WE ARE A GROUP OF PARENTS IN MONTCLAIR THAT LEAD WEEKLY RIDES TO SCHOOL FOR SCHOOL CHILDREN.

AND ONE OF THE REASONS I'M HERE TONIGHT IS TO ASK FOR YOUR SUPPORT OF AGENDA ITEM 19, WHICH IS CONSENTING TO THE SPEED LIMIT ORDINANCE THAT WAS PASSED IN MONTCLAIR.

UM, ONE OF THE THINGS THAT HAS BECOME CLEAR TO ME IN MY TIME WITH THE BIKE BUS IS THAT STREET SAFETY IS A REAL PROBLEM IN ESSEX COUNTY.

UM, IT'S NOT SAFE, UM, TO BE ON OUR STREETS MOST OF THE TIME.

IN PARTICULAR, THAT'S TRUE OF COUNTY ROADS.

UM, SO I'VE BEEN INVOLVED WITH THE TOWN GOVERNMENT OF MONTCLAIR AND HELPING TO GET THEM TO LOWER SPEED LIMITS ON MONTCLAIR TOWN ROADS, AND WE ASK ESSEX COUNTY TO DO THE SAME, UM, TO PASS A 25 MILE AN HOUR SPEED LIMIT ON COUNTY ROADS WITHIN MONTCLAIR.

UM, NOT UNDER ANY DELUSIONS THAT CHANGING SPEED LIMIT SIGNS WILL MAGICALLY GET PEOPLE TO SLOW DOWN, BUT IT IS A FIRST STEP IN THE RIGHT DIRECTION AND I HOPE THAT YOU'LL SUPPORT THAT.

I GREW UP IN WESTWARD IN THE SOUTH BOARD OF NEWARK, AND SO I REMEMBER PLAYING T-BALL AT THIS PARK AND JUST SEEING HOW HOW THE PARK HAS EVOLVED, UM, BECAUSE OF THE INVESTMENT OF THE BOARD OF COMMISSIONERS OVER THE YEARS IS NOTHING SHORT OF MAGNIFICENT.

AND SO TO SEE IT BE NAMED AND HONORED AFTER RAHE SOMEONE WHO EQUALLY HAS JUST AS MANY, UH, TIES TO THE COMMUNITY AND GIVES BACK SO MUCH TO OUR CITY AND TO, UH, THIS COUNTRY THROUGH HIS WORK IN FOOTBALL, IS TRULY AN HONOR.

UH, JOSHUA ZAS ES COUNTY PARKS, UH, MR. PRESIDENT, THIS IS LIKE, UH, CHRISTMAS, MY BIRTHDAY, AND HANUKKAH ALL WROTE INTO ONE.

IT'S UNBELIEVABLE.

UH, UH, NUMBER 16 IS AN AGREEMENT WITH THE BRANCH BROOK PARK ALLIANCE, UH, TO FUND IMPROVEMENTS OVER AT BRANCH BROOK PARK.

UH, SPECIFICALLY THIS IS THE AGREEMENT FOR BOTH NUMBER THREE, WHICH IS THE BUDGET INSERTION FOR THE GROVE PROJECT OVER AT BRUNSWICK PARK, AS WELL AS, UH, NUMBER 16, WHICH IS THE ACTUAL AWARDING OF THE PROJECT.

UM, IN A NUTSHELL, THIS AGREEMENT JUST BASICALLY SAYS THAT, UM, GRANTSBURG PARK ALLIANCE IS THE, UH, GRANTEE FOR, UH, THESE GREEN ACRES FUNDS AND THAT THEY'LL TURN THE, THE MONIES OVER TO THE COUNTY ONCE THE PROJECT IS COMPLETED.

NUMBER 17 IS AN AMENDMENT TO A SUB-GRANT AGREEMENT TO THE TWO TH 2020 OPEN SPACE, UH, LOCALLY GRANT PROGRAM.

UM, IF THE COMMISSIONERS CAN REMEMBER BACK, UH, TO 2020, THERE WAS A LOCAL AID, UH, FUNDING CYCLE THROUGH THE ESTA COUNTY RECREATIONAL OPEN SPACE TRUST FUND.

EACH MUNICIPALITY IN ESSEX RECEIVED $150,000 GRANT.

UH, AT THE TIME, CALDWELL WAS AWARDED THE GRANT FOR THE HARRISON SCHOOL FIELD IMPROVEMENT PROJECT.

LATER ON THAT YEAR, CALDWELL REQUESTED THAT THE PROJECT SCOPE BE AMENDED TO INCLUDE AN ACQUISITION.

UM, SINCE THAT TIME, THE

ACQUISITION IS NO LONGER FEASIBLE.

SO CALDWELL, UH, HAS REQUESTED THAT THE SCOPE BE MOVED TO THEIR ORIGINAL, UH, GRANT APPLICATION, WHICH WAS THE HARRISON FIELD IMPROVEMENT PROJECT.

SINCE THESE MONIES WERE ALLOCATED FROM THE TRUST FUND, UH, THE OPEN SPACE ADVISORY BOARD HAD TO FIRST APPROVE IT, AND NOW WE'RE BRINGING IT TO THE COMMISSIONER BOARD.

NUMBER 18 IS A AUTHORIZATION TO USE THE ESSEX COUNTY RECREATION OPEN SPACE TRUST FUND TO FUND LANDSCAPE MAINTENANCE CONTRACTS IN AMOUNT NOT TO EXCEED $500,000.

UH, THIS IS A ALLOCATION WE'VE REQUESTED IN THE PAST.

