[00:00:17] THE OTHER PART YOU CAN DO TO WATCHING ON TV. UH, MY NAME IS LEN LUCIANO AND I'M THE DE UH, EXCUSE ME. I AM THE ESSEX COUNTY DISTRICT FOUR COMMISSIONER. I HAVE BEEN SERVING IN THIS ROLE FOR 13 YEARS, UH, AND IT'S A PRIVILEGE AND HONOR TO SERVE AS A COUNTY COMMISSIONER AS THE LEGISLATIVE BRANCH HERE AT THE COUNTY. UH, OUR DAILY, UH, DAY-TO-DAY FUNCTIONS ARE TO TAKE CARE OF OUR COUNTY FACILITIES, INCLUDING THIS BEAUTIFUL, UH, HALL OF RECORDS, OUR COURTHOUSE. WE TAKE CARE OF COUNTY ROADS, COUNTY PARKS, AND RECREATIONAL FACILITIES. WE ALSO OVERSEE THINGS SUCH AS ELECTIONS. WE OVERSEE, UH, SERVICES SUCH AS THE COUNTY CLERK'S OFFICE WHERE THEY HANDLE PASSPORTS AND VOTER REGISTRATION. UM, BUT THE THING THAT REALLY, UM, HUMBLY IS THE MOST IMPORTANT WITH OUR COMMISSIONER BOARD THAT WE DO IS WE LIKE TO HONOR OUTSTANDING ACHIEVEMENTS WITHIN ESSEX COUNTY IN OUR COMMUNITY. WHETHER THAT'S FROM STUDENTS OR OTHER FOLKS THAT HAVE ACHIEVED GREAT THINGS LIKE WE ARE HERE FOR TONIGHT. UM, SO THAT BEING SAID, AND BEFORE I GO ANY FURTHER, UH, I WOULD LIKE FOR YOU TO KNOW THAT MY COMMISSIONER, COLLEAGUES, AND THERE'S NINE OF US, HAVE SENT THEIR REGARDS. I'M HOPING BEFORE THE END OF THIS, MAYBE ONE OR TWO OF THEM WILL SHOW UP, BUT THERE ARE NINE OF US. OUR COMMISSIONER PRESIDENT IS CARLOS PALMER, WHO HAILS FROM BLOOMFIELD, AND OUR VICE PRESIDENT IS TEMI COOPER WHO HAILS FROM EAST ORANGE. SO, WITHOUT FURTHER ADO, I AM HONORED TO INTRODUCE THE BASKETBALL SUPERSTAR OF EAST SIDE HIGH SCHOOL, ONE OF THE BEST YOUNG ATHLETES IN THE STATE, AND DEFINITELY HERE IN ESSEX COUNTY. LET'S PLEASE WELCOME KAMAYA NAPIER TO THE PODIUM. YEAH, COME RIGHT UP. COME ON UP. COME ON UP. SO THIS YOUNG WOMAN WAS BREAKING RECORDS ALL OVER THE PLACE, AND I'M SO EXCITED TO SEE WHAT THE FUTURE HOLDS FOR HER. LET ME JUST SHARE WITH YOU, UH, SOME OF THE BULLET POINTS THAT WILL BE IN THE SPECIAL ACCOMMODATION, WHICH I'LL PRESENT TO YOU IN A MINUTE, UH, ABOUT SOME OF YOUR ACHIEVEMENTS. KAMAYA IS THE DAUGHTER OF EAST SIDE HIGH SCHOOL ALUMNI ALAN BUSH AND LATASHA NAPIER. SHE ATTENDED HAWKINS STREET ELEMENTARY SCHOOL WHERE SHE FELL IN LOVE WITH THE GAME OF BASKETBALL. KAMAYA PLAYED BASKETBALL FROM FIFTH TO EIGHTH GRADE AND THEN TOOK HER TALENTS TO EAST SIDE HIGH SCHOOL. AT EAST SIDE. SHE PLAYED VARSITY ALL FOUR YEARS AND BECAME AN INSTANT SUPERSTAR. KAMAYA WAS NAMED FIRST TEAM ALL CONFERENCE THREE YEARS IN A ROW AND IS ON TRACK TO MAKE IT A FOURTH. SHE HAS RECENTLY BEEN NAMED A MCDONALD'S ALL AMERICAN NOMINEE AND A PHILADELPHIA ALL AMERICAN NOMINATE. KAMAYA MADE HISTORY AT EASTSIDE HIGH SCHOOL BY BECOMING THE FIRST GIRL IN SCHOOL HISTORY TO REACH A THOUSAND CAREER POINTS. LET'S GIVE IT UP. SHE FINISHED HER HIGH SCHOOL CAREER WITH 1,307 CAREER POINTS, PUTTING HER THIRD ALL TIME IN SCHOOL HISTORY. RECENTLY, SHE SET HER CAREER HIGH OF POINTS PER GAME AT 50, THE SECOND HIGHEST FOR A PLAYER IN THE STATE THIS SEASON. AND AGAIN, WHAT DID I TELL YOU? THIS YOUNG WOMAN IS DEFINITELY GOING PLACES. SHE'S ON TRACK, UM, NOT JUST HERE TONIGHT WITH HER ACHIEVEMENTS IN SPORTS, BUT FROM EVERYTHING THAT WE HAVE READ AND LEARNED ABOUT HER AND SPOKEN TO, TO STAFF [00:05:01] MEMBERS, INCLUDING TEACHERS AND COACHES AT EASTSIDE HIGH SCHOOL, THAT YOU'RE AN OUTSTANDING STUDENT AND YOU REALLY ARE A ROLE MODEL FOR ALL THE YOUNG GIRLS AND YOUNG STUDENTS THAT ARE COMING AFTER YOU. UM, I ALSO WOULD LIKE, YOU KNOW, TO, TO SPEND A MINUTE, UM, AND, AND RECOGNIZE I KNOW THAT YOUR FATHER AND COACH, UH, ARE THEY HERE TONIGHT? ARE THEY OKAY, BECAUSE I'M GONNA ALSO ASK THEM TO COME UP AND SAY A FEW WORDS, BUT BEFORE THEY DO, I'M GONNA GIVE YOU THE MIC AND AGAIN, NOT JUST THE AUDIENCE THAT WE HAVE HERE, BUT ALSO THE AUDIENCE, UM, THAT WE HAVE ON TV. 'CAUSE YOU WILL BE ON LIVESTREAM. SO GO AHEAD. THANK YOU. I WOULD LIKE TO SAY I'M SO HONORED TO RECEIVE THIS AWARD. IT WAS VERY WELL DESERVED. I PUSHED HARD THESE PAST FOUR YEARS TO GET TO MY GOAL OF A THOUSAND POINTS. I'M SO HAPPY TO BECOME THE FIRST GIRL AT EAST SIDE HIGH SCHOOL TO DO SO IT WAS FUN AND IT FEELS GREAT TO FEEL, IT FEELS GREAT FOR MY LEGACY THERE BECAUSE MY PARENTS ATTENDED THERE AND IT'S LIKE, IT'S GREAT TO HAVE THAT FOR THEM AND ME. IT WAS REALLY FUN. AWESOME. SO, YOU KNOW WHAT WE'RE GONNA DO? WE'RE WE'RE GONNA BRING YOUR MOM, YOUR DAD, AND THE ATHLETIC DIRECTOR UP, UM, YOU KNOW, ATHLETIC DIRECTOR, PATINO, UH, COACH BUSH. YOU WOULDN'T MIND COMING UP AND, AND YOUR MOM, WE'RE GONNA GET YOU ALL UP HERE 'CAUSE WE'LL TAKE, WE'LL TAKE PHOTOS WITH THE ENTIRE FAMILY AND EVERYBODY, BUT I WANNA GIVE EVERYBODY A CHANCE TO TALK ABOUT YOUR ACHIEVEMENTS. UM, YOU KNOW, WE KNOW THAT WE CAN NEVER TAKE AWAY WHAT YOU'VE ACCOMPLISHED, THEY, YOUR ACCOMPLISHMENTS. UM, BUT I WILL SAY THIS, YOU KNOW, WORKING IN SCHOOLS FOR A LONG TIME, A LOT OF STUDENTS THAT EXCEL, WHETHER IT'S IN ACADEMICS OR SPORTS, RIGHT, THEY HAVE TRAVELED A LONG PATH WITH PARENTS THAT HAVE TAKEN THEM TO PRACTICE, THAT HAVE WORKED WITH THEM AT HOME, YOU KNOW, THAT HAVE SPENT TIME ON WEEKENDS, YOU KNOW, MAKING SURE THAT YOU STAYED ON TRACK BECAUSE IT'S VERY EASILY EASY TO GET DISTRACTED IN THE WORLD WE LIVE TODAY. SO THAT'S WHY I REALLY DO WANT TO TURN IT OVER, UH, AGAIN, YOU KNOW, TO BOTH YOUR PARENTS TO HAVE AN OPPORTUNITY TO SPEAK ABOUT YOUR JOURNEY AND THE HOPES FOR YOUR FUTURE. UM, AND YOUR COACH, YOUR