIND, TAKE A LOOK AT SOME OF THE PROCESSES, WILL BE FIELDING SOME SORT OF COMPLAINTS, INVESTIGATIONS GIVE SOME REALLY GOOD PARTIAL FEEDBACK ON HOW TO IMPROVE THE CONDITIONS FOR THE EMPLOYEES AND FOR THE INMATES IN THE CORRECTIONAL FACILITY.
HENRY KLINGMAN, UH, FROM TALKING TO GOVERNOR MCGREEVY AND CHIEF JUDGE LARIS, MY UNDERSTANDING IS MY JOB WILL BE TO ASSIST IN IMPROVING CONDITIONS AT THE FACILITY FOR BOTH THE PEOPLE WHO ARE HELD THERE AND THE PEOPLE WHO WORK THERE BY ADDRESSING ISSUES LIKE MENTAL HEALTH, UH, UM, UH, DISCIPLINARY ISSUES, AND, UM, CASE RELATED ISSUES, WHICH FROM MY PERSPECTIVE AS A TRIAL LAWYER, ARE CRITICAL.
AND I CAN SAY OVER THE COURSE OF THE LAST FOUR YEARS SINCE THE PANDEMIC BEGAN, THE FACILITY'S GOTTEN A LOT BETTER AT DOING A LOT OF THINGS RELATED TO GETTING INMATES INFORMATION AND, UH, ATTORNEY VISITS.
AND I WANNA BUILD ON THAT SUCCESS.
UM, I, I AGREE WITH, UH, MY TWO COLLEAGUES.
UM, I THINK IN ADDITION TO THAT, I'LL JUST SAY THAT IT WAS ALSO CLEAR TO ME FROM THE INTERVIEW PROCESS AND FROM A COLLEAGUE, DR.
CHRIS PURNELL, WHO SERVED IN THIS CAPACITY PREVIOUSLY, UM, ABOUT THE IMPORTANCE OF BRINGING EVIDENCE-BASED, UM, INTERVENTIONS.
UH, SO FOR INSTANCE, AROUND SUBSTANCE USE, AROUND MENTAL HEALTH, AND THAT THE COUNTY HAS, UH, SOME OF WHICH THE COUNTY HAS INCORPORATED ALREADY, AND TO, THAT HAS BROUGHT ABOUT GREAT RESULTS IN TERMS OF PEOPLE BEING ABLE TO NAVIGATE, UH, THEIR SUBSTANCE USE ISSUES, UH, AND INCLUDING THE ISSUES AROUND REC, RECIDIVISM, RECIDIVISM.
UM, AND SO THERE'S, TO ME, I SEE THE OPPORTUNITY TO BRING SOME PUBLIC HEALTH INSIGHT.
UM, NOT LOOKING FOR, WE'RE NOT COMING TO, TO, TO POKE HOLES AND, AND FIND PROBLEMS WHERE THEY AREN'T.
BUT I THINK REALLY WITH AN OPEN MIND TO SEEING HOW WE CAN ACTUALLY IMPROVE THINGS FOR EVERYONE INVOLVED.
MR. GOOD THREE, MR. PRESIDENT, UM, AND FOR THE ADMINISTRATION, THESE, THESE NOMINATION, WHO ON THE BOARD ARE THESE, UM, NOMINEES REPLACING? UH, I DON'T HAVE THAT INFORMATION IN FRONT OF ME, COMMISSIONER, BUT WE'LL GET IT TO YOU.
I JUST, I DIDN'T SEE IT IN THERE.
UM, AN ADDITIONAL FOLLOW UP, MR. PRESIDENT.
UH, AND, AND MORE, UH, COMMENT, UM, NOT, I DON'T THINK MAYBE NECESSARILY A QUESTION, BUT A, UM, YOU KNOW, NO, ABSOLUTELY.
YOU KNOW, EACH OF THE INDIVIDUAL NOMINEES NOT QUESTIONING ANYTHING ABOUT THE BACKGROUNDS, THEIR COMMITMENT, YOU KNOW, UM, ALL HIGHLY QUALIFIED TO SERVE ON THIS, UM, BOARD, UM, BUT WAS WHAT WAS NOTED IN, UM, PUBLIC COMMENT.
AND I HOPE THAT THE NOMINEES TODAY, UM, WOULD ALSO BE AWARE OF THIS.
UM, THE WORD THAT IS OFTENTIMES MISSING AND EVEN MISSING FROM THIS AGENDA AS A PERSON WHO WORKED, UM, VERY HARD ON THE CREATION OF THIS, UH, TASK FORCE.
THIS, THIS TASK FORCE WAS CREATED, UM, TO BE INDEPENDENT, INDEPENDENT OF THIS, THE COUNTY GOVERNMENT, INDEPENDENT OF, UM, THE ADMINISTRATORS, THE FREEHOLDER, EXCUSE ME, THE COMMISSIONERS INDEPENDENT, A PLACE WHERE PEOPLE COULD COME, WHETHER BOTH OF THE DETAINEES, UH, OUR WORKFORCE, UM, AND FEEL FREE TO BE ABLE TO, UM, SPEAK CANDIDLY, UM, AND ALSO HAVE A BOARD AND A TASK FORCE THAT, UM, WOULD OPERATE, UM, WITHOUT, UM, FEAR OF ANY INTERVENTION, UM, FROM THE COUNTY ITSELF.
UM, SO, UH, YOU KNOW, QUITE FRANKLY, LIKE, I'M, I'M NOT THAT, I'M NOT SAYING THAT, UM, THERE HASN'T BEEN A LOT OF GOOD WORK DONE BECAUSE THERE HAS BEEN A LOT OF GOOD WORK DONE, BUT TO HEAR ONE OF THE PRIMARY ORGANIZATIONS THAT HELPED CREATE THIS TASK FORCE SAY THAT THE TASK FORCE IS NOT MEETING ITS GOAL IS DISAPPOINTING.
[00:20:01]
I HOPE THAT THE NEW MEMBERS THAT, UM, WHO I FULLY INTEND TO SUPPORT, UM, WHO COME IN THERE TONIGHT, WHO ARE GOING TO GO TO THAT, UM, BOARD, TAKE THAT IN MIND AS THEY, UM, TAKE ON THE RESPONSIBILITY, YOU KNOW, TO SERVE ON THIS TASK FORCE.THANK YOU, MR. PRESIDENT, AND I CONCUR WITH EVERYTHING YOU JUST SAID.
AND YEAH, WE LOOK FORWARD TO YOUR INDEPENDENCE.
UH, SO MAYBE WE NEED TO, UM, NEXT YEAR IN THE COMING YEAR GET THE TASK FORCE IN HERE ON A MORE REGULAR BASIS SO WE CAN HEAR FROM THEM.
UH, WE NEED TO PUT THAT ON THE AGENDA.
UM, MR. CLARENCE JACKSON FOR THE, UH, COMMISSION ON AGING.

I, I JUST WANTED TO MENTION THAT I KNOW CLARENCE JACKSON VERY WELL, AND HE'S DONE AN AMAZING AMOUNT OF WORK FOR ESSEX COUNTY, AND I'M VERY HAPPY HE'S GOING TO BE ON THE COMMISSION FOR AGING ADVISORY BOARD, ADDING TO ALL THE TREMENDOUS WORK THAT HE ALWAYS DOES.

[00:25:01]
I REALIZED THAT HAVING FAMILY AND HAVING, UH, TO, TO LOOK AFTER OUR NEXT GENERATIONS TO BE ACTIVELY INVOLVED IN THE COMMUNITY.AND I NOTICED THERE'S NOT A LOT OF, UH, FAMILIES THAT ARE INGRAINED IN OUR COMMUNITY TO LEARN MORE ABOUT SUSTAINABILITY.
AND THAT'S ONE OF MY OBJECTIVES, TO BE MORE ACTIVE, ACTIVELY INVOLVED, AND USE MY SKILLS IN, UM, IN THE FEDERAL RESERVE, UH, KNOWING THE ACCOUNTABILITY, THE GOVERNANCE, THE RISK WITHIN THIS ENVIRONMENTAL COMMUNITY.

I DEVOTE TIME AS WELL AS ANY KNOWLEDGE THAT I MAY HAVE TO THE POPULATION, AND I OFTEN REFER MYSELF AS A RESOURCE AND TELL PEOPLE TO USE ME.

OKAY, MADAM CLERK, LET'S MOVE TO RESOLUTION 50 AND 51, WHICH ARE FROM THE DEPARTMENT OF CORRECTIONS, AND BE READ INTO THE RECORD AT A LATER DATE.
MR. JACKSON? MR. PRESIDENT, UH, DIRECTOR RON CHARLES WILL HANDLE THESE ITEMS. RON CHARLES, DIRECTOR OF DEPARTMENT OF CORRECTIONS.
GOOD EVENING, MR. PRESIDENT AND MEMBERS OF THE BOARD.
UH, DEPARTMENT OF CORRECTIONS HAS TWO ITEMS ON THE AGENDA FOR YOUR CONSIDERATION TONIGHT.
ITEM AM NUMBER 50 IS THE CON 12 MONTH CONTRACT EXTENSION FOR CFG, WHICH PROVIDES THE MEDICAL SERVICES AT THE, AT THE JAIL.
AND ITEM 51 GD CORRECTIONAL PROVIDES THE, UH, FOOD SERVICE AT THE JAIL WHEN YEAR EXTENSION, YEAH.
MR. MR. AKIA? YEAH, I, I DO HAVE A QUESTION FOR DIRECTOR CHARLES.
UH, THIS IS THE FIRST OF TWO ONE YEAR EXTENSIONS, I BELIEVE.
UH, IT WAS INITIALLY A THREE YEAR CONTRACT, UH, WITH THE OPPORTUNITY FOR TWO 12 MONTH OPTIONS.
AND THIS IS THE FIRST, UH, WHERE DOES THIS EX, UH, EXTENSION YEAR COST-WISE? UH, WHERE DOES IT LAND IN, UH, IN COMPARISON TO THE PRIOR YEARS? SO IT'S, IT'S AN INCREASE OF $1.1 MILLION, BUT THAT IS DUE TO A PASS THROUGH WHICH, UH, WE RECEIVED $1.1 MILLION IN THE FEDERAL GRANT AND THE STATE GRANT, UH, TOTALING THAT.
SO THERE'S REALLY, UH, ZERO COST COMPARED TO THE LAST THREE YEARS, JUST THE PASS THROUGH AMOUNT.
