EACH YEAR, THE NEW JERSEY ASSOCIATION OF COUNTIES FOUNDATION RECOGNIZES DISTINGUISHED STUDENTS FROM TECHNICAL AND VOCATIONAL SCHOOLS WHO PLAN TO PURSUE HIGHER EDUCATION IN THE STATE OF NEW JERSEY THIS YEAR, ALONG WITH PARTNERS INVESTORS BANK, AMAZON, P-S-E-N-G, AT TSHI INTERNATIONAL AND THE NJ FOUNDATION AWARDED SCHOLARSHIPS TO SIX STUDENTS FROM ESSEX COUNTY VOCATIONAL SCHOOLS.

WE ARE PROUD TO WELCOME THE STUDENTS AND THEIR FAMILIES TO THE HALL OF RECORDS TO CONGRATULATE THEM ON THIS GREAT ACCOMPLISHMENT.

UH, THE N JACK FOUNDATION IS GIVING AWAY $90,000 TO COUNTY VOCATIONAL TECHNICAL STUDENTS WHO ARE CONTINUING THEIR EDUCATION RIGHT HERE IN THE STATE OF NEW JERSEY.

SO THOSE COMPANIES, I THINK, NEED A ROUND OF APPLAUSE FOR THEIR, FOR, FOR THEIR GENEROSITY.

AS ONE EXAMPLE, THE COUNTY AT OUR LAST CALCULATION HAS SPENT SOMEWHERE BETWEEN 1.7 AND $2 MILLION TO A LAW FIRM TO FIGHT CONTRACT NEGOTIATIONS.

THOSE SAME NEGOTIATIONS THAT WE KEEP HEARING MANAGEMENT'S WILLING TO SIT DOWN AND TALK ABOUT.

JUST SO YOU'RE AWARE, LAST WEEK PERC ANOTHER FIVE ZERO RULING IN THE FAVOR OF THE UNIONS WHOLEHEARTEDLY ENDORSING THE HEARING EXAMINER'S FINDINGS THAT THE COUNTY VIOLATED THE LAW WHEN IT SWITCHED TO STATE HEALTH BENEFITS.

UM, THIS IS, AS WE KNOW, DURING COVID, THE PUBLIC HEALTH WORKFORCE WAS VERY, VERY OVERWORKED.

AND RIGHT NOW, AT THE CURRENT TIME, UH, HOLDING A HEALTH OFFICER'S LICENSE, UH, JUST TO PUT IT INTO PERSPECTIVE, THERE'S 463, UH, LOCAL OFFICES OF PUBLIC HEALTH AND 171 HEALTH OFFICER LICENSES WITHIN THE STATE OF NEW JERSEY.

UH, IT IS IN THE INTEREST OF THE COUNTY TO PROVIDE THE SERVICES OF THE HEALTH OFFICER TO BLOOMFIELD.

IT IS ONE OF OUR BIGGEST MUNICIPALITIES.

AND TO BE ABLE TO SUPPORT THEM WITH A LOT OF THE GRANT FUNDING THAT'S COMING OUT, YOU CAN'T GET A GRANT WITHOUT A HELP OFFICER.

SO IN ORDER TO EASE THEIR, UH, AVAILABILITY OF FUNDING AND ALSO TO ALLOW THEM TO CONTINUE THEIR SERVICING OF THE PUBLIC, IT IS UP TO THE BEST INTEREST OF THE COUNTY TO SUPPORT BLOOMFIELD.

UM, WE PUT THIS OUT AS A COMPETITIVE CONTRACT THIS TIME AROUND.

THEY WERE THE ONLY, UH, QUALIFIED VENDOR TO, UH, RESPOND ON A FIVE YEAR BASIS.

THIS IS ASKING PERMISSION FOR A, UH, 36 MONTH AGREEMENT WITH A TWO YEAR RENEWAL.

THIS IS FOR THE HOSPITAL FEE PROGRAM.

WE'RE NO LONGER CALLING THIS A PILOT PROGRAM BECAUSE IT HAS BEEN ROLLED OUT ACROSS THE ENTIRE STATE.

AND THE PROGRAM HAS HAD AN ENORMOUS AMOUNT OF SUCCESS, NOT JUST FOR THE COUNTY, BUT FOR THE COUNTY HOSPITALS.

SO FOR THE, UM, THE MODEL THAT WAS DONE BY THIS FIRM, MYERS STOFFER, THEY DO ALL OF THE, UH, FEE CALCULATIONS AND MODELS.

AND BILL, ACCORDING TO THE ORDINANCE THAT THIS BOARD PASSED, WE WERE ABLE TO BRING AN ADDITIONAL $240 MILLION INTO THE COUNTY HOSPITALS TO OFFSET THE LOW AMOUNT OF MEDICAID PAYMENTS.

