[00:00:03] OKAY. INTRODUCE MYSELF. YES. YES, YES. WHAT DAY? 13. READY? GOOD AFTERNOON, EVERYONE. GOOD AFTERNOON. LET ME FIRST THANK EVERYONE FOR BEING HERE TODAY. MY NAME'S LEN LUCIANO, UH, ESSEX COUNTY COMMISSIONER. I HAVE SERVED IN THIS CAPACITY FOR 13 YEARS. UH, FORMALLY WE WERE KNOWN AS ESSEX COUNTY FREEHOLDERS, UH, AT WHICH IS THE LEGISLATIVE BRANCH OF GOVERNMENT HERE IN THE COUNTY OF ESSEX. I LIKE TO GIVE A LITTLE EDUCATIONAL TUTORIAL ABOUT WHO WE ARE AND, AND WHAT WE STAND FOR. UH, WE HAVE A COUNTY EXECUTIVE FORM OF GOVERNMENT. OUR COUNTY EXECUTIVE, JOE ZO, HE SERVES AS LIKE THE MAYOR OF THE COUNTY. AND OUR COMMISSIONER BOARD, WHICH IS MADE UP OF NINE COMMISSIONERS, IS LIKE THE COUNCIL OF THE COUNTY. UM, AT THAT, I WOULD LIKE TO INTRODUCE A COUPLE OF MY COLLEAGUES THAT ARE PRESENT. SOME OF THE OTHERS MAY, YOU KNOW, KIND OF SURFACE WITHIN THE NEXT 15, 20 MINUTES, SO YOU'LL GET TO MEET THEM. BUT I'LL START WITH OUR LONGEST TENURED COMMISSIONER ON THE BOARD, UM, HAILING FROM LIVINGSTON. AND THAT IS COMMISSIONER PATRICIA SEABOLD, THAT WE ARE ALSO FORTUNATE TO HAVE THE COMMISSIONER PRESIDENT. HE JUST TOOK OVER LAST, UH, ABOUT WHAT, SIX WEEKS AGO. AND HE HAILS FROM THE TOWNSHIP OF BLOOMFIELD. AND THAT IS THE PRESIDENT OF OUR COMMISSIONER BOARD. CARLOS PALMER. CARLOS. SO WE HAVE TWO PRESENTATIONS TODAY, UH, ALONG WITH THE FUNCTIONS OF GOVERNMENT. UM, YOU KNOW, WE ACTUALLY OVERSEE OUR PARKS AND RECREATION HERE IN THE COUNTY. WE TAKE CARE OF OUR COUNTY ROADS. FOR THOSE OF YOU THAT DON'T KNOW, WE MAKE SURE THAT WE, YOU KNOW, PAVE THEM, PLOW THEM, PUT SIGNAGE IN LIGHTS. SOME OF THE FUNCTIONS OF COUNTY GOVERNMENT, UM, ARE CONSTITUTIONAL. WE OVERSEE ELECTIONS, COUNTY ELECTIONS THAT HAPPENED, UM, FOR FOLKS JUST LIKE OURSELVES AND ALL LEVELS OF OFFICE. WE ALSO HAVE A COUNTY SHERIFF'S DEPARTMENT, WHICH IS OUR, OUR LAW ENFORCEMENT BRANCH. THEY PROTECT OUR COURTROOM, OUR COURTHOUSE. THEY OVERSEE OUR PARKS AND SOME OF OUR COUNTY FACILITIES. WE ALSO HAVE A JAIL, WHICH IS ACTUALLY LOCATED, UH, HERE IN THE CITY OF NEWARK THAT WE OVERSEE. AND THAT'S JUST SOME OF THE THINGS THAT WE DO AND, AND ON A REGULAR BASIS. BUT ONE OF THE THINGS THAT I REALLY [00:05:01] LOVE IS WHEN WE GET TO HONOR FOLKS FOR OUTSTANDING ACHIEVEMENT. AND THAT'S WHAT BRINGS US HERE TODAY. YOU KNOW, WE HAVE OUR IRON BOUND RAIDERS. LET'S GIVE THEM A ROUND OF APPLAUSE. RIGHT? AND OUR FIRST PRESENTATION IS TO OUR OUTGOING COMMISSIONER OF EDUCATION. AND THAT'S DR. ANGELICA MCMILLAN. DR. MCMILLAN. SO TODAY I HAVE THE PLEASURE OF STARTING THIS, AND THAT IS TO RECOGNIZE ONE OF OUR OUTSTANDING LEADERS HERE IN NEW JERSEY UPON HER RETIREMENT, UH, DR. ANGELICA MCMILLAN, I AM GOING TO ASK YOU TO COME UP TO THE PODIUM AND STAND NEXT TO ME WHILE I READ THIS ACCOMMODATION. LET'S GIVE HER A ROUND OF APPLAUSE. DR. MCMILLAN IS FROM CEDAR GROVE, AND RECENTLY RETIRED AS THE ACTING COMMISSIONER OF EDUCATION FOR THE NEW JERSEY DEPARTMENT OF EDUCATION. AFTER YEARS OF DEDICATED SERVICE TO NEW JERSEY'S FAMILY AND STUDENTS, SHE WAS NOMINATED IN OCTOBER, 2020 BY GOVERNOR PHIL MURPHY TO SERVE AS COMMISSIONER OF NEW JERSEY'S DEPARTMENT OF ED. ANGELICA IS A PROUD PRODUCT OF NEW JERSEY PUBLIC SCHOOL EDUCATION. SHE UTILIZES LESSONS LEARNED THROUGH HER CAREER IN PUBLIC EDUCATION TO LEAD THE DEPARTMENT OF EDUCATION THAT IS QUICK TO LISTEN, PRECISE IN ITS EXECUTION AND READY TO ADVANCE ACCESS TO HIGH QUALITY EDUCATION FOR ALL STUDENTS. SHE BEGAN HER CAREER IN EDUCATION AS A SUBSTITUTE TEACHER AND TAUGHT RIGHT HERE IN ESSEX COUNTY, IN EAST ORANGE PUBLIC SCHOOLS. BEFORE LAUNCHING THE MARION P THOMAS CHARTER SCHOOL, SHE SERVED AS AN ASSISTANT PRINCIPAL AND PRINCIPAL IN THE SOUTH ORANGE MAPLEWOOD SCHOOL DISTRICT. AND AS AN ASSISTANT SUPERINTENDENT IN BOTH IRVINGTON PUBLIC SCHOOLS AND THE NEWARK PUBLIC SCHOOLS. LET'S GIVE IT UP. THAT'S A LOT. THAT'S A PRETTY BIG RESUME. AS I MENTIONED, SHE SERVED THE NEW JERSEY DEPARTMENT OF EDUCATION AS INTERIM EXECUTIVE COUNTY SUPERINTENDENT, SERVING MORRIS COUNTY, WHERE I WAS HER COLLEAGUE, ALONG WITH ANOTHER COLLEAGUE OF OURS THAT I WANT TO HAVE RECOGNIZED. AND THAT IS OUR SUPERINTENDENT OF ESSEX COUNTY SCHOOLS. JOE ZARA, WHO'S HERE, LET'S GIVE JOE A CALL. DR. MCMILLAN HOLDS A BACHELOR'S DEGREE IN INDUSTRIAL AND LABOR RELATIONS FROM CORNELL UNIVERSITY, A MASTER'S IN EDUCATIONAL ADMINISTRATION AND DOCTOR IN EDUCATION, LEADERSHIP MANAGEMENT AND POLICY FROM SETON HALL UNIVERSITY. SHE HAS RECEIVED NUMEROUS AWARDS AND HAS BEEN FEATURED IN MANY PUBLICATIONS, RANGING FROM LOCAL NEWS OUTLETS FROM THE US NEWS TO WORLD REPORT. I WANT TO PUT A FEW PERSONAL REMARKS ON THE RECORD, UM, AND ALSO RECOGNIZE THAT WE HAVE OUR BA FROM THE STATE DEPARTMENT OF EDUCATION. JOHN FERRARO IS HERE WITH US. JOHN, THANK YOU FOR BEING HERE. BUT A FEW PERSONAL NOTES. UM, FOR SEVERAL YEARS, I SAT NEXT TO DR. MCMILLAN, UM, AT OUR MONTHLY OR BIMONTHLY MEETINGS DOWN IN TRENTON. SHE WAS AN EXCELLENT EXECUTIVE SUPERINTENDENT FOR MORRIS COUNTY FRIEND, COLLEAGUE. SHE HAS BEEN EVERYTHING TO ESSEX COUNTY AND TO OUR DEPARTMENT OF EDUCATION FIELD OFFICE HERE. WE ARE PROUD THAT SHE LIVED IN, IN MONTCLAIR FOR QUITE SOME TIME, AND NOW CURRENTLY LIVES IN CEDAR GROVE. I'M SURE THAT YOU'RE GOING TO ENJOY WHAT SHE HAS TO SAY. WHILE I WISH HER WELL IN RETIREMENT, WE HOPE THAT THAT DOESN'T STAY PERMANENT, AND SHE DOES STILL ACTIVELY GET INVOLVED IN EDUCATION AND THE LIVES OF STUDENTS HERE IN ESSEX COUNTY. AND BEFORE WE BRING DR. MCMILLAN UP, WHAT I WOULD LIKE TO DO IS ASK A COUPLE OF MY COLLEAGUES IF THEY'D LIKE TO PUT SOMETHING ON RECORD, BECAUSE THEY BOTH HAVE EDUCATIONAL BACKGROUNDS. SO WE'LL START WITH COMMISSIONER AT LARGE, PATRICIA SEABOLD, AND THEN I'LL ASK YOU, MR. PRESIDENT TO SAY A COUPLE OF WORDS AND THEN WE'LL HEAR FROM YOU. COMMISSIONER. THANK YOU, PAT. I'M SO HAPPY TO BE HERE. CON TO CONGRATULATE OUR FORMER HEAD OF THE DEPARTMENT OF EDUCATION. EDUCATION MEANS A TREMENDOUS AMOUNT TO ME. I TAUGHT FOR 30 YEARS AT WEST ORANGE HIGH SCHOOL, SO I KNOW ALL ABOUT WHAT EDUCATION IS CONCERNED WITH. AND HERE IN ESSEX COUNTY, WE HAVE THREE WONDERFUL SCHOOLS. WE HAVE THE ESSEX COUNTY SCHOOLS OF TECHNOLOGY. [00:10:02] AND FOR A WHILE BEFORE I BECAME A COMMISSIONER, I WAS ON THE BOARD OF EDUCATION OF THOSE SCHOOLS. EDUCATION MEANS SO MUCH TO ME, AND WE ARE SO HONORED THAT WE HAD SUCH A WONDERFUL COMMISSIONER OF EDUCATION. EVEN THOUGH SHE'S RETIRING, I KNOW THAT EDUCATION WILL NEVER BE FAR FROM WHAT HER MIND IS THINKING ABOUT. JUST AS I CONTINUE TO THINK ABOUT EDUCATION, I KNOW YOU WILL ALWAYS THINK ABOUT EDUCATION. SO CONGRATULATIONS SO MUCH ON YOUR RETIREMENT. THANK YOU. THANK YOU, COMMISSIONER, AND GOOD EVENING EVERYONE. AND CONGRATULATIONS. YOU COULD HAVE RETIRED LIKE HALFWAY THROUGH HIS PRESENTATION, . I, I DON'T KNOW HOW YOU DO IT ALL. UM, I'M SORRY I'M A LITTLE LATE FOR CLASS TODAY. I WAS TEACHING AS WELL. I HAD A CLASS EARLIER. FRENCH REVOLUTION IS WHAT I WAS DOING TODAY. UH, BUT, UH, MY WIFE TEACHES AT SOVA. AND, UH, I KNOW THAT WHEN I MENTIONED TODAY WHAT I WAS DOING AND WHO WAS GONNA BE HERE, SHE WAS VERY EXCITED. REGRETTABLY, SHE COULDN'T BE HERE 'CAUSE MY DAUGHTER IS AT PLAY PRACTICE. AND THAT'S, YOU KNOW, IN THE MIDST OF ALL THAT JUGGLING KIDS. BUT CONGRATULATIONS. AND I HAVE A FEELING THAT ALTHOUGH YOU'LL BE OFFICIALLY RETIRED, YOU'RE GONNA STILL REMAIN ACTIVE BECAUSE OLD HABITS, UH, DIE HARD, AND EDUCATORS ARE ALWAYS EDUCATED. SO CONGRATULATIONS ON BEHALF OF THE ENTIRE ESSEX COUNTY, UH, COMMISSIONER BOARD. WE'RE VERY PLEASED TO HAVE YOU HERE. AND, UH, I'M SURE LENNY WILL PULL YOU IN FOR SOMETHING OR ANOTHER. SO CONGRATULATIONS TO YOU. THANK YOU SO MUCH. CONGRATULATIONS. WHAT A PLEASURE. PLEASURE. WELL, GOOD AFTERNOON. AND I WANT TO, UH, FIRST OF ALL ACKNOWLEDGE COMMISSIONER LUCIANO AND OUR OTHER COMMISSIONERS, OUR DISTINGUISHED GUESTS, OUR STUDENTS. IT IS SUCH AN HONOR FOR ME TO STAND BEFORE YOU IN ESSEX