COMMISSIONER PRESIDENT EZ.

HERE.

THANK YOU.

PLEASE STAND FOR THIS ALUTE TO THE FLAG.

I'M GONNA ASK COMMISSIONER MERCADO TO LEAD US IN THIS TO THE BLACK OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE, LIBERTY AND JUSTICE FOR ALL.

GONNA ASK FOR A MOMENT OF SILENCE FOR THOSE OF YOU LOST SINCE WE LAST CAME TOGETHER, ESPECIALLY, UH, FOR JAMES KAVANAUGH WHO SERVED AS A FREEHOLDER HERE FOR SEVERAL TERMS. THANK YOU.

BEFORE WE GET STARTED, I WANNA WELCOME BACK COMMISSIONER MERCADO.

IT WAS NICE TO SEE YOU HERE AND GLAD TO SEE YOU AND CHAIR.

THANK YOU.

THANK YOU.

IT'S GOOD TO BE BACK.

I MISSED EVERYONE.

WE MISSED YOU AS WELL, COMMISSIONER.

OKAY.

I HAVE YOU FOR ME CERTIFICATION FOR THE DEPUTY CLERK THAT THIS MEETING IS IN COMPLIANCE WITH THE OPEN PUBLIC MEETINGS ACT.

WE'RE GONNA MOVE ON TO TRANSCRIPTS.

MADAM DEPUTY CLERK, DO WE HAVE ANY TRANSCRIPTS? NO.

MR. PRESIDENT.

OKAY.

DO WE HAVE ANY TOPICS FOR DISCUSSION? NO.

MR. PRESIDENT.

OKAY.

LET'S MOVE ON TO PUBLIC COMMENT.

TONIGHT'S MEETING IS A COMBINED CONFERENCE BOARD MEETING AND WE WILL VOTE ON EVERY ITEM ON THE AGENDA.

SO IF THERE'S ANY MEMBER OF THE PUBLIC WHO WOULD LIKE TO COMMENT ON AGENDA ITEMS

[00:10:01]

ONLY, PLEASE COME TO THE MICROPHONE.

STATE YOUR NAME AND AFFILIATION FOR THE RECORD.

YOU WILL HAVE THREE MINUTES TO SPEAK.

THERE WILL BE TIME LATER IN THE MEETING FOR PUBLIC COMMENT TO ADDRESS ANY OTHER ITEMS. SO I ASK YOU, PLEASE LIMIT YOUR COMMENTS AT THIS TIME TO AGENDA ITEMS ONLY.

GOOD EVENING, MR. TRACY.

GOOD EVENING.

JAMES TROI, VICE PRESIDENT PATERNAL ORDER OF POLICE LODGE 1 0 6, REPRESENTING THE SWORN SUPERVISORY STAFF AT THE ESSEX COUNTY DEPARTMENT OF CORRECTIONS SPEAKING THE RESOLUTION 22 CREATION OF THE SENIOR INVESTIGATOR TITLE WITHIN THE DEPARTMENT OF CORRECTIONS INTERNAL AFFAIRS UNIT IN ONE FORM OR ANOTHER.

THIS TITLE HAS BEEN LITIGATED FOR AT LEAST 40 YEARS.

FOP 1 0 6 IS CORRESPONDENCE REGARDING IT BETWEEN FORMER HR DIRECTOR BRENDA PASAMA AND WHAT WAS THEN THE DID.

DEPARTMENT OF PERSONNEL.

NOW THE CIVIL SERVICE COMMISSION DATED 1984.

WE ARE VERY PLEASED TO SEE THIS FINALLY BEING FORMALLY RESOLVED TONIGHT.

WE REALLY CAN GIVE CREDIT WHERE CREDIT'S DUE.

SO CREDIT TO DIRECTOR CHARLES, CHIEF OF STAFF, ELIJAH COUNTY EXECUTIVE VICENZO ON FINALLY BRINGING THIS TO FRUITION.

THIS RESOLUTION ALSO CHECKS A BOX ON THE RECOMMENDATIONS LIST FROM THE AMBROSE GROUP.

SO THANK YOU.

THAT SAID, I'D BE REMISS IF I DID NOT CALL THIS BODY'S ATTENTION THAT THOSE WE REPRESENT HAVE STILL NOT BEEN MADE FULLY WHOLE.