AMAZING.

SO THIS PROGRAM ACTUALLY NOT ONLY DOES THE COUNTY BENEFIT, BUT THE HOSPITALS BENEFIT GREATLY.

UM, AND IT'S KIND OF A LIFELINE FOR THEM.

SO I'M REALLY, REALLY PLEASED WITH THE JOB THAT THIS FIRM HAS DONE FOR US.

AND UNFORTUNATELY, THEY'RE OUT OF INDIANA AND THEY CAN'T BE HERE TONIGHT.

UM, BUT, UM, JUST TO JUST TALK AND I'M HERE TO ANSWER ANY QUESTIONS ABOUT THIS PROGRAM.

NOW, NEWARK, BETH ISRAEL BENEFITS THE MOST FROM THIS

'CAUSE THEY HAVE THE MOST MEDICAID DISCHARGES IN THE COUNTY, PROBABLY IN THE STATE OF NEW JERSEY, EVEN MORE THAN UNIVERSITY HOSPITAL.

BUT WE'RE TALKING ABOUT A NUMBER, AN ANNUAL BASED NUMBER, ABOUT $60 MILLION BACK TO NEWARK BETH ISRAEL, AND ABOUT $34 MILLION BACK TO UNIVERSITY HOSPITAL.

SO IT IS A LIFELINE FOR THEM.

SO WHAT THIS FIRM DOES IS THEY TAKE ALL THE COST REPORTS, ALL OF THE MEDICAID DISCHARGE INFORMATION, AND THEY PUT THAT ALL INTO A FORMULA THAT WE THEN SUBMIT TO THE STATE OF NEW JERSEY, AND THEN THEY HAVE TO APPROVE THAT FORMULA.

THEN I'LL ALSO BE COMING BACK TO THIS BOARD TO APPROVE THE TRANSFER OF OUR FUNDS THAT WE COLLECT FROM THE HOSPITALS, WHICH MYERS AND STOFFER ALSO DOES ALL OF THE INVOICING IN THE PROGRAM.

SO BASICALLY WHAT WE DO IS WE DO THE ADMINISTRATIVE PIECE AND WE DO THE WIRE TRANSFERS TO THE STATE.

THAT'S THE COUNTY'S RESPONSIBILITY IN THIS PROGRAM.

THE REST IS DONE BY, UM, MS. FIRM AND THE COUNTY.

AND I'M SORRY, MR. PRESIDENT.

AND DOES THE COUNTY GET AN ADMINISTRATIVE FEE FOR THIS? YES.

WE GET, UH, 9%, IT'S A RHETORICAL QUESTION.

I 1% GOES TO THE, UM, STATE OF NEW JERSEY.

9% COMES BACK TO THE COUNTY OVER THE THREE YEAR PERIOD ANTICIPATED.

'CAUSE WE ONLY COLLECTED A FEW QUARTERS FOR 2000, UH, 22 INTO 23.

BY THE END OF THIS PROGRAM, AFTER YEAR THREE, WE ANTICIPATE $19,620,000 BACK TO THE COUNTY.

I THINK, UM, WHAT WHAT HAD HAPPENED INITIALLY WHEN THIS PROGRAM STARTED IS THE HOSPITALS WERE REQUIRED TO PUT UP MONEY.

AND, AND SO THOSE HOSPITALS NOW, UH, HAVE GOTTEN THAT MONEY BACK PLUS.

SO, UM, I, I THINK INITIALLY THERE WAS CONCERN, UH, THAT THAT INITIAL INVESTMENT MAY NOT BE RECOUPED, BUT IT HAS BEEN, I THINK EVERY HOSPITAL EXCEPT ONE, RIGHT? THERE'S NO ONE HOSPITAL THAT REALLY DOESN'T SMALL.

I DON'T, I DON'T THROUGH YOU, MR. PRESIDENT, I DON'T WANNA SINGLE ANYONE OUT, BUT I BELIEVE THINGS WILL BE CHANGING WITH THAT HOSPITAL BECAUSE THEY WILL BE TAKING, THEY'LL BE OPENING A PSYCH UNIT THAT'S GONNA BE SOLELY MEDICAID FUNDED.

SO ONCE THAT HAPPENS WITH THE VOLUME THEY SEE, THIS WILL DEFINITELY BENEFIT THEM.

UM, I THINK THESE FEES FOR WHAT THEY DO, AND, AND, UH, I, I DID FOLLOW THIS IN THE BEGINNING WHEN FRANK GOT IT OFF THE GROUND, AND, AND A LOT OF CREDIT GOES TO FRANK ON THIS.

UH, IT WAS A SUCCESSFUL SEASON.