WHAT LED TO THAT INCREASE? UM, WE APPLIED FOR THE MAT GRANT AND WE WERE AWARDED THAT GRANT MR. MCARA.
SO, SO THE GRANT INCREASED THE CONTRACT AS OPPOSED TO HELP SUBSIDIZE WHAT THE CONTRACT WOULD'VE BEEN PRIOR TO THE GRANT? WELL, TECHNICALLY IT'S SUBSIDIZING, BUT IT'S A PASS THROUGH.
UM, SO, UM, WE JUST HAVE TO INCREASE IT FOR, FOR THE MAT SERVICES THAT WE PROVIDE.
I, I, I'M SORRY, COULD YOU REPEAT THAT AGAIN? I I DIDN'T PICK THAT UP.
SO IT'S, IT'S A PASS THROUGH FOR THE MAT, WHICH IS THE, UH, MEDICAL ASSISTANT, UH, TREATMENT PROGRAM.
UM, SO THEY PROVIDE THE SERVICES FOR THE INCREASE IN THE AMOUNT OF INMATES WHO ARE AVAILABLE IN THE PROGRAM, AND THE GRANT SUBSIDIZING THAT AS THAT MONEY AS WELL.
SO I GUESS MY QUICK QUESTION IS, IF YOU DIDN'T GET THE GRANT, WHAT WOULD THE CONTRACT BE? WOULD IT STILL BE 18 SIX OR 17 SIX.
SO YOU, SO IT'S, IT IT FUNDED EXTRA SERVICES OR, OR IT FUNDED THE INCREASE IT'S EXTRA SERVICES AND THE INCREASE, BECAUSE WE'RE, WE'RE DOING BOTH.
COMMISSIONER LUCIANO, JUST FOR THE RECORD DIRECTOR, WHAT ARE THE EXTRA SERVICES? I UNDERSTAND, BUT A MILLION DOLLARS IN SERVICES.
SO THE, IT'S, IT'S, THE MAT PROGRAM IS THE MEDICALLY ASSISTANT TREATMENT PROGRAM.
UM, RIGHT NOW WE HAVE ABOUT 115 IN ENROLLED IN THAT PROGRAM.
UM, WE'RE INCREASING THAT NUMBER BY 22%.
UM, SO THAT, THAT'S THE INCREASE, THE INCREASE IN THE MEDICATION FOR THE PROGRAM AS WELL.
AND THE SUPERVISION AS FAR AS THE COUNSELING FOR THE PROGRAM ONCE THEY'RE RELEASED, UM, IS, IS WHAT THE ADDITION IS.
I HAVE A FOLLOW UP QUESTION TO A QUESTION THAT
[00:40:01]
WAS ASKED EARLIER.UH, WHEN IT COMES TO THE FOOD SERVICES, SO IS THAT GONNA BE STRICTLY DONE BY THE FOOD SERVICE PEOPLE OR WILL THE PRISONERS, UH, BE A PART OF THAT? SO THE, THE CONTRACT, UH, WILL REMAIN THE SAME WITH MA LABOR.
UM, BUT WE ARE TAKING, UM, SIGNIFICANT POLICY CHANGES AND SECURITY MEASURES, UM, REGARDING WHO WAS WORKING IN THAT, IN THAT CAPACITY.
AND I, AND I ASKED BECAUSE I, I, I REMEMBER WHEN YOU WERE HERE AND WE HAD OUR MEETING, YOU TALKED ABOUT HOW THAT MAY BE ONE OF THE WAYS THAT A LOT OF DRUGS MAY BE COMING INTO THE FACILITY AND THAT YOU WERE GOING TO CHANGE THAT.
UH, AND SO WHAT CHANGED YOUR MIND BACK? TWO THINGS.
UM, OR ACTUALLY A COUPLE THINGS.
UM, THERE ARE SIGNIFICANT SECURITY MEASURES, UH, THAT ARE GOING TO BE PUT IN PLACE AND THAT HAVE PUT IN PLACE.
AND TWO, THE TYPE OF INMATE WHO WILL BE WORKING IN THE KITCHEN, UM, IS GOING TO CHANGE RIGHT NOW BECAUSE OF THE LANEY HALL PROGRAM.
COMING BACK TO THE FACILITY, WHICH ARE A LOW RISK, UH, CLASSIFICATION INMATES, THOSE, UH, INMATES WILL SUPPLEMENT WHAT IS, WHO IS NOW WORKING THE HIGHER SECURITY, WHAT'S THE FE, THE FEDERAL INMATES THERE.
AND THEN WE LOOKED AT IT AS A COST ANALYSIS TOO.
TO HIRE 40 OR 50 PEOPLE IN THE KITCHEN, UH, WOULD'VE SIGNIFICANTLY INCREASED THE, THE CONTRACT AS WELL.
IS THERE ANY OTHER QUESTIONS OR COMMENTS, MR. MR. PRESIDENT? UM, OH YEAH.
AT THE LEADERSHIP MEETING, I DID BRING THIS UP.
THERE WAS AN AMENDMENT IN THE LAST CONTRACT, UM, THAT WAS NOT FULLY EXPENDED.
IT WAS 4.4, AND I BELIEVE THERE'S ONLY A SMALL, A SMALLER AMOUNT.
I DON'T THINK THE 4.4 $0.4 MILLION AMENDMENT WAS, WAS EXPENDED.
SO I GUESS MY QUESTION IS, IF FOR WHATEVER REASON POLICY CHANGES AND YOU CANNOT NO LONGER USE INATE LABOR, I'M ASSUMING THIS CONTRACT WOULD REQUIRE AN AMENDMENT, IS THAT'S CORRECT? THAT'S CORRECT.
SO WOULD, YOU'RE SAYING NOW YOU'RE GONNA DO A BETTER JOB OF VETTING THE PRISONERS WHO WORK IN THE KITCHEN? UM, THERE ARE A DIFFERENT POOL OF CANDIDATES, UM, THAT WE, WE WERE LOOKING AT NOW, NOW THAT THE PROGRAM WILL BE BROUGHT IN-HOUSE FOR THE PROGRAM.
COMMISSION QUESTIONS OF COMMENTS? ON 50 OR 50? ONE.
YEAH, WE DIDN'T, WE DIDN'T, WE, WE, YEAH, JUST TO PUT ON THE RECORD, UM, I'VE BEEN HERE CLOSE TO 13 YEARS, AND I KNOW BOTH OF THESE COMPANIES A LONG TIME.
I THINK FOR THE MOST PART THEY'VE DONE A PRETTY GOOD JOB.
UM, AND THAT'S WHY YOU'RE SUPPORTING THEM, DIRECTOR FOR THE RECORD, YES.
BUT THE DIRECTOR HASN'T BEEN HERE IN A LONG TIME.
YEAH, HE WAS HERE BEFORE YOU CAME BACK.
UM, BUT I THINK THEY'RE STILL DOING A GOOD JOB.
UM, THAT'S WHY YOU'RE RECOMMENDING THESE EXTENSIONS? 'CAUSE AGAIN, I WANT TO JUST PUT ON RECORD, THIS IS AN EXTENSION, MR. PRESIDENT.
UM, YOU KNOW, THIS CLEAR WASN'T A NEW CONTRACT.
THIS WASN'T, I'M CLEAR ABOUT WHAT IT IS.
RIGHT? WELL, I JUST WANNA MAKE SURE THAT THE PUBLIC KNOWS THAT WE'RE VOTING ON A, ON AN EXTENSION HERE.
UM, BUT WITH THE RECOMMENDATION OF THE DIRECTOR, UM, I SUPPORT THE CONTRACT.
IF THERE IS SOMETHING THAT, YOU KNOW, THAT OUR COLLEAGUES WANT TO DISCUSS, OR IF WE DO WANT TO MEET WITH THE VENDORS, I'M SURE THEY'D BE HAPPY TO MEET WITH US.
UM, I KNOW MANY OF THE REPRESENTATIVES PERSONALLY OVER THE YEARS, UM, TO DISCUSS ANYTHING ADDITIONAL THAT WE CAN DO THERE TO MAKE THE ENVIRONMENT, UM, MORE CONDUCIVE AND SAFER FOR EVERYBODY.
DID WE TALK ABOUT THE MONEY UP? I, I KNOW YOU ANSWERED THE QUESTION ON 51.
I DIDN'T THINK WE GOT INTO THE NUMBERS.
DIRECTOR CHARLES ON 51, THE GD UM, CORRECTIONAL CONTRACT.
UH, AGAIN, THIS IS A, UH, INITIALLY A THREE YEAR CONTRACT.
THIS IS A 24 MONTH EXTENSION OPTION.
UM, ANY INCREASE IN THIS EXTENSION, THE SOLE INCREASE IS THE CONTRACT CALLS FOR WHAT? A 4.5% INCREASE, UM, WHICH IS TIED TO THE CONSUMPTION EXPENDITURE RATE, UH, INDEX.
UM, AND THAT WAS NEGOTIATED THE CONTRACT, UM, A FEW YEARS AGO.
MR. PRESIDENT, ONE LAST QUESTION, IF YOU MAY.
[00:45:01]
IN THE END, THE COST PER MEAL IS 2020 5 CENTS.IS THAT 2 25? 2 22 RIGHT NOW IT'S GONNA GO UP TO TWO, $2 AND 32 CENTS.
I THOUGHT THE CONTRACT SAID 2 25.
ANY OTHER QUESTIONS OR COMMENTS? HEARING NONE.
SECOND BY COMMISSIONER LUCIANO, ROLL CALL.
COMMISSIONER VICE PRESIDENT OMARE? YES.
UH, COMMISSIONER MERCADO? ABSENT.
COMMISSIONER PRESIDENT RICHARDSON? YES.

CRAIG LOMBARDI, HOUSING COORDINATOR, DIVISION OF HOUSING AND COMMUNITY DEVELOPMENT.
TONIGHT, WE ARE ASKING YOU TO AUTHORIZE THE REPROGRAMMING OF CDBG FUNDS AND THE TOTAL AMOUNT OF $1,234,996.
THESE FUNDS WILL BE ALLOCATED TO VARIOUS ACTIVITIES THAT WERE INCLUDED IN THE MATRIX ATTACHED TO THE RESOLUTION.
UH, AND BASICALLY THESE FUNDS ARE RETURNED AND OR UNUSED FUNDS FROM VARIOUS PROGRAM YEARS FOR OTHER CDBG PROJECTS.