COUNTY WHERE I CALL HOME, AND TO HAVE THE OPPORTUNITY TO SAY THANK YOU FOR ALL THAT YOU HAVE DONE TO HELP ADVANCE MY CAREER. AND SO, WHILE WE DON'T OFTEN SPEAK ABOUT THE PEOPLE WHO HELPED TO CATAPULT US, I MUST ACKNOWLEDGE THE LEADERSHIP IN ESSEX COUNTY THAT HAS KEPT ME ALONG WITH MANY OF MY RELATIVES, RESIDENTS, AS WELL AS THE EXCEPTIONAL PUBLIC EDUCATION THAT WE STRIVE TO PROVIDE TO ALL OF OUR STUDENTS. AND I LOOK FORWARD TO CONTINUING TO SERVE ESSEX COUNTY IN ANY WAY THAT I CAN TO ADVANCE OUTCOMES FOR STUDENTS TO SEE SO MANY STUDENTS HERE. IT JUST FILLS MY HEART WITH JOY BECAUSE I KNOW WE HAVE SCHOLAR ATHLETES IN OUR MIDST. AND I KNOW THAT WHAT YOU ARE GOING TO DO WILL FURTHER ADVANCE THE EFFORTS THAT MANY OF US HAVE LAID, UH, FOR YOU TO TRAILBLAZE FORWARD WITH. SO I HUMBLY SAY THANK YOU FOR THIS HONOR, AND YOU CAN COUNT ON ME AS AN ALLY, AND I WILL AFTER MAYBE DAY 60. THIS IS DAY 13 OF RETIREMENT. SO WE'RE GOING SLOW HERE. I JUST WANT TO PACE MYSELF, BUT I DO LOOK FORWARD TO STAYING ENGAGED WITH MY COMMUNITY. I LOVE ESTES COUNTY, AND I WILL CONTINUE TO BE A PUBLIC SERVANT. THANK YOU. THANK YOU, COMMISSIONER. AND WE'RE GONNA TAKE A QUICK PICTURE. I'M ALSO GONNA INVITE JOE AND JOHN TO COME UP, IF YOU DON'T MIND. AND FAMILY, FAMILY. REAL QUICK. YOU HOLD THIS. THANK YOU. MY COLLEAGUES. YES. SO WE'LL TAKE ONE. YES, YES. JUST US. AND THEN WE'LL TAKE ONE WITH THE GROUP FIRST. US. YEAH. LET ME FIRST ONE. YES. HERE WE GO. READY GUYS. ALRIGHT, HERE WE GO. THANK YOU. I, I THINK YOU COME UP. ALRIGHT. THANK YOU. ALRIGHT. LOOK AT KATHY. [00:15:07] ALRIGHT. CONGRATULATIONS. THANK YOU. SO, THANK YOU SO MUCH. WOW. YES. I THERE FOR IT IS NOW MY TURN. AND I WAS INTRODUCED. I'M PAT SIEBOLD. I'M A COMMISSIONER AT LARGE. SO TODAY I HAVE THE PRIVILEGE AND IT'S TRULY AN HONOR TO RECOGNIZE THE IMPRESSIVE ACHIEVEMENTS OF SOME SKILLED YOUNG ATHLETES AND THEIR COACHES. NOW, COMMISSIONER ROBERT MERCADO WAS SUPPOSED TO BE HERE WITH ME TONIGHT, BUT UNFORTUNATELY HE'S NOT FEELING WELL. AND HE CALLED ME ABOUT A HALF HOUR BEFORE I GOT HERE THAT HE JUST WASN'T FEELING WELL ENOUGH TO BE HERE, BUT HE WISHES HE COULD BE HERE AND HE WANTS TO SEND HIS REGARDS. AND CONGRATULATIONS. SO PLEASE JOIN ME IN WELCOMING THE IRON BOUND SC RAIDERS, A LEADING YOUTH SOCCER TEAM AND CLUB UP TO THE PLATFORM. JOIN ME. STAND ALL AROUND HERE, BOTH SIDES ALL AROUND. HAVE A FEW. ALRIGHT. I HAVE A FEW DETAILS ABOUT THE CLUB, THE TEAM, THEIR HARD WORK, AND THEIR ACHIEVEMENTS. THIS PAST DECEMBER, THE IRON BOUND SC RAIDERS WON THE USL YOUTH NATIONAL CHAMPIONSHIP FOR BOYS AGE 16 TO 17 IN TAMPA, FLORIDA BY DEFEATING THE CEDAR STARS HUDSON VALLEY TWO DASH ONE IN THE FINAL. THIS IS THE IRON BOUND SOCCER CLUB'S 13 NATIONAL CHAMPIONSHIP AND SECOND NATIONAL CHAMPIONSHIP WON BY THE RAIDERS WHO ALSO WON THE AGE 13 CHAMPIONSHIP. IN 2019, THE RAIDERS HAVE ALSO WON TWO NEW JERSEY YOUTH SOCCER STATE CUPS. ONE US CUP, NEW JERSEY CUP, TWO NEW JERSEY INDOOR STATE CUPS, AND ONE USL ACADEMY CUP. WHAT COULD BE BETTER? THE TEAM IS COACHED BY ANTHONY TAVARIS AND MIKE ABBA. THE IRON BOUND SOCCER CLUB IS LED BY JOHN SOES, AND ALBERTINO PLAYS A ROLE, A BIG ROLE IN THE CLUB ALSO. AND I THINK THEY'RE ALL UP HERE WITH ME NOW. THE IRON BOUND SOCCER CLUB WAS FOUNDED IN 2006 AS A MERGER OF THE IRON BOUND CRUSADERS AND THE IRON BOUND STRIKERS. IT IS A PROGRAM OF THE SALVATION ARMY IRON BOUND BOYS AND GIRLS CLUB. THE CLUB HAS PRODUCED MANY PROFESSIONAL AND COLLEGIATE PLAYERS. CURRENTLY, THERE ARE THREE FORMER IRONBOUND SC PLAYERS WITH ACTIVE US MEN'S NATIONAL TEAM EXPERIENCE, TYLER ADAMS, JOHN TOLKIEN, AND ZEAL JACKSON. THE MISSION OF THE IRONBOUND SOCCER CLUB IS TO PROVIDE THE OPPORTUNITY FOR EVERYONE TO PLAY THE GAME OF SOCCER AT THEIR HIGHEST LEVEL AND AT THE LOWEST COST. THE IRON BOUND SOCCER CLUB IS A WONDERFUL RESOURCE FOR NORTH YOUTH TO BUILD SKILLS AND RELATIONSHIPS AND ACHIEVE GREAT THINGS. THE BOARD OF COUNTY COMMISSIONERS CONGRATULATES THE RAIDERS ON THEIR CHAMPIONSHIP WIN AND ALL OF THEIR DEDICATION THAT BROUGHT THEM TO THIS POINT. SO I'M VERY PROUD TO PRESENT YOU WITH THIS ACCOMMODATION RIGHT HERE. WHERE WAS THE ACCOMMODATION? [00:20:01] THANK YOU. NOW, COACHES, WILL YOU SPEAK TO EVERYONE AND TELL US MORE ABOUT YOUR PLAYERS? SURE. GOOD AFTERNOON, EVERYONE. FIRST AND FOREMOST, I'D LIKE TO THANK THE ESSEX COUNTY COMMISSIONERS FOR, UH, BRINGING US UP HERE AND CONGRATULATING US. UM, IT'S A LOT OF HARD WORK THAT GOES INTO SOMETHING LIKE THIS. THESE YOUNG MEN, UH, ALL THE LIST OF THE ACCOMPLISHMENTS THAT THEY'VE HAD OVER THE LAST 10 YEARS. SOME OF THESE KIDS HAVE BEEN WITH ME AND COACH MIKE SINCE THEY WERE FIVE YEARS OLD. WOW. SO THEY'RE NOW JUNIORS AND, UH, SOPHOMORES AND JUNIORS IN HIGH SCHOOL. THEY'VE BEEN WITH US OVER 10 YEARS. IT'S, THEY HAVE PRACTICE TONIGHT AT NINE O'CLOCK. SO THE AMOUNT OF WORK THAT GOES INTO SOMETHING LIKE THIS, A CHAMPIONSHIP, UH, IT'S A GREAT HONOR TO BE HERE IN FRONT OF THESE, UH, GREAT KIDS. NOT ONLY ARE THEY GREAT SOCCER PLAYERS, THEY'RE ALL UNBELIEVABLE STUDENTS. RIGHT. THEY COME FROM ALL OVER THE PLACE. AND THEY'RE UNBELIEVABLE STUDENTS THAT WE TALK TO THEM ALL THE TIME ABOUT THEIR ACADEMICS AND WITHOUT THE ACADEMICS. THESE ARE TRUE STUDENT ATHLETES THAT YOU HAVE HERE BEFORE YOU TODAY. SO, ON BEHALF OF THE IRONBOUND SOCCER CLUB, THE RAIDERS, THE 2007 RAIDERS, WE WANT TO THANK EVERYONE. UM, AND WE DO HA WE ARE BEARING SOME GIFTS. WE HAVE A FEW SCARFS THAT DANIEL IS GOING TO HAND OUT. NO, YOU'RE FINE. TO THE COMMISSIONERS, I ALSO WANT ACKNOWLEDGE ONE VERY IMPORTANT PIECE OF THIS WHOLE, UH, PUZZLE. YOU KNOW, OBVIOUSLY AL TINO AND, AND JOHN AND EVERYONE INVOLVED IN ABOUND SOCCER, STEVE, THEY DO A PHENOMENAL JOB OF ORGANIZING OUR SOCCER CLUB, UH, FROM THE REC PROGRAM ALL THE WAY. NOW WE'RE MLS AND EVERYTHING, BUT THE PARENTS, RIGHT? WE HAVE PARENTS IN THE BACK SITTING OVER THERE WITHOUT THE PARENTS AND BRINGING THEM EVERY DAY TO, UH, TO DEAL WITH COACH MIKE AND I. THIS WOULD NOT BE POSSIBLE. SO SOMEBODY'S PARENTS, I RARELY WANT TO THANK THE PARENTS ALSO. THANK YOU. FOR THOSE OF YOU WHO DON'T OWE ME, MY NAME IS JOHN SUAREZ. I'M THE DIRECTOR OF OPERATIONS FOR IRONBOUND SOCCER CLUB. UH, WHEN I'M IN MY OTHER ROLE IN LIFE, I'M USUALLY SITTING OR STANDING AT THAT MICROPHONE, UH, BEFORE THE COMMISSIONER. SO IT'S, IT'S A PRETTY GOOD FEELING LOOKING OUT. UH, I USUALLY HAVE TO TELL THEM ABOUT WHAT I NEED TO GET APPROVED THROUGH THE, FOR, FOR MY DIVISION. UM, BUT WE'RE HERE TO TALK ABOUT THESE YOUNG MEN AND, AND THE CLUB ITSELF. UH, WE'RE A PROGRAM OF THE IRONBOUND, UM, I'M SORRY, THE SALVATION ARMY IRONBOUND BOYS AND GIRLS CLUB. AND WITH US TODAY FROM THE SALVATION ARMY, WE HAVE MAJOR JONATHAN JACKSON AND DREW GRISHAM, AND FROM OUR IRONBOUND SOCCER CLUB. WE CAN'T DO ANY OF THIS WITHOUT THE, THE WHOLE GROUP THAT PUTS IT ALL TOGETHER. UH, OUR DIRECTOR OF COACHING FOR THE BOYS SIDE AND A BIGGER ROLE THAN THAT, UH, STEVE AMARIN AND, UH, OUR CHAIRMAN AL TINO, AND OUR, UH, DIRECTOR OF FINANCE WHO'S OUT THERE, UH, FILMING DELINDA SUAREZ. UM, SHE ALSO PLAYS THE ROLE OF MY WIFE AND ACTUALLY PUTS UP WITH ME. BUT, UH, WE WANT TO THANK THE COUNTY ITSELF, UH, OVERALL, THE, THE ADMINISTRATION, THE COUNTY, THE COUNTY COMMISSIONERS, BECAUSE WITHOUT THEM, NONE OF THESE 13 CHAMPIONSHIPS, NONE OF THESE STATE CUPS, UH, NONE OF THESE TOURNAMENT WINS. NONE OF THESE PLAYERS THAT ARE NOW WITH THE US NATIONAL TEAM WOULD'VE HAD THE OPPORTUNITY IF WE DIDN'T HAVE A GREAT PARTNERSHIP WITH THE COUNTY. UH, ONCE JOE D TOOK OVER AND BECAME, UH, THE COUNTY EXECUTIVE WORKING ALONG WITH THE THEN FREE HOLDERS AND NOW COUNTY COMMISSIONERS, THE, THE PARKS IN THE COUNTY HAVE IMPROVED, I'M GONNA SAY A MILLION TO ONE. UM, AND THE, YOU KNOW, THE, THE, THE FACILITIES THAT THESE KIDS ARE ABLE TO PLAY NOW IN IS, IS FANTASTIC. SO WITHOUT THE COUNTY ITSELF, NONE OF THESE ACHIEVEMENTS WOULD'VE BEEN POSSIBLE. AND THE HARD WORK THAT THESE