DAD, AND OF COURSE OUR ATHLETIC DIRECTOR. SO WHY DON'T WE FIRST START WITH, UH, ATHLETIC DIRECTOR PATINO, AND THEN WE'LL BRING THE PARENTS UP. HELLO EVERYBODY. MY NAME'S JUSTIN PATINO, UH, SECOND YEAR ATHLETIC DIRECTOR AT EAST SIDE HIGH SCHOOL. UM, I GOT THE WITNESS THE LAST, HER FINAL TWO SEASONS AT EAST SIDE HIGH SCHOOL. AND IT WAS A, IT WAS A JOY TO WATCH. UM, THE GAME COMES EASY TO HER. UM, SHE DEFINITELY WORKS HARD. SHE THROUGH THICK AND THIN WITHIN THE GAME, SHE CONTINUES TO BATTLE, UM, PICK UP HER TEAMMATES AND WAS LIKE I SAID, A PLEASURE TO WATCH AND WISH HER ALL THE BEST IN HER FUTURE ENDEAVORS. MOM, THAT WHOEVER WANTS TO COME UP AND SAY A FEW WORDS, WE KNOW WHAT THE TIME YOU PUT IN. WE KNOW HOW YOU DOING. MY NAME IS ALAN BUSH. LATASHA NAPIER. UM, I WOULD LIKE TO SAY THAT KAMAYA HAS SACRIFICED A LOT TO, TO GET TO WHAT SHE HAS NOW. UM, HER CHILDHOOD, SHE'S BEEN PLAYING SPORTS HER LIFE PLENTY OF TIMES. SHE WANTED TO GO OUT WITH HER FRIENDS AND SHE WANTED TO GO , RIGHT? SHE WANTED TO GO OUT, SHE WANTED TO GO AWAY, BUT, UM, WE KEPT AROUND TO, YOU KNOW, WORK ON HER CRAFT TO BETTER HER SKILL. UM, SHE'S A AMAZING KID. UM, GREAT, GREAT STUDENT AND YOU KNOW, WE JUST LUCKY TO HAVE HER. WONDERFUL. SHE MADE ME PROUD EVERY DAY, LIKE YOU SAID IT ALL, BUT I'M JUST SO PROUD. VERY, VERY GOOD. AS YOU SEE EVERYBODY HERE TODAY IS VERY PROUD OF YOU. I'M GONNA GRAB THIS FROM ADAM. UM, THIS IS YOUR ACCOMMODATION. UM, I'M GONNA END, YOU KNOW, WE'RE GONNA TAKE SOME PHOTOS, YOU KNOW, WE'RE GONNA, WE'RE GONNA END BY I, YOU KNOW, AND HERE'S WHAT I ALWAYS TELL, ESPECIALLY YOUNG STUDENTS THAT HAVE EXCELLED, IS PLEASE CONTINUE TO DO WHAT YOU'RE DOING. WE HOPE TO BRING YOU BACK HERE WITH SOME MORE ACCOMPLISHMENTS IN YOUR CAREER, WHEREVER YOU FEEL THAT YOU'RE GOING TO END UP NEXT. YOU KNOW, WHETHER THAT'S IN THE CAREER, IN JOB MARKET, WHETHER THAT'S IN SPORTS, ON A COLLEGIATE LEVEL SOMEWHERE. UM, BECAUSE YOUR ROOTS ARE ALWAYS GONNA BE HERE IN ESSEX COUNTY, YOU'LL HAVE AN ENTIRE BOARD. IF YOU EVER NEED ANY LETTERS OF RECOMMENDATION, UH, OR ANY REFERENCES, WE ARE HERE. UM, SO PLEASE DON'T HESITATE TO REACH OUT. UM, AND AGAIN, THIS IS ALL BASED ON EVERYTHING THAT YOU'VE ACCOMPLISHED AND WE'RE JUST PROUD TO HONOR YOU HERE TODAY. SO GOOD LUCK AND I'M GONNA GET SOME PICTURES WITH YOU GUYS. UM, AND THEN IF YOU HAVE ANY OTHER EXTENDED FAMILY OR FRIENDS YOU WANT TO BRING UP, SO I'M KIND OF GONNA SHUFFLE [00:10:01] IT LIKE THIS, PUT YOU AND WE'RE LOOK RIGHT HERE. AND THEN IF YOU WANT TO GET SOME PERSONAL PICTURES, YOU CAN COME UP WITH A CAMERA. YOU GUYS CAN COME UP HERE AND THEN YOU CAN JUMP IN. ALRIGHT. MELISSA, SMILE. I CAN TAKE WITH YOUR CAMERA IF YOU WANT. TWO MORE. LAST ONE. ALRIGHT, THANK YOU. ANYONE ELSE? WANT TO GET A PICTURE? DO YOU WANT ANYONE? [00:37:40] [00:37:42] VERY, [00:37:43] VERY [00:37:44] DAY. [00:37:45] YEAH, BUT I MEAN, THREE YEAR ON FOUR, CAN YOU, THANK YOU. IT CAN BE DONE REGARDLESS, BUT IT JUST MAKES IT EASIER IF THERE'S ANOTHER PERSON. YEAH. OKAY, MADAM CLERK, LET THE RECORD REFLECT THAT THERE IS NO ONE WISHING TO SPEAK AT THIS TIME. LET'S, UH, WE'RE GONNA MOVE OUT ORDER SO WE CAN TAKE RESOLUTION NUMBER 23, WHICH IS FROM THE DEPARTMENT OF PUBLIC WORKS, WHICH WOULD BE READ INTO THE RECORD AT A LATER TIME. GOOD EVENING, MR. JACKSON. GOOD EVENING, MR. PRESIDENT. MEMBERS OF THE BOARD, UH, MR. ANTONIO WILL HANDLE THIS ITEM. GOOD EVENING, MR. ANTONIO. UH, GOOD EVENING. DAVID ANTONIO, DEPARTMENT OF . ITEM NUMBER 23 IS THE APPROVAL OF A CHANGE ORDER. GO AHEAD, MR. ANTONIO. GOOD EVENING. DAVID ANTONIO. UH, ITEM NUMBER, UH, 23 IS THE APPROVAL OF A CHANGE ORDER TO TECHCON CONSTRUCTION'S CONTRACT TO RENOVATE THE PARK ADMINISTRATION'S BUILDING IN NEWARK. THIS CONTRACT MODIFICATION WILL ADD AN ADDITIONAL $1,673,439 TO THE EXISTING CONTRACT FOR A NEW, NOT TO EXCEED AMOUNT OF $12,378,134. THIS IS AN INCREASE OF ABOUT 16%. THIS ADDITIONAL [00:45:01] FUNDING IS NEEDED DUE TO THE UNFORESEEN CONDITIONS DURING CONSTRUCTION. AS MUCH AS THE CONSTRUCTION PLANS WERE DEVELOPED WITH THE BEST INFORMATION AVAILABLE AT THE TIME, IT WAS DURING CONSTRUCTION THAT CERTAIN ADDITIONAL UNKNOWN CONDITIONS BECAME KNOWN, SUCH AS ROD AND DECAY DUE TO WATER DAMAGE, THE PRESENCE OF LEAD IN CERTAIN LOCATIONS, AND MISSING STRUCTURAL SUPPORT MEMBERS. UH, PLEASE KNOW THAT THIS BUILDING WAS BUILT IN 1906. IT IS 118 YEAR OLD BUILDING, AND, UH, IT IS ONLY ONCE YOU START OPENING UP SURFACES LIKE CEILINGS, ROOFS AND, AND THE, AND, AND FLOORS THAT YOU START EXPOSING YOURSELF TO THINGS THAT WERE OBVIOUSLY NOT PICKED UP IN THE ORIGINAL PLANS. UH, ERIC FROM TECH AND CONSTRUCTION IS HERE, UH, TO BRIEFLY INTRODUCE HIS COMPANY AND ANSWER ANY QUESTIONS THAT THE BOARD MAY HAVE AS WELL. THANK YOU. SO, MR. ANTONIO, IT'S SAFE TO SAY THIS HISTORIC RESTORATION GOING ON AS WELL IN ADDITION TO JUST AN UPGRADE, WHICH CHANGES THE NATURE OF THE GAME A LITTLE BIT. THAT IS CORRECT. MR. UH, CHAIR, THANK. OKAY. LET'S HEAR FROM THE VENDOR SO YOU CAN JUST KIND OF TELL US WHAT HE'S EXPERIENCING, UH, AS A RESULT OF THE CHANGE ORDER. GOOD EVENING. YES, GOOD EVENING. I'M ERIC FROM TECHON CONSTRUCTION. ERIC, CAN YOU TELL US, UH, A LITTLE BIT ABOUT WHAT WAS UNEXPECTED THAT YOU FOUND UNEXPECTEDLY WHEN YOU STARTED THE PROJECT HERE OF REQUIRING THIS CHANGE ORDER? SURE. JUST A HIGH LEVEL, UH, OVERVIEW. SURE. WHEN