FOLLOWING THE 2018 TO 2020 ARBITRATION AWARD THAT THE COUNTY SOUGHT BINDING ARBITRATION NEGOTIATIONS HAVE YET TO START FOR 2021 TO 2023 NEGOTIATIONS, NOT ONE MEETING HAS BEEN HELD.

THE HEALTHCARE REIMBURSEMENT AWARD THAT WE ADDRESSED WITH THIS BODY SIX MONTHS AGO HAS YET TO PAY OUT A SINGLE DOLLAR WITH MORE THAN $250,000 IN CLAIMS PENDING.

WITH MORE SOON TO FOLLOW, THAT LITIGATION HAS BEEN LOST BY THE COUNTY AT EVERY LEVEL.

THEY LOST AT THE APPELLATE LEVEL THREE ZERO.

AN INDEPENDENT HEARING EXAMINER RULED IN FAVOR OF THE UNION.

PERC RULED FIVE ZERO IN FAVOR OF THE UNION.

THE COUNTY'S APPEAL TO THE APPELLATE DIVISION FROM PERC THREE ZERO IN THE UNION'S FAVOR.

AND NOW THE COUNTY IS PAYING OUTSIDE COUNSEL TO TAKE THAT MATTER TO THE STATE SUPREME COURT, WHY THE COUNTY LOST.

JUST PAY OUR PEOPLE FROM THE $400,000 FUND THAT THE ADMINISTRATION CLAIMS EXISTS.

LASTLY, JUST THE, UH, CONSCIOUSNESS POINT.

RESOLUTION 24 IS FOR A PRIVATE VENDOR TO PERFORM BACKGROUND CHECKS, UH, PRESUMABLY PRE-EMPLOYMENT.

UH, WE WOULD ASK THAT THE COMMISSIONERS BE SURE ABOUT WHETHER OR NOT THAT THOSE BACKGROUND CHECKS WILL INCLUDE LAW ENFORCEMENT TITLES.

THOUGH IT IS VERY UNLIKELY THAT A PRIVATE COMPANY IS GOING TO BE COMPLIANT WITH THE NUMBER OF STATUTORY REGULATORY PROVISIONS REQUIRED.

30 SECONDS.

SO PLEASE CLARIFY BEFORE VOTING AND APPROVING THAT RESOLUTION AS TO WHETHER THAT IS CIVILIAN TITLES ONLY, OR IF IT DOES IN FACT INCLUDE LAW ENFORCEMENT.

AND IF IT DOES, WE WOULD URGE YOU TO PROCEED WITH CAUTION.

THANK YOU.

THANK YOU, SIR.

GOOD EVENING, MS. JACKSON.

GOOD EVENING.

DOWN TO JACKSON.

UH, OKAY.

I WANT TO GO TO ITEM 10.

I SEE THAT WE ARE USING OPEN SPACE TRUST FUND MONEY, HAVE NO PROBLEM WITH IT.

BUT I'D LIKE TO KNOW WHAT HAPPENED TO THE OPEN SPACE TRUST FUND MONEY BEING USED FOR SUMMER CAMPS IN THE PARK.

I KNOW SOME YEARS AGO I STOOD HERE AND ASKED ANYBODY IF THEY HAD THEIR ECPC SHIRT.

'CAUSE I KNOW I HAD ONE.

I'M STILL LOOKING FOR IT.

I THINK I HAVE IT IN THE BACK OF THE CLOSET SOMEWHERE THAT WE COULD HAVE THAT KIND OF REUNION AND PUT THOSE SERVICES BACK.

THEY WERE OUTSTANDING CAMP PROGRAMS. YOU DID TENNIS, YOU DID WHATEVER, WAS GOLFING.

ALL OF THAT INCLUDED.

I WENT TO WEAK WAY PARK 'CAUSE I LIVED IN THE SOUTHWARD, BUT I ALSO USED BRANCHWOOD PARK AS WELL.

I THINK WE NEED TO PUT THOSE KIND OF PROGRAMS BACK.

I GET THE TREES, I GET ALL THAT OTHER STUFF.