YOUNG MEN, THE, THEIR FAMILIES AND THEIR COACHES, YOU KNOW, MIKE AND ANTHONY, UM, DO A TREMENDOUS JOB. FOR THOSE OF YOU DON'T, DON'T KNOW, ANTHONY IS THE VICE PRINCIPAL AT EASTSIDE HIGH SCHOOL IN NEWARK. AND THE IRONBOUND, HE'S ALSO, HE'S WON A COUPLE OF STATE TITLES IN BASKETBALL. HOW MANY? ANTHONY? JUST FOUR. JUST FOUR. UH, AND [00:25:01] HE HAS A FEW PLAYERS IN THE NBA. SO HE'S, UH, HE'S DONE REALLY, YOU KNOW, THIS IS A, A GR A WELL STRUCTURED GROUP. A WELL EDUCATED GROUP, AND IT'S KIND OF, UH, A NICE TOUCH THAT WE HAVE EDUCATION BEING HONORED, AND WE HAVE SOMEBODY THAT PLAYS A MAJOR ROLE IN EDUCATION. AND THAT'S ACTUALLY WHAT WE DO ALSO WITHIN OUR CLUB. YOU KNOW, WE'RE TRYING TO EDUCATE, UH, AND HELP THESE KIDS ALONG THE WAY. SO, TO THE COUNTY COMMISSIONERS, UH, COUNTY, UH, COMMISSIONER, PRESIDENT, THANK YOU FOR, FOR YOUR SUPPORT. COMMISSIONER SIEBOLD. COMMISSIONER LUCIANO, THANK YOU FOR HAVING US HERE. WHAT MORE CAN I SAY? IT CERTAINLY IS VERY CLEAR WHY I CHOSE TO RECOGNIZE THIS FANTASTIC GROUP. THEY ARE TRULY, TRULY WONDERFUL. AND WE ARE LUCKY HERE IN ESSEX COUNTY TO HAVE SUCH A WONDERFUL, WONDERFUL GROUP OF KIDS DOING SO MUCH FOR THEMSELVES AND FOR ALL OF US. SO THANK YOU VERY MUCH. THAT CONCLUDES OUR PRESENTATIONS RECIPIENTS AND THEIR GUESTS SHOULD STAY IN THE CHAMBERS BRIEFLY TO TAKE GROUP PHOTOS. SO THANK YOU VERY MUCH. AND THANK YOU TO THE CLERK, THE, TO THE BOARD OF COMMISSIONERS, DEBORAH DAVIS FORD, THE DEPUTY CLERK, KATHY BROWN, AND OUR HEAD OF COMMUNICATIONS, ADAM TUCKER. THANK YOU. AND OUR PHOTOGRAPHER. SO THANK YOU, ALL OF US FOR PARTICIPATING. I [01:04:16] [01:04:17] PAT, [01:04:19] WHAT [01:04:19] THE [01:04:19] HELL [01:04:19] HER [01:04:20] NAME. SHUT THIS OFF. BUT YOU HAVE BASKETBALL. I WAS SICK AND, YEAH, I THINK EVEN HE'S SO EGOMANIA. HEY, ROLL. YOU DON'T FIND TO EAT THAT DURING THE MEETING, DO YOU? I'M NOT GONNA EAT THAT. CRUNCH, CRUNCH, CRUNCH, CRUNCH, CRUNCH, CRUNCH. NO, NOT TOUCH, TOUCH. SAID [01:05:02] DON'T LIKE, I CAN'T DISAGREE. BUT YOU'RE ENTITLED. BUT YOU CAN'T TELL ME. YOU BY BRING SOME COMPANY FROM NURTURE YOU. OKAY. TELL YEAH. I COUNTED HIM ONCE. AND HE LOOKS GOOD THERE THOUGH. HE FITS THE BILL. KYLE, YOU FIT THE PART. YOU LOOK LIKE ONE OF THE COMMISSIONERS. I ALMOST, I HAVEN'T EARNED THAT ONE YET. YOU LOOK GOOD. I APPRECIATE IT ALL. COUNTY COUNCIL, ONE OF THE BANKS WONDER WHERE PAT IS. RIGHT, RIGHT, RIGHT, RIGHT, RIGHT, RIGHT, RIGHT. UNLESS SHE SITS DOWN, WE CAN START. IT'S JUST, TO ME, IT'S JUST UNCONSCIONABLE. OH, WE'RE GONNA START PATSY. I SAID, I SAID IT WAS, YOU KNOW, SHAKE, BUT HE DIDN'T LIKE, HE DIDN'T TALK TO MAJA. COMMISSIONER SIEBEL, CAN WE HAVE YOU, UH, SLEEP SO WE CAN START? MR. YS IS READY TO GO FIRST. WHAT'S THAT? I SAID MR. YS IS READY TO GO FIRST. , ARE WE READY? GO. I HAVE TO GO. OH, YEAH, RIGHT AS YOU GO. YOU'RE NOT GONNA USE THE CARMEN LOUISE. OKAY. NO, I'LL ADD TO WHOEVER. CARMEN. LOUISE. UH, IS THAT FOOD THERE? UM, KYLE, IS THAT FOOD? YES, PLEASE. NO FOOD. 1, 2, 4. WELL, COOPER, WE NEED TO, WHERE'D SHE GO? DID YOU GET A SCORE? I DID. SHE, SHE WENT TO CHECK ON, UH, THESE TWO. WE DON'T NEED, WE HAVE FIVE. WE DON'T NEED IT. WE'LL START. WELL, WE CAN'T UNTIL SHE COMES BACK. NOW I'LL BE BACK. I GOTTA CHECK ALL SOMETHING TOO ACTUALLY CAN, I'M GONNA START TYING PEOPLE DOWN THE CHAIRS IN A MINUTE. THANKS FOR PUTTING THIS. UH, MIKE, CAN YOU SEE IF YOU, NO MIC. , CAN WE SPEAK TO YOU HERE? UM, OFFICIALLY IN THE ROOM. THIS MEETING OF THE ES COUNTY BOARD OF COMMISSIONERS IS HEREBY CALL TO ORDER. THIS MEETING IS BEING LIVE STREAMED IN ADDITION TO TAKING PLACE IN PERSON. MADAM CLERK, PLEASE CALL THE RULE COMMISSIONER COOPER HERE. EXCUSE ME. COMMISSIONER VICE PRESIDENT COOPER. STILL HERE. . COMMISSIONER GILL? HERE. COMMISSIONER GRAHAM? HERE. COMMISSIONER LUCIANO. HERE. COMMISSIONER, UH, MERCADO. ABSENT. COMMISSIONER RICHARDSON. HERE. COMMISSIONER SIEBEL. HERE. COMMISSIONER MARY THOMAS. ABSENT. COMMISSIONER PRESIDENT POMAR. I'M JUST GONNA ASK FOR A MOMENT OF SILENCE FOR THOSE THAT WE'VE LOST SINCE THE LAST TIME WE CAME TOGETHER. THANK YOU. I HAVE BEFORE ME CERTIFICATION FROM THE CLERK THAT THIS MEETING IS IN COMPLIANCE WITH THE OPEN PUBLIC MEETINGS ACT. WE'LL MOVE ON TO THE APPROVAL OF TRANSCRIPTS. MADAM CLERK, ARE THERE ANY TRANSCRIPTS TO BE APPROVED? UH, NO. MR. PRESIDENT, THERE ARE NONE. THANK YOU, MADAM CLERK, ARE THERE ANY TOPICS FOR DISCUSSION? NO. MR. PRESIDENT? THERE ARE NONE. OKAY. SO LET'S MOVE ON TO PUBLIC COMMENT. TONIGHT'S MEETING IS A COMBINED CONFERENCE BOARD MEETING, AND WE WILL VOTE ON EVERY ITEM ON THE AGENDA. SO IF THERE'S ANY MEMBER OF THE PUBLIC WHO WOULD LIKE TO COMMENT ON AN AGENDA ITEM ONLY, PLEASE COME TO THE MICROPHONE AND STATE YOUR NAME AND AFFILIATION FOR THE RECORD. YOU'LL HAVE THREE MINUTES TO SPEAK. THERE WILL BE TIME LATER IN THE EVENING FOR PUBLIC COMMENT ON ANY OTHER ITEMS. SO I ASK YOU, PLEASE LEAVE YOUR COMMENT AT THIS TIME TO AGENDA ITEMS ONLY. OKAY, [01:10:01] MADAM CLERK, LET THE RECORD REFLECT THAT THERE'S NO ONE HERE WISHING TO SPEAK AT THIS TIME. SO LET'S MOVE ON TO ORDINANCES, EXCUSE ME, ORDINANCES AND INTRODUCTION ON INTRODUCTION OF FIRST READINGS. MADAM CLERK, DO WE HAVE ANY ORDINANCE OR RESOLUTIONS, UH, FOR INTRODUCTION OR FIRST READING, MR. PRESIDENT? WE HAVE NONE. OKAY. DO WE HAVE, UH, ANY, ANY ORDINANCE ON SECOND READING AND PUBLIC HEARING FOR LISTING PURPOSES ONLY? UH, MR. PRESIDENT, WE HAVE NONE. OKAY. MADAM CLERK, DO WE HAVE ANY ORDINANCE OR RESOLUTIONS FOR LISTING? I'M SORRY WE DID THAT ALREADY. DO WE HAVE ANY, UH, ORDINANCE OR RESOLUTIONS ON SECOND READING FOR PUBLIC HEARING TONIGHT? NO. MR. PRESIDENT. OKAY. MADAM CLERK, LET'S MOVE ON TO RESOLUTIONS ONE AND TWO, WHICH ARE FROM THE DIVISION OF YOUTH SERVICES. WE'LL BE READ INTO THE RECORD AT A LATER TIME. MR. JACKSON? UH, GOOD EVENING, MR. PRESIDENT. GOOD EVENING. UH, RESOLUTION NUMBER ONE IS FROM OUR DEPARTMENT OF CITIZEN SERVICES, AS YOU SAID, UH, DIVISION OF YOUTH SERVICES. THIS IS ACCEPTING A GRANT FROM THE STATE OF NEW JERSEY IN AMOUNT OF $1,970,090 FOR THE JUVENILE JUSTICE COMMISSION FOR STATE COMMUNITY PARTNERSHIP. UH, THIS IS A STATE REQUIRED ACCEPTANCE RESOLUTION THAT RELATES TO ITEM, UH, NUMBER 45 THAT'S COMING UP, UH, LATER IN THE AGENDA. AND, UH, WARDEN, UH, BIFF IS GONNA HANDLE NUMBER TWO. OKAY. THANK YOU. GOOD EVENING, WARDEN. GOOD EVENING, SIR. WARREN BIFF, ESSEX COUNTY JUVENILE DETENTION CENTER HERE ON BEHALF OF THE RESOLUTION, UH, AT THE DETENTION CENTER FOR, UH, THE FOOD SERVICES CONTRACT. UH, THE VENDOR GOURMET DINING CURRENTLY PROVIDES, UH, FOOD SERVICES FOR ALL OF THE RESIDENTS INSIDE OF OUR FACILITY. OKAY. SO THIS IS AN EXTENSION OF EXISTING CONTRACTS, IS THAT CORRECT? UM, NO, THIS A NEW, THIS IS A NEW CONTRACT. IT'S A NEW CONTRACT. I'M SORRY. YEAH. MARCH. I I WAS ONE AHEAD. SORRY. THANK YOU, MR. PARLOVE. ANY QUESTIONS? UM, WARDEN? GOOD. UH, GOOD AFTERNOON. I'M SORRY I DON'T HAVE MY, UH, BACKUP IN FRONT OF ME TODAY. HOW DOES, HOW DOES, UH, THIS CONTRACT PRICING COMPARE TO THE PRIOR ONE FOR THESE SERVICES? I'M GONNA REFER TO, UM, MR. JACKSON, BUT I BELIEVE IT'S, UH, IT WAS CLOSELY AMOUNT OF THE PREVIOUS CONTRACT WITH GOURMET DINING AND THEY WERE ALSO THE LOWEST BIDDER. UH, YES, THAT'S CLOSE. THIS IS ACTUALLY ON AN ANNUAL BASIS, UM, VERY CLOSE. OKAY. BECAUSE I OBVIOUSLY, YOU KNOW, JUST, UH, ANECDOTALLY THERE'S BEEN A LOT OF INCREASES IN FOOD COSTS AND OTHER COSTS. SO I WAS WONDERING HOW MUCH OF A PERCENTAGE INCREASE WE MAY HAVE GONE UP. MR. MC, ANY QUESTIONS? I HAVE NO QUESTIONS. COMMISSIONERS. ANY QUESTIONS ON ONE AND TWO? YES. COMMISSIONER SEABOLD. I HAVE A QUESTION WARDEN FOR NUMBER TWO. ARE YOU SATISFIED WITH THE FOOD THEY'RE PROVIDING? I KNOW THAT THEY, THEY WERE THE LOWEST RESPONSIVE AND RESPONSIBLE BIDDER, OR ARE YOU SATISFIED WITH THE FOOD THEY'RE PROVIDING? UH, YES, WE ARE. AND WE HARDLY RECEIVE ANY COMPLAINTS ABOUT THE PORTION SIZE OR THE QUALITY