MR. VECCHI? UM, MR. LOMBARDI, JUST A QUESTION ABOUT, UH, THE UNUSED FUNDS.
IS THERE SOME GENERAL REASON THAT THEY WERE UNUSED OR IT WOULD BE LIKE, FOR EXAMPLE, UH, WHEN THE ORIGINAL ESTIMATE WAS GIVEN TO US AND THE APPLICATION WAS RECEIVED, LET'S SAY THERE WAS A ROAD PROJECT FOR $400,000, THEN WHEN THEY WENT OUT TO BETA, CAME IN AT 360.
SO THAT WOULD BE FUNDS THAT WOULD BE UNUSED AND, AND AVAILABLE FOR US TO REUSE SOMEWHERE ELSE.
HONOR COMMISSIONERS QUESTIONS OR COMMENTS ON 52 HEARING NOW.
SECOND BY VICE PRESIDENT PO ROLL CALL MADAM CLERK.
COMMISSIONER VICE PRESIDENT EZ? YES.
COMMISSIONER PRESIDENT RICHARDSON.
LET'S MOVE TO RESOLUTION 53, WHICH IS FROM THE DIVISION OF TRAINING AND EMPLOYMENT, AND WE'LL BE READ INTO THE RECORD AT A LATER TIME.

ALL OTHER TERMS, CONDITIONS, CERTIFICATIONS, AND REPRESENTATIONS CONTINUED CONTAINED IN THE ORIGINAL AGREEMENT SHALL REMAIN IN FACT, THROUGHOUT THE DATE OF THE AMENDMENT.
MRM, UH, THESE ARE ALL GRANT, UH, UH, FUNDED BY GRANTS YES.
COMMISSIONERS, QUESTIONS OR COMMENTS ON 53.
NOW I NEED TO MOVE IN A SECOND.
COMMISSIONER VICE PRESIDENT MAREZ? YES.
COMMISSIONER PRESIDENT RICHARDSON.
LET'S MOVE TO RESOLUTIONS 54 THROUGH 59,
[00:50:01]
WHICH ARE FROM THE DEPARTMENT OF HEALTH AND REHABIL REHABILITATION, AND THEY WILL BE READ INTO THE RECORD AT A LATER TIME.MR. JACKSON? THANK YOU, MR. PRESIDENT.
UH, DIRECTOR DELGAUDIO WILL HANDLE THIS ITEM.
UH, FRANK DELGAUDIO, DIRECTOR OF HEALTH AND REHABILITATION FOR ESSEX COUNTY.
UH, RESOLUTION NUMBER 54 IS A, UH, 24 MONTH EXTENSION TO THE HOSPITAL CENTER'S, UH, PHARMACEUTICAL SERVICES WITH IPPC PHARMACY AMOUNT NOT TO EXCEED $4 MILLION.
SHOULD I CONTINUE ITEM 55, PLEASE.
UM, THIS IS A, UM, A, UH, NEW CONTRACT WITH, UH, HUDSON COMMUNITY DEVELOPMENT.
THEY'RE A SHELTERED WORKSHOP, A REQUEST FOR A TWO YEAR CONTRACT.
UH, HUDSON COMMUNITY HAS BEEN PERFORMING AN OUTSTANDING JOB IF YOU'VE EVER BEEN UP AT THE HOSPITAL CENTER.
ALL THE COMMENTS ON HOW CLEAN IT IS, UM, THEY ACTUALLY HIRE DISABLED INDIVIDUALS AND THEY DO HIRE OUR PATIENTS.
WE CURRENTLY HAVE THREE PATIENTS EMPLOYED AS A, UH, GROUP THERAPY AT THE HOSPITAL CENTER.
SO WE'RE RECOMMENDING A NEW CONTRACT, UM, ON A 24 MONTH BASIS.
ITEM 56 IS A, UH, EX A 24 MONTH EXTENSION WITH PENAL CONSULTING SERVICES.
UH, THAT'S, UH, NOT TO EXCEED, UH, $350,000.
ITEM NUMBER 57, THIS IS A, UH, THROUGH THE OFFICE OF PUBLIC HEALTH MANAGEMENT.
THIS WAS A BID THAT WE HAD HAD SUBMITTED FOR THE, UH, MODERNA COVID-19 VACCINES.
SO THE VACCINES ARE NO LONGER PROVIDED FREE OF CHARGE.
UH, WE HAVE GRANT FUNDING TO, UH, PAY FOR THIS, THIS DEAL MED, UH, WAS ONE OF TWO, AND THEY HAD COME IN WITH THE LOWEST, UH, PRICE FOR THE VACCINES.
NOW THIS INCLUDES THE SIX MONTH THROUGH THE 12-YEAR-OLD AND THE 12 YEAR FORWARD WITH THE ADULT VACCINES.
SO WE PLAN TO BE ADMINISTERING THESE VACCINES IN OUR MOBILE, UH, CLINICS THAT ARE PROVIDED THROUGHOUT THE COUNTY.
ITEM 58 IS A, UH, NEW CONTRACT.
THERE WAS A BID FOR WITH, UM, SYMPHONY DIAGNOSTICS.
IT'S FOR OUR, UM, RADIOLOGY SERVICES AT THE HOSPITAL CENTER.
THIS IS A, THIS IS A MOBILE SERVICE THAT BRINGS THE EQUIPMENT INTO THE HOSPITAL, AND THEY DO ANY RADIOLOGY SERVICES, EKGS, ULTRASOUNDS, X-RAYS, AND THINGS OF THAT NATURE FOR OUR PATIENT POPULATION.
ITEM NUMBER 59 IS A, UM, AFFILIATION AGREEMENT WITH CAR WHILE HEALTH, THIS AFFILIATION AGREEMENT.
THESE GO ON A THREE YEAR BASIS.
WHAT THESE ARE, ARE TERMS AND CONDITIONS FOR ACCEPTING PATIENTS AT THE ES ESSEX COUNTY HOSPITAL CENTER? WE'VE RECEIVED PATIENTS FROM FIVE SHORT-TERM CARE FACILITIES IN THE COUNTY.
KAWELL, FORMERLY KNOWN AS EAST ORANGE GENERAL, IS THE ONLY HOSPITAL THAT HAS SUBMITTED TO US A SIGNED, UM, AFFILIATION AGREEMENT FOR APPROVAL BY, BY THE BOARD.
UH, MR. DELEO, I DO HAVE A QUESTION ON 54, THAT'S THE PHARMACY SERVICES HAVE.
HAS THE HOSPITAL CENTER HAD ANY SUPPLY ISSUES OR SHORTAGES OR TROUBLE GETTING, UH, PHARMACEUTICALS? I KNOW THAT'S BEEN A PROBLEM IN SOME SECTORS, UH, THROUGH YOU, MR. PRESIDENT.
THE ONLY, UH, IT'S ACTUALLY NOT A REALLY, A PHARMACEUTICAL SALINE IS THERE'S A NATIONAL SHORTAGE ON SALINE.
UM, OTHER THAN THAT, WE'VE BEEN ABLE TO PROVIDE A DIFFERENT METHOD TO UTILIZE THE SALINE.
BUT FROM A, AS FAR AS MEDICATIONS GO, NO, NO PROBLEM.
I MEAN, IPBC RIGHT NOW, WE'VE WENT, THEY FULFILL ANYWHERE FROM 65 TO 70,000 ORDERS PER MONTH.
IT'S AN ENORMOUS AMOUNT OF WORK ON THEIR END.
UM, THE ONLY ONE I QUESTIONED ON NUMBER, I WAS LOOKING FOR THE FUNDING SOURCE ON NUMBER 57.
IT'S A GRANT, BUT IT DOESN'T SAY WHICH KIND OF GRANT.
ARE THERE ANY COVID MONEY THAT WE'RE USING FOR THAT? YEAH, THIS WAS A, UM, I, YOU KNOW, AGAIN, I, I CAN'T OFF THE TOP OF MY HEAD.
REMEMBER THE, THE OFFICE OF PUBLIC HEALTH MANAGEMENT HAS ABOUT EIGHT GRANTS RIGHT NOW.
AND, UM, THIS GRANT WAS SPECIFIC FOR PROVIDING VACCINE.
IT'S A VACCINE GRANT FOR THE COMMUNITY, UH, SPECIFIC FOR THIS PURPOSE.
WHICH PERMITS US, I MEAN, I COULD PROVIDE THE NAME TO YOU AND, OKAY.
SO YOU SEE THE FUNDING FOR THAT, BUT IT WAS NOT OUR MAJOR GRANT.
IT WAS NOT THE BIG GRANT THAT YOU MIGHT BE REFERRING TO.
[00:55:01]
DIDN'T SAY SIEBEL.UM, HUDSON COMMUNITY ENTERPRISES, THEY HAVE BEEN WORKING FOR THE HOSPITAL CENTER FOR A WHILE NOW.
IS THAT CORRECT? IF YOU AND MR. PRESIDENT, UM, I MEAN, I'VE BEEN AT THE HOSPITAL FOR 10 YEARS AND THEY'VE BEEN THERE.
THEY WERE THERE WITH THE OPENING OF THE NEW HOSPITAL IN 2007.
SO THIS IS JUST THE RENEWAL OF A CONTRACT? WELL, IT'S A NEW CONTRACT BECAUSE IT'S A TWO YEAR AND IT'S A SHELTERED WORKSHOP.
UM, THE EX THE BID EXCLUSION FOR THAT.
SO WE DIDN'T BID THE CONTRACT, WE'RE USING THE SHELTERED WORKSHOP, BID EXCLUSION.
AND THEY'VE BEEN DOING IT FOR ALL THESE YEARS AND DOING A GOOD JOB.
I, I CAN'T SAY ENOUGH ABOUT THE WORK THEY DO.
I MEAN, IT'S, IT'S A TOUGH JOB.
I MEAN, MOST OF OUR, MOST OF THEIR EMPLOYEES TAKE THE BUS EVERY DAY TO GET TO WORK.
YOU SEE THEM WORKING UP, WALKING UP GROVE AVE TO GET TO WORK.
UM, THEY DON'T HAVE PROBLEMS WITH PEOPLE SHOWING UP FOR WORK.
AND, UM, I CAN'T, I CAN'T SAY ENOUGH ABOUT THE WORK THEY DO.
I, I HAVE A SIMILAR QUESTION FOR NUMBER 56.
PENAL CONSULTING HAS BEEN WORKING FOR US FOR MANY YEARS.