UH, BASICALLY IT'S TO, TO HANDLE, TO BE THE FUNDING SOURCE FOR VARIOUS LANDSCAPE MAINTENANCE CONTRACTS THAT THE PARK SYSTEM, UM, HAS VENDORS FOR, UH, SPECIFICALLY IN THE PAST.

AND MOST LIKELY THIS TIME IT'LL BE USED FOR LANDSCAPE MAINTENANCE AT BRANCH BROOK, BROOKDALE, GLENFIELD, PRESBY ANDERSON, YCA MONTE IRVIN, ORANGE PARK, VETERANS PARK.

UM, OUR COUNTY EXECUTIVE HAS COME UP WITH, UH, A GREAT PLAN WHERE WE CAN, UH, APPLY FOR MONIES, OBVIOUSLY THROUGH THE COUNTY, AND THEN, UH, WE PARTNER WITH VARIOUS NONPROFITS SO WE CAN GO AFTER THOSE NONPROFIT DOLLARS AS WELL.

UH, ONCE THOSE GRANTS ARE AWARDED, WE ENTER INTO A, UH, AN AGREEMENT WITH THE VARIOUS NONPROFITS.

AND BASICALLY, AS I MENTIONED BEFORE, IT'S BASICALLY JUST SAYING THAT ONCE THE PROJECT'S COMPLETED AND THE NONPROFIT IS REIMBURSED THE MONEY, UM, THEY WOULD TURN THE MONEY OVER TO THE COUNTY.

THIS CHANGE ORDER WILL NOT EXCEED $21,139 AND WILL INCREASE THE TOTAL PROJECT AMOUNT TO $170,681, WHICH IS ABOUT A 14% INCREASE OVER THE ORIGINAL AWARDED CONTRACT.

UM, I WANNA SAY THANK YOU FIRST OF ALL FOR ALL YOUR SUPPORT HAS MADE A HUGE DIFFERENCE.

UM, I FEED 14, I OVERSEE 14 COLONIES IN EAST ORANGE ALONE.

AND, UM, WE HAVE 75% OF THE CATS WERE TNR AND WE'RE LOOKING TO FINISH IT ALL OFF.

UM, ONE THING THAT HAPPENED IS THAT WE'RE SEEING AN INFLUX OF FRIENDLY CATS APPEARING ON THE STREET.

SOME PEOPLE THINK IT'S BECAUSE OF COVID ENDED.

DURING COVID THERE WAS A HUGE AMOUNT OF ADOPTIONS AND ONCE COVID ENDED, A LOT OF FINANCIAL SUPPORT ENDED.

SO WE'RE THINKING MAYBE THAT'S WHY THERE'S SO MANY FRIENDLY KITTIES SHOWING UP ON THE STREET.

LATELY WHAT I'VE BEEN DOING IS TAKING IN SURRENDERS.

I HAVEN'T HAD AS MUCH TIME TO DO TNR BECAUSE THERE'VE BEEN SO MANY, I'VE GOTTEN SO MANY CALLS FOR PEOPLE WHO CAN'T KEEP THEIR CATS ANYMORE.

THEY'RE MOVING SOMEWHERE THAT DOESN'T ACCEPT CATS.

UM, SO I WROTE SOMETHING OUT WHICH I WOULD LIKE TO SHARE, BUT MY PRINTER DIDN'T WORK, SO I CAN'T GIVE IT TO YOU TODAY.

I WOULD LIKE TO EMAIL IT, BUT I HAVE A FEW BULLET POINTS OF SOME QUESTIONS, SOME IDEAS.

UM, ONE THING THAT WE COULD REALLY USE IS A SPACE TO RECUPERATING CATS.

WE COULD DO A LITTLE MORE TNR IF WE HAD A RECUPERATION SPACE.

C PAW HAS BEEN DOING A TREMENDOUS AMOUNT OF WORK, BUT THEY'RE OVERLOADED, SO I CAN'T ALWAYS GET, UM, SPOTS WITH THEM AND I DON'T REALLY HAVE A SPACE TO RECUPERATE THE OUTDOOR CATS.

UM, SO THAT WOULD BE A GREAT HELP.

AND UM, THE OTHER THING IS EDUCATION.

THAT'S A BIG, BIG POINT.

IF WE COULD GET THE WORD OUT TO PEOPLE, WHAT THEY CAN DO IF THEY CAN'T KEEP THEIR CAT.

YOU KNOW, THE, THE SHELTERS, THEY'RE NOT ALWAYS OPEN AND PEOPLE ARE DESPERATE.

SO THE SHELTERS ARE CLOSED, THEY CAN'T GET ANYBODY.

I'LL GO THE CATS.

AND UM, AND SOMETIMES, UH, SO THERE, THERE ARE RESOURCES AND IF WE COULD JUST GET THE WORD OUT TO PEOPLE, THERE COULD BE A LOT LESS OF THESE CATS OUT ON THE STREET.

AND, UM, EDUCATION ABOUT, YOU KNOW, BEHAVIOR ISSUES AND WHY PEOPLE NEED TO SPAY AND NEUTER THEIR CATS.

RIGHT? I WON'T GET INTO IT ALL, BUT THESE ARE JUST BULLET POINTS THAT WE COULD COVER, I THINK WOULD MAKE A BIG DIFFERENCE WITH THE AMOUNT OF CATS OUT ON THE STREET.

WHEN I WAS GROWING UP, THERE WERE DOGS AND CATS ALL OVER IN EAST ORANGE.

I GREW UP IN EAST ORANGE.

NOW YOU DON'T SEE ANY DOGS ON THE STREET.

I THINK WE COULD DO THE SAME THING FOR THE CATS IF WE COULD JUST 30 SECONDS.