OF FOOD FROM THE RESIDENTS WHO ARE ACTUALLY RECEIVING THE FOOD. THANK YOU. I'M GLAD TO HEAR THAT. THANKS MR. MCINERNEY. YEAH, THERE, THERE IS SOMETHING IN THE DECISION MEMORANDUM THAT INDICATES THAT THE SPENDING, UM, THE CONTRACT AWARD LAST YEAR WAS, UM, $989,670 FOR THE PERIOD OF TWO YEARS. UM, AND SO, UH, AND THEN OF THAT, THE AMOUNT EXPENDED WAS 697,000. CORRECT. SO THAT, SO THAT WAS FOR TWO YEARS. SO IF YOU, SO I, I WOULD SAY THAT THIS CONTRACT WENT UP CONSIDERABLY. WELL, THIS IS A THREE YEAR, THAT WAS A TWO YEAR. I KNOW, BUT EVEN IF YOU EXTRAPOLATE NO, IF YOU I'M TWO, I JUST IDENTIFY YOURSELF BECAUSE WE'RE, I'M SORRY, MR. JACKSON. GO AHEAD, FRANK. I'M SORRY. UH, EVEN IF YOU EXTRAPOLATE, UH, THREE YEARS OUT OF THE TWO YEARS, IT WOULD BE SOMEWHERE LESS THAN A MILLION AND A HALF DOLLARS AS OPPOSED TO 1,000,008. WELL, THE, UNLESS I'M READING SOMETHING. WELL, THE LAST CONTRACT WAS ESSENTIALLY A MILLION DOLLARS A YEAR. RIGHT. AND THIS IS A THREE YEAR CONTRACT, SO, RIGHT. SO A IT WAS A MILLION A YEAR OR FOR TWO YEARS? A MILLION FOR THE, FOR THE TWO YEARS. SO IF YOU TAKE HALF OF THAT, IT'S A MILLION, A MILLION AND A HALF. MILLION AND A HALF. SO IT'S, IT'S 1,000,009. YEAH, IT'S A $400,000 INCREASE. IT'S FAIRLY, UM, YOU KNOW, I'M, THAT'S JUST EXTRAPOLATING MM-HMM. I'M NOT SAYING THAT'S SCIENTIFIC WAY OF DOING IT, BUT I THINK WE SHOULD PROBABLY, UM, AT LEAST UNDERSTAND WHAT THE, WHAT, WHY THERE IS A SUBSTANTIAL INCREASE TO THAT DEGREE. I'M SORRY, MR. COL, MR. UH, JULIUS COLT, PURCHASING DIRECTOR, THIS WAS THE SECOND TIME WE WENT OUT TO BID. THE FIRST TIME WE HAD RECEIVED NO BIDS THE SECOND TIME. UH, THIS VENDOR WAS THE ONLY BIDDER [01:15:01] IN THAT PARTICULAR CASE. SO, UM, YOU KNOW, WHEN YOU LOOK AT THE PRICING, IT'S FAIRLY COMPETITIVE. WHAT'S OUT ON THE STREET RIGHT NOW? IS IT SIMPLY A MATTER OF PRICING HAS GONE UP OVERALL? OR IS IT A DIFFERENT, UH, TYPE OF FOOD SERVICE THAT JUSTIFIES THE COST? I KNOW IT'S A DIFFERENT VENDOR. DO THEY DO THINGS DIFFERENTLY OR PROVIDE DIFFERENT SERVICES OR FOOD? ANY DIFFERE? NO. I, I, THIS IS A SIMILAR, THIS IS THE SAME VENDOR WHO HAS BID IN THE PAST, BUT OVERALL FOOD SERVICE HAS GONE UP SIGNIFICANTLY. AND THAT'S WHY I BELIEVE THE CONTRACT PERIOD HAS GONE UP. AND, AND MR. PRESIDENT, IF I MAY 1ST MCINERNEY, UH, THE OTHER POINT IS THERE WAS, THERE WAS ANOTHER BID, IT WAS $22 MILLION. I DON'T KNOW WHAT THE SPECS WERE, BUT THE SECOND BID CAME IN CONSIDERABLY. I DON'T KNOW IF IT'S 2,000,002, BUT THIS SAYS 22,559,000. YES. THAT WAS A, A VENDOR WHO DOESN'T DO FOOD SERVICE. OKAY. SO THERE WERE NO OTHER BIDS OTHER THAN THIS BID. CORRECT. OKAY. SO THAT'S THE DILEMMA. OKAY. WHAT DID YOU LIKE TO ADD TO THAT, PLEASE? UH, WARDEN BAR CLIPS. SIR, IN ADDITION, I'D LIKE TO ADD THAT OUR POPULATION IS NEARLY DOUBLED IN THAT THREE YEAR TIME. ALRIGHT, THAT MAKES SENSE. THREE YEARS AGO, OUR POPULATION AVERAGE WAS BETWEEN 70 AND 75. OUR CURRENT POPULATION IS, UH, 1 54. OKAY. MR. PRESIDENT, THAT, THAT MAKES, THAT MAKES SENSE. THAT MAKES A LOT OF DIFFERENCE, I WOULD SAY. OKAY. IT MAKES IT A HECK OF A LOT. ALRIGHT, I SHOULD ASKED THAT. THANK YOU. THANK YOU, MARTIN. UH, COMMISSIONER, ANY QUESTIONS? COMMISSIONER RICHARDSON, IF I MAY, I WAS JUST TRYING TO GET BACK TO THIS, HOW REAL CLOSE IT WAS. AND YOU'RE SAYING IT IS $400,000 MORE AND I KEPT HEARING THAT IT'S VERY CLOSE TO THE PREVIOUS BID. DOESN'T SOUND VERY CLOSE TO ME. NO, IT'S NOT, IT'S NOT CLOSE TO THE BID. I, I, I'M JUST BASING MY COMMENT ON WHAT I HEARD. YEAH. BUT I, IF I MAY, MR. PRESIDENT, I, I'M LOOKING AT THE COST PER MEAL AND THAT THAT'S WHAT'S COMPARABLE. SO THE COST PER MEAL IS COMPARABLE. IT'S JUST THAT WE HAVE DOUBLE THE POPULATION NOW AND WE ARE THREE YEARS VERSUS TWO YEARS. SO I GUESS THAT IS WHY THE NUMBERS MAY AT THE VERY BEGINNING LOOK SOMEWHAT DISPROPORTIONATE. YEAH. OKAY. COMMISSIONER, VICE PRESIDENT COOPER. THANK YOU. WHAT MR. JACKSON, WHAT IS THE COST PER MILL? WHAT WAS IT BEFORE COMPARED TO WHAT IT IS NOW? UM, IT'S, UH, IT WAS A LITTLE, IT WAS A LITTLE BIT UNDER, UH, IT WAS $2 ROUGHLY. NOW IT'S TWO, UH, A LITTLE BIT MORE. I, I COULD GIVE THE GO, GO BACK AND GIVE THE EXACT NUMBERS. BUT FOR THIS, UM, YEAR, THIS CONTRACT IS $2, UH, UH, $2 AND, UH, NINE 20 CENTS, UH, FOR THE FIRST YEAR, $2 AND 35 CENTS FOR THE SECOND YEAR. AND $2 AND 50 CENTS FOR THE THIRD YEAR. IS IT COMMON FOR IT TO ESCALATE LIKE THAT? YES. EACH YEAR? YES. HOW DOES THIS CONTRACT COMPARE TO THE ADULT? UH, I, I CAN'T QUOTE, BUT I, I THINK THE PRICE PER MEAL MAY BE A LITTLE BIT LESS AT THE CORRECTIONAL FACILITY. 'CAUSE IT'S JUST MORE, MORE PEOPLE. IT'S MORE PEOPLE. YEAH. BUT I WOULD, WE CAN GIVE YOU THAT TOO. I JUST DON'T HAVE THAT OFF THE TOP OF MY HEAD. THE SECOND, THE SECOND VENDOR, IS THAT A ERROR? $22 MILLION JULIUS COLT TREE, UH, PURCHASING AGENT? NO, IT'S NOT AN ERROR. THIS, UH, PARTICULAR VENDOR, UH, COMES IN SIGNIFICANTLY HIGH ON A LOT OF BIDS THAT THEY BID ON. OKAY. THANK YOU. OKAY, WELL GOOD WORK NOW SELECTING THOSE GUYS. I APPRECIATE IT. SO, ALL RIGHT, COMMISSIONERS. ANY OTHER QUESTIONS? DO I HAVE A MOVER? NO, SIR. MOVED BY COMMISSIONER, VICE PRESIDENT COOPER. SECOND. SECOND. SECOND BY COMMISSIONER GRAHAM. ROLL CALL MADAM CLERK FOR ONE AND TWO. VICE PRESIDENT. COMMISSIONER COOPER? YES. COMMISSIONER GILL? YES. COMMISSIONER GRAHAM? YES. COMMISSIONER LUCIANO? YES. COMMISSIONER MERCADO. ABSENT. COMMISSIONER MURRAY THOMAS. ABSENT. COMMISSIONER RICHARDSON? YES. COMMISSIONER SIEBEL? YES. COMMISSIONER PRESIDENT EZ? YES. SO MOVED. OKAY, MADAM CLERK, LET'S MOVE ON TO RESOLUTION NUMBER THREE AND FOUR ARE, WHICH ARE FROM THE DEPARTMENT OF CORRECTIONS, AND THEY'LL BE READ INTO THE RECORD AT A LATER TIME. MR. JACKSON? UH, MR. COLTRANE? MR. PRESIDENT, THIS IS A CONTRACT AWARD TO ATLANTIC TACTICAL OF NEW JERSEY TO PURCHASE WINCHESTER BRAND RANGE NINE MILLIMETER LUGER HOLLOW POINT T SERIES AMMUNITION UNDER THE STATE CONTRACT, UH, 17 FLEET 0 0 7 3 2 IN THE AMOUNT NOT TO EXCEED $111,780. IT'S 600 CASES AT $186 AND 30 CENTS PER CASE. AND THIS COMPANY WAS IN COMPLIANCE WITH ALL THE COMMISSIONERS. RE RESOLUTIONS NUMBER FOUR IS THE SAME DEPARTMENT OF CORRECTIONS WARD TO SDA LAUNDRY TECH LLC TO PROVIDE LAUNDRY REPAIR SERVICE AT THE ESSEX COUNTY CORRECTIONAL CORRECTIONAL FACILITY, TWO YEAR CONTRACT EXTENSION IN THE AMOUNT NOT TO EXCEED $200,000 OPEN-ENDED AS NEEDED. OKAY, MR. PARLOVE? NO QUESTIONS. [01:20:01] MR. MCINERNEY? NO QUESTIONS. COMMISSIONERS. COMMISSIONER RICHARDSON TO YOU, MR. PRESIDENT. MR. COLTRANE, COULD YOU EXPLAIN TO ME WHEN OR IF AND WHY HOLLOW POINT BULLETS WILL BE NEEDED IN A CORRECTIONAL FACILITY THROUGH YOU, MR. PRESIDENT? I HAVE NO IDEA. THIS CAME FROM A PURCHASE ORDER FROM THE DEPARTMENT OF CORRECTIONS. WE WOULD HAVE TO GET BACK TO YOU, MR. COMMISSIONER. SO THIS IS NOT SOMETHING THAT THEY NEED IMMEDIATELY, IS IT? UH, NOT TO MY KNOWLEDGE. OKAY. SO I, I'D LIKE TO PULL THIS HOLD, HOLD IT UP TILL WE GET THOSE ANSWERS AND WHY THEY NEED HOLLOW POINT BULLETS IN A CORRECTIONAL FACILITY. MR. JACKSON IS, UH, WOULD YOU KNOW IF THIS IS CONSISTENT WITH THE PREVIOUS AMMUNITION? UH, YES. YEAH. YEAH. ALL ALL OF THE, THE ONES THAT WE'VE SEEN BEFORE WITH THE PROSECUTOR AND THE, AND THE SHERIFFS HAVE BEEN THE SAME, BUT I, I, I LIKE MR. COLT TRAY. UH, COMMISSIONER, I DON'T, I DON'T KNOW THE ANSWER. THE TECHNICAL. I, I DON'T KNOW. I, I, I'M LIKE, THERE'S NO WHAT? THAT I, I DUNNO. WE'RE GUESSING WE CAN, WE CAN FIND, I, I, I THINK THAT DO YOU MR. PRESIDENT, LIKE TO MAKE A MOTION TO ADJOURN THIS PARTICULAR ITEM? SIX MORE. SIX MORE TABLE I GUESS UNTIL THE NEXT MEETING. YOU WANT TO TABLE IT? WELL, YOU'D ADJOURN IT IF IT'S GOING TO ANOTHER MEETING. AND TABLE IT IF YOU WANT. TABLE IT. WELL TABLE IF YOU WANT IT LATER IN THE MEETING. NO ADJOURN. ADJOURN IT. WHATEVER THE NEXT DATE UNTIL, UNTIL WE GET THOSE ANSWERS. YEAH. WHAT'S THE MEETING? WHY THEY NEED HOLLOW POINT BULLETS IN A CORRECTION FACILITY