BUT I NEED TO UNDERSTAND WHY WE CONTINUE TO USE THE PARK TRUST FUND MONEY FOR EVERYTHING ELSE EXCEPT OUR CHILDREN HAVING PROGRAMS IN THE PARK THAT NEEDS TO BE CHANGED.

UH, ITEM NUMBER.

BEAR WITH ME ONE SECOND.

UH, 32 SUMMER YOUTH.

HOW MANY ARE YOU HIRING? UM, I ASK THAT EVERY YEAR.

I DON'T KNOW HOW MANY WE DO.

I WOULD LIKE TO HAVE A TOTAL, HOW MANY HOURS DO THEY WORK PER DAY? WHAT'S THE SALARY THAT'S BEING PAID AND HOW ARE THE YOUTH SELECTED AND HOW ARE THEY NOT CANVAS, BUT RECRUITED? HOW DO WE PUT THE WORD OUT? 'CAUSE I HAVEN'T SEEN ANYTHING THAT ESS COUNTY HAS A SUMMER YOUTH PROGRAM FOR CHILDREN TO APPLY.

SO IF WE HAVE THAT, WHERE IS IT? UM, SO THAT OUR YOUTH CAN APPLY FOR THESE, UH, SUMMER JOBS.

AND I THINK LASTLY, UH, COUNTY

[00:15:01]

COUNCIL SCHOOL, WE NEED TO DO NO.

OH, IN REFERENCE TO CITIZEN SERVICES, I SEE SOME AWARDS HERE, UM, COMING IN REFERENCE TO IRVINGTON NEIGHBORHOOD, UH, JOYCE ANGELS, MONTCLAIR NEIGHBORHOOD, UM, FOR INCREASE IN AWARDS.

I NEED YOU GUYS TO UNDERSTAND SOMETHING.

THERE ARE OVER 500,000 LANDLORD TENANT EVICTION CASES IN TWO YEARS THAT HAVE BEEN FILED JUST IN ES COUNTY.

AND I NEED YOU LEGISLATORS TO START LEGISLATING AND ADVOCATING FOR DOLLARS IN HERE.

WE HAVE DOUBLED THE STATE NUMBER OF EVICTIONS, 30 SECONDS JUST IN ESSEX COUNTY.

AND YOU GUYS NEED TO BE STANDING UP TALL.

YOU NEED TO GO OVER THERE TO THAT LANDLORD ATTENDED COURT AND SEE WHAT IT LOOKS LIKE.

THE PEOPLE THAT ARE BEING EVICTED EVERY DAY FROM 18 TO 92.

WE JUST HAD A 92-YEAR-OLD TODAY EVICTED FROM THE CITY OF EAST ORANGE.

AND WE JUST HAD A 92-YEAR-OLD EVICTED DAY BEFORE FROM NEWARK.

YOU GUYS GOTTA DO SOMETHING.

NO BLINDERS.

GO SEE WHAT'S GOING ON.

THANK YOU.

THANK YOU, MS. JACKSON.

OKAY.

MADAM DEPUTY CLERK, LET THE RECORD REFLECT THAT THERE IS NO ONE ELSE WISHING TO SPEAK AT THIS TIME.

SO LET'S MOVE ON TO ORDINANCES ON INTRODUCTION AND FIRST READING.

MADAM CLERK, DO WE HAVE ANY ORDINANCE OR RESOLUTIONS FOR INTRODUCTION OR FIRST READING? YES, MR. PRESIDENT, WE HAVE ONE ORDINANCE FOR INTRODUCTION AND FIRST READING.

OKAY.

SO LET'S MOVE TO ORDINANCE NUMBER ONE, WHICH WILL BE READ INTO THE RECORD AT A LATER TIME.

MR. JACKSON? GOOD EVENING.

CAN YOU EXPLAIN ORDINANCE NUMBER ONE? UH, GOOD EVENING, MR. PRESIDENT, MEMBERS OF THE BOARD.

UM, UH, ORDINANCE NUMBER ONE IS AN AMENDMENT TO AN ORDINANCE, UH, THAT WAS PASSED EARLIER THIS YEAR AND THE AMOUNT OF $1,025,000.

UM, AND IT WILL BE COMING, MOVING MONEY FROM CAP, UH, PARKS CAPITAL TO, UM, APPROPRIATION FOR THE, UH, SHERIFF'S OFFICE.