WE STARTED PROJECT, ACTUALLY, UH, A LOT OF UNFORESEEN CONDITION ARRIVED, MEANING LIKE, UH, THE JOINTS WERE SHOWING SOME OF THE WALLS WE HAVE TO DEMO AND, AND WE HAVE LIKE A TERRA COTA CMU BLOCKS, FOR EXAMPLE. AND THIS TERRACOTTA CMU BLOCKS, THEY ARE HOLLOW. I'M, I'M SORRY. THEY ARE HOLLOW AND, AND NOBODY CAN TELL WHEN YOU'RE NOT GONNA OPEN THE WALLS. THEY HOLLOW. SO WHEN WE START OPENING THE WALLS MORE AND MORE AND MORE ON A LOT OF DIFFERENT PLACES, UH, WE FIND THE TERRACOTTA, WHICH THEY WAS USING LIKE I WOULD SAY 150 TO 200 YEARS AGO, THEY DON'T PRODUCE THAT BLOCK ANYMORE. SO THEY ALL HOLLOW, WHICH WHEN YOU'RE NOT GONNA OPEN THE WALL, YOU'RE NOT GONNA SEE IT WHEN YOU'RE GONNA OPEN THE WALL AND YOU HAVE TO PUT STRUCTURAL BEAMS TO IT, AND WITH THE ANCHORS, WITH THE EPOXY, BASICALLY. SO YOU CAN'T, BECAUSE YOU CAN ATTACH TO THE EMPTY PLACE OR SPACE, EXCUSE ME. SO WE HAVE TO DAM THE WALLS, REBUILD THE WALLS WITH THE REGULAR CMU BLOCKS, FILL SOLID WITH THE, UH, MORTAR, WITH THE REBAR, WITH THE ANCHORS, PROPER ANCHORS. SO, SO WHEN YOU PUTTING, UH, STRUCTURE STEEL CROSS TO IT, BASICALLY YOU PUT INTO THE SOLID PLACE AND LOT OF THIS CONDITION, I WILL SAY WE HAVE ON AVERAGE EACH FOUR. SO THAT'S, THAT'S THE MAIN REASON. AND I HEARD MR. ANTONIO, UH, THERE WAS A DETECTION OF LEAD AND ASBESTOS AS WELL THAT MAYBE WAS NOT YES. UH, THE ASBESTOS WHEN, WHEN WE GOT THIRD PARTY INSPECTION, FOR EXAMPLE, AND, AND WE FIND ASBESTOS IN THE BUILDING, WHICH NOBODY KNEW. THIS BUILDING HAS SO MANY ASBESTOS. SO JUST THE ASBESTOS ALONE TOOK LIKE SIX WEEKS JUST TO DO THE ASBESTOS. AND THAT, UH, THAT REQUIRES SPECIALIZED, UH, AND STATE REGULATED WAYS OF HANDLING IT, CORRECT? OH, YES. SO, SO THE ASBESTOS WAS REGULATION WAS BY THE STATE OF NEW JERSEY. WE HAVE INSPECTORS FROM STATE OF NEW JERSEY. THEY CAN'T, THEY FIND ASBESTOS IN THE BUILDING, WHICH WHEN YOU WALK THROUGH THE BUILDING, YOU'RE NOT GONNA SEE IT. WHEN WE OPEN THE WALLS, WHEN WE OPEN THE CEILINGS, YOU, YOU SEE A LOT OF ASBESTOS IN IT. AND, AND WE HIRE THIRD PARTY INSPECTIONS WHEN THEY EVALUATE HOW MUCH WE HAVE, BASICALLY WE HAVE IN THE WHOLE BUILDING. THANK YOU FOR YOUR VIEW. UH, MR. PARLOVE, ANY QUESTIONS? UH, IT'S EITHER FOR ERIC OR FOR MR. ANTONIO. WHAT'S THE TIMELINE ON THIS PROJECT TO, TO, UH, COMPLETION? WE, UH, DAVID ANTONIO DEPARTMENT OF PUBLIC WORKS. UH, CURRENTLY WE'RE AIMING TO HAVE THE BUILDING COMPLETE THIS SUMMER. THIS SUMMER? YES, SIR. OKAY. THANK YOU MR. MCINERNEY? YES. UH, AS FAR AS THE FUNDING GOES, I'M LOOKING AT THE CERTIFICATION OF FUNDS. UM, THE AMOUNTS, THIS AMOUNT OF MONEY IS COMING OUT OF, UM, CATEGORIES CALLED PARKS, ADMIN BUILDING IMPROVEMENTS, AND PARKS AND RECREATION IMPROVEMENTS. THOSE ARE, THOSE ARE, UH, AUTHORIZATIONS ALREADY IN THE CAPITAL FUND. RIGHT. UH, KIND OF IN WHAT WE DO EVERY YEAR FOR EITHER PUBLIC WORKS, WE DO IT FOR PUBLIC WORKS, WE DO IT FOR PARKS, WE COME UP WITH A SET AMOUNT AS TO WHAT, OUT OF THE 20 MILLION THAT WE SELF-IMPOSED AS, AS THE LIMIT EVERY YEAR OUT, THE 20 MILLION, WE ALLOCATE AMOUNTS FOR PARKS AND REC IMPROVEMENTS AND FOR PUBLIC WORKS. JUST CONFIRM FOR ME [00:50:01] THAT THIS, UM, THE, THE COST OF THIS CHANGE ORDER IS COMING OUT OF THAT, THOSE ITEMS THAT I JUST MENTIONED IN, IN THE CAPITAL FUND? YES. YES, SIR. OKAY. THANK YOU. OKAY. RECOGNIZING COMMISSION. SO IT'S, IT'S NO ADDITIONAL, THERE'S NOTHING ADDITIONAL, MR. PRESIDENT, IF I MAY. SURE. THERE'S NOTHING ADDITIONAL BEING ADDED TO OUR CAP. WE'RE, WE'RE DEALING WITH EXISTING AUTHORIZATIONS OKAY. TO FUND THIS. THAT'S, THAT'S YOUR UNDERSTANDING. YES, THAT IS. OKAY. YOU, MR. ER, THANK YOU. I RECOGNIZING COMMISSIONER GILL, COMMISSIONER VICE PRESIDENT COOPER. THANK YOU MR. MCINERNEY. THIS UNFORESEEN AMOUNT THAT WE'RE LOOKING AT IS NOT GONNA IMPACT ANY OTHER THING THAT WE MAKE IT DONE BECAUSE THIS IS A BIG NUMBER THAT'S UNFORESEEN. WELL, THAT'S WHY I ASKED THE QUESTION. IT, IT'S, IT'S SURPRISING THAT IT ISN'T. BUT, BUT ACCORDING TO MY, MY QUESTION WAS, OR IS, UH, THAT THIS DOES NOT REQUIRE AN ADDITIONAL CAPITAL ORDINANCE. WE CAN, GIVEN WHAT'S AVAILABLE WITHIN THOSE, UH, ORDINANCES FOR PARKS AND RECREATION THAT WE, THAT WE DO EVERY YEAR, UH, WHICH IS A SET AMOUNTED ESTIMATE, UH, THAT THIS IS COMING OUT OF THERE AND THAT'S WHAT MR. ANTONIO JUST, JUST CONFIRMED. ALRIGHT, THANK YOU COMMISSIONERS. ANY OTHER QUESTIONS? COMMISSIONER RICHARDSON? YEAH. IS THIS A UNION PROJECT? UH, YES. THIS IS, UH, PLA PROJECT? YES. EXCELLENT. OKAY. COMMISSIONERS, ANY OTHER QUESTIONS? SO I SHOULD SHARE WITH YOU THAT I'M RESTORING 150 YEAR OLD HOUSE AND EVERY TIME I OPEN UP SOMETHING, I FIND A SURPRISE, SO I FEEL YOUR PAIN. THANKFULLY NOTHING TO THE TUNE OF $1.6 MILLION IN MY CASE. SO IT'S A BIG BUILDING. THANK YOU VERY MUCH. WE APPRECIATE YOU COMING IN TODAY AND TO GIVE US, GIVING US A DETAILED EXPLANATION OF WHAT WAS, UH, GOING ON WITH THIS. ALRIGHT, SO I HAVE A MOTION TO MOVE. NUMBER 23. MOVE. UH, HUAN, MOHAMMAD COUNTY TREASURER RESOLUTION NUMBER ONE, UH, UH, TO, UH, TO AUTHORIZE THE 2024 TEMPORARY CAPITAL BUDGET, UH, WHICH IS THE PLAN FOR, UH, ALL THE CAPITAL PROJECT FOR 2024. UM, THIS IS THE COMMITTED $20 MILLION. WHAT WE AUTHORIZE EVERY YEAR. IT INCLUDE, UH, SUBCATEGORIES FOR PARKS AND, UH, UH, HIGHWAYS AND, UH, COUNTY BUILDINGS AND ACQUISITION OF, UH, EQUIPMENT AND THE COUNTY COLLEGE, UH, ORDINANCE IMPROVEMENT