DO YOU HAVE AN IDEA OF HOW LONG THEY'VE BEEN WITH US, YOUR HONOR? THROUGH YOU, MR. PRESIDENT.
THEY'VE HAD A CONTRACT SINCE 1999.
THANKS FOR ANSWERING MY QUESTIONS.
ANY OTHER QUESTIONS OR COMMENTS? HEARING NONE.
SECOND BY COMMISSIONER GRAHAM.

WITH GUARDIAN FENCING.IT'S TO, UH, IMPROVE THE FENCING OVER AT THE DOG PARK.
WE'VE NOTICED THAT, UM, IT'S A BIT TOO LOW FOR SOME OF OUR BIGGER DOGS, SO WE'RE EXTENDING THE HEIGHT FROM FOUR FEET TO SIX FEET.
AND NUMBER 67 AUTHORIZATIONS USE THE RECREATION OPEN SPACE TRUST FUND TO FUND A 2023 RUTGERS COOPERATIVE COOPERATIVE EXTENSION PROGRAM ABOUT NOT TO EXCEED $70,000.

AND, UH, THIS MEDICATION IS TO COMBAT THAT.
HAPPY TO ANSWER ANY QUESTIONS THE BOARD MAY HAVE.
MR. MC, WHAT WAS THE AMOUNT, UH, THAT CAME OUT OF OPEN SPACE LAST YEAR AS IT 6.7 NOW WHAT IS IT? SURE.
SO, UH, JUSTIN WAS ASAC ACADEMY PARK, SUE, YOU, MR. PRESIDENT.
UM, SO FOR THE 2023 STAFFING, THAT WAS 55 POSITIONS, AND AGAIN, THIS YEAR WE'RE REQUESTING 60 POSITIONS.
THE SALARIES WERE, UM, JUST UNDER 3.4 MILLION.
THE FRINGE WAS 2,076,000, WHICH CAME TO A TOTAL OF 6.22 MILLION.
AND WE'RE REQUESTING 6.77 THIS YEAR.
SO THE FIVE, THE FIVE POSITIONS INCREASED IT BY A HUNDRED THOUSAND WHEN YOU INCLUDE, UM, THE OVERTIME IN THE FRINGE.
UM, WITH REGARD TO NUMBER 67, UH, THE EXTENSION PROGRAM, DID THIS ALWAYS COME OUTTA OPEN SPACE? I THOUGHT THIS WAS BUDGETED THROUGH OUR REGULAR CURRENT BUDGET.

UM, SAM, WE'RE GOING TO HAVE A CEREMONY, UM, UH, ON JU ON DECEMBER 15TH, UH, TO COMMEMORATE, UH, THE NAMING.
I WAS GONNA ASK WHY WAS IT TEMPORARY, BUT YOU YEAH.
EXPLAIN WHY IT SHOULD DEFINITELY BE PERMANENT.
SECOND BY COMMISSIONER GRANT ROLL CALL.

MR. JACKSON? THANK YOU, MR. PRESIDENT.
UM, I'M PLEASED TO REPORT TO THE BOARD OF COMMISSIONERS THAT AFTER VERY DIFFICULT, BUT ALWAYS IN GOOD FAITH, BACK AND FORTH NEGOTIATIONS WITH PBA 3 82.
WE REACHED AN AGREEMENT ON MONDAY OF THIS WEEK, UH, ON AN AGREEMENT TO GO FORWARD ON THE RETROACTIVE APPLICATION OF THEIR CONTRACT FROM TWO 18 THROUGH THIS, THE END OF THIS YEAR.
UH, UM, PLEASE ALSO TO INFORM THAT THAT AGREEMENT WAS SUBMITTED TO THE MEMBERS OF 3 82
[01:30:01]
YESTERDAY.AND WITH AN APPROXIMATELY 75% APPROVAL RATE, THEY APPROVED THE, UM, THE, THE CONTRACT.
SO THEY RATIFIED THE CONTRACT.
AND SO WE'RE HERE TODAY TO SEEK APPROVAL FROM THIS BOARD AND THEN EXECUTE IT EXECUTION BY THE ADMINISTRATION TO PROCEED WITH THE, THE, UH, WITH THE, UH, CONTRACT, UH, WITH, UH, P UH, PBA 3 82.
MNA, ANY? I DON'T HAVE ANY QUESTIONS.
COMMISSIONERS QUESTIONS OR COMMENTS HERE? NOW I NEED TO MOVE IN A SECOND.
I'LL MOVE MR. DEPARTMENT, MOVE BY VICE PRESIDENT FOR MORRIS.
BY COMMISSIONER SIBO ROLL CALL.
COMMISSIONER VICE PRESIDENT OMARE? YES.
COMMISSIONER PRESIDENT RICHARDSON.
CONTRACT HAS BEEN APPROVED, BUT I I HAVE A QUESTION BEFORE WE GO ANY FURTHER.
IN TERMS OF THE OTHER COLLECTIVE BARGAINING UNITS.
UH, SO HAS THERE BEEN ANY HEADWAY WITH THE OTHER COLLECTIVE BARGAINING UNITS? YES.
HAVE THERE BEEN ANY OTHER MEETINGS SCHEDULED TO POSSIBLY GET TO A RESOLUTION WITH THEM? MM-HMM.
UH, A A AS YOU KNOW, MR. PRESIDENT JEROME JEROME SAID, JOHN, AS YOU KNOW, MR. PRESIDENT, WE'RE A, WE ARE IN INTEREST MANDATORY BINDING INTEREST ARBITRATION WITH ONE UNION, WITH WITH THE TWO SHERIFF'S, UH, UNIONS.
AND ANSWER YOUR QUESTION DIRECTLY, UH, AS A RESULT OF THE INTEREST MANDATORY BINDING INCIDENT ARBITRATION, WE ARE, ARE TO HAVE A MEDIATION SESSION, SIT DOWN MEDIATION SESSION WITH THEM.
THAT'S REQUIRED BY THE STATUTE.
SO YOU, YOU FILED INTEREST ARBITRATION WITH ALL? NO, JUST ONE.
SO MY QUESTION TO YOU IS THE OTHERS, ARE THERE ANY MEETINGS SCHEDULED WITH THEM YEAH.
AT THIS TIME? AND HAVE YOU MET WITH THEM? WHEN'S THE LAST TIME YOU MET WITH THEM? WHAT'S, WHAT'S GO, HOW'S IT GONNA MOVE FORWARD? I HAVE OR ARE YOU PLANNING ON FILING INTEREST ARBITRATION WITH THEM AS WELL? I HAVE.
I CHECK ROUTINELY WHETHER THERE'S BEEN ANY REQUESTS FOR A SIT DOWN TO DISCUSS MATTERS.
WE MADE A PROPOSAL TO, TO THEM CAME BACK.
THERE HAS NOT BEEN A COUNTER PROPOSAL AS OF LAST, LAST THURSDAY.
UH, THE, THE STATUS WAS AS FOLLOWS.
UH, THE LAWYER FOR ONE OF THE UNIONS FLOATED AN IDEA FOR US TO CONSIDER.
UH, I, I AM SPEAKING FOR MYSELF AS A COUNTY COUNCIL.
I'M NOT GOING TO CONSIDER THE FLOATING ANY, ANY IDEA.
I'M MORE THAN HAPPY AT ANY TIME IF THERE'S ANY CONCRETE PROPOSAL TO SIT DOWN WITH ANY OF THE OTHER UNIONS TO DISCUSS ANYTHING.
AND THAT'S CONCLUDING TOMORROW.
BUT I NEED A REQUEST FOR A MEETING.
IF I RECEIVE A REQUEST FOR A MEETING WITH CONCRETE PROPOSALS, I'M MORE THAN HAPPY TO DO IT.
I HAVE NOT YET RECEIVED A REQUEST FOR, FOR A MEETING WITH CONCRETE PROPOSALS.
WHAT, WHAT EXACTLY DOES THAT MEAN? I'M, I'M SORRY, MR. PRESIDENT, WHAT DOES CONCRETE PROPOSALS MEAN? WE, WE MADE A WHO, WHO DEEMS WHETHER OR NOT IT'S CONCRETE OR NOT.
UH, WE MADE A PROPOSAL, AS MANY OF YOU KNOW, UH, SOME TIME AGO TO ALL OF THE UNITS TO CONSIDER A, A PACKAGE.
UH, AND WE DON'T HAVE TO GO INTO WHAT THE, THE NATURE OF THE PACKAGE WAS.
THAT WAS REJECTED BY EACH OF THE, BY EACH OF THE, THE THREE UNIONS THAT ARE STILL OUTSTANDING.
UH, THEY WERE, THEY WERE, THAT WAS REJECTED.
UH, WE, THEY, THEY, SO WE'RE LOOKING FOR SOME SOMETHING ELSE.
UH, IF, IF SOMEONE WANTS TO MAKE ANOTHER CONCRETE PROPOSAL, WE'RE HAPPY TO CONSIDER IT.
SO AGAIN, WHO, WHO DETERMINES WHETHER IT'S CONCRETE OR NOT? IF IT'S A PROPOSAL, IT'S A PROPOSAL.
YOU, YOU DON'T THINK THAT THAT A PRO A PROPOSAL UNLESS IT MEETS, I GUESS WHATEVER STANDARDS YOU SET IS CONCRETE OR NOT.
I'M JUST TRYING TO GET TO, I YEAH, I, I, I THINK I UNDERSTAND THE GIST OF YOUR QUESTION.
I'LL, I'LL GIVE YOU A DIRECT ANSWER.
HOW ABOUT THIS IDEA IS NOT A CONCRETE PROPOSAL.
I'M HAPPY TO SIT DOWN WITH AUTHORIZED MEMBERS OF THE UNION WITH AUTHORIZED REPRESENTATIVES OF THE COUNCIL ACROSS THE TABLE AND TO SOMEONE TO MAKE A CONCRETE PROPOSAL.
DOESN'T LOOK, IT DOESN'T HAVE TO BE IN WRITING.
[01:35:01]
FOR IT.BUT I WANT TO HEAR, THIS IS A PROPOSAL TO THE COUNTY.
IF YOU ACCEPT IT, WE'LL DO A HANDSHAKE TODAY.
WE'LL STAY HERE AND DRAFT AN M-O-M-O-A AND FINALIZE IT.
OR MAYBE THE LAWYER TALKS TO SOME OTHER LAWYER.
I DON'T EVEN KNOW IF THEY'RE AUTHORIZED TO SAY IT FRANKLY.