WE WERE ABLE TO GET A SIGNIFICANT GRANT MONEY FOR SOME OF THE ITEMS THAT WE HAD INCLUDED FOR PARKS AND THE CAPITAL BUDGET.

SO WE'RE ABLE TO MOVE SOME MONEY OVER TO SOME PRESSING NEEDS FOR THE SHERIFF'S DEPARTMENT.

UH, THEY'RE, THEY'RE GETTING 500 FIREARMS AND PER PERIPHERALS, TWO SUVS.

UH, ACTUALLY FIVE BOMBTECH VEHICLES AND EIGHT MOTORCYCLES.

THANK YOU, MR. PARLOVE, DO YOU HAVE ANY QUESTIONS? UH, YES.

JUST TO CONFIRM, MR. JACKSON, THERE'S NO ADDITIONAL MONEY.

IT'S JUST MOVING FROM ONE PLACE TO ANOTHER, CORRECT? THAT'S CORRECT.

THANK YOU.

MR. MCINERNEY, DO YOU HAVE ANY QUESTIONS? UH, NO QUESTIONS.

JUST THAT THE ONLY REAL CHANGE WAS THE TERM OF THE BONDS.

THE, UH, ACQUISITION OF THE PROPERTY, UM, FOR THE SHERIFF'S DEPARTMENT HAS LESS OF A LIFE THAN ORIGINALLY PLANNED, UH, WITH THE ORIGINAL BONDS.

SO THESE BONDS WILL BE HALF TO PAID OVER, UH, A SHORTER PERIOD OF TIME.

THANK YOU, MR. MCMAN.

COMMISSIONERS.

ANY QUESTIONS OR COMMENTS? COMMISSIONER, VICE PRESIDENT COOPER? UH, THANK YOU.

I'LL DEFER TO COMMISSIONER RICHARDS.

COMMISSIONER RICHARDSON, PRESIDENT.

UH, YEAH, SO IT SEEMS LIKE THEY'RE GOING TO GET SOME MOTORCYCLISTS AND SOME MUCH NEEDED, UH, UH, EQUIPMENT.

THE POLICE ARE, THEY'VE BEEN TALKING ABOUT HOW OLD AND OUTDATED THE MOTORCYCLES ARE AND OTHER THINGS, SO I'M HAPPY TO SEE THAT THEY'RE GETTING SOME OF THEIR STUFF ADDRESSED.

COMMISSIONER, VICE PRESIDENT, COMMISSIONER RICHARDSON.

I AGREE AND CONCUR WITH YOUR STATEMENT.

I WAS GONNA MAKE THE SAME THING.

I'M HAPPY TO SEE THAT SOME OF THIS EQUIPMENT IS STARTING TO GET REPLACED.

I WANT TO THANK THE ADMINISTRATION FOR THEIR ATTENTION TO THIS, AND WE LOOK FORWARD TO SUPPORTING MORE EQUIPMENT PURCHASES IN THE FUTURE.

THANK YOU.

THANK YOU.

ANY OTHER QUESTIONS? MR. COMMENTS? COMMISSIONER RICHARDS, WOULD YOU LIKE TO MOVE IT? I'LL MOVE IT.

WOULD YOU LIKE TO SECOND VICE PRESIDENT? YES, SIR.

GREAT MOVE BY COMMISSIONER RICHARDSON, MOVE BY THE VICE PRESIDENT.

UH, LET'S CALL, UH, ROLL CALL PLEASE.

MAD DEPUTY CLERK COMMISSIONER GILL? YES.

COMMISSIONER GRAHAM.

ABSENT.

COMMISSIONER LUCIANO? ABSENT.

COMMISSIONER MERCADO? YES.

COMMISSIONER MURRAY THOMAS? YES.

COMMISSIONER RICHARDSON? YES.

COMMISSIONER SIEBOLD? YES.

COMMISSIONER VICE PRESIDENT COOPER? YES.

COMMISSIONER PRESIDENT POMAN? YES.

SO MOVED.

OKAY, MADAM DEPUTY CLARK, LET'S MOVE ON TO ORDINANCE ON SECOND READING AND PUBLIC HEARING FOR LISTING PURPOSES ONLY.

DO WE HAVE ANY? NO.

MR. PRESIDENT.