TO COUNTY COLLEGE. AND, UH, THE PERCENTAGE OF TAX INCREASE AS, AS ANNOUNCED BY THE COUNTY EXECUTIVE IS 1.75 FOR THIS YEAR. OKAY. MR. PARLO, BACK YOU, ANY QUESTIONS? NO. MR. MCINERNEY, UH, MR. PRESIDENT BOARD, WE, WE HAD OUR BUDGET HEARINGS. WE WENT THROUGH EACH OF THESE DEPARTMENTS AND THE, UH, OTHER, IN THE, UM, THE, UM, OTHER CATEGORIES, DEBT SERVICE, CENTRAL EXPENSES, AND THE SUCH. UM, WE'RE SATISFIED THAT THE BUDGET IS, UH, IS REALISTIC [01:10:01] AND THAT THERE IS A 1.75% INCREASE IN THE TAX LEVY, WHICH IS REALLY NECESSARY BECAUSE YOU HAVE COLLECTIVE BARGAINING, UH, INCREASES ACTUALLY IN EXCESS OF 1.75. UM, SO IT'S NECESSARY TO RAISE THOSE TAXES AT LEAST THAT AMOUNT IN ORDER TO COMPENSATE FOR THE INCREASES IN SALARIES AND WAGES GIVEN THROUGH THE, UH, COLLECTIVE BARGAINING PROCESS. THANK YOU, MR. MCINERNEY. AND YEAH, JUST AS A REMINDER FOR THE PUBLIC THAT IN JANUARY WE HAVE TWO DAYS OF HEARINGS WHERE AS YOU INDICATED, MR. MCINERNEY, WE DO GO BY DEPARTMENT BY DEPARTMENT, AND, UH, VERY THOROUGH REVIEW OF THE BUDGET, WHICH TAKES QUITE A BIT OF TIME. SO THANK YOU. COMMISSIONERS. ANY QUESTIONS OR COMMENTS? THANK YOU. COMMISSIONER? YES. THANK YOU FOR THE RECORD. UM, FOR MY PREVIOUS COMMISSIONER RICHARDSON. YES. COMMISSIONER SIEBOLD? YES. COMMISSIONER VICE PRESIDENT COOPER? YES. COMMISSIONER PRESIDENT POIS. YES. SO MOVED. OKAY, MADAM DEPUTY CLARK, LET'S MOVE ON TO ORDINANCE OF A SECOND READING IN PUBLIC HEARING FOR LISTING PRES ONLY. DO WE HAVE ANY? NO. MR. PRESIDENT. OKAY. MADAM CLERK, DO WE HAVE ANY ORDINANCE OF RESOLUTIONS ON SECOND READING FOR PUBLIC HEARING TONIGHT? NO. MR. PRESIDENT. OKAY. MADAM CLERK. LET'S, UH, DEPUTY CLARK, LET'S MOVE ON TO RESOLUTIONS 10 THROUGH 16, WHICH ARE FROM THE OFFICE OF MANAGEMENT AND BUDGET, AND THERE'LL BE READ TO THE RECORD AT A LATER TIME. MR. JACKSON? UH, THANK YOU, MR. PRESIDENT. MR. MOHAMAD. MR. MOHAM AGAIN? HE IS, HE'S REALLY EARNING IT TODAY, HUH? UH, HUAN MOHAMAD, UH, COUNTY TREASURER, UM, RESOLUTION, UH, NUMBER 10. UM, THIS IS TO AUTHORIZE, UH, TO EXCEED THE 2% CAP FOR THE, UH, OFFICE OF, UH, DEPARTMENT OFFICE OF, UH, BOARD OF ELECTION TO EXCEED THE 2% CAP. THE STATE HAS, UH, UH, A 2% CAP FOR THE CONSTITUTION OFFICES. UM, AND, UH, UH, ANY INCREASE OVER THAT 2% HAS TO BE IN, UH, HAS TO BE, UM, APPROVED BY RESOLUTION. AND WE HAVE THIS, THE FIRST ONE FOR THE BOARD OF ELECTION. DO YOU WANT HIM TO GO THROUGH ALL? YEAH, WHY DON'T WE GO THROUGH ALL OF THEM. MR. MOHAM, I'M ASSUMING YOU'RE GONNA HANDLE THROUGH 16, CORRECT? YES. OKAY. GO ELABOR 11 AT THE SAME, UH, TO, UH, TO AUTHORIZE THE, EXCEED THE 2% CAP FOR THE BOARD OF TAXATION. AND, UH, RESOLUTION NUMBER 12 IS, UH, THE, TO AUTHORIZE THE, EXCEED THE 2% FOR THE SHERIFF DEPARTMENT. AND, UH, RESOLUTION NUMBER 13 IS, UH, TO, TO AUTHORIZE THE, THE, THE ACCESS FOR, UH, THE COUNTY SUPERINTENDENT OF ELECTIONS, COMMISSION OF REGISTRATION. UH, RESOLUTION NUMBER 14 IS TO AUTHORIZE THE, EXCEED THE 2% CAP FOR THE COUNTY CLERK. AND NUMBER 15 IS THE TRANSFER RESOLUTION. SHOULD I GO THROUGH THAT, PLEASE? SURE. UM, SO RESOLUTION NUMBER 15 IS THE AUTHORIZED OF, UH, TRANSFER OF, UH, APPROPRIATE, UH, APPROPRIATION FOR THE 2023 APPROPRIATION. WE ARE ALLOWED BY LAW TO TRANSFER IN THE PRIOR YEAR, UH, BUDGET IN THE FIRST THREE MONTHS OF THE YEAR, AND WE WANNA MAKE SURE, UH, ALL THE DEPARTMENTS ARE FULLY FUNDED, UH, IF THEY HAVE ANY, UH, ANY, UH, PRIOR, UH, PRIOR YEAR BILLS, UH, FROM 2023 TO BE COVERED. UH, RESOLUTION NUMBER 16 IS THE, TO EXTEND THE 2024, UH, TEMPORARY BUDGET. UM, OUR TEMPORARY BUDGET, WHAT WE ALL, WHAT THE BOARD AUTHORIZED IT IN THE BEGINNING OF THE YEAR. IT'S SUPPOSED TO COVER FOR, UH, FOR THREE MONTHS. AND THIS IS ONE MONTH EXTENSION UNTIL TO PROVIDE US FUNDING UNTIL THE BUDGET GET ADOPTED IN APRIL. THANK YOU. MR. PARLOVE. QUESTIONS ON 10 THROUGH 16? NO QUESTIONS. MR. MACKIN, ANY QUESTIONS ON 10 THROUGH 16? I DON'T HAVE ANY, UH, QUESTIONS. [01:15:01] UH, JUST SO YOU UNDERSTAND THAT THE DECAP LAW WITH REGARD TO THE CONSTITUTIONAL OFFICES IS INCORPORATED IN THE BUDGET THAT WE'RE ABOUT TO INTRODUCE. UM, IN ADDITION TO THAT, IT TAKES INTO CONSIDERATION THE REVENUES GENERATED BY THOSE DEPARTMENTS TOO. SO THE 2% IS AFTER TAKING IT TO CONSIDERATION OF THE DEPARTMENT THAT HAS GENERATION OF CERTAIN, UM, REVENUES BASED ON ITS OPERATION. THE, UH, THE, UH, TRANSFER RESOLUTION IS BASED ON THE 2023 BUDGET, WHICH STAYS OPEN UNTIL THE END OF 24. EACH BUDGET HAS A TWO YEAR LIFE. IT OBVIOUSLY, 23 BUDGET WAS OPEN FOR 23. IT STAYS OPEN FOR 24, BUT UNTIL, UH, YOU'LL HAVE UP UNTIL MARCH 31ST TO MAKE ANY TRANSFERS. AFTER THAT, YOU CAN'T MAKE TRANSFERS. MOST OF THESE TRANSFERS THAT WE'RE LOOKING HERE IS GOING TO BE RESERVED FOR, UM, THE SALARY INCREASES THAT WE WERE DE THAT WE'RE DEALING WITH ON THE, UH, RETROACTIVE, UH, CONTRACTUAL OBLIGATIONS THAT WE'VE BEEN DISCUSSING OVER THE LAST FEW MONTHS. AND THAT'S WHERE THE MAJORITY OF THIS MONEY'S GOING. IT'S BEING TRANSFERRED OUT OF ALL THESE OTHER AREAS AND PUT IT IN TO RESERVE. SO WE CAN CHARGE THAT OFF WITHOUT, UH, YOU KNOW, WITHOUT HAVING TO MAKE ANY ADDITIONAL APPROPRIATIONS. THANK YOU, MR. MCINERNEY. COMMISSIONERS, ANY QUESTIONS ON 10 THROUGH 16? DO I HAVE A MOVER FOR 10 THROUGH 16? I'LL MOVE IT. I SECOND MOVE BY. COMMISSIONER LUCIANO. SECOND BY COMMISSIONER MECADO. UH, ROLL CALL MADAM DEPUTY CLERK 10 THROUGH 