WHEN THERE'S PROBABLY THE ONLY ONES WHO HAD, WHO ARE ARMED ORDER CORRECTION OFFICERS. RIGHT. SO IT WOULD BE A MOTION TO ADJOURN IT TO MARCH 6TH? YES. YES. JUST TO MR. JACKSON. YEAH. I DON'T KNOW. UM, COMMISSIONER, MR. PRESIDENT, COMMISSIONER, WE MAY BE ABLE TO GET THE ANSWER TO YOU BY THE END OF THE MEETING. I, WE HAVE TO CALL MR. UH, I'M GONNA INTERRUPT YOU. IT, IT'S STATE LAW. I THINK ALL LAW ENFORCEMENT IN NEW JERSEY HAVE TO HAVE HOLLOW POINTS. I, I KNOW IT DOESN'T SOUND LIKE A REASONABLE THING FOR FOLKS INSIDE A CORRECTIONAL FACILITY, BUT I'M JUST STATING FOR THE RECORD, I MEAN, NOT MY PERSONAL OPINION HERE. I BELIEVE THAT IT'S STATE LAW, BUT YOU'RE NOT A HUNDRED PERCENT SURE I'M ABOUT, SO LET'S GET THE, LET'S GET THE ANSWER. I AGREE. ALLOW 'EM TO GET THE ANSWER. OKAY. IF I, IF I MAY ALSO REMEMBER, THEY'RE, THEY DON'T CARRY THE FIREARMS IN THE FACILITY. THEY, SO THEY'RE NOT, THIS IS WHEN THEY'RE OUTSIDE OF THE FACILITY 'CAUSE THEY DON'T CARRY WEAPONS. SO IF I CAN MAKE WEAPONS, IF I CAN MAKE A RECOMMENDATION, IF YOU WANNA HOLD IT FOR NOW, AND IF THE ANSWER DOESN'T SURFACE BY THE END OF THE MEETING, THEN WE CAN ADJOURN IT TO THE MARCH 6TH MEETING. IF IT'S NOT ANSWER TO SATISFACTION, THAT'S, IS THAT, IS THAT A AMEN TO YOU COMMISSIONER? THAT'S OKAY. SO WHY DON'T WE, WE'RE GONNA, WE'RE GONNA TABLE THIS FOR THE MOMENT. WE'RE GONNA SKIP NUMBER FOUR, MR. JACKSON. UH, SINCE WE HAVE A FULL AGENDA, WE STILL HAVE SOME TIME. PERHAPS YOU CAN HAVE YOUR TEAM SEE IF WE CAN GET AN ANSWER TO THAT. YES, SIR. AND LET'S, UH, CONFIRM IF THE, IF I UNDERSTAND, GIMME A MOMENT. LET'S CONFIRM AND SEE IF IT IS A STATE LAW THAT THIS IS THE TYPE OF AMMUNITION THAT LAW ENFORCEMENT IS REQUIRED TO KEEP OR ANYTHING LIKE THAT. SO WHY DON'T YOU WORK ON THAT? WE'LL MOVE ON NUMBER THREE. SO FOR THE TIME BEING COMMISSIONERS, WE'RE GONNA WORK ON NUMBER THREE. NUMBER THREE IS THE VOTE. I'M SORRY. IT, UH, WE'RE GONNA WORK ON, UH, NUMBER FOUR IN REVERSE. MY APOLOGIES. THANK YOU MADAM CLERK, FOR THE CLARIFICATION. SO WE'RE GONNA, WE'RE GONNA HOLD NUMBER THREE FOR THE MOMENT WHILE WE GET SOME UPDATES. WE'RE GONNA TAKE ANY OTHER QUESTIONS ON NUMBER FOUR AT THIS POINT. COMMISSIONER, VICE PRESIDENT COOPER. THANK YOU MR. PRESIDENT. I WANT TO KNOW WHY IS THERE NO ONE HERE FROM CORRECTIONS? WE HAVE EMPLOYEES, OTHER EMPLOYEES THAT'S SITTING HERE, AND PERHAPS WE SHOULD TAKE THEM FIRST SINCE THEY'RE HERE. UM, AND GIVE THE ADMINISTRATION TIME TO GET AN ANSWER FOR CORRECTIONS. BUT WE TYPICALLY HAVE SOMEBODY HERE TO ANSWER SOME OF THESE QUESTIONS. UH, AND THAT'S, UH, MY RESPONSIBILITY COMMISSIONER, UM, DIRECTOR CHARLES IS IN A, A CONFERENCE IN, UH, TRENTON. UM, AND, AND I SAID WE WOULD BE ABLE TO, WE WOULD BE ABLE TO HANDLE IT SINCE HE WAS ABLE TO GET BACK IN TIME. UH, THAT'S MY, THAT'S, THAT'S ON ME. OKAY. THAT FOR, FOR CORRECTIONS. OKAY. WAY TO FALL ON THE YOU. ALRIGHT. SO, UH, ANY OTHER QUESTIONS ON NUMBER FOUR? ALRIGHT. DO I HAVE A MOVER FOR NUMBER FOUR ON LAUNDRY SERVICES? I MOVE. I'LL SECOND IT. MOVE BY COMMISSIONER GRAHAM. SECOND BY COMMISSIONER LUCIANO. WE WILL CALL MADAM CLERK. COMMISSIONER SIEBEL. YES. COMMISSIONER RICHARDSON. YES. COMMISSIONER MARY THOMAS. ABSENT. COMMISSIONER UH, MERCADO ABSENT. COMMISSIONER LUCIANO? YES. COMMISSIONER GRAHAM? YES. COMMISSIONER GI? YES. COMMISSIONER VICE PRESIDENT COOPER? YES. COMMISSIONER, PRESIDENT POMAR? YES. SO MOVED. OKAY. LET'S MOVE ON TO NUMBER FIVE, WHICH [01:25:01] IS FROM THE SUPERINTENDENT OF ELECTIONS, COMMISSIONER OF REGISTRATION, WHICH WILL READ INTO THE RECORD AT A LATER TIME. MR. JACKSON? UH, THANK YOU, MR. PRESIDENT. THIS IS A TWO YEAR EXTENSION OF A CONTRACT WITH, UH, TWO MOVERS FOR ELECTION MACHINES. UM, MAIN STREET MOVERS AND, UM, BEST SHIPPING EVER. UH, BEST SHIPPING EVER IS HANDLING REGION A AND, UH, MAIN STREET MOVERS REGION B IN A AMOUNT NOT TO EXCEED $400,000. AGAIN, THIS IS A TWO YEAR, UM, EXTENSION. UM, IT CONSISTS OF, UH, UH, A PRICE PER MACHINE AND THEN A $75,000 ALLOWANCE FOR UNFORESEEN SERVICES. THANK YOU. MR. MCINERNEY. NO QUESTIONS. MR. PARLOVE? UH, YES. MR. JACKSON, JUST A QUICK QUESTION. ALL THE MACHINES ARE HELD IN ONE LOCATION, CORRECT? THEY JUST, THE MOVERS ARE JUST GOING OUT TO THROUGH YOU. MR. PRESIDENT, REGION A AND REGION. THAT IS CORRECT. OKAY. OKAY. THANK YOU. COMMISSIONERS. ANY QUESTIONS? DO I HAVE A MOVER? MOVE IT. MOVE BY. COMMISSIONER RICHARDSON. SECOND. SECOND. SECOND BY COMMISSIONER GRAHAM. ROLL CALL CLERK FOR NUMBER FIVE. COMMISSIONER VICE PRESIDENT COOPER? YES. COMMISSIONER GILL? YES. COMMISSIONER GRAHAM? YES. COMMISSIONER LUCIANO? YES. COMMISSIONER RICARDO. ABSENT. COMMISSIONER MURRAY THOMAS. ABSENT. COMMISSIONER RICHARDSON? YES. COMMISSIONER SIEBEL? YES. COMMISSIONER PRESIDENT OMAS? YES. SO MOVED. ALL RIGHT. LET'S MOVE ON TO RESOLUTION SIX THROUGH EIGHT, WHICH ARE FROM THE DEPARTMENT OF PARK RECREATION AND CULTURAL AFFAIRS, WHICH WILL BE READ INTO THE RECORD AT A LATER TIME. MR. JACKSON? UH, MR. ZAS. AND WE DID GET AN ANSWER. UM, MR. PRESIDENT, UH, AND COMMISSIONER? THE, THE, UH, IT IS, IT IS A STATE LAW REQUIREMENT, UM, AS COMMISSIONER LUCIANO SAID, AND IT HAS BEEN LONGSTANDING LAW THAT THEY HAVE TO BUY THAT TYPE OF, OF, UH, ANY AMMUNITION. OKAY. AND IS THAT CONFIRMATION IS FROM THE DEPARTMENT OF CORRECTIONS. ANY, OKAY. YOU'VE BEEN AROUND HERE LONG ENOUGH, YOU START TO REALIZE YOU ARE A QUA, A LAW ENFORCEMENT OFFICER TOO, AREN'T YOU? THANK YOU COMMISSIONER LUCIANO FOR YOUR EXPERTISE. WELL, I, I WILL PUT THE EXPLANATION ON THE RECORD. SO THERE'S A DIFFERENCE BETWEEN HOLLOW POINTS AND BALL AMMO. AND THE REASON WHY THEY WANT LAW ENFORCEMENT AGENTS TO CARRY HOLLOW POINTS WHILE THEY'RE MORE LETHAL, THEY ALSO DO NOT GO THROUGH FURNITURE AND PEOPLE AND HIT INNOCENT BYSTANDERS. SO BASICALLY WHERE THE SHOT GOES IS WHERE IT ENDS. BALL AMMO SEEMS TO TRAVEL AND IT COULD GO. AND UNFORTUNATE CIRCUMSTANCES IS WHEN LAW ENFORCEMENT USED TO CARRY BALL AMMO, THEY WOULD AIM AT A TARGET, WHATEVER IT WAS, AND THAT WOULD GO THROUGH IT AND THEN IT WOULD TRAVEL INTO INNOCENT CIRCUMSTANCES, UNFORTUNATELY. SO I'M NOT A, A FAN OF, I MEAN THE AVERAGE PERSON, THE REGULAR JOHN Q PUBLIC CITIZEN CANNOT CARRY HOLLOW POINTS. SO THERE IS SOMETHING TO BE SAID ABOUT THAT. RIGHT. THAT'S THAT THESE ARE ILLEGAL AMMUNITION, BUT FOR SOME REASON THEY WANT LAW ENFORCEMENT TO CARRY IT. ALRIGHT. THANK YOU FOR THE CALL. THAT'S JUST THE EXPLANATION. COMMISSIONER RICHARDSON, DO YOU, MR. PRESIDENT? SO BASED ON WHAT YOU JUST SAID, THAT IT WON'T HIT AN INNOCENT BYSTANDER THAT'S TAKEN INTO CONSIDERATION THAT THE PERSON WITH THE GUN ACTUALLY SHOOT STRAIGHT , RIGHT? CORRECT. AND I BELIEVE IT'S STATE LAW TWICE A YEAR, EVERY LAW ENFORCEMENT AGENT HAS TO QUALIFY. I I GET THAT. BUT SHOOTING AT A TARGET IS DIFFERENT THAN SHOOTING AT SOMEBODY THAT'S SHOOTING BACK AT YOU. OH, AGREED. YEAH. ALRIGHT, LET'S, UH, WHY DON'T WE MOVE ON AND LEAVE THE DEBATE ON TARGET PRACTICE FOR THE LAW ENFORCEMENT AT THIS POINT. 