OKAY.

DO WE HAVE ANY ORDINANCE OF RESOLUTION ON SECOND READING AND PUBLIC HEARING TONIGHT? NO.

MR. PRESIDENT.

SO LET'S MOVE ON TO RESOLUTION NUMBER ONE, WHICH IS AN ADVICE AND CONSENT NOMINATION FOR THE APPOINTMENT OF THE DIRECTOR OF OFFICE OF SMALL BUSINESS DEVELOPMENT, WHICH WILL BE PROVIDED TO THE RECORD AT A LATER TIME.

MR. JACKSON? UH, THANK YOU, MR. PRESIDENT.

UH, THE ADMINISTRATION IS, UH, VERY HAPPY, PROUD TO NOMINATE RENEE

[00:20:01]

BURGESS FOR THE POSITION OF DIRECTOR OF OFFICE OF SMALL BUSINESS DEVELOPMENT.

UM, SHE'S A PROUD CITIZEN OF IRVINGTON.

I'M GONNA ASK HER WITH YOUR PERMISSION TO COME UP AND, UH, PRESENT HERSELF.

PLEASE DO.

GOOD EVENING.

GOOD EVENING.

IT'S GOOD TO SEE YOU.

UH, GOOD TO BE SEEN, AND GOOD TO SEE YOU ALSO.

HELLO EVERYONE, TO COMMISSIONER, PRESIDENT RAMEZ, VICE PRESIDENT COOPER, AND TO ALL THE DISTINGUISHED COMMISSIONERS.

GOOD AFTERNOON, AND THANK YOU FOR GIVING ME THIS OPPORTUNITY TO TELL YOU A LITTLE BIT ABOUT MYSELF.

I'M A LIFELONG RESIDENT IN IRVINGTON, WHERE I WAS RAISED SCHOOL AND HAS PROUDLY SERVED MY COMMUNITY FOR THE LAST 26 YEARS.

PLUS, OVER THE COURSE OF MY CAREER, I HAVE BEEN FORTUNATE TO ATTAIN VARIOUS PROFESSIONAL CERTIFICATIONS IN FINANCE, HUMAN RESOURCES, PROCUREMENT, PUBLIC HOUSING, ECONOMIC DEVELOPMENT, AND I HAVE SERVED BOTH IN MANAGERIAL AND SUPERVISORY ROLES WHERE I HAVE OVERSEEN ALL FINANCIAL OPERATIONS.

IN ADDITION, I COLLABORATED CLOSELY WITH OTHER EXECUTIVE ADMINISTRATORS ON CREATING BUSINESS AND REDEVELOPMENT TO SUPPORT GROWTH AND PROFITABILITY TO THE TOWNSHIP OF IRVINGTON.

I HAVE SUCCESSFULLY COMPLETED MY ASSOCIATE'S DEGREE AND BACHELOR'S DEGREE, BOTH IN BUSINESS ADMINISTRATION AND A MASTER'S IN PUBLIC ADMINISTRATION.

I AM GREATLY HONORED TO BE HERE WORKING WITH THE GROUP OF DYNAMIC PEOPLE WHO ARE COMMITTED TO WORKING WITH SMALL WOMEN AND MINORITY LGBTQ PLUS AND VETERAN-OWNED BUSINESS BUSINESSES SO THAT THEY CAN SUCCEED AND PROSPER.

THANK YOU.

THANK YOU, COMMISSIONERS.

ANY QUESTIONS OR COMMENTS? COMMISSIONER SIEBEL.

THANK YOU.

I I'VE KNOWN RENEE FROM MANY, MANY YEARS AND SHE DID A WONDERFUL JOB BEING ON THE COUNCIL IN IRVINGTON AND AS HEAD OF THE COUNCIL.

AND SHE IS REALLY TERRIFIC, AND I'M THRILLED THAT YOU ARE GOING TO COME AND PUT YOUR EFFORTS INTO WORKING FOR ESSEX COUNTY.

THANK YOU SO MUCH.

THANK YOU SO MUCH FOR THAT.

THANK YOU.

PLEASURE.

I APPRECIATE THAT.

COMMISSIONER MURRAY THOMAS.

THANK YOU, MR. PRESIDENT.