16. COMMISSIONER GILL? YES. COMMISSIONER GRAHAM. ABSENT. COMMISSIONER LUCIANO? YES. COMMISSIONER MERCADO? YES. COMMISSIONER MURRAY THOMAS? YES. COMMISSIONER RICHARDSON? YES. COMMISSIONER SIEBOLD? YES. COMMISSIONER VICE PRESIDENT COOPER? YES. COMMISSIONER PRESIDENT POIS? YES. SO MOVED. OKAY, MADAM DEPUTY CLERK, LET'S MOVE ON TO RESOLUTIONS NUMBER 17, WHICH IS FROM THE BOARD OF ELECTIONS, AND WILL BE READ INTO THE RECORD AT A LATER TIME. MR. JACKSON? UH, THANK YOU, MR. PRESIDENT. UM, COMMISSIONERS, I'M HERE BEFORE YOU THIS EVENING, UH, LOOKING FOR YOUR REVIEW AND APPROVAL FOR A CONTRACT WITH NEW NEW JERSEY MOBILITY TO PROVIDE HANDICAP RAMPS FOR POLLING PLACES, UH, FROM APRIL 1ST, 2024 THROUGH MARCH 31ST, 2026, AND AN AMOUNT NOT TO EXCEED $76,830. UM, COMMISSIONERS YOU SHOULD KNOW THAT AS PER TITLE 19. UM, IN SHORT, UH, UH, STATE IN COMPLIANCE WITH THE FEDERAL AMERICANS WITH DISABILITIES ACT OF 1990, THE BOARD OF ELECTIONS IS TO ENSURE THAT EACH POLLING PLACE IS IN COMPLIANCE WITH THAT FEDERAL ACT. IN DOING SO, WE DO NEED TO GO INTO CONTRACT WITH THIS COMPANY TO ENSURE THAT OUR POLLING PLACES ARE ADEQUATE, ADEQUATELY EQUIPPED, UM, FOR THOSE WITH DISABILITIES. AT THIS TIME, I WOULD LIKE TO INTRODUCE TO YOU MR. JAKE AND MISS MR. JAKE BURDA AND MISS GILA BURDA FROM NEW JERSEY MOBILITY. GOOD EVENING. AND WELCOME. PLEASE JUST STATE YOUR NAME FOR THE RECORD AND YOUR AFFILIATION, AND JUST TELL US A LITTLE BIT ABOUT YOUR COMPANY AND WHAT YOU'RE GONNA DO. SURE. MY NAME IS GILA BDA AND, UM, WITH MY HUSBAND, WE OWN THE FRANCHISE OF AM RAMP, UH, NJ MOBILITY OF NEW JERSEY. GREAT. TELL US, ARE YOU, WHERE ARE YOU BASED? ARE YOU BASED HERE IN ESSEX COUNTY? WE, UM, WELL WE COVER ALMOST THE WHOLE STATE OF NEW JERSEY. WE ARE BASED, OUR HOME OFFICE IS IN ENGLEWOOD, NEW JERSEY, ACTUALLY. OKAY, GREAT. AND WHEN YOU, UH, DO THIS SERVICE, DO YOU EMPLOY ESSEX COUNTY RESIDENTS? UM, AT PRESENT WE DO NOT HAVE ESSEX COUNTY RESIDENTS. PLEASE JUST STATE YOUR NAME FOR THE RECORD WHEN YOU SAY, MY NAME IS JACOB REDA. I'M ONE OF THE MEMBERS OF NJ MOBILITY. AND AT PRESENT, WE DO NOT HAVE ANY ESSEX COUNTY, UH, RESIDENTS AS OUR EMPLOYEES. OKAY. TELL US ABOUT WHAT IT'S LIKE WHEN YOU, UH, WORK THE POLES THAT DAY, MOVING THESE RAMPS. CAN YOU GIVE US A SENSE OF WHAT IT'S LIKE? THERE'S NO, WHAT IT'S LIKE TO MOVE THE RAMPS, YOU SAID, I'M SORRY, WHERE YOUR LOCATIONS ARE, ABOUT HOW MANY DO YOU ACTUALLY INSTALL? SURE. SO, UH, THERE ARE A TOTAL OF, UH, FIVE LOCATIONS, SIX LOCATIONS, AND A TOTAL OF ABOUT 10 SEPARATE RAMPS AT, UH, ALL THOSE LOCATIONS. AND WHAT THAT ENTAILS IS, UH, SETTING UP EACH LOCATION, UH, PRIOR TO THE ELECTION DAY AND THEN TAKING THEM DOWN POST-ELECTION. THAT'S OKAY. MR. PARLOVE, ANY QUESTIONS? NO QUESTIONS, MR. MCINERNEY? ANY QUESTIONS? COMMISSIONERS? ANY QUESTIONS? COMMISSIONER, [01:20:01] VICE PRESIDENT COOPER. THANK YOU. MARY THOMAS. MARY THOMAS HAS A QUESTION. I WILL COME BACK TO YOU IN A MOMENT. MARY THOMAS, WE HAVE A, A QUESTION ON THE FLOOR FROM COMMISSIONER VICE PRESIDENT. THANK YOU. UM, DIRECTOR, QUICK QUESTION. THERE'S THAT PROBLEMATIC SITE THAT YOU KNOW, THAT WE HAVE AT EAST ORANGE AT THE CHURCH THAT HAS THAT WHEELCHAIR LIFT AND SOMETIMES THEY DON'T ALWAYS HAVE THE KEY. YES. ARE WE PUTTING A RAMP THERE TO BE ON THE SAFE SIDE OR, UH, DID WE FIGHT WITH THEM TO GET THE KEY? WE ACTUALLY DID. UH, DIRECTOR, PLEASE SPEAK INTO THE MICROPHONE JUST SO THAT WE PICK IT UP ON THE TRANSCRIPTS. PLEASE. THANK YOU, COMMISSIONER. UM, NICOLE LAMOS, CLERK, BOARD OF ELECTIONS COMMISSIONER. UM, WE DID SPEAK WITH EAST ORANGE. WE HAVE BEEN WORKING WITH THE, UM, THE COUNCIL AS WELL AS THE BOARD CHAIRS, AND WE CAN ENSURE YOU THAT YES, UH, THAT LIFT WILL BE OPEN AND AVAILABLE AND WILL ACCOMMODATE THOSE VOTERS THAT, UM, THAT NEED TO, TO USE IT. PERFECT. THANK YOU. THANK YOU. VICE PRESIDENT COOPER, COMMISSIONER MARY THOMAS. THANK YOU MR. PRESIDENT. I WANNA THANK THE MOBILITY NEW JERSEY FOR THEIR PRESENTATION. SPEAKING TO THE TRAUMA THAT SOME PEOPLE HAVE, HAVE EXPERIENCE WHEN THERE WEREN'T RENT BEFORE, OBVIOUSLY ARE, BUT I WONDER IF THE SOMEONE FROM THE ADMINISTRATION DO WHAT WE CAN DO TO CONTINUE TO ADVERTISE AND MAKE SURE FOLKS IN THE COMMUNITY KNOW, UH, THAT WE HAVE THESE OPPORTUNITIES SO THAT EVERYONE HAS EQUAL ACCESS TO THE POLLING PLACES AND THAT THAT CLEARLY COMMUNICATED. COMMISSIONER MARY THOMAS, WE'RE HAVING, UH, COMMISSIONER, WE'RE HAVING A LITTLE BIT OF A HARD TIME UNDERSTANDING YOU. CAN YOU REPHRASE THE QUESTION SO WE CAN HEAR IT CLEAR THAT JUST ARE THERE ANY STRATEGIES THAT THE ADMINISTRATION IS DOING TO MAKE SURE THAT PEOPLE IN THE COMMUNITY WHO MAY HAVE COME TO A POLLING PLACE, MAYBE IT WASN'T A COUNTY POLLING LOCATION OR SOMEWHERE ELSE WHERE THERE WASN'T A RAMP CLIENT THAT WE'RE GOING THERE? UH, COMMISSIONER, I'M SORRY. YOU'RE NOT COMING IN VERY CLEAR. UH, I THINK MAYBE, UH, YOU MIGHT WANNA JUST BE A LITTLE LOUDER. WE'LL TRY IT ONE MORE TIME. JUST SLOWER AND SLOWER AS WELL. PLEASE. I'M JUST WONDERING, WE HAVE ANY CURRENT TRUSTEES OR HISTORIC THAT PEOPLE IN THE COMMUNITY WHO ARE USING POLLING PLACES, INCLUDING OURS, BUT MAYBE THEY'VE GONE TO ANOTHER ONE WHO ARE HANDCUFFED AND THERE WASN'T A RAMP IF THEY'RE AWARE THAT WE AS THE COUNTY PRIORITIZE ACCESSIBILITY FOR. SO I BELIEVE THE QUESTION HAD SOMETHING TO DO WITH, IF I CAN ENCAPSULATE SOMEWHAT AND PLEASE IF