WELL, A RECENT HER DECISION CAME BACK AND THE COUNTY WAS VERY QUICK TO FILE EXCEPTIONS, WHICH ESSENTIALLY MEANS THEY DON'T AGREE WITH THE DECISION.
SO, SO I JUST WOULD LIKE, LIKE SOME CLARIFICATION ON THE BOARD'S POSITION IF THEY WANT TO ACTUALLY SEE THE CONTRACT SETTLED AND SEE RAISES AGAINST THE OFFICERS WHO DESERVE 'EM.
WE HAVE OFFICERS WHO ARE BE BEING ASSAULTED AT THE CORRECTIONAL FACILITY, REPRESENTATIVES OF ANOTHER UNION, BUT FELLOW LAW ENFORCEMENT OFFICERS ON A REGULAR BASIS, WHICH WE HAVE INCIDENTS THAT OCCURRED AT THE SHERIFF'S OFFICE MOST RECENTLY ON MAY 18TH, JUST IN ONE SHORT TIME PERIOD ON THE SAME SHIFT.
WE HAD TWO STABBINGS IN OUR PARKS, TWO ROBBERIES IN OUR PARKS, AND TWO ARRESTS AND AT THE SAME TIME, OFFICERS WERE ALSO CALLED TO THE SCENE OF THE SHOOTING IN NEWARK TO PROVIDE MUTUAL AID.
WE DID ALL OF THIS AND WE DID EVERYTHING THAT WE ALWAYS DO, WHICH IS OUR JOB.
AND WHAT WE TOOK OUR OATH TO DO, WE DID IT DURING COVID, WE RAN OPERATIONS WHEN PEOPLE WHO HAD OTHER GOVERNMENT JOBS STAYED HOME.
WE CAME TO WORK, WE CONTINUED TO PUT OUR LIFE ON THE LINE.

THIS ALLEGED DEPUTY DIRECTOR RETIRED AS AN OFFICER, NOT A SWORN SUPERVISOR FROM THE UNION COUNTY JAIL, WHICH IS ONE THIRD THE SIZE BAR JAIL.
TWO YEARS AGO, ON MAY 31ST, 2021, WE FORMALLY REQUESTED A MEETING WITH THE PENAL SAFETY COMMITTEE OF THIS SUPERVISOR BOARD.
TO DATE, WE HAVE HAD NO RESPONSE, NO MEETING, NO INVITATION TO ANY MEETING.
THE COMMITTEE HAS HELD THE SAME GOES FOR THE CITIZENS REVIEW BOARD THAT KEEPS PORTRAYING THE JAIL AS UTOPIA.
SINCE SEPTEMBER 20 SEPTEMBER OF 2021, WE HAVE BEEN SHOUTING FROM THE PROVERBIAL ROOFTOPS ABOUT THE DANGEROUS CONDITIONS AT THE JAIL TO NOBLE VALE.
AND THIS WAS AT A TIME WHEN AN INMATE GOT BEAT SO BADLY THAT IT HIT, UH, UH, FACEBOOK AND IT WAS DISGUSTING.
IT WAS LIKE SOMETHING OUT OF A MOVIE.
THE MAN WAS IN A COMA FOR THREE MONTHS AND IT'S A MIRACLE HE LIVED AND NOW HE HAS PERMANENT BRAIN DAMAGE.
MAY 18TH, 2022, ONE YEAR AGO THIS WEEK, EACH AND EVERY ONE OF YOU WHO RECEIVED AN EMAIL FROM US WOULD TRULY ALARMING STATISTICS.
THE ACCURACY OF WHICH HAS NEVER BEEN CHALLENGED SEVERAL TIMES SINCE.
AS RECENTLY AS LAST MONTH, OUR REPRESENTATIVES HERE WERE HERE ON PUBLIC RECORD CALLING FOR YOUR INTERVENTION CALLS THAT HAVE GONE OPEN, IGNORED.

SO WE WILL NO MORE BE BOTHERING COMING TO THIS BOTTOM.
THESE ISSUES ARE CLEARLY MATTERS OF PUBLIC CONCERN.
SO NOW ON WE WILL BE GOING PUBLIC WITH EVERY INCIDENT WHERE A SWORN STAFF MEMBER IS HARMED.
LAST THING I WANNA SAY TO YOU IS, A YEAR FROM NOW I'M PREDICTING YOU'RE GONNA HAVE A PROBLEM STAFFING THE JAIL BECAUSE YOU HAVE TO GO TO POLICE ACADEMY AS A JANUARY BEFORE YOU COULD WORK THERE.