AND I, AND I CAN TELL YOU, UH, MR. PRESIDENT, I WOULDN'T BE AUTHORIZED TO RESPOND TO FLOATING IDEAS WITHOUT SITTING DOWN WITH THE ADMINISTRATION AND SAY, I HAVE A CONCRETE PROPOSAL.
DO YOU AUTHORIZE ME TO RESPOND TO IT? SO THAT, THAT'S WHAT I DEEMED TO BE A CONCRETE PROPOSAL.
DO WE HAVE ANY REPORT OF BOARD COMMITTEES? NONE.
LEGISLATIVE REPORTS, WRITTEN COMMUNICATIONS, UNFINISHED BUSINESS, NEW BUSINESS.
LET'S MOVE TO THE PUBLIC COMMENT SESSION.
I GOT, I GOTTA READ MY STATEMENT FIRST.
IF THERE ARE ANY MEMBERS OF THE PUBLIC WHO WOULD LIKE TO COMMENT ON ANY MATTER, PLEASE COME TO THE MICROPHONE.
STATE YOUR NAME AND THE ADDRESS AFFILIATION FOR THE RECORD.
AND YOU WILL HAVE THREE MINUTES TO SPEAK NOW.
THE SUPERVISOR'S UNION FOR THE SHERIFF'S OFFICE.
UM, I'M AVAILABLE TOMORROW FOR A MEETING.
THIS IS A COMMENT, NOT A QUESTION AT THIS POINT.
UM, IF I HAVE TO BRING A CEMENT MIXER, I'LL MAKE SURE I HAVE IT WITH ME.
BUT, UH, THE OFFER WE GAVE LAST TIME WAS IN WRITING.
IF WE NEED TO ETCH IT IN STONE, WE CAN DO THAT TOO.
BUT, UH, I DO HAVE A QUESTION.
THE COUNTY ADMINISTRATOR READ IT ON BEHALF OF THE ADMINISTRATION.
LAST MEETING HERE, THAT THE COUNTY IS PREPARED TO MAKE THE SAME OFFER TO US THAT THEY MADE TO EVERY OTHER UNION BACK IN 2017 AND MOVING FORWARD.
I'M HERE TO TELL YOU, WE WERE NOT OFFERED, I'M NOT GONNA SAY WHAT THE OFFER IS.
THE SAME THING THAT THE COUNTY COUNCIL SAID.
I AGREE WITH WHERE NEGOTIATIONS BELONG, BUT WE WERE NOT OFFERED THE SAME THING THAT ALL THE OTHER COUNTY UNIONS WERE OFFERED.
THEY SAID IT PUBLICLY BACK IN, UH, MEETINGS IN THE SPRING WHEN WE STARTED COMING HERE AGAIN, COUNTY ADMINISTRATOR AND THE CHIEF OF STAFF, THE OFFER ON THE TABLE.
WE'LL GO TO COUNTY COUNCIL RIGHT NOW.
I AM TELLING YOU TO DATE, WE HAVE NOT RECEIVED, AND I'M GONNA USE THE WORD CONCRETE, WE HAVE NOT RECEIVED THE CONCRETE PROPOSAL FROM THE COUNTY THE SAME AS ALL THE OTHER UNIONS GOT.
WELL, FULL RETRO, HASN'T HAPPENED.
SO WE WILL LOVELY, GREATLY, HAPPILY MEET TOMORROW.
THE NEXT DAY, THE DAY AFTER, WHENEVER, SUNDAY, WHENEVER WE HAVE TO MEET.
AND WE WANT A FAIR AND EQUITABLE CONTRACT.
I DON'T THINK WE'RE ASKING FOR TOO MUCH.
SO I DON'T WANNA WASTE TOO MUCH MORE TIME ON THAT.
SO MY QUESTION IS, WHEN ARE WE GONNA HAVE ANOTHER MEETING? WE HAD ONE OCTOBER 10TH WITH THE COUNTY COUNCIL.
WE HAD A PUBLIC MEETING HERE WHERE THE ADMINISTRATION MADE A STATEMENT.
HERE IT IS A MONTH AFTER THAT.
AND THAT OFFER THAT'S BEEN VERBALLY THROWN OUT THERE.
I DON'T, MAYBE, MAYBE A VERBAL OFFER'S CONCRETE.
I'M GONNA HAVE TO CHECK ON THAT.
UH, I DO WANNA MENTION ONE OTHER THING.
'CAUSE YOU VOTED ON THIS TONIGHT WITH THE COPS GRANT.
UM, ACCORDING TO THE BACKUP DOCUMENTS, THERE IS A MATCH FOR THAT.
UM, AND ACCORDING TO THE LAST AUDIT ON THE COPS GRANT FROM OUR SHERIFF, SPECIFICALLY ECSO DID NOT USE ITS ACCOUNTING SYSTEM TO APPROPRIATELY MANAGE GRANTS.
DID NOT MAINTAIN ADEQUATE DOCUMENTATION SUPPORT.
FINANCIAL ADMINISTRATION OF THE GRANTS 30 SECONDS DID NOT HAVE ADEQUATE POLICIES.
IT EVEN SAYS WE ALSO IDENTIFIED $1.1 MILLION IN UNSPENT GRANT FUNDS.
THAT SHOULD BE PUT TO BETTER USE.
THEY ALSO SAY ABOUT STAFFING THAT THEY IDENTIFIED ISSUES WITH THE HIRING OF NEW LAW ENFORCEMENT OFFICERS.
TALK ABOUT 417 FUNDED OFFICERS SUPPOSED TO HIRE 15 OFFICERS A YEAR WITH THE GRANT TO GET THE STAFFING LEVEL TO 462.
YOU GOTTA MOVE A LITTLE FASTER.
WE WEREN'T GIVEN AN OFFER TO REFUSE AN OFFER.
IT'S PLAIN AND SIMPLE AS THAT.
WE'VE BEEN TRYING TO COME TO THE TABLE.
WE'RE NOT LOOKING FOR ANYTHING.
UH, I'LL END THAT, UH, RIGHT THERE ON THAT.
WE'RE READY AS SOON AS SOON AS YOU ACTUALLY GIVE US A DATE.
UH, BUT THE OTHER THING I WANNA TALK ABOUT IS THERE'S 78 DETECTIVES AND THERE'S 42 SUPERVISORS.
[01:40:01]
ONE RATIO.I DON'T NEED FIVE LEVELS OF SUPERVISION TO WATCH WHAT I'M DOING.
THE PROSECUTOR'S OFFICE IS SUPPOSED TO BE SOMETHING OF BEING FAIR AND IMPARTIAL.
AND I CALLED IT AND I CALL THE PROSECUTOR'S OFFICE, THE FRIENDS AND FAMILY CLUB.
'CAUSE THAT'S WHAT IT HAS BECOME.
THAT'S WHAT IT'S TURNING INTO.
THE FRIENDS AND FAMILY'S CLUB.
PEOPLE DON'T EVEN THINK TWICE ABOUT IT.
IT'S ONE OF THE FEW PLACES WITHIN THE COUNTY THAT YOU COULD PUT PEOPLE ANYWHERE YOU WANT WITHOUT ANY MERIT.
SO THERE'S A WHOLE SLEW OF REASONS FOR THAT.
I CAN'T, WE, I REALLY CAN'T DISCLOSE WHY.
BUT I ASK YOU AS A BOARD TO LOOK AT HOW THE PROSECUTOR'S OFFICE IS BEING RUN, UH, FOR THE SOLE FACTOR OF, UH, INTEGRITY AND TRANSPARENCY.
UM, BUT MORE SO THE AG G'S OFFICE HAS WENT TO PATTERSON.
THE AGS OFFICE HAS WENT TO BERGEN COUNTY PROSECUTOR'S OFFICE.
THE, THE, THEY NEED TO COME HERE.
THEY NEED TO COME TO THE PROSECUTOR'S, ESSEX COUNTY PROSECUTOR'S OFFICE AND CHECK THIS PLACE OUT.
JAMES TROI, VICE PRESIDENT, FOP 1 0 6, REPRESENTING THE SWORN SUPERVISORY STAFF AT THE DEPARTMENT OF CORRECTIONS.
GREAT SEGUE TALKING ABOUT POLICE ACADEMIES.
APPLICANTS AG TOOK OVER THE BERGEN COUNTY ACADEMY TODAY.
POLICE TRAINING COMMISSION VOTED TO RED FLAG THEM.
THEY'RE GONNA BE NON-OPERATIONAL FOR A LITTLE BIT.
SO MAYBE THAT SHOULD HAPPEN HERE.
60% OF THE ESSEX COUNTY CORRECTIONAL OFFICERS REGISTERED FOR THE MOST RECENT ACADEMY CLASS FAILED THE PTC PRE-ASSESSMENT.
SO ABOUT 60 OF JUST OVER A HUNDRED OFFICERS ALREADY WORKING NOT IN PROCESS, WORKING ALONE WITH INMATES ON PAYROLL WERE DEEMED UNFIT 10 TO THE POLICE ACADEMY.
YET ANOTHER CONVICTED FELON WITH STATUTE WHO SHOULD HAVE BEEN STATUTORILY BARRED FROM BEING HIRED AS A NEW JERSEY LAW ENFORCEMENT OFFICER HAD TO BE FIRED LAST MONTH.
HOW DID HE GET THE JOB? ANOTHER PERSON WAS FOUND TO BE IN THE NEW JERSEY STATE POLICE CENTRAL DRUG REGISTRY AFTER HE WAS HIRED AND WORKING ALONE WITH INMATES.
LET'S NOT FORGET THE OFFICER FIRED LAST WEEK FOR BEING ON SOCIAL MEDIA IN UNIFORM, THROWING GANG SIGNS AND LAUGHING ABOUT BEING GORILLA.
NOT THE ANIMAL, THE GANG REAL BACKGROUND PROCESSES.
RATHER THAN RUSHING TO HIRE ANYBODY WITH A PULSE MITIGATES THIS POLITICIANS NEED TO STOP RUSHING THE PROCESS.
MONDAY, NOVEMBER 27TH, 5:00 PM COMMITTEE OF THE WHOLE PUBLIC SAFETY COMMITTEE.
I'M SURE YOU'RE AWARE OF THIS CAR TRAVELING DOWN TO REMUS AVENUE, ROLLS UP ON A CURB, COMES TO REST AGAINST THE STOP SIGN ON ECCF PROPERTY.