ANYONE ELSE HEARD IT. OTHERWISE, WHAT IS THE ADMINISTRATION DOING TO MAKE FOLKS AWARE OF THE ACCESSIBILITY AT SOME OF THE POLLING SITES? NICOLE WAM IS CLERK OF THE BOARD, UH, OF ELECTIONS COMMISSIONERS. UM, THE BOARD OF ELECTIONS HAS 256 POLLING LOCATIONS ACROSS ESSEX COUNTY ANNUALLY. WE GO OUT TO THOSE LOCATIONS, WE HAVE A CHECKLIST. ONE OF THE THINGS ON THAT CHECKLIST IS TO MAKE CERTAIN THAT THAT LOCATION IS ACCESSIBLE TO THOSE WITH MOBILITY ISSUES. UM, I DON'T WANNA SAY TOO MUCH, BUT I WILL SAY THIS. WE RECENTLY HAD A POLLING LOCATION THAT CHECKED ALL OF THE BOXES. WE COULDN'T USE THAT POLLING LOCATION BECAUSE OF THE DISTANCE AND BECAUSE IT DID NOT PROVIDE A RAMP AND IT WAS NOT EASILY ACCESSIBLE TO THOSE WITH MOBILITY ISSUES. BUT I ASSURE YOU THAT EVERY YEAR WE CHECK EACH AND EVERY ONE OF OUR POLLING SITES TO MAKE CERTAIN ALL OF OUR VOTERS HAVE ACCESS AND AN OPPORTUNITY TO VOTE. SO IN SHORT, WE CAN, UH, GUARANTEE THAT OUR POLLING SITES ARE GONNA BE COMPLIANT WITH A DA STANDARDS FOR ACCESSIBILITY FOR THOSE NEEDING ANY ASSISTANCE WITH ACCESSIBILITY. CORRECT. ABSOLUTELY. THANK YOU, DIRECTOR. I THINK THAT'S, I I HOPE THAT WAS THE, JUST THANK YOU DIRECTOR. OKAY. I, I THINK WE GOT IT. SO THANK YOU VERY MUCH. COMMISSIONERS. ANY OTHER QUESTIONS? ALRIGHT. SCENE, NONE. THE CONTRACT EXPIRES IN MAY 20, MAY 23RD, 2025, COMING FROM THE VARIOUS, UH, OPERATING ACCOUNTS OF THE DIVISIONS. UM, UH, THAT'S 3 4 35 FROM THE OFFICE OF PURCHASING. THIS IS SIMPLY A VENDOR NAME CHANGE. UM, HARVARD, UH, PROTECTIVE SERVICES IS, UH, ACQUIRING MOTIVATED SECURITY SERVICES, AND WE'LL BE, UM, ABSORBING OR, OR, UH, ASSUMING ALL THE CONTRACT RESPONSIBILITIES, UH, THAT WERE PREVIOUSLY UNDER MOTIVATED, AND THERE ARE NO, UH, COST IMPLICATIONS OF DOING THIS. UM, SO FOR 35, THE VENDOR ISN'T CHANGING, IT'S JUST THEY CHANGED THEIR NAME? NO, UH, ONE, THE TWO AGENCIES ARE EMERGING AND, UH, THEY'RE ASSUMING THE NAME HARVARD. AND SO THEY'RE TAKING OVER, UH, THE RESPONSIBILITIES OF WHAT WAS PREVIOUSLY ONLY UNDER MOTIVATED. AND FOR NUMBER 32, OUTTA CURIOSITY, WHY DOES THE BOARD OF TAXATION, THEY HAVE TO DO A SEPARATE AUDIT? UH, YES, AND I ACTUALLY WOULD DEFER TO MR. KINNAR. YEAH. IT'S, IT'S A LITTLE LESS THAN WHAT YOU WOULD CALL AN AUDIT, BUT IT'S, WHAT HE DOES DO IS, IS HE AND I, I'M, I'M THINKING THAT, THAT TRADITIONALLY WHAT, UH, JOE FONE DOES, UH, FROM SAMUEL KLEIN, HE [01:50:01] DOES THE EQUALIZATION TABLE. SO HE GOES IN AND HE TAKES THE LEVY. NOW THAT THE LEVY IS, WOULD, WOULD BE DETERMINABLE AND TAKEN INTO CONSIDERATION, YOU KNOW, THE PERCENTAGES THAT ARE BASED ON SALES AND EVERY MUNICIPALITY, SOME ARE OVER A HUNDRED PERCENT, SOME ARE UNDER. HE PUTS TOGETHER AN EQUALIZATION CHART THAT ALLOCATES FAIR MARKET VALUE OF, UH, PROPERTIES IN EACH MUNICIPALITY. AND BASED ON THOSE ALLOCATIONS TO THE OVERALL TOTAL OF ALL ALLOCATIONS IS THE TAX, UH, ESSEX COUNTY TAX LEVY ALLOCATED TO EACH MUNICIPALITY AND CHARGED IN EACH MUNICIPALITY. AND MR. UH, AND MR. CONNOR'S BEEN DOING THAT FOR YEARS. AND I'M SURE THERE'S SOME OTHER SERVICES LIKE LOOKING THROUGH THINGS AS THE BUSINESS ADMINISTRATOR SAID, BUT, BUT THAT'S THE MA MY UNDERSTANDING OF THE MAIN RESPONSIBILITY. HE HAS THE BOARD OF TAXATION. GOTCHA. THANK YOU. OKAY. ANY OTHER QUESTIONS? COMMISSIONERS? DO I HAVE A MOVER FOR 31, 32, 34 AND 35. MOTION? I'LL MOVE. SECOND. MOVED BY COMMISSIONER VICE PRESIDENT COOPER SECOND BY COMMISSIONER SEABOLD. ROLL CALL MADAM DEPUTY CLERK COMMISSIONER GILL? YES. COMMISSIONER GRAHAM. ABSENT. COMMISSIONER LUCIANO? YES. OKAY. LET'S MOVE ON TO RESOLUTIONS 36 THROUGH 59, WHICH ARE, IM MEMORIAMS COMMENDATIONS PROCLAMATION RESOLUTIONS. AND THEY'LL BE READ INTO THE RECORD AT A LATER TIME. COMMISSIONERS. ANY QUESTIONS? SCENE? NONE. DO I HAVE A MOVER? MOVE IT. MOVE BY. COMMISSIONER RICHARDSON. SECOND. SECOND. SECOND. VICE PRESIDENT COOPER. ROLL CALL MADAM DEPUTY CLERK ON 36 THROUGH 59. COMMISSIONER GILL? YES. COMMISSIONER GRAHAM. ABSENT. COMMISSIONER LUCIANO? YES. COMMISSIONER MERCADO? YES. COMMISSIONER MURRAY THOMAS. YES. COMMISSIONER RICHARDSON. YES. COMMISSIONER SIEBEL. COMMISSIONER SIEBEL. YES. COMMISSIONER VICE PRESIDENT COOPER? YES. COMMISSIONER PRESIDENT POIS. YES. SO MOVED. OKAY, MADAM DEPUTY CLARK, LET'S MOVE ON TO RESOLUTION 60. REGARDING THE GOVERNING BODY CER CERTIFICATION OF COMPLIANCE WITH THE UNITED STATES EQUAL EMPLOYMENT OPPORTUNITY COMMISSIONS ENFORCEMENT GUIDANCE ON THE CONSIDERATION OF ARREST AND CONVICTION RECORDS AND EMPLOYMENT DECISIONS UNDER TITLE VII AND THE CIVIL RIGHTS ACT OF 1964, WHICH WILL BE READ INTO THE RECORD AT A LATER TIME. MR. PARLOVE, CAN YOU EXPLAIN, I CAN, UH, MEMBERS OF THE BOARD EACH YEAR AS PART OF THE BUDGET, UH, ADOPTION, THE BOARD IS ASKED AND REQUIRED BY LAW TO SIGN, UH, CERTIFICATION OF COMPLIANCE WITH THE US EOCS ENFORCEMENT GUIDANCE CONCERNING, UH, UH, USE OF ARRESTS AND CONVICTION RECORDS AND EMPLOYMENT DECISIONS. SO I SENT AN EA, UH, MEMO AROUND TO YOU EARLIER, UH, WHICH OUTLINED WHAT THE GUIDANCE IS FROM THE EEOC AND THEN WHAT THE, UH, SPECIFIC HIRING PRACTICES ARE FOR THE COUNTY IN SO FAR AS USE OF, UM, OF, UH, CRIMINAL RECORDS IS. AND, UM, I, I CAN TELL YOU, IT'S MY OPINION THAT THE COUNTY'S PRACTICES ARE IN COMPLIANCE WITH THIS EEOC GUIDANCE. UM, YOU OF COURSE, ARE FREE TO READ EVERYTHING, UH, FROM, UH, START TO FINISH, BUT I TRIED TO DO THIS, UH, MEMO