I JUST WANT TO ECHO COMMISSIONER SIEBOLD'S REMARKS.

JUST THANK YOU FOR THE WORK THAT YOU'VE DONE FOR THE CITY OF IRVINGTON, FOR THE COUNTY OF ESSEX.

AND OF COURSE, I KNOW THIS ISN'T YOUR ROLE HERE TONIGHT, BUT YOUR WORK ON BEHALF OF THE ENTIRE STATE AND THE ASSEMBLY.

SO IT'S AN HONOR TO SUPPORT YOU AND THE INCREDIBLE WORK YOU CONTINUE TO DO FOR FAMILIES EVERYWHERE.

THANK YOU.

THANK YOU SO MUCH, COMMISSIONER SIEBOLD RON.

TWO I I FORGOT TO MENTION ONE THING.

CONGRATULATIONS ON NOW BEING A STATE SENATOR FROM ESSEX COUNTY.

THANK YOU.

THANK YOU SO MUCH.

COMMISSIONER, VICE PRESIDENT COOPER.

THANK YOU, MR. PRESIDENT.

I WANNA WELCOME YOU TO THE COUNTY ADMINISTRATION.

I LOOK FORWARD TO GREAT AND BIG THINGS FOR YOU IN THIS ROLE.

UH, I WILL APOLOGIZE IN ADVANCE IF IN THE FUTURE I MAY BEAT YOU UP, , BUT WE HAVE BEEN LOOKING FORWARD TO YOU COMING TO THIS ROLE FOR A VERY LONG TIME.

THANK YOU.

AND I LOOK FORWARD AND HOPE THAT WHAT YOUR LEADERSHIP WILL GET TO BRING SOME MORE DIVERSITY TO HOW WE RECRUIT VENDORS, UM, AND CONTRACTORS TO THAT COME TO DO BUSINESS HERE IN THE COUNTY OF ESSEX.

WE DO A GREAT JOB WITH SELECTING VENDORS AND HANDING OUT CONTRACTS, BUT WE ALWAYS DON'T ALWAYS DO A GREAT JOB IN MAKING SURE THAT WE HAVE A GOOD MIX OF WOMEN AND MINORITIES THAT SERVE IN THOSE ROLES.

SO I LOOK FORWARD TO WORKING WITH YOU.

PLEASE CALL ON ME IF I CAN ASSIST YOU IN ANY WAY.

ABSOLUTELY.

THANK YOU.

COMMISSIONER RICHARDSON.

DO YOU, MR. PRESIDENT, I WANT TO ECHO WHAT MY COLLEAGUES HAVE SAID SO FAR, AND I I LOOK, ALSO LOOK FORWARD.

'CAUSE I KNOW YOUR WORK IN IRVINGTON AT THE HOUSING AUTHORITY.

I KNOW YOUR WORK AT THE CITY LEVEL, AND I LOOK FORWARD TO YOU DOING THE THINGS THAT VICE PRESIDENT COOPER JUST MENTIONED IN TERMS OF REALLY GETTING, NOT JUST ACTING AS THOUGH YOU ARE BRINGING IN MINORITIES, YOU KNOW, LIKE GOING OUT AND SIGNING UP 400 PLUS CONTRACTORS, BUT ONLY TWO OF 'EM GET WORK, RIGHT? SO WE LOOK FORWARD TO THAT BEING CHANGED UNDER YOUR WATCH.

AND WE WILL HOLD YOUR FEET TO THE FIRE WHEN YOU COMING HERE TO THE COMMITTEE MEETINGS.

WE AIN'T FRIENDS, RIGHT? WE JUST WANT TO KNOW THE WORK THAT YOU'RE DOING, HOW YOU GETTING IT DONE.

AND IF YOU NEED SOME HELP, WE ARE ALL HERE TO HELP YOU, RIGHT? BUT WE DON'T WANT THAT CRAZY BUSY SIGNING UP CONTRACTORS AND VENDORS JUST BECAUSE RIGHT, RIGHT.

LIKE THE LAST DIRECTOR DID.

HE WAS GOOD.

HE WAS GOOD IN A ONE ROLE IN THE INSURANCE ROLE, BUT HE WAS NOT GOOD IN AFFIRMATIVE ACTION.

SMALL BUSINESS ROLE.

AND I'LL SAY THAT.