IT SITS THERE UNCHECKED AND UNCHALLENGED FOR ABOUT A HALF HOUR UNTIL THE NEWARK FIRE DEPARTMENT FINDS THE DRIVER DEAD BEHIND THE WHEEL.
YOU KNOW, WHO DIDN'T KNOW THERE WAS A DEAD GUY IN THAT CAR? THE JAIL PUBLIC SAFETY COMMITTEE OF THE WHOLE, WHERE'S THE ROVING PATROL THAT ICE DEMANDED TWO YEARS AGO? YOU'RE ALSO AWARE, I'M SURE OF THE INMATE WHO ESCAPED LAST WEEK, I'M SURE THAT MADE IT TO YOUR ATTENTION, DIDN'T SEEM TO MAKE THE NEWS HEADLINES.
UH, IT CAUSED A LOCKDOWN OF UNIVERSITY HOSPITAL.
SO I'M SURPRISED IT DIDN'T MAKE THE NEWS.
BUT LET'S REMEMBER THAT DELANEY HALL IS CLOSING IN A COUPLE OF WEEKS AND IT'S OUR UNDERSTANDING THAT THE COUNTY ADMINISTRATION IS LOOKING TO BRING THE COUNSELORS FROM DELANEY HALL INTO THE JAIL TO WORK THE NEW THERAPEUTIC COMMUNITY THAT THEY WANNA SPEND MILLIONS OF DOLLARS TO BRING MAKESHIFT JAIL EXTENSION BUILDINGS ONTO.
NOW, IF THOSE, THAT 60% NUMBER IS ACCURATE IN TERMS OF FOLKS WHO ARE ALREADY 60% OF THE FOLKS WHO ARE ALREADY ON THE JOB WORKING CAN'T PASS THE TEST OR ARE UNFIT.
UH, I I DO NOT HAVE THOSE SPECIFIC NUMBERS, MR. PRESIDENT TONIGHT.
BUT WE CAN CERTAINLY FIND OUT.
IT'S EASY TO FIND OUT JUST THE 60% OF THE INGO CLASS COPY IN GOING CLASS.
SO, BUT WE CAN, WE CAN, YOU CAN GET THAT INFORMATION.
WELL, FOR THE LAST COUPLE OF MONTHS YOU GUYS BEEN TELLING US YOU HAVE NOTHING TO DO WITH THE CONTRACT, BUT YOU VOTED ON ONE TONIGHT.
SO WHEN WE'VE BEEN ASKING YOU TO PULL BACK THIS AGENDA AND TELL JOE NO SO THAT HE CAN FAIRLY DEAL WITH THE EMPLOYEES, YOU GUYS WASN'T WILLING TO DO THAT.
BUT NOW THAT THE CORRECTION OFFICER HAS BEEN SOLD OUT BY THEIR UNION, 'CAUSE THAT'S A SELLOUT 2%.
I DON'T KNOW WHO, UH, THE PRESIDENT THINK HE IS, BUT HE BETTER CALL ME
[01:45:01]
BECAUSE THIS IS A SELLOUT.THE INSURANCE IS GOING UP BY 7%.
YOU'RE NOT EVEN GIVING THESE GUYS 3%.
SO NOBODY YOU D GONNA WRITE, NOBODY GONNA GIVE A CONCRETE, UH, 2% NOTHING.
NO, THAT'S NOT, IT'S CALLED A LIVABLE INCREASE.
THE ADMINISTRATION GOT 24%, 24 2 4%.
GUESS THAT'S WHY WE IN THE POSITION THAT WE IN, I GUESS AS LONG AS THE GOLD CARD HOLDERS EAT WELL, THE PEASANTS, OH, WELL Y'ALL COULD HAVE WENT TO HIRING SOME MORE PEOPLE COULD HAVE WENT TO PAINTING SOMETHING ELSE.
AND WE SIT HERE TONIGHT AS WE GAVE A 4% INCREASE TO THE LUNCHES AND THE OTHER CORRECTION CONTRACT.
AND WE NOT EVEN OFFERING THE LIVING BODIES 4%, BUT WE GONNA GET 4% TO THE FOOD AND 4% TO THAT OTHER CONTRACT.
BUT THEY ARE WHAT MAKES IT WORK.
AND IF YOU THINK FOR A SECOND THE NUMBER ONE DRUG FACILITY IN THE COUNTRY, ESSAS COUNTY JAIL IS GOING TO BE ANY SAFER.
WHEN DELANEY HALL COME OVER THERE, WE ALL SADLY MISTAKEN.
IF YOU THINK WE HAD INCIDENTS NOW AND YOU GETTING READY TO BRING ALL OF THEM OVER THERE, YOU GOT BE KIDDING ME.
NOW IF HIS NUMBER IS HALFWAY RIGHT, LET'S SAY IT'S 50%, UH, MR. RICHARDSON AND FELLOW UH, MEMBERS, THAT MEANS 50 OF THE PEOPLE THAT YOU THINK WAS COMING BACK TO WORK ABOUT TO GO HOME BECAUSE THEY FAILED.
SO INSTEAD OF A HUNDRED NEW OFFICERS, YOU MIGHT GET 50.
AND BECAUSE OF THE CONDITIONS AND BECAUSE OF THE LITTLE SORRY CONTRACT THEY JUST GOT, THEY PROBABLY JUST GONNA BE LIKE, YOU KNOW WHAT, I DON'T EVEN KNOW WHY I'M DOING THIS ANYMORE BECAUSE IT'S NOT WORTH IT.
SO WHAT I DON'T SEE IN THIS CONTRACT WITH ALL THESE, THESE BUDGET INSERTIONS, 30 SECONDS BUDGET HERE, BUDGET THERE AND BUDGET, THERE IS NO IMPROVEMENTS TO THE WORK CONDITIONS FOR THE SHERIFF DEPARTMENT.
THEY SAID PLASTER COMING DOWN, FALLING ON THEIR HEAD, PROSECUTOR'S OFFICE.
I WENT IN THERE WITH A FAMILY.
I DON'T WANNA TELL YOU WHAT I SAW AND I DIDN'T EVEN GO BACK TO THE DUNGEON PART THAT THEY HAVE.
SO WHAT ARE WE DOING FOR WORK RELATED, MAKING IT ENVIRONMENT BETTER? WHAT ARE WE DOING TO KEEP PEOPLE WHO ONLY GOT FIVE MORE YEARS FROM RUNNING OUT THE DOOR? ABSOLUTELY NOTHING.
I KEEP TELLING Y'ALL NOBODY CAN SLEEP IN THE DAG ON PARK.
HOW YOU DOING DARNELL GIBBS? UH, I'M AN OFFICER WITH THEES COUNTY SHERIFF OFFICE AND ALSO UNITED STATES ARMY COMBAT VETERAN.
UM, SO I MEAN BY, I'VE ALWAYS COME UP HERE SINCE I'VE BEEN BACK FROM MY LAST APPOINTMENT, I KEEP TALKING ABOUT THE SAME TWO THINGS.
A LOT OF YOU TALK ABOUT FAMILY, MAKING SURE THE COUNTY IS SAFE, PUTTING THE COUNTY FIRST AND ANYTHING LIKE THAT, RIGHT? SO I WAS TALKING TO A COWORKER, I KNEW IT WAS HER CHILD'S BIRTHDAY.
I SAID, HEY, TELL YOUR KID HAPPY BIRTHDAY.
THEN I ASKED, WHAT ARE YOU STILL DOING HERE? SHE WAS LIKE, OH, I GOTTA WORK A LITTLE EXTRA BECAUSE IN FACT DAYCARE COSTS A LITTLE BIT MORE.
SO I SAID, YOU KNOW WHAT? LEMME LOOK INTO IT, RIGHT? I'M GONNA JUST THROW SOME NUMBERS OUT HERE, THEN I'M GONNA THROW OUT SOME PERCENTAGES SINCE WE ALL LIKE PERCENTAGES.
RIGHT? 2017, CHILDCARE FOR THE MONTH TO INCLUDE ONE HOUR EXTRA.
WHAT THEY CONSIDER AFTERCARE WAS $910 A MONTH.
2018 IT WENT TO 1080 $2 A MONTH.
THEY CAN'T EVEN GIVE AN AVERAGE BECAUSE IN FACT, COVID HAPPENED AND THERE WAS A LOT OF DIFFERENT STIPENDS.
2021 CHILDCARE, $1,357 2022, $1,430 5% INCREASE.
THIS CURRENT YEAR, 2023, $1,616 WAS A 12% INCREASE, RIGHT? BUT YET WE JUST ALL GRACEFULLY APPROVED AN INCREASE.
4.5% FOR SERVICES AND BUDGET FOR THE EXES COUNTY JAIL ITEMS NUMBER 50 AND 51 ON THE AGENDA.
WE ALSO, YOU GUYS, WHEN I SAY WE, BECAUSE OF FACT IN THE COUNTY EMPLOYEE, RIGHT? WE ALSO JUST IMPROVED THE 8% BUDGET FOR PARKS MAINTENANCE AND STAFFING ITEM NUMBER 61.
SO WE COULD APPROVE 4.5% AND AN 8% INCREASE.
AND THE JAIL JUST GOT 2% TO ENSURE THE SAFETY OF OTHER INMATES AND THEMSELVES.
THEY'RE WITH VIOLENT PEOPLE EVERY DAY.
I WORKED AT THE JAIL, I FEEL FOR THEM.
I SEEN THE, THE LIGHT TO COME TO THE SHERIFF'S OFFICE.
I SAID, OH, I'M TAKING THAT THING.
[01:50:01]
THE JAIL WITH VIOLENT INMATES, THE POSSIBILITY AGAIN JUMPED YOU OUT.NUMBER 64 TO ONE TO GET AN EXTRA 2%.
YOU FREAKING JOKING, 30 SECONDS, 2% TO BE WITH VIOLENT PEOPLE EVERY DAY.
AIN'T NOBODY ARBITRARILY JUST SAY, YOU KNOW WHAT? THAT'S THE GREATEST DEAL IN THE WORLD.
THEY SOLD SOMEBODY, SOLD THEM OUT.
I AM THE CORRESPONDENCE SECRETARY FOR THE C FRATERNAL ORDER OF POLICE, LOCAL 1 0 6, THE SUPERIOR OFFICERS AT THE JAIL.
I MADE A PREDICTION NOT TOO LONG AGO, WHICH I CHANGED FROM MY EARLIER PREDICTION THAT THERE WAS GONNA BE A PROBLEM STAFFING THE JAIL BY EASTER.