TO SHORT CIRCUIT THE PROCESS AND JUST GIVE YOU SOME OF A, A SUMMARY OF BOTH THE, UH, THE, UH, FEDERAL GUIDANCE AND THE, UH, COUNTY'S HIRING PRACTICES. IN OTHER WORDS, YOU, YOU CAN FEEL, UH, FREE TO SIGN THE, UH, COMPLIANCE WHEN THE TIME COMES, UH, ON BUDGET ADOPTION. OKAY. MR. AKRON, YOU HAVE ANY QUESTIONS, MR. BECKER? ANY QUESTIONS? NO, NO QUESTIONS. COMMISSIONERS. MARIE THOMAS? YES. COMMISSIONER? YEAH, GO AHEAD. COMMISSIONER THOMAS. I, YEAH, I JUST WANTED TO THANK, UM, THE BOARD COMPLIANCE AND MAKING SURE THAT WE ARE IN COMPLIANCE, ESPECIALLY CONSIDERING THAT WE'VE BEEN DOING A LOT OF WORK ON OUR REENTRY PROGRAM SO THAT FOLKS WHO DO HAVE RECORDS ARE STILL ABLE TO HAVE ACCESS TO JOBS OPPORTUNITIES. AND SO, UM, WANTED TO THINK, UH, ADMINISTRATION FOR THE WORK, FOR MAKING SURE THAT WE'RE IN COMPLIANCE WITH THE CERTIFICATION, BUT ALSO MAKING SURE THAT PEOPLE WHO DO HAVE RECORDS STILL HAVE ACCESS TO OPPORTUNITY. [01:55:01] THANK YOU. THANK YOU. COMMISSIONER. ANY OTHER QUESTIONS OR COMMENTS? COMMISSIONERS? I, I, COMMISSIONER, VICE PRESIDENT COOPER. SO, UM, I DID NOT HAVE A CHANCE TO READ THAT AND, UM, I DIDN'T READ. YEAH, NO, I DIDN'T HAVE THAT INITIALLY WHEN WE MET LAST WEEK. RIGHT. DID WE HAVE THAT ONE? NO, I GAVE, I SENT IT OUT DURING THE, UH, LAST WEEK. NOT, NOT AFTER THE, UH, LEADERSHIP MEETING. IT WENT OUT. DO IT HAVE TO BE VOTED ON TONIGHT? IT COULD BE VOTED ON. YOU DON'T HAVE TO SIGN IT THOUGH, UNTIL YOU, YOU CAN READ IT AND THEN YOU DON'T HAVE TO. IT CAN BE VOTED ON TONIGHT AND YOU CAN, YOU'RE STILL COVERED IF THAT'S THE QUESTION. AS LONG AS YOU ARE COMFORTABLE WITH IT, BY THE TIME YOU SIGN AND EXECUTE. 'CAUSE YOU, YOU, YOU DON'T HAVE TO SIGN IT YET. OKAY. ? YEAH. ALRIGHT, LET'S TRY TO CUT TO THE CHASE. SORRY. . ANY OTHER QUESTIONS OR COMMENTS? DO I HAVE A MOVER? I'LL MOVE IT. MOVE BY. COMMISSIONER SEABOLD. SECOND BY COMMISSIONER MERCADO. ROLL CALL. MADAM DEPUTY CLERK COMMISSIONER GILL? YES. COMMISSIONER GRAHAM. ABSENT. COMMISSIONER LUCIANO? YES. COMMISSIONER MERCADO? YES. COMMISSIONER MURRAY THOMAS? YES. COMMISSIONER RICHARDSON? YES. COMMISSIONER SEABOLD? YES. COMMISSIONER VICE PRESIDENT COOPER? YES. COMMISSIONER PRESIDENT POIS? YES. SO MOVED. OKAY. MADAM DEPUTY CLERK, DO WE HAVE ANY ADDED STARTERS? NO. MR. PRESIDENT. ALL RIGHT. SO LET'S MOVE ON TO THE REPORT OF BOARD COMMITTEES. DO WE HAVE ANY BOARD COMMITTEES? REPORTS? COMMISSIONER, VICE PRESIDENT COOPER. THANK YOU. UM, MR. PRESIDENT, UM, DEPUTY CLERK, I'VE SENT AN EMAIL TO YOU REQUESTING DATES FOR THE ADMINISTRATION TO HAVE A-T-N-R-T-N-R COMMITTEE MEETING. WE'VE GOT AN EMAIL ABOUT THAT. UM, HAVE YOU GOTTEN A RESPONSE BACK? I WOULD LOVE TO HAVE A MEETING. HOPEFULLY IN THE MONTH OF APRIL WE WILL TAKE CARE OF THEM. THANK YOU. OKAY. ANY OTHERS? DO WE HAVE ANY LEGISLATIVE REPORTS, WRITTEN COMMUNICATIONS COMMISSIONERS, ANY UNFINISHED BUSINESS? ANY NEW BUSINESS? OKAY. PUBLIC COMMENT. MADAM DEPUTY CLERK, LET'S GO TO PUBLIC COMMENT. IF THERE'S ANY MEMBER OF THE PUBLIC WHO WOULD LIKE TO COMMENT ON ANY MATTER, PLEASE COME TO THE MICROPHONE AND STATE YOUR NAME, ADDRESS, AFFILIATION FOR THE RECORD. YOU WILL HAVE THREE MINUTES TO SPEAK. WE HAVE A PUBLIC COMMENT. MM-HMM. , PLEASE MA, PLEASE JUST STATE YOUR NAME. GOOD EVENING. MY NAME IS LATOYA JACKSON. I'M A NEWARK RESIDENT. I WAS BORN AND RAISED HERE. I LIVE ON JIFF AVENUE IN AVON. GOOD EVENING. UM, I'M SPEAKING TODAY. I'M A MOTHER AND I'M ALSO A WIFE. I HAVE TWO LOVED ONES THAT ARE INCARCERATED PERSONS AND I'M KIND OF NAVIGATING MY WAY TO FIND OUT HOW I CAN HELP THEM. AND I'M FINDING OUT THAT THE COUNTY DEALS WITH COUNTY ISSUES. THE STATE IS DIFFERENT, BUT WE HAVE A LOT OF INCARCERATED PERSONS FROM NEWARK PACIFIC WHERE, WHERE I'M FROM IRVINGTON, EAST ORANGE. AND THERE'S A JAIL WITHIN THE COUNTY, NORTHERN STATE WHERE MY HUSBAND IS HOUSE. UM, I HAVE DEALT WITH A COUPLE OF ISSUES THAT HE HAD. 'CAUSE IT TOOK ME A WHILE TO GET HERE BECAUSE Y'ALL MEETINGS ARE ON THE SAME DAY AS THE CITY COUNCIL MEETINGS. I'M ONLY ONE PERSON. IT'S KIND OF HARD TO MANEUVER AND I SPEAK TONIGHT. UM, BUT IT'S A LOT OF DIFFERENT THINGS GOING ON WITHIN NORTHERN STATE. A LOT OF DRUGS, UM, A LOT OF FIGHTS, A LOT OF GANG THINGS. AND WE ARE IN THE MIDDLE OF TRAUMA, YOU KNOW, AND RECOVERY HERE IN OUR CITY. UM, I'M ASKING, WHAT I'M ASKING IS THAT Y'ALL GET IN TOUCH WITH OUR LOCAL LEGISLATION AND TRY TO FORM SOME KIND OF COMMITTEE BECAUSE WE HAVE PEOPLE COMING BACK, RETURNING CITIZENS COMING BACK HERE THAT ARE GOING THROUGH THINGS. MY SON HAS BEEN LOCKED UP NOW FOR EIGHT YEARS AND HE'S NOT GOING. THEY HAVE MEANT TWO THINGS TO HELP HIM, BUT IT'S NOT SAFE WITH HIM BEING INCARCERATED AND DEALING WITH THE DAY-TO-DAY, THINGS THAT GO ON WITHIN THE JAIL. AND I'M AWARE THAT ROBERT WOOD JOHNSON, RUTGERS, U-M-D-M-J ARE RESPONSIBLE FOR ALL OF OUR REHABILITATION FACILITIES AND ALSO THE FACILITIES WITHIN OUR CITY. AND IT BOTHERS ME THAT THEY HAVE SO MUCH DATA AND WE, EVERYTHING REVOLVES AROUND DATA AND THEY HAVEN'T GOTTEN THIS TOGETHER. SO I CAME HERE BECAUSE I AM A CITIZEN MOST OF THE TIME. PEOPLE THAT SIT IN THESE SEATS, NOT PARTICULARLY YOUR SEATS, BUT THE SERVICES PROVIDED ARE BOOK SMART, BUT DON'T HAVE ANY, UM, KNOWLEDGE OF HOW A PERSON IN MY SHOES ACTUALLY FEEL. AND I DEFINITELY WANT US TO GET A HOLD OF IT BECAUSE IT SEEMS LIKE OUR COMMUNITIES [02:00:01] ARE THE