'CAUSE IT REALLY IS NOT GERMANE TO YOU. MR. ZAS, YOU'RE STILL HERE RELATIVELY EARLY. UH, JOSHUA ZAS ESCA PARKS. I HOPE I BECOME AN EXPERT IN THE PARK SYSTEM AS, UH, COMMISSIONER LUCIANO IS WITH AMMO. I THINK YOU GOT IT COVERED. I THINK YOU'RE ALL, YOU'RE IN GOOD SHAPE. GO AHEAD. YOU'RE ALL READY. UH, NUMBER SIX IS, UH, RESOLUTION, UH, APPROVING SLASH ACCEPTING THE RECREATION OPEN SPACE INVENTORY FOR FILING WITH GREEN ACRES. UH, THIS IS A BIT OF HOUSEKEEPING. UH, GREEN ACRES REQUIRES, UH, WHAT WE CALL A ROSSI. AGAIN, IT STANDS FOR RECREATION OPEN SPACE INVENTORY. IT'S BASICALLY A, UH, LIST OF ALL PROPERTIES OWNED BY THE, UH, ESSA COUNTY PARKS DEPARTMENT. UH, AGAIN, THIS IS SOMETHING THAT, UH, GREEN ACRES REQUIRES IN ORDER FOR US TO MOVE FORWARD WITH, UH, APPLICATIONS. NUMBER SEVEN IS A CONTRACT AWARD, UH, TO AMERICAN WOOD CARVING FOR THE DESIRED AND FABRICATION OF CUSTOM ILLUMINATING SIGNS, UH, EXERCISING THE 24 MONTH OPTION AMOUNT NOT TO EXCEED $350,000. UH, SIMPLY THIS IS, UM, THERE'S VARIOUS SIGNS THROUGHOUT THE PARK SYSTEM. THESE SIGNS SPECIFICALLY ARE, UH, HISTORICALLY THEY'VE BEEN USED OVER AT THE SOUTH MOUNTAIN RECREATION COMPLEX. UH, THEY'D BE THE SIGNS YOU'D SEE IN FRONT OF SOME OF THE EXHIBITS. THEY'D BE THE SIGNS, UH, THE BANNERS YOU SEE ALONG THE PARKING DECK ON NORTHFIELD AVENUE OR THE ARENA. THEN NUMBER EIGHT IS A CONTRACT AWARD TO GSP PROPERTIES FOR MAINTENANCE AND RESTORATION OF CUSTOMIZING GRAVE [01:30:01] SIGNS, EXERCISING THE TWO MONTH EXTENSION NOT TO EXCEED $440,330. THESE SIGNS ARE THE ONES YOU WOULD SEE, UH, ON THE ENTRANCEWAYS OF MOST OF OUR PARKS AND RESERVATIONS. THEY'RE, UH, THE HAND CARVED WOODEN SIGNS. UH, SO THAT'S THE DIFFERENCE BETWEEN THE TWO SIGNS. BOTH SIGNS, BOTH CONTRACTS ARE, UH, FOR EXCLUSIVE USE OVER FOR THE PARKS DEPARTMENT. UM, BUT THOSE ARE THE TWO DIFFERENT TYPES OF SIGNS WE USE, UH, HENCE THE TWO DIFFERENT CONTRACTS. I'M HAPPY TO ANSWER ANY QUESTIONS THE BOARD MAY HAVE. THANK YOU MR. MCINERNEY. NO QUESTIONS MR. PARVA? NO QUESTIONS. COMMISSIONERS, ARE YOU UNSURE? ARE YOU GONNA ASK OR NOW SOME OF IS A REPEAT. SO I ASK THE VENDOR NOT BE BROUGHT TO YOU TODAY BECAUSE THEY'VE BEEN HERE IN RECENT PAST, IF THAT'S WHAT THE QUESTION IS, MR. PRESIDENT, THAT ABSOLUTELY IS MY QUESTION. OKAY. UM, FOR ITEM TWO, WE JUST AWARDED A $1.8 MILLION CONTRACT AND THERE'S NO VENDOR HERE. AND I UNDERSTAND THAT WE MAY HAVE, UM, AWARDED A CONTRACT TO THAT VENDOR BEFORE, BUT IT'S A 1.8 MILLION CONTRACT. THAT'S THE NEXT ONE. NO, NUMBER TWO THAT WE JUST DID. OH, NUMBER TWO. I THOUGHT YOU MEANT THAT'S A LOT OF MONEY AND THE VENDOR SHOULD BE ABLE TO APPEAR BEFORE US FOR FIVE MINUTES. SOME OF THE QUESTIONS THAT WAS ASKED HERE TODAY, THE VENDOR COULD HAVE A ANSWERED THOSE QUESTIONS. WE COULD HAVE, BUT RIGHT NOW WE'RE ON SIX THROUGH EIGHT. I KNOW, BUT MY POINT STILL IS, I, I UNDERSTAND WHAT YOUR POINT IS AND I, AND I UNDERSTAND THAT. AND WHEN THE, UH, ADMINISTRATION ASKED ME ABOUT IT, I TOLD 'EM IT WOULD BE OKAY FOR A REPEAT VENDOR THAT CAME RECENTLY NOT TO COME BACK. THAT'S OKAY. WE'VE DONE IT IN THE PAST AND IT'S SOMETHING THAT, YOU KNOW, WE WILL PROBABLY CONTINUE TO DO ON REPEAT. ANY QUESTIONS ON SIX THROUGH EIGHT? MOVE BY COMMISSIONER SEBO. SECOND. I'LL SECOND. SECOND BY COMMISSIONER LUCIANO. ROLL CALL. MADAM CLERK SIX, SEVEN AND EIGHT. UH, COMMISSIONER SIEBEL? YES. COMMISSIONER RICHARDSON. YES. COMMISSIONER MARY THOMAS. ABSENT. COMMISSIONER MECADO. ABSENT. COMMISSIONER LUCIANO? YES. COMMISSIONER GRAHAM? YES. COMMISSIONER GILL? YES. COMMISSIONER VICE PRESIDENT COOPER? YES. COMMISSIONER PRESIDENT TOMORROW? YES. SO MOVED. PRESIDENT, I'M SORRY. I WOULD COMMISSIONER JUST LIKE, I WOULD JUST LIKE TO THANK YOU FOR MOVING JOSH SAINT SO THAT HE'S FINISHED AT FIVE 30 INSTEAD OF HAVING TO WAIT FOR THE END OF THE MEETING. , I'M SURE, I'M SURE JOSH IS MORE APPRECIATIVE THAN YOU ARE, SO THANK YOU. MR. IS THERE MAY WE CAUGHT HIM OUT THE DOOR ALREADY. HE'S ALREADY ON HIS WAY OUT, SO THANK YOU. COMMISSIONER S NOW HE'LL BE NICE TO ME AT THE OPEN SPACE TRUST FUND. ADVISE THESE WORK MEETINGS. JEFF, NOW YOU HAVE TO BE NICE TO COMMISSIONER SIEBEL AT THE OPEN SPACE TRUST FUND MEETINGS. OKAY. . SHE LIKES STARK CHALK . THANK YOU. ALL RIGHT. MAD O' CLERK. UH, THAT'S AN AMOUNT NOT TO EXCEED $40,000. I CAN TELL YOU WE WILL NOT NEED THAT AMOUNT. WE JUST WON THAT CASE. ON SUMMARY JUDGMENT LAST WEEK, THAT CASE HAS BEEN DISMISSED WITH PREJUDICE. SO FIRM DID AN EXCELLENT JOB ON THAT MATTER. UM, SO THAT WON'T APPEAR ON OUR LIST GOING FORWARD. UH, NEXT MATTER IS, UH, 2120, WHICH [01:45:01] IS ALSO THE CSG FIRM. UH, THIS IS THE, AN INVESTIGATION BY THE ATTORNEY GENERAL'S OFFICE. UH, WE HAVE TO RETAIN OUTSIDE COUNSEL. IT'S AN AMOUNT NOT TO EXCEED $10,000. UH, I BELIEVE, I DON'T THINK THEY'RE GOING FORWARD 'CAUSE WE'VE SPENT $675 ON THE MATTER SO FAR. I DON'T THINK THERE REALLY THE, THE INVESTIGATION IS GOING FORWARD. UH, NUMBER 21 IS, UH, THESE ARE FOR VARIOUS DISCIPLINARY MATTERS, UH, FOR THE CSG FIRM. THIS IS THE MATTER WHICH I DISCUSSED WITH ALL OF YOU. WHEN WE HAD A LAWYER LEAVE THE FIRM. I ASKED THE FORMER COUNTY COUNSEL, COULD SHE HELP OUT. UH, SHE AGREED TO DO IT. THAT'S WHAT WE'RE NOW HAVE HIRED ANOTHER LAWYER. SO WE'RE TAKING THOSE CASES BACK FROM THE FORMER COUNTY COUNCIL. UH, AND, AND I BELIEVE WE WILL NOT BE HOPEFULLY SPENDING THAT, THAT AMOUNT. UH, NUMBER 22 IS FOR THE, THIS IS AN ANNUAL CONTRACT FOR THE CONNELL FOLEY FIRM. UH, THIS IS, UM, HELPING US WITH CONTACT NEGOTIATIONS, UH, BASED ON ISSUES WITH REGARD TO THE COUNTY CORRECTION FACILITY. UH, IT'S A, A CONTRACT AMOUNT, NOT EXCEED $40,000. UH, SAME THING WITH NUMBER 15. FOR THE HATFIELD SPORTS MATTER. WE HAVE A CONFLICT ON THIS MATTER. UM, THERE IS A DEFENDANT WHO CANNOT BE REPRESENTED BY THE COUNTY COUNSEL OFFICE. WE'RE REPRESENTING BOTH THE, THE COUNTY AND ALL OF THE OTHER DEFENDANTS, BUT WE'RE NOT ABLE TO REPRESENT FOR ETHICAL REASONS. THIS DEFENDANT, UH, WE'VE ASKED THE HATFIELD SCHWARTZ, UH, FIRM TO COME IN TO REPRESENT THIS SPECIFIC, UH, DEFENDANT, AND THEY'VE AGREED TO DO SO. UH, NEXT MATTER IS NUMBER 26. THIS IS INGINO, UH, TAYLOR. UH, THESE ARE, THESE ARE ON COMMITMENT HEARINGS. UH, IT'S A, UH, CONTRACT AMOUNT OF, UH, NOT TO EXCEED $17,000 THE WAY THE ONE MENTAL HEALTH HEARINGS WORK. THEY ARE BIWEEKLY HEARINGS. THE FIRM HAS PAID $650 A DAY FOR THE SERVICES TO THE COUNTY. UH, NEXT MATTER, 27 INGINO. UH, TAYLOR, UH, THIS IS A MATTER WHERE IT'S ALLEGED THAT THE PROSECUTOR'S OFFICE, UH, HAD CERTAIN VERY VALUABLE PROPERTY, AND THEY SHOULD HAVE HAD EXERCISED BETTER CARE AND CONTROL OF THAT PROPERTY. IT WAS DESTROYED. UH, AND THE, THE FIR, UH, SINO TAYLOR IS NOW REPRESENTING US ON THAT, ON THAT MATTER. UH, THIS, THIS CASE, UH, IS AGAIN, WE'RE IN DISCOVERY. UH, SAME THING WITH, UH, NUMBER 28 IN TERMS OF, UH, STATUS. UH, THIS IS SINO TAYLOR. UM, THIS IS A PEDESTRIAN THAT WAS HIT CROSSING THE STREET NEAR OUR PARK AND VERY, VERY BADLY INJURED. UH, THEY'RE REPRESENTING US ON THIS, ON THIS MATTER. THIS MATTER IS IN DISCOVERY. INITIAL MEDIATION HAS BEEN SCHEDULED, NO TRIAL DATE. UH, NUMBER 29 IS ENGLISH TAYLOR. AGAIN, UH, THIS IS A MATTER, UM, WHERE WE HAVE A SHOOTING DEATH AND THEY'RE REPRESENTING ONE OF THE DEFENDANTS IN THIS MATTER. AND THIS, THIS MATTER IS NOT TO EXCEED $35,000. WE'VE HAD CASE MANAGEMENT. WE'VE HAD WHAT WE HAVEN'T, ANY SETTLEMENT CONFERENCES. THIS 33 WAS MCELROY. 34 IS MCELROY, UH, ALSO, AND NOW I WAS ON, UH, 35. WE'RE ON 34. 30. 34. FOUR THEODORE DE BLASSIO, CORRECT? YES. THANK YOU. UH, MATTER IS, UH, MCELROY. IT'S, UH, THEORE DE BLASIO VERSUS X COUNTY HOSPITAL CENTER. THIS IS AN ALLEGATION OF, UH, OF LAW AGAINST DISCRIMINATION. MAXIMUM AMOUNT OF THE CONTRACT, $40,000. UH, WE'RE IN WR, WE'RE IN WRITTEN DISCOVERY. UH, NO DEPOSITIONS ARE SCHEDULED, AND NO TRIAL DATE NUMBER 35, MS. MCELROY, UH, DEUTSCH, UH, THIS IS A MATTER WHERE THERE'S ALLEGED THAT CERTAIN INDIVIDUALS ARE OWED MONEY FOR OVERTIME FOR USE OF THEIR CELL PHONES. UH, THE, UM, NOT TO EXCEED AMOUNT IS $40,000 WE'RE IN WRITTEN DISCOVERY. DEPOSITIONS ARE, ARE TO BE SCHEDULED, AND THERE'S NO TRIAL DATE. NUMBER 36 IS, UH, THIS IS EDWARD ESPOSITO VERSUS THE COUNTY OF ESSEX. AGAIN, THIS IS WHERE A, UH, SHERIFF'S OFFICER HAS ALLEGED THAT HE IS DUE OVERTIME FOR THE USE OF HIS CELL PHONE. UH, THE, THIS IS THE MCELROY DEUTCHE FIRM IS REPRESENTING US. CONTRACT COME OUT NOT TO EXCEED $40,000. AGAIN, WRITTEN DISCOVERY DEPOSITIONS HAVE TO BE SCHEDULED ON THIS NO TRIAL DATE. NUMBER 37, PYRO ZINA IS THE NAME OF THE LAW FIRM. THEY'RE GOING TO REPRESENT US, UH, TO, FOR COLLECTION OF UNPAID FINES AND PENALTIES. THEY'RE DOING IT ON A CONTINGENT FEE BASIS. THEY WILL RECEIVE ONE FOURTH OF ALL FINES AND PENALTIES RECOVERED WITHOUT THE NECESSITY OF, OF APPEARING, UH, TO PROCEED TO IN COURT. IF THEY HAVE TO GO TO COURT AND TRY THE MATTER. THEY WILL THEN