SO IT'S ON THE RECORD.

THANK YOU, COMMISSIONER.

WELCOME.

, COMMISSIONER GILL.

THANK YOU, MR. PRESIDENT.

UM, I'LL, I'LL BE YOUR FRIEND.

, UH, IN ALL SERIOUSNESS, UM, UH, CONGRATULATIONS LOOKING, AND I, I

[00:25:01]

ACTUALLY ALSO ECHO EVERYTHING THAT'S BEEN SAID AND, UM, YOU KNOW, AND, AND AGREE WITH IT ACTUALLY.

AND, UM, AGREE WITH COMMISSIONER RICHARDSON'S, UM, POINTS.

UM, MANY OF THEM.

AND JUST IN THE SENSE THAT, UM, YOU KNOW, FOR THOSE OF US WHO HAVE BEEN ON THE BOARD NOW FOR A LITTLE BIT OF TIME, UM, AND THIS, AGAIN, DOES NOT, THIS IS NOT TO POINT FAULT AT ANY ONE INDIVIDUAL OR ENTITY.

UM, IT, IT STILL REMAINS A CHALLENGE, I BELIEVE, UM, IN HOW WE AWARD WORK WITHIN THE COUNTY TO MAKING SURE THAT, UM, OUR VENDORS, UM, AS MUCH AS POSSIBLE, UH, LOOK LIKE, UM, THE COUNT, LOOK LIKE THE DIVERSITY THAT MAKES UP THIS COUNTY.

AND, UM, SO IT'S, UM, WHATEVER WE CAN DO AS A BOARD TO HELP YOU ACHIEVE THAT GOAL.

I KNOW WE ARE HERE TO HELP YOU AND ASSIST YOU, UH, IN THAT IN ANY WAY.

AND, UM, YES, WE'RE, YOU KNOW, WE'RE, YOU'RE GONNA HAVE OUR SUPPORT, BUT, UM, WE'VE BEEN, UM, ANXIOUS TO HAVE SOMEONE IN THIS ROLE, .

SO WE'RE GONNA BE LOOKING FORWARD TO HEARING FROM YOU QUITE A BIT, UM, ON, UH, YOU KNOW, ONCE YOU GET UP AND RUNNING AND LOOK, WISH YOU, YOU KNOW, NOTHING BUT CONTINUED SUCCESS, UM, YOU KNOW, AS YOU ENTER INTO THIS, UH, NEXT PHASE OF PUBLIC SERVICE.

THANK YOU.

THANK YOU.

COMMISSIONER MERCADO.

I DON'T WANT TO BE THE ONE NOT TO SAY ANYTHING.

I WANT TO, UH, DEFINITELY ECHO MY COLLEAGUES SENTIMENT AND CONGRATULATIONS TO, FIRST I WANT TO THANK THE ADMINISTRATION FOR YOUR NOMINATION, AND I WANNA CONGRATULATE YOU ON YOUR APPOINTMENT.

THIS OFFICE OF SMALL BUSINESS DEVELOPMENT IS VERY IMPORTANT TO US HERE, AND WE DEFINITELY ARE LOOKING FORWARD TO YOUR LEADERSHIP IN THIS OFFICE, AND WE CAN REALLY, UH, BRING DIVERSE GROUPS FROM, UH, THE COMMUNITY, UH, ENGAGED IN SMALL BUSINESS.

AND, UH, WE LOOK FORWARD TO, UH, MANY GOOD THINGS TO COME.

SO, THANK YOU.

THANK YOU.

AS I LOOK FORWARD TO WORKING WITH EACH AND ONE OF YOU AND MY STAFF, JUST TO DO JUST THAT, TO MAKE A DIFFERENCE, TO SHOW A DIFFERENCE.

AND I THINK TOGETHER WE, WE CAN, WE CAN DO BETTER.

THANK YOU, MS. S WE KNOW THAT IF, UH, YOUR PAST RECORD IS ANY INDICATION, YOU'RE GONNA DO JUST FINE.

SO WE LOOK FORWARD TO THAT.

AND TO THAT DEGREE, I ECHO MY COLLEAGUE SENTIMENT.

SO WE'RE HERE TO SUPPORT WHATEVER WE COULD DO TO LINE SUPPORT.