HUSTLE. AND NOW THAT I'M UNDERSTANDING LIKE WHAT'S GOING ON, I REALLY WANT SOME THINGS TO BE DONE. I KNOW THAT THEY SAY ROME IS NOT BUILT IN A DAY, BUT THAT'S BECAUSE LATOYA JACKSON TUCKER WASN'T BORN THEN. SO I DEFINITELY WOULD LIKE TO WORK WITH Y'ALL TO MAKE SURE THAT I RETURN AS CITIZENS. UM, WE GET A HOLD ON THIS THING, UM, THIS MENTAL HEALTH CRISIS BECAUSE IT'S, IT'S A, A BIG DEAL AND I'M STANDING HERE, UM, IN MY RIGHT STATE OF MIND, BUT IT'S A LOT TO DEAL WITH IT THE WAY THAT I HAVE BEEN DEALING WITH IT. I WOULD LIKE TO SEND Y'ALL THE SAME, UH, EMAILS THAT I HAD SENT THE COUNCIL AND THE SENATOR. I'M NOT REALLY GETTING A RESPONSE THAT I WANT. SO 30 SECONDS. OKAY, I'M DONE MADAM. SO THERE'S A, UH, THERE'S A A LOT OF INFORMATION I THINK THAT WOULD GO IN A VARIETY OF PLACES. SO WHAT I'M GONNA ASK IS THAT ADAM'S SITTING IN THE BACK THERE, GET YOUR CONTACT INFORMATION. MM-HMM. . AND I THINK WHAT WE MIGHT WANT TO, UH, YOU KNOW, QUERY YOU A LITTLE BIT MORE ABOUT SOME OF THE VERY SPECIFIC THINGS WHERE WE MIGHT HELP YOU WITH RESPECT TO NORTHERN STATE PRISON IS THAT, UH, WE DON'T MANAGE THAT FACILITY, BUT MAYBE, BUT IT'S WITHIN OUR COUNTY. SO I'M SURE'S SOMETHING. NO, I UNDERSTAND. MM-HMM. WHAT I'M SAYING IS WHAT WE CAN DO IS MAYBE TRY TO FIND YOU THE PROPER CONTACT FOR SOME OF THE ISSUES THAT YOU HAVE SPECIFICALLY THERE. AND THEN MAYBE WE CAN HELP YOU TO ADDRESS SOME OF THE QUESTIONS AND THINGS. I'LL GO TO ALL THE MEETINGS, OMBUDSMAN AND I'M, I WILL, THESE ARE MY ONLY THREE BOOKS LEFT THAT I HAVE. BUT I WILL ENCOURAGE Y'ALL TO GET, UH, THESE BOOKS AND READ THEM WHEN YOU BEGIN TO UNDERSTAND, YOU KNOW, POLICY AND LAW. THIS IS GARBAGE AND I DON'T EVEN THINK IT SHOULD HAVE BEEN SUBMITTED TO ANYBODY. WE NEED TO REALLY DO THE WORK. SO ADAM, UH, CAN JUST SEE WHO ADAM IS. WHY DON'T WE LEAVE YOUR CONTACT INFORMATION THERE AND SEE IF MAYBE WHAT YOU COULD DO WITH ADAM. IS THERE SOME OF THE MORE SPECIFIC QUESTIONS OR AREAS WHERE WE CAN GET, SO I THINK YOU MENTIONED REHABILITATION IS ONE OF 'EM AND A FEW OTHER THINGS. MM-HMM. . SO WHY DON'T, WHY DON'T YOU START WITH ADAM, GET SOME OF THOSE AREAS THAT WHERE YOU NEED ASSISTANCE AND THEN MAYBE WE CAN START BREAKING THAT DOWN INTO AREAS WHERE ESSEX COUNTY GOVERNMENT CAN HELP YOU. SOME MAY BE STATE QUESTIONS THAT MAYBE WE CAN DIRECT YOU, MAYBE SOME OF THOSE STATE AGENCIES OR, OR STATE RESPONSIBILITIES ARE IN PART WORKING WITH ESSEX COUNTY SO THAT WE CAN BETTER DIRECT SOME OF THOSE THINGS. THANK YOU. OKAY. SEE ADAM RIGHT THERE. NATASHA, ANYTHING TO SAY? NO, I DON'T THINK WE SHOULD THAT. OKAY. IS THERE ANY OTHER MEMBER OF THE PUBLIC WISH TO SPEAK AT THIS TIME? SEEING NONE. MME. CLARK LET THE RECORD REFLECT THAT THERE IS NO ONE HERE WISHING TO SPEAK AT THIS TIME. AND WE'LL MOVE ON TO THE COMMISSIONER COMMENT SESSION. COMMISSIONER, IS THERE ANY QUESTIONS OR COMMENTS YOU'D LIKE TO MAKE AT THIS TIME? COMMISSIONER, VICE PRESIDENT COOPER. THANK YOU MR. PRESIDENT. I JUST WANTED TO COMMENT, UM, RIGHT QUICK. I HAD AN OPPORTUNITY TO STOP BY THE RECENT, UM, GRADUATION AT DIRECTOR CHARLES HOSTED. AND IT WAS LOVELY. IT WAS A BEAUTIFUL PROGRAM. UM, A LOT OF DIFFERENT COUNTIES TOGETHER FROM THE FOLKS WHO GRADUATED FROM THE, UM, FROM THE CLASSES RECENTLY TO BECOME CORRECTIONS OFFICERS. THE ONLY RECOMMENDATION I WOULD HAVE IS NEXT TIME THROUGH THE BIGGER CHURCHES. IT WAS PEOPLE BURSTING AT THE SEA OUTSIDE THE GROUNDS THAT YOU COULD BARELY GET THROUGH. BUT IT WAS A WONDERFUL, LOVELY, LOVELY PROGRAM. DIRECT PLEASE. SO PLEASE RELAY MY COMMENTS TO DIRECTOR CHARLES. THANK YOU. CERTAINLY. WELL, COMMISSIONER, IT'S GREAT TO HEAR THAT OUR PROBLEM IS WE NEED MORE SPACE FOR PEOPLE. MR. PRESIDENT, THAT'S A WONDERFUL PROBLEM TO HAVE. THANK YOU, COMMISSIONER. ANY OTHER COMMENTS? COMMISSIONER RICHARDSON. DO YOU MR. PRESIDENT, THIS SUNDAY AT 11:00 AM IN WEEK WAY PARK, IT'S A 5K RUN. UH, IT'S THE INAUGURAL RUN. COME IN ON THE ELIZABETH AVENUE SIDE. COME BEFORE 11. THE RACE IS GOING TO START AT 11 AND IT'S A 5K RACE. THERE'S GONNA BE ALL KINDS OF PRIZES AND STUFF, SO PLEASE COME OUT AND SUPPORT IT. THANK YOU COMMISSIONER. ANY CHANCE SOMEONE CAN DRIVE IT? I'M ASKING FOR A FRIEND. ABSOLUTELY. ABSOLUTELY. WE NEED A VAN DRIVER. YOU COULD LEAD THE PROCESSION. . THANK YOU COMMISSIONER. I APPRECIATE IT. AND ALSO, I, I'LL BE REMISS, WE WANT TO THANK THE STAFF. UH, WE HAD A WONDERFUL, UH, WOMEN'S, UH, EVENT IN THE GLEN RIDGE, THE WOMEN'S CLUB IN GLEN RIDGE, WHICH WAS WELL, VERY WELL ATTENDED. AND WE HAD SOME WONDERFUL HONOREES. AND I WANNA THANK THE COMMISSIONERS AND THE STAFF FOR THEIR INVOLVEMENT THERE. IT WAS A, IT WAS A LOVELY EVENT. I THINK, UH, YOU KNOW, WE'D, WE'D LOVE TO DO IT IN THAT KIND OF FORMAT. AGAIN, MOVING FORWARD, PERHAPS AT ANOTHER WOMEN'S CLUB THROUGHOUT ESSEX COUNTY. 'CAUSE THERE ARE A NUMBER OF THEM. AND THEN IF YOU'RE DRIVING THROUGH THE PARK, CHERRY BLOSSOMS ARE BEGINNING TO BLOOM. WE HAVE, JUST AS A REMINDER, NO BRAGGING HERE, BUT WASHINGTON, YOU SEE WE HAVE 5,300 PLUS TREES, WHICH IS MORE THAN YOU. AND, UH, IT IS A WHOLE HOST OF ACTIVITIES THAT YOU CAN FIND ON THE COUNTY WEBSITE RELATED TO THE CHERRY BOSTON FESTIVAL. SO WITH THAT, WE BIDOU DO I HAVE A MOTION TO ADJOURN? MOTION. SECOND. [02:05:01] ALL IN FAVOR? AYE. THANK YOU EVERYONE. THIS MEETING IS NOW DONE. * This transcript was created by voice-to-text technology.