GET ONE THIRD OF ALL FINES AND PENALTIES RECOVERED THROUGH THIS COURT PROCEEDING, OF COURSE, AFTER DEDUCTION OF ALL COSTS OF LITIGATION. UH, AND I THAT IS A VERY FAIR AND REASONABLE CONTINGENT MATTER FOR THIS TYPE OF MATTER. ONE QUARTER OR ONE THIRD. NEXT MATTER IS NUMBER 38. THIS IS PYRO, UH, ZITA. UH, THIS IS, UH, A, UH, A PERSONAL INJURY MATTER, UH, WHERE AN INDIVIDUAL WAS HIT BY A SHERIFF'S OFFICER BY, BY A CAR, BY A SHERIFF'S OFFICER. UH, AND, UH, THIS, THEY'RE REPRESENTING US. SO THE NOT TO EXCEED MATTER, NOT TO EXCEED PRICE OF $40,000, JUST IN CASE WE HAVE PARTIALLY COMPLETED THE DEPOSITIONS, BUT NO TRIAL DATE HAS BEEN SET. UH, NEXT MATTER IS THE FIRM, UH, NUMBER 39. THIS IS THE FIRM OF RE RAY RAYON COUGHLIN. UH, AND THIS IS, UH, ABDUL AHHA VERSUS, UH, THE ES COUNTY SHERIFF'S DEPARTMENT. THIS IS A, A, A SHOOTING DEATH. UH, THIS, THIS MATTER, UH, IS IN, UH, THERE'S A SETTLEMENT CONFERENCE SCHEDULED FOR MARCH 22ND. UH, THEN WE'LL, WE'LL GO FOR EXPERT DISCOVERY. AND THERE'S NO TRIAL DATE SET. NUMBER 40 IS THE RODRIGUEZ LAW FIRM. THEY, THEY REPRESENT THE COUNTY ON DOMESTIC VIOLENCE CUSTODY HEARINGS. UH, THEY WORK FOR A CONTRACT AMOUNT OF $300 A DAY. UH, HEARINGS ARE HELD ONCE A MONTH. AND, UH, UM, AND THAT'S, THAT'S, UH, THEY HAVE BEEN DOING THIS FOR THE COUNTY FOR SOME TIME. NUMBER 41 IS FOR THE LAW FIRM OF WALSH . UH, THIS IS, UH, A SIGNIFICANT ASSAULT AT THE CORRECTION FACILITY, [01:55:01] JS ON BOYD, WHICH I KNOW MANY OF YOU RECOGNIZE THAT NAME, UM, THAT, UH, THE CONTRACT CANNOT NOT EXCEED $60,000. UH, WE'RE IN THE STATUS OF DISCOVERY, UH, AND DEPOSITION. NO TRIAL DATE HAS BEEN SET IN THAT MATTER. UH, WE THEN GO TO NUMBER 42. NUMBER 42, UH, IS THE WORKERS' COMPENSATION MATTER. AND LET ME GO OVER ALL THREE IF I MAY. WE HAVE THE LAW FIRMS OF, UH, HOLD ON. SECOND KA. MR. MR ST. JOHN. EXCUSE ME, MR. PRESIDENT, JUST ONE MORE REGISTER. 41. UH, DID YOU SAY 60,000? WHAT I HAVE IS 70 OH, ON NUMBER 41, THE QUESTION IS, YOU, YOU KNOW WHAT THAT WOULD, UH, I, IT'S MY MISTAKE BECAUSE I HAVE 60,000 IN CONTRACT AMOUNT AND 70,000 WRITTEN NEXT TO IT. SO I THINK LET'S, IT'S A NOT TO EXCEED AMOUNT WITH YOUR INDULGENCE. LET'S, WE'RE NOT, WE'RE NOT ONLY GONNA SPEND WHAT WE NEED. CAN WE MAKE IT $70,000? THAT'S WHAT I HAVE. OKAY. OKAY. THANK YOU ALL VERY MUCH. THANK YOU, COMMISSIONER RICHARDSON. THANK YOU, COMMISSIONER. OKAY. NOW TO THE WORKERS' COMPENSATION MATTERS, UH, WE HAVE, WHAT NUMBER ARE WE ON? WE ARE ON 42, 42 FOR THE RECORD, WE'RE ON 42. WE HAVE THREE FIRMS THAT REPRESENT THE COUNTY ON WORK COMP, WORK COMP, WORKERS COMPENSATION MATTER, ANO AND DEANO, JAMES JUDE LYA, AND JOHN H. WATSON. UH, THE, THESE ATTORNEYS ARE ALL UHON, CAMANO AND DEANO. DEANO IS A NOT TO EXCEED AMOUNT OF $50,000. PLAYA IS A NOT TO EXCEED, UH, OF $75,000. THAT'S NUMBER 43, CORRECT? YES. THANK YOU. AND, UH, WATSON IS A NOT TO EXCEED, UH, OF 25,000. I WANT, AND THAT'S NUMBER 44. SO YOU, THOSE, THOSE NUMBERS THAT EXPLAIN TO YOU HOW THEY ARE COMPENSATED, ALL THREE FIRMS ARE COMPENSATED EXACTLY ALIKE. THEY GET $500 TO OPEN THE WORKERS' COMPENSATION CASE. IN OTHER WORDS, ALL THE PAPERWORK, OPEN A FILE, GET EVERYTHING ORGANIZED, AND THEN IF THEY HAVE TO, AND THEN TO CLOSE THE CASE, IN OTHER WORDS, TO FINISH THE WORK IN COMPENSATION MATTER, THEY GET AN ADDITIONAL $500. SO THEY WOULD GET, IF YOU TAKE OPENING 500 AND FINISHING THE MATTER, IF THEY'D GET A THOUSAND DOLLARS PER WORKER'S COMPENSATION CASE. NOW, IN, IN SPECIAL CIRCUMSTANCES, IF THERE WAS A HIGHLY CONTESTED WORKERS' COMPENSATION MATTER, UH, SAY THERE WERE FACTUAL ISSUES THAT HAD TO BE TRIAL, WE WOULD HAVE THE DISCRETION TO PAY THEM A HUNDRED DOLLARS AN HOUR FOR THAT ADDITIONAL WORK. BUT THAT'S HOW ALL THREE FIRMS ARE, ARE COMPENSATED. IF THAT SAID, MORE THAN HAPPY TO ANSWER ANY QUESTIONS. THANK YOU, MR. ST. JOHN. THANK YOU, MR. MR. MCINERNEY. WE ARE NOW DISCUSSING 15 THROUGH 44. YES. UM, AS FAR AS, UH, RATES GO, CAN YOU GIVE US AN AVERAGE OR, OR IS THERE A SET RATE PER HOUR THAT THESE FIRMS CHARGE OTHER THAN THE WORKERS' COMP CASES OR THE OTHER CASES WHERE IT'S FIXED? YES. WELL, THE, THE COUNTY OFFERS A RATE TO LAWYERS OF $150 AN HOUR. THAT'S OUR NORMAL RATE. AND I WOULD HAVE THE DISCRETION TO GO TO $200 AN HOUR ON THINGS LIKE FEE SHIFTING MATTERS, WHERE IF WE LOSE THE CASE, WE HAVE TO PAY THE OTHER SIDE OF THE LAW, UH, LAWYERS AS WELL, OR VERY COMPLICATED MATTERS WHERE I THINK WE, UH, WE NEED SOMETHING MORE THAN WHAT WE NORMALLY HAVE. THOSE TWO, THOSE TWO AMOUNTS, $150 OR $200 ARE FAR, FAR BELOW NORMAL LEGAL FEES. AND I'LL BE FRANK WITH YOU, I'VE HAD SEVERAL FIRMS NOW THAT SAY, THANK YOU VERY MUCH. I'VE ENJOYED WORKING WITH THE COUNTY, AND I DON'T WANT, I DON'T WANT TO REPRESENT THE COUNTY ANY LONGER. WHEN IT BECOMES A CRITICAL ISSUE WHERE, WHERE I CAN'T GET FIRST QUALITY LAWYERS TO REPRESENT THE COUNTY, I'M GONNA COME BACK TO YOU AND TELL YOU THAT UP TO THAT POINT IN TIME, I'M GONNA STICK WITH THE ONE 50 AND THE 200. BUT THE DAY IS COMING VERY SOON, I BELIEVE. OKAY. THANK YOU. UM, WITH REGARD TO SETTLEMENTS OF SUITS, I DON'T KNOW, WE, WE HAVE A LINE ITEM IN OUR BUDGET FOR SETTLEMENT OF SUITS. IS THERE ANYTHING THAT YOU ARE AWARE OF RIGHT NOW THAT WOULD, THAT WOULD THROW THAT OUTTA WHACK OR WOULD BE INACTIVE? YOU KNOW, MR. ERDI, UH, WE HAVE SEVERAL, PERHAPS HIGH MATTER, HIGH, HIGH SETTLEMENT MATTER CASES, AND, BUT WE HAVE EXCELLENT DEFENSES IN THEM. ALSO, HOWEVER, YOU HAVE RISK REWARD RATIOS THAT SHOULD WE PAY $400,000 TO SETTLE A CASE WHERE THE POTENTIAL [02:00:01] LIABILITY TO THE COUNTY IS $2 MILLION, EVEN THOUGH WE HAVE A SIGNIFICANT CHANCE OF WINNING THE CASE. SO THE, THE, THE JUDGMENTS THAT WE'RE GONNA HAVE TO MAKE, WELL, WE HAVE, WE HAVE SEVERAL CASES. UH, SOME OF THE, THE HIGH PROFILE ONES THAT WE ALL KNOW ABOUT, UH, WE HAVE OTHER ONES, UH, THAT ARE LAW OF DISCRIMINATION, SEXUAL HARASSMENT MATTERS THAT ARE, UH, ON, ON PAPER, UH, MAY HAVE SOME SIGNIFICANT EXPOSURE TO THE COUNTY, BUT THE FURTHER WE GET INTO 'EM ARE MATTERS, I THINK WE MAY BE SUCCESSFUL ON IT. SO, AND, AND, AND A LOT OF THESE CONTRACTS ARE FOR, LIKE, WE LOOKED AT LABOR GRIEVANCES. SOME OF 'EM AREN'T CASES AT ALL. SOME OF THEM ARE JUST LEGAL WORK. SO, SO WE HAVE, WE HAVE GRIEVANCE MATTERS. UH, THAT'S A SIGNIFICANT PORTION OF THE WORK WORKS, BUT, BUT THAT'S DONE PRIMARILY IN HOUSE. RIGHT. OKAY. THANK YOU VERY MUCH. THANK YOU MR. MCINERNEY. MR. PARLO, NO ADDITIONAL QUESTIONS, COMMISSIONER MR. QUESTIONS? OKAY. WE HAVE A MOVER FOR 15 THROUGH 44. I'LL MOVE IT. MOVE BY. COMMISSIONER SIEBOLD SECOND. MOVED BY COMMISSIONER. MADAM CLERK, DO WE HAVE ANY ADDED STARTERS, UH, MR. PRESIDENT? WE HAVE DON'T SEE ANY. NONE. OKAY, GREAT. THANK YOU. UH, OKAY, SO LET'S MOVE ON TO REPORTS OF BOARD COMMITTEES, COMMISSIONERS. YOU HAVE ANY REPORTS ON BOARD COMMITTEES? DO YOU HAVE ANY LEGISLATIVE REPORTS, ANY WRITTEN COMMUNICATIONS? UNFINISHED BUSINESS, ANY NEW BUSINESS? OKAY. MADAM CLERK, LET'S GO TO PUBLIC COMMENT. IF THERE'S ANY MEMBER OF THE PUBLIC WHO WOULD LIKE TO COMMENT ON ANY MATTER, PLEASE COME TO THE MICROPHONE AND STATE YOUR NAME, ADDRESS THE AFFILIATION FOR THE RECORD. YOU HAVE THREE MINUTES TO SPEAK. SEEING A WHOPPING [02:10:01] NONE, MADAM CLERK, LET THE RECORD REFLECT THAT THERE'S NO ONE HERE WISHING TO SPEAK AT THIS TIME. COMMISSIONER COMMENTS, JUDGE. COMMISSIONERS, DO YOU HAVE ANY COMMENTS YOU'D LIKE TO ADD AT THIS TIME? COMMISSIONER RICHARDSON. I JUST WANT, UH, THE RECORD TO REFLECT THAT SINCE YOU'VE BEEN PRESIDENT, THERE HASN'T BEEN NOT ONE PERSON FOR PUBLIC COMMENT. AND I DON'T KNOW WHAT HAPPENED WHEN IT CHANGED. CHECK THE BOX ON IT JUST AIN'T RIGHT, . IT FEELS RIGHT TO ME. I'M GOOD. NO, I'M GOOD. THANK YOU. YOU DON'T HAVE TO FIND SOMEONE TO COME AND COMPLAIN, BUT I DON'T WORRY THAT THEY WILL COME. I'M SURE. BUT, BUT I, I, I JUST WANT TO ASK ABOUT THE DISPARITY STUDY. WHY WILL IT BE READY, UM, THROUGH YOU FOR PRESIDENT? THE DISPARITY STUDY, WE