AND I SAID, IT'S GONNA HAPPEN BY THE FIRST OF THE YEAR.
AND THESE FIGURES OF PEOPLE, THE LAST GROUP GOING INTO THE ACADEMY THAT CAN'T GO IN BECAUSE THEY DON'T EVEN QUALIFY PROVES MY POINT.
THE OTHER PART OF THIS IS LOCAL 3 82 MAY HAVE APPROVED THEIR CONTRACT, BUT THE QUESTION IS, AFTER THIS IS PAID, HOW MANY OF THEM ARE GONNA LEAVE THE JAIL TO GO TO OTHER JURISDICTIONS, OTHER POLICE DEPARTMENTS THAT THEY ONLY HAVE TO GO BACK TO THE ACADEMY FOR EIGHT WEEKS? NO PT, NO SHOOTING, JUST EIGHT WEEKS OF INSTRUCTION.
AND THEY COULD JOIN ANOTHER POLICE DEPARTMENT, BUT THEY JUST WANTED TO GET THEIR MONEY FIRST BEFORE THEY LEFT.
PLUS THERE'S ANOTHER BUNCH OF OFFICERS, EVEN SUPERIORS RIGHT NOW, THAT ARE JUST WAITING TO GET THE CONTRACT SETTLED AND THEY'RE GONNA RETIRE THAT THEY'RE PAST THE 25 YEARS.
NOW, THERE IS ONE THING I'M GONNA SAY TO YOU TONIGHT, AND IT'S NO NEGATIVE THING ON THE FREEHOLDER BOARD OR THE DIRECTOR OF THE FREEHOLDER BOARD.
AND THAT IS TONIGHT YOU HAD MR. CHARLES HERE, THE DIRECTOR OF THE JAIL, AND ANY OF THESE QUESTIONS THAT CAME UP FOR, FOR, UH, ON, ON PUBLIC PARTICIPATION, YOU COULD HAVE GOT AN ANSWER FROM HIM.
SO I SUGGEST THE NEXT TIME YOU CATCH HIM HERE, ASK HIM TO PLEASE STAY TO THE END OF THE MEETING.
BECAUSE THE LAST MEETING I WAS AT, I BELIEVE IT WAS FREEHOLDER COOPER, BUT I'M NOT SURE YOU CAN ALWAYS GO BACK TO THE VIDEOTAPE ASKED MR. J JACKSON, THE COUNTY ADMINISTRATOR, WHAT IS THE STATUS ON THE WARDEN'S POSITION? AND HE SAID, I HAVE TO GO ASK MR. CHARLES.
WELL, MR. CHARLES WAS HERE TONIGHT.
I SUGGEST WHENEVER YOU GET A DEPARTMENT HEAD, YOU SHOULD ASK HIM JUST TO STAY TO THE END OF THE FREEHOLDER MEETING AFTER PUBLIC PARTICIPATION.
SO IF THERE'S ANY QUESTIONS THAT COME UP, THEY CAN ANSWER THEM.
AND WE DON'T HAVE TO GO ON FROM MEETING TO MEETING.
THAT, THAT, THAT IS A VERY VALID QUESTION.
AND I'D LIKE TO ASK THE, THE ADMINISTRATION, WHERE ARE WE WITH HIRING AWARD? UH, AND WHY IS THE PROCESS, WHY IS IT TAKING SO LONG? UH, THE WHY IT'S TAKING TOO LONG.
AGAIN, I, I'D HAVE TO DEFER TO THE MANAGEMENT THERE, BUT I KNOW THAT THERE ARE ONGOING INTERVIEWS AND REVIEWING RESUMES.
UM, IT'S NOT A REQUIREMENT TO HAVE A WARDEN AS I UNDERSTAND IT, BUT, BUT THEY'RE WORKING TO GET ONE.
THAT'S ALL, THAT'S ALL I CAN REPORT.
YEAH, I UNDERSTAND THAT, UH, FROM THE OTHER JAILS, COUNTY JAILS THAT DON'T HAVE WARDENS.
UM, BUT WE, WE HAVE HAD ONE AND I KNOW THAT MR. CHARLES IS WORKING ON, ON, ON, ON, ON LOCATING SOMEBODY.
BUT I CAN GET MORE AGAIN, PLEASE.
MY NAME IS CARISSA SANTIAGO, FORMER CAPTAIN OF THE ESSEX COUNTY SHERIFF'S OFFICE AND FORMER PRESIDENT OF PBA LOCAL 180 3 ALPHA.
I'M HERE JUST LIKE EVERYBODY ELSE FOR HELP IN ASSISTING WITH GETTING US WHAT WE DESERVE.
AND I THINK I CAN SEE LIKE EVERYBODY ELSE FROM THE PRESIDENT'S FACE, HE DOESN'T, I THINK HE BELIEVES THAT THEY'RE STALLING US BECAUSE THAT'S EXACTLY WHAT THEY'RE DOING.
MM-HMM,
I RETIRED IN AUGUST THINKING I DID MY TIME.
I DID EVERYTHING I WAS SUPPOSED TO DO.
I WORKED, I SPENT PROBABLY 47 WEEKENDS EVERY YEAR AT THE SHERIFF'S DEPARTMENT WHEN EVERYBODY ELSE WAS HOME WITH THEIR FAMILY.
I WAS AT THE SHERIFF'S DEPARTMENT, WANTED TO RETIRE AND SPEND SOME TIME WITH MY FAMILY.
[01:55:01]
MAYBE ABOUT SIX MONTHS, I REALIZED I CAN'T STAY HOME WITHOUT GETTING A JOB.I CAN'T BE THERE FOR MY DAUGHTER.
I CAN'T COACH HER SOCCER TEAM BECAUSE I HAVE TO WORK.
WE'RE NOT ASKING FOR BERGEN COUNTY MONEY, ALTHOUGH IT'D BE NICE.
WE'RE JUST ASKING IT TO BE FAIR.
JUST LIKE THE PAVING GUY SAID HE LOVES WORKING IN ESSEX COUNTY BECAUSE THEY PAY WELL, THEY'RE NOT PAYING US AND EVERYBODY'S HERE.
YOU'RE, YOU'RE, YOU'RE, YOU'RE MAKING THE PARKS BETTER.
THE PARKS ARE ONLY BETTER BECAUSE THEY'RE SAFE AND THEY'RE ONLY SAFE BECAUSE OF US.
PEOPLE WOULDN'T COME TO A PARK AS BEAUTIFUL AS IT WAS IF THEY WERE GETTING ROBBED AND ASSAULTED EVERY TIME THEY WERE THERE.
THE PARKS ARE SAFE BECAUSE OF THE OFFICERS HERE.
SO AGAIN, WE'RE JUST ASKING FOR YOU TO ASSIST US.
JUST LIKE IF YOU, SOMETHING HAPPENED TO ONE OF YOU GUYS IN THE, IN THE LOBBY OR YOU GOT ASSAULTED OR CARJACKING, YOU'D EXPECT THE POLICE TO COME.
YOU WOULDN'T HAVE WANNA BEG THEM TO HELP YOU.
SO THAT'S WHAT WE'RE EXPECTING FROM YOU.
AND I KNOW, YOU KNOW, THEY'RE STALLING US.
I COULD SEE IT IN YOUR FACE JUST HOW HE WAS ANSWERING YOU.
ALL WE'RE ASKING FOR IS HELP AND A REASONABLE RAISE THAT WILL HELP US LIVE JUST LIKE YOU GUYS DO.
OKAY, MADAM CLERK, LET THE RECORD MR. PRESIDENT, IF I MAY, I JUST, IT JUST OCCURRED TO ME THAT ONE OF THE QUESTIONS THAT ONE OF THE WRITTEN QUESTIONS WE HAD WAS WHAT WAS THE STATUS OF THE WARDEN SEARCH? AND WE PROVIDED A, A RESPONSE IN WRITING.
DO YOU HAVE RESPONSE? YOU SAID YOU, YOU PROVIDED THE RESPONSE IN, IN WRITING.
IT WAS ONE OF THE QUESTIONS FROM THE LAST MEETING.
I'LL HAVE TO GO BACK AND TAKE A LOOK AT THAT.
I ADVOCATE FOR BERRY PARK AND WE JUST, I JUST RECEIVED THE STATUS AS A NON-PROFIT FOR THE CONSERVANCY THERE.
I SEE ON, I CAME IN LATE, BUT I SEE ON 45 AND 45 AND 46 THEY PUT OUT, UH, APPROVAL OF PEDESTRIAN SAFETY OR, THAT'S GOOD.
I HAVE A PETITION HERE BECAUSE EITHER THE COUNTY PUSHES ME OVER TO THE CITY.
THE CITY PUSHES ME OVER TO THE COUNTY.
I HAVE A PETITION TO GIVE A COPY TO THE AT LARGE AND THE PRESIDENT TO SEE THE PETITION THAT WE NEED SOME TYPE OF SAFETY MEASURES BECAUSE ORTON PARKWAY, 14TH AVENUE, SOUTH DIVINE IS PEOPLE'S GOING TO PARKWAY.
SPEEDWAY GOT LINCOLN, YOU GOT NORTH STAR, YOU GOT WEST SIDE.
THEY HAVE TO CROSS JUST THE OTHER DAY, THE 27TH OF NOVEMBER, THREE CAR ACCIDENT, KIDS PLAYING CHICKEN.
THESE ARE SMALL KIDS GOING TO AN ELEMENTARY SCHOOL.
I HAD A 2019 COPY WHERE I CAME AND I SPOKE ABOUT THIS TRAFFIC ISSUE.
THESE ARE COPIES OF SIGNATURES.
SOMETHING HAVE TO BE DONE AND WE CANNOT WAIT UNTIL A LIFE IS TAKEN.
SO, BUT I SEE WHERE I SEE ON 45, 45 AND 46.
YOU HAVE A SAFETY, PEDESTRIAN SAFETY.
I HOPE THIS CAN BE A PART OF THAT.
THE CITY, YOU KNOW, EVERYONE IS BLANK.
THE LACK OF COMMUNICATION IS JUST HORRENDOUS.
THE COUNTY IS SAYING, OH, YOU GOTTA TALK TO THE CITY, CITY ROAD.
THAT IS A CITY ROAD NORTH FOR ARLINGTON.
I MEAN, UM, ORTON PARKWAY AND SOUTH IRVINE, BUT THERE'S A COUNTY PARK RIGHT THERE.