UM, WHAT IS THE, UH, COUNTY'S GOAL WHEN IT COMES TO ENSURING THAT THE OFFICERS ARE JUST AS SAFE AS THE INMATES? BECAUSE GENERALLY WHEN THERE'S AN OFFICER ASSAULT, THE FIRST THING WE HEAR IS, WELL, WHERE'S THE ENEMY? WHY IS IT THAT THE INMATES ARE BEING HELD WITH KIT GLOVES WHILE THE OFFICERS ARE BLEEDING OUT, GOING HOME, BRUISED UP AND BEING TOLD, COME BACK THE NEXT DAY READY TO WORK? HOW DO WE COMBAT THAT SO THAT WE CAN RETAIN OFFICERS AND STILL GET THE JOB DONE? BECAUSE RIGHT NOW, THAT IS THE HARDEST POINT.

THE PUBLIC EMPLOYMENT RELATIONS COMMISSION HAS SAID IN HIS OWN WORDS THAT THE COUNTY'S HANDLING OF THE UNILATERAL CHANGE IN HEALTHCARE BACK IN 2016 GOING INTO 2017, WAS A TAKE IT OR LEAVE IT APPROACH.
WE DON'T HAVE THE RIGHT TO STRIKE.
WE'RE NOT ALLOWED TO, SO WE CONTINUE TO COME TO WORK.
SO THE ONE THING THAT WE HAVE IN OUR FAVOR THAT'S SUPPOSED TO BE A BENEFIT AND BALANCE, THE FACT THAT WE CAN'T STRIKE IS GOOD FAITH NEGOTIATIONS AND COLLECTIVE BARGAINING, BUT WHEN ONLY ONE SIDE IS WILLING TO COME TO THE TABLE, WHICH IS US, AND I WANNA REMIND EVERYBODY ON THIS BOARD, AND I THINK, YOU KNOW, WE MAKE UP APPROXIMATELY ONE THIRD OF THE COUNTY'S WORKFORCE.
I KNOW THAT ADMINISTRATOR JACKSON, WHO I HAVE GREAT RESPECT FOR, DID MENTION THAT 22 OF THE 26 UNIONS AGREED.
AND ALL FOUR UNION PRESIDENTS ARE HERE TONIGHT, UNITED TOGETHER.
AND I WANT TO TELL YOU THAT WHEN YOU HAVE A THIRD OF THE COUNTY'S WORKFORCE UNITED TOGETHER, IT MAY SOUND LIKE A SMALL NUMBER, IT'S ONLY FOUR UNIONS THAT DIDN'T AGREE, BUT THE FOUR UNIONS MAKE UP ONE THIRD OF THE COUNTY'S WORKFORCE.
AND OF THE THIRD OF THE WORKFORCE THAT WE MAKE UP, WE ARE ALSO SOME OF THE HIGHER PAID COUNTY EMPLOYEES.
IF YOU, YOU WERE RUNNING A COMPANY AND YOU DIDN'T PAY YOUR HIGHEST PAID EMPLOYEES, A THIRD OF 'EM, APPROXIMATELY 1000 RAISES IN SIX YEARS, AND THEN ALL OF A SUDDEN THAT BILL CAME TO, YOUR SHAREHOLDERS WOULD CALL YOU INTO QUESTION.
AND I THINK THE TAXPAYERS DESERVE AN ANSWER, AS WELL AS THE OFFICERS THAT WE REPRESENT DESERVE AN ANSWER AS TO WHY THESE CONTRACTS CANNOT BE SETTLED USING GOOD FAITH NEGOTIATIONS AND COLLECTIVE BARGAIN.
THE PROCESS EXISTS FOR A REASON, AND THAT'S THE ONLY THING THAT WE'RE ASKING FOR, IS THAT THIS BOARD ENSURE THAT THAT PROCESS PLAYS OUT AND YOU NEED TWO PARTIES AT THE TABLE.
WE WERE GIVEN A TAKE IT OR LEAVE IT OFFER, AND WE DIDN'T TAKE IT.
AND GUESS WHAT? THE MOVE WAS MADE WITHOUT US AND WE DIDN'T AGREE.

IT HAS BEEN PAINFUL TO SEE THAT WE HAVE SOME MEETINGS THAT HAVE NOT SETTLED OR IN AGREEMENT WITH EVERYTHING THAT HAS BEEN PUT ON THE TABLE.