ACTUALLY MET ABOUT IT, UH, TODAY. UH, I WOULD SAY, UH, ENDED END OF THE MONTH, FIRST WEEK, FIRST WEEK OF MARCH. WE WANT TO HAVE SOME THIS YEAR. THIS YEAR. WE WANTED TO HAVE SOME, WHAT WE WANTED TO LOOK AT, UM, WHEN THE STATE, YOU KNOW, STATE ISSUED THIS REPORT. SO WE'RE LOOKING AT SOME, PUTTING TOGETHER SOME COMPARISON TO THAT, TO, TO INCLUDE THAT IN THE DOCUMENT. SO IT COULD TAKE A LITTLE BIT MORE TIME. BUT I END OF THE MONTH, UH, FIRST WEEK OF MARCH, YOU KNOW, THE END OF THE MONTH IS NEXT WEEK, RIGHT? YES, SIR. YOU DID MEAN THIS MONTH, RIGHT? ? I DID. ALL RIGHT. JUST, I DID. OKAY. CHECK. THANK YOU, SIR. COMMISSIONER RICHARDS, IS THERE ANYTHING ELSE? NO, I'M GOOD. OKAY. THANK YOU. ANY OTHER COMMENTS? COMMISSIONERS, COMMISSIONER LUCIANO? UH, I JUST WANNA MAKE A COMMENT ON, UM, OUR EVENT NEXT WEEK. WE WILL BE HIGHLIGHTING THE NEW COMMUNITY CENTER AT THE CHERRY BLOSSOM WELCOME CENTER. SO WE WANT TO THANK THE ADMINISTRATION FOR HELPING SET THAT UP WITH OUR CLERK AND OUR BOARD. UM, WE'RE, WE'LL BE PREPARED IN THE FUTURE TO TAKE OUR MEETINGS ON THE ROAD, BUT NOW WE'RE GONNA TAKE OUR SPECIAL EVENTS ON THE ROAD. SO WE HAVE OUR IRISH HERITAGE NEXT WEDNESDAY NIGHT IN BRANCH BROOK PARK COMMISSIONER. CORRECT ME IF I'M WRONG, BUT I BELIEVE WE'RE IN FOR A TREAT WITH DAN AND A LOT OF ENTERTAINMENT. IS THAT CORRECT? THANKS TO OUR CLERK. WE HAVE EVERYTHING SET UP. YES. AWESOME. THANK YOU, SIR. IT'LL BE A GOOD TIME. I ALSO, UH, WANT TO ECHO OUR EXCITEMENT FOR BEING, UH, AT THE NEW FACILITY. I'M SURE IT'S GONNA BE VERY WELL RECEIVED. IT'S A BEAUTIFUL LOCATION. COMMISSIONER GILL. THANK YOU, MR. PRESIDENT. THE OTHER HALF OF THE IRISH CONTINGENCY. THAT'S RIGHT. . UM, JUST THROUGH YOU, MR. PRESIDENT, UM, DO WE HAVE ANY UPDATE ON, UM, THE CONTRACT ISSUES WITH OUR SHERIFF'S DEPARTMENT? I BELIEVE, UH, WE DO. MR. JACKSON, IF YOU WOULD LIKE TO ADDRESS, PLEASE? UH, YES. THROUGH YOU, MR. PRESIDENT, UM, WE HAVE, UM, THE, WE HAVE GOT A DECISION ON THE, WITH THE CORRECTIONS SUPERIORS, UM, AND, AND, UH, ARBITRATION AWARD THERE, THERE, UM, AND THE OTHER TWO UNIONS FILED FOR, UH, BINDING INTEREST ARBITRATION YESTERDAY. SO THAT'LL BE GOING THROUGH THAT PROCESS. THAT'S, UH, UM, 90 DAYS FROM WHENEVER, UH, PERC RELEASES IT. AND WE, THAT, THAT HASN'T BEEN DONE YET. SO, UM, I WOULD SAY PROBABLY THOSE WILL BE DECIDED SOMEWHERE IN MAY, JUNE TIMEFRAME FOR THE TWO SHERIFF'S OFFICES THAT JUST FILED THE JOB. THEY JUST FILED. AND, UM, THE, THE, THE, ALSO TOO, THE, I BELIEVE THE SUPERIORS, CORRECTIONAL AND SUPERIORS, THE, THE, THE AWARD THAT WAS DONE FOR THE LAST ONE WAS FOR THREE YEARS. AND I BELIEVE THE, UM, CORRECTIONS SUPERIORS WILL FILE FOR, OR IF THEY HAVEN'T ALREADY, WILL FILE FOR, UH, INTEREST ARBITRATION FOR THE FINAL THREE YEARS OF THAT, OF THAT FOR THE YEARS 21, 22, AND 23. SO, SUM IT UP. EVERYTHING IS UNDER, UH, INTEREST ARBITRATION AT THIS POINT. AND WE ALSO, I SHOULD ADD, WE'RE ALSO CONTINUING TO HAVE DISCUSSIONS WITH, UM, UH, THE OTHER UNIONS ON 24 AND FORWARD. UH, PLEASE, COMMISSIONER MIGUEL THROUGH YOU, MR. PRESIDENT. UM, AND, AND ARE THE, UM, I GUESS MY QUESTION IS HOW ARE THE, HOW ARE THE DETAILS OF THAT COMMUNICATED TO THE BOARD ? UM, THE, I BELIEVE THE, UH, THE LEADERSHIP HAS A COPY OF THAT DECISION. UH, AND, AND, OKAY. UH, I, I BELIEVE MR. UH, I, I BELIEVE THE LEADERSHIP HAS A COPY OF IT AND, AND ITS GONNA DISTRIBUTE IT OKAY. TO THE BOARD. WE'RE HAPPY TO DISTRIBUTE WHATEVER INFORMATION WE HAVE WHEN WE CAN SEND TO THE FULL BOARD. I, I WAS UNDER THE IMPRESSION THAT THE ENTIRE BOARD GOT IT, BUT THAT'S FINE TO SHARE WITH THE ENTIRE BOARD. YEAH. YOU, MR. PRESIDENT, MY QUESTION WAS JUST, YEAH. SO THERE'S NO [02:15:01] LEGAL, UM, I GUESS I'LL ASK TO OUR COUNSEL, THERE'S NO LEGAL REASON THAT THIS COULDN'T BE SHARED WITH THE, WITH THE BOARD OR THE, OR WHAT'S IN THE DECISION? NO, I DON'T THINK, NO, I THINK ONCE IT'S A DECISION IS RENDERED, IT'S, IT'S A PUBLIC DECISION. GOT IT. SO THE TERMS OF THE, THE, SO THE TERMS OF THE ARBITRATION, LET ME READ IT JUST TO MAKE SURE IT'S NOT THE SAME AS A COURT DECISION. RIGHT. SO LET ME, I'LL, I'LL TAKE A LOOK AT IT AND I'LL YEAH, I'M, I'M ASKING, I GUESS A MORE BASIC QUESTION THROUGH, UH, THROUGH MR. PRESENT FOR OUR COUNSEL, WE JUST, WE HAVE A DECISION ON SOMETHING THAT'S BEEN A MAJOR ISSUE. AND I'M NOT SAYING THAT ANY OF IT WAS DONE FOR ANY NEFARIOUS REASONS, AND I DON'T WANNA SPEAK FOR THE REST OF MY COLLEAGUES, BUT I HAVE NO IDEA WHAT THE TERMS OF THE DECISION ARE. YEAH, I THINK IT, SO IF THERE, SO IF THERE IS A DECISION, THERE'S A DECISION TO BE MET, I THINK THE BOARD WOULD WANT TO BE INFORMED OF IT. YEAH. I BELIEVE THIS DECISION IS IT CORRECT. MR. JACKSON? AND THIS DECISION WAS JUST RENDERED, IS IT FRIDAY, UH, AFTERNOON OR EVENING, OR, YEAH, THIS IS VERY RECENT. YEAH. OR VERY RECENT WEEKS. SO, UH, MR. COMMISSIONER GILL THROUGH, UH, SO WHY DON'T WE DO THIS? WHY DON'T WE HAVE MR. PARVE YOUR REVIEW AND FORWARD TO, UH, JUST TO ENSURE THAT WE'RE NOT IN VIOLATION OF ANY TERMS THAT WE SEND IT TO THE FULL BOARD? IS THAT, IS THAT, YEAH, I DON'T THINK THERE'S ANY REASON IT CAN'T GO. OKAY. THANK YOU. THANKS, MR. RESIDENT. NO, NO PROBLEM. OF COURSE. ANY OTHER COMMISSIONER RICHARDSON? JUST, JUST A COMMENT THROUGH YOU, MR. PRESIDENT. SO NOW I UNDERSTAND WHY THERE'S NO ONE HERE. . ANY OTHER COMMENTS? COMMISSIONER, VICE PRESIDENT COOPER. THANK YOU. MR. JACKSON. I WANNA MAKE SURE I HEARD YOU CORRECTLY. WE GOT A DECISION LAST WEEK. YES. THE ONE UNION THAT WE FILED. AND DID YOU SAY THAT THE OTHER TWO UNIONS FILED FOR INTEREST ARBITRATION? DID I HEAR THAT CORRECT? THE, THE OTHER, THE SHERIFF'S RANK AND FILE AND THE SHERIFF'S SUPERIORS FILED AS WELL. AND, UM, I BELIEVE THE, UH, SUPERIOR CORRECTION, I MEAN, UM, SUPERIOR CORRECTIONS WILL FILE FOR INTEREST ARBITRATION FOUR YEARS, 2020, UH, 21, 22, AND 23. THE DECISION THAT THE ARBITRA ARBITRATOR MADE WITH, FOR, BASED ON WHAT WE FILED, WAS FOR THREE YEARS. SO THERE'S A REMAINING THREE YEARS. SO, UM, I ANTICIPATE THAT THEY WILL FILE FOR, UH, FOR THAT, OR THEY, BOTH PARTIES HAVE A RIGHT TO APPEAL, UM, TO APPEAL THE DECISION, UH, IF, IF, IF E EITHER PARTY WISHES TO AS WELL, THE, THE, THE DECISION AFFECTING THE FIRST THREE YEARS, 18, 19, 20. SO COMMISSIONER GIL, UH, THEN WITHOUT THE BENEFIT OF SEEING IT, UM, HAS THE ADMINISTRATION THREE MR. BEEN TAKEN A POSITION OR DO YOU PLAN TO APPEAL THE DECISION? UH, WE, WE HAVE NO, WE HAVE NO REASON TO APPEAL. OKAY. WE HAVE NO REASON FOR APPEAL. OKAY. THANK YOU, SIR. OKAY. OKAY. ANY OTHER COMMENTS, COMMISSIONERS, BEFORE WE CLOSE? WE'RE ALSO, UH, AS COMMISSIONER LUCIANO MENTIONED EARLIER, WE'RE GONNA BE TAKING SOME NO, BUT NOT ALL OF OUR EVENTS ON THE ROAD. HOPEFULLY THEY'RE A LITTLE BIT EASIER TO MOVE THAN MEETINGS, ALTHOUGH WE WILL HAVE A FEW MEETINGS ON THE ROAD AS WELL. UM, THE WOMEN'S EVENT IN, UH, MARCH ON THE 13TH WILL BE HELD AT THE GLEN RIDGE WOMEN'S CLUB, AND THEY'RE AMONG THE HONOREES AND I, I CAN'T REMEMBER THE LAST TIME THE COMMISSIONERS DID AN EVENT IN GLEN RIDGE. I DON'T KNOW IF MY COLLEAGUE, BUT IT'S, UH, IT'S BEEN SOME TIME. SO AT LEAST MY SEVEN YEARS, I DON'T THINK WE'VE EVER DONE SOMETHING THERE. SO IT'D BE A NICE, UH, DEPARTURE FROM THAT. MR. PRESIDENT, COMMISSIONER, UH, MARY THOMAS, IF I MAY, YOUR, YOUR REMARKS, UM, MADE ME JUST WANT TO THANK THE CLERK, THE ENTIRE CLERK'S TEAM FOR A BEAUTIFUL BLACK HISTORY MONTH CELEBRATION FOR ALL THE COMMUNITY MEMBERS, COMMISSIONERS, COMMUNITIES, UH, AND FAMILIES THAT CAME OUT. IT WAS EXTRAORDINARY. UH, THE OUR WAY ORGANIZATION WAS EXTRAORDINARY. WHAT A BEAUTIFUL WAY TO CLOSE OUT BLACK HISTORY MONTH AS WE COME INTO WOMEN'S HISTORY MONTH. SO THANK YOU FOR YOUR WORK AND THE ENTIRE TEAM. ALRIGHT, OTHER QUESTIONS? MOTION TO ADJOURN. SO MOVED. MOVED. SECOND. ALL IN FAVOR? AYE. AYE. SECOND SEASONS HERE. HANG UP. YEAH. YEAH. I'VE BEEN CURIOUSLY. * This transcript was created by voice-to-text technology.