YOU KNOW, WE STILL HAVEN'T FLOOD ISSUE BECAUSE THE PROCESS THAT JOE D IS PUTTING ON THERE IS A RUSH.
YOU CAN'T RUSH SOMETHING THAT NEVER BEEN TAKEN CARE OF AND THE ALWAYS FORGOTTEN AND NOW YOU'RE RUSHING AND THE PROBLEM IS BACK AGAIN.
SO THAT'S GONNA COST MORE MONEY.
YOU KNOW, RIGHT NOW WE HAVE THE DOG PARK.
WE HAVE A NEW DOG PARK, WHICH IS GOING TO BE A GRAND OPENING ON THE 13TH.
WE HAVE A BATHROOM THAT I WAS TOLD WHEN I CAME HERE.
IT COULD NOT BE TOUCHED BECAUSE OF THE BRICKS HISTORICAL.
EVERY PARK HAS SOME HISTORY IN IT, BUT IT IS BEING DONE.
BUT THE PIPING SYSTEM, BECAUSE NEVER HAD ANY MAINTENANCE DONE AT BURY PARK IS SERIOUS PROBLEMS. AND THAT'S BECAUSE NO ONE DID ANYTHING OR SAID ANYTHING AND THEY KNEW ABOUT IT.
BUT YOU HAVE, WE SURROUNDED WITH BRADLEY COURT KIDS,
[02:00:01]
THEY CAN'T EVEN CROSS TO GO TO THE PARK BECAUSE IT'S A SAFETY ISSUE.I DID VIDEOS, I TOOK PICTURES.
I SENT THEM ALL OUT TO, TO EVERYONE.
I, RIGHT NOW I'M TRYING TO SCHEDULE A MEETING WITH DAN.
'CAUSE NOW THAT WE ARE CONSERVANCY, WE ARE NON-PROFIT.
WHAT IS MY NEXT MOVE? WHAT DO I HAVE TO DO? YOU KNOW, HOPEFULLY I CAN FIND YOUR TIME IS UP.
BUT CAN I PASS THIS OR CAN THIS YES.
MADAM CLERK, LET THE RECORD REFLECT.
THERE'S NO ONE ELSE WISHING TO SPEAK AT THIS TIME.
SO WE'RE GOING TO CLOSE PUBLIC COMMENT SESSION.
CAN, CAN I TAKE A MOMENT OF, UM, YOUR TIME, MR. PRESIDENT THROUGH YOU? I JUST WANTED TO MAKE A COMMENT FOR THE RECORD IF I HAVE YOUR PERMISSION.
UM, AND FIRST LET ME ASK, UH, OUR COUNSEL, MICHAEL VECCHIO, I'M HERE JUST FOR THE RECORD.
WHEN THE COMMISSIONERS ENTER, UH, CLOSED SESSION.
IT IS MY UNDERSTANDING, AND CORRECT ME IF I'M WRONG, WE CAN TALK ABOUT ANY ISSUE, PERSONNEL, CONTRACT, SALARY, ANYTHING AT ALL UNDER CLOSED SESSION.
WELL, YOU KINDA LOADED THAT UP.
ANYTHING AT ALL? NO, NOT ANYTHING AT ALL.
YOU CAN, THERE ARE SEVEN OR EIGHT DIFFERENT TOPICS, DIFFERENT SUBJECT MATTERS.
YOU CAN TALK ABOUT PUBLIC SAFETY CONTRACTS, UM, MATTERS OF LITIGATION, THINGS LIKE THAT.
SO MY QUESTION WOULD BE THIS, AND I'M GONNA ASK MY COLLEAGUES, I'M GONNA GO THROUGH YOU AND MR. PRESIDENT.
WE'VE BEEN SITTING HERE FOR MONTHS WITH OUR EMPLOYEES.
WE'VE HAD A LOT OF TENNIS, WE'VE HAD A LOT OF THINGS.
WHETHER THEY'RE FACTUAL, WHETHER THEY'RE DUBIOUS.
IT'S TO THE POINT NOW WE COULD DO THIS FOR ANOTHER THREE WEEKS.
WE COULD DO THIS FOR ANOTHER THREE MONTHS.
WE COULD DO IT FOR ANOTHER THREE YEARS.
MY SUGGESTION WOULD BE, BUT AGAIN, YOU ARE THE PRESIDENT AND MICHAEL IS OUR COUNSEL.
THAT AT SOME POINT, WHETHER THAT'S TONIGHT, NEXT WEEK OR WITHIN THE NEXT COUPLE OF MEETINGS, WE ENTER CLOSED SESSION FOR THE COMMISSIONERS TO SPEAK WITH THE ADMINISTRATION AND OUR COUNCIL TO ACTUALLY LOOK AT THE BLACK AND WHITE NUMBERS THAT ARE ON THE BOARD FOR THE DIFFERENT DEPARTMENTS THAT HAVEN'T SETTLED.
AND I DON'T WANT TO KEEP USING THAT WORD CONCRETE, BUT I'D LIKE TO SEE IT CONCRETE AS TO WHAT THE ADMINISTRATION HAS OFFERED.
AND IF THERE'S ANY COUNTER OFFERS THAT HAVE BEEN PUT IN WRITING NOT FLOATED, I'D LIKE TO SEE THOSE TWO AND THE PBA MEMBERS THAT ARE HERE, OR THE REPRESENTATIVES THAT ARE HERE.
YOU HAVE UNTIL NOW, UNTIL WE HAVE THAT MEETING TO GET US THOSE NUMBERS.
'CAUSE WE'LL THROW THOSE RIGHT UP ON THE WHITEBOARD AS WELL.
I'D LIKE TO SEE WHAT WAS OFFERED AND WHAT THE COUNTER OFFER WAS ON THE OTHER SIDE, BECAUSE AGAIN, LIKE I SAID, MR. PRESIDENT, WE COULD PLAY THIS FOR THREE YEARS AND UNTIL I THINK WE ACTUALLY SEE THE NUMBERS, AND I KNOW WE CAN'T SEE THE NUMBERS AT THIS FORUM, AND I DON'T KNOW WHO'S A HUNDRED PERCENT OR 80% ACCURATE OR 50% ACCURATE.
BUT IF WE ENTER CLOSED SESSION, I THINK WE CAN DIVE A LOT DEEPER INTO WHERE WE ARE WITH THIS BECAUSE WE ARE TAKING A LOT OF FAMILY TIME AND PERSONAL TIME AWAY FROM A LOT OF FOLKS THAT ARE HERE, HERE WITH CHILDREN.
MAYBE HAVE TO HAVE A RIDE HERE OR MISS OUT ON SOME OVERTIME YOURSELVES FROM BEING HERE.
AND THAT ALSO GOES FOR OUR GENTLEMAN FROM THE PROSECUTOR'S OFFICE.
I KNOW YOU TALKED ABOUT A DISCREPANCY WITH SUPERVISORS AND DETECTIVES.
THAT'S SOMETHING ELSE WE CAN TALK ABOUT IN CLOSED SESSION.
THAT'S NOT FOR THE MEMBERS OF THE PUBLIC AT HOME VIEWING.
BUT IF THERE'S SOMETHING THAT YOU HAVE AS A DISCREPANCY, I'D BE HAPPY TO TALK TO MY EIGHT OTHER COLLEAGUES ABOUT WHAT YOU HAVE.
WE'LL WAIT TILL AFTER CLOSED SESSION, BUT I THINK A LOT OF THIS CAN MAYBE COME TO A HEAD AND I THINK WE WOULD ALL HAVE A BETTER UNDERSTANDING AT WHERE WE WANT TO BE OR WHERE WE WANNA MEET IF WE ACTUALLY SAW SOME OF THE RAW, THE RAW NUMBERS OR THE RAW REQUESTS.
AND THAT MEANS REQUESTS IN WRITING.
SO I'M GONNA PUT THAT OUT THERE THROUGH YOU.
YOU ARE THE PRESIDENT OF THE BOARD, BUT I'M ALL IN FAVOR.
I DON'T CARE ABOUT GOING IN A CLOSED SESSION.
I COULD SIT HERE ALL NIGHT PRIVATELY AND DISCUSS WHAT WE HAVE IN FRONT OF US.
AND I, AGAIN, I PUT IT OUT THERE TO THE OTHER FIVE COLLEAGUES OF MINE THAT ARE HERE AND TO OUR COUNCIL.
[02:05:01]
THANK YOU, ROSS.I'M CERTAINLY NOT OPPOSED TO THAT, BUT WE HAVE TO TAKE, GET GUIDANCE FROM OUR YEAH, WELL I THINK YOU'D, IF YOU'RE PROPOSING HAVING A CONVERSATION WITH THE ADMINISTRATION, UH, I SUSPECT THEY'D WANT TO BE PREPARED, YOU KNOW, IF WE GAVE THEM SOME PARAMETERS OF WHAT IT IS YOU'RE LOOKING FOR, WHAT WANT NEEDS TO BE DISCUSSED, UM, TO GIVE THEM SOME TIME TO PREPARE IT.
AND I THINK THAT WOULD BE FAIR, FAIR GAME FOR CLOSED SESSION AMONGST THE ADMINISTRATION AND THE BOARD, RIGHT? THAT'S CORRECT.
I THINK THAT'S PRETTY MUCH IT.
UH, WE ARE GONNA GO INTO EXECUTIVE SESSION FOR, UH, GO INTO, UH, WE'RE GOING TO, THERE, THERE WAS A QUESTION OF PUBLIC SAFETY THAT HAD COME UP FROM, UH, A REPRESENTATIVE OF ONE OF, UH, OF THE UH, UH, JUVENILE DETENTION CENTER.
UM, AND WE THOUGHT FOR PUBLIC SAFETY, UH, REASONS IT SHOULD BE IN EXECUTIVE SESSION, BUT I THINK THAT SHOULD BE LIMITED TO YES.
SO EVERYONE ELSE HAVE A GOOD NIGHT.
WE'LL SEE YOU NEXT WEEK, NEXT THURSDAY ON THE 14TH.
I'LL, I'LL MAKE A MOTION TO GO INTO EXECUTIVE SESSION.
IT'S FOR THE PURPOSE OF HAVING A DISCUSSION ON THE, UH, SAFETY AT THE, UH, JUVENILE DETENTION CENTER.
CAN WE HAVE A SECOND? IS THERE A SECOND? I'LL SECOND.
YOU WANNA DO A ROLL CALL? COMMISSIONER, VICE PRESIDENT PEREZ? YES.