UH, A TOTAL OF 152 DEER WERE REMOVED.

THAT WAS 93 DEER FROM SOUTH MOUNTAIN AND 59 FROM THE HILLTOP RESERVATION.

UM, IN, UH, THE SPRING FOLLOWING THE HUNT, WE DID, UM, SURVEYS OF DEER REMAINING IN THE PARKS.

UH, WE DID A, A SURVEY OF SOUTH MOUNTAIN RESERVATION USE USING, UH, THE SERVICES OF ROY VALLEY COMMUNITY COLLEGE USING A, A, UM, AN UNMANNED, UM, AERIAL VEHICLE, A DRONE, UH, WITH AN INFRARED CAMERA.

IT'S, UH, THE MOST, UH, RELIABLE METHOD OF, OF COUNTING GEAR.

UH, UNFORTUNATELY THEY ONLY HAD TIME TO DO SOUTH MOUNTAIN, SO WE, UH, WE DID SPOTLIGHT COUNTS, UH, AT HILLTOP RESERVATION AND EAGLE ROCK RESERVATION.

THAT HAS, HAS BEEN OUR STANDARD PRACTICE SINCE 2008.

UM, THE RESULTS OF THOSE COUNTS, WHETHER THEY WERE SPOTLIGHT OR, UH, OR, UH, DRONE SURVEYS, UH, SHOW THAT THE OVERWINTERING POPULATION HEADING INTO NEXT YEAR IN SOUTH MOUNTAIN RESERVATION IS EXPECTED TO BE ABOUT 134 DEER, WHICH REPRESENTS A DENSITY OF 42 PER SQUARE MILE.

UM, THE RECOMMENDED DENSITY, UH, ACCORDING TO FOREST ECOLOGISTS NOW TO, UH, ENABLE FOREST REGENERATION IN STRESSED AND, UH, UM, IMPAIRED FOREST, LIKE OURS SHOULD BE 10 PER SQUARE MILE OR LESS.

SO FOR SOUTH MOUNTAIN RESERVATION, THAT WOULD REPRESENT 32 DEER AS OPPOSED TO THE 134 THAT WE ESTIMATE WILL BE THERE.

UH, AT HILLTOP, THE, UH, OVER WINTERING POPULATION IS EXPECTED TO BE SOMEWHERE AROUND 84 DEER, WHICH IS 190 PER SQUARE MILE, AS OPPOSED TO THE FOUR DEER THAT WOULD BE THERE IF IT WAS 10 PER SQUARE MILE.

UH, BASED ON THOSE, UM, ESTIMATES I HAVE RECOMMENDED, UM, A PROGRAM AND PREPARED A, AN APPLICATION TO THE STATE, WHICH IS, UH, BEFORE YOU NOW FOR APPROVAL, UH, TO SEEK ANOTHER COMMUNITY-BASED DEER MANAGEMENT PERMIT AT SOUTH MOUNTAIN RESERVATION.

THE, UH, THE, UH, DATA AND FORMULAS THAT WE USE SUGGESTS THAT WE SHOULD BE ATTEMPTING TO REMOVE 102 DEER.

OUR, UH, PROGRAM CALLS FOR TRYING TO DO THAT OVER THE COURSE OF FIVE AFTERNOONS, USING 14 HUNTERS AT A TIME IN THE HILLTOP RESERVATION.

UH, WE WOULD BE ATTEMPTING TO REMOVE 80 DEER OVER THE COURSE OF SEVEN AFTERNOONS USING EIGHT HUNTERS AT A TIME.

UM, I'VE BEEN COMING HERE FOR MANY YEARS.

HE MENTIONED THE FACT OF TURNOVER WITHIN THE FIRE DEPARTMENT AND THE LACK OF TRAINING.

THE LACK OF TRAINING MAY HAVE COST THOSE TWO FIREFIGHTERS THEIR LIVES.

I'VE COME BEFORE THE BOARD, I'VE GONE BEFORE THE SHERIFF, I WENT ON NBC NEWS.

OUR DEPARTMENT LACKS TRAINING.

THE CHIEF HAD TO SIGN A CERTIFICATION SAYING THAT THERE IS NO WRITTEN PROTOCOL FOR TRAINING WITHIN THE SHERIFF'S DEPARTMENT.

SO WHEN YOU APPROVE A BUDGET THAT HAS A TABLE OF ORGANIZATION WITH MINIMUM NO MINIMUM STAFFING, HOW DO YOU KNOW THAT THE PUBLIC'S GETTING THEIR BANG FOR THEIR BUCK? HOW DO YOU, HOW DO YOU DO IT? I MEAN, EVERYONE SITS HERE, LOOKS AT ME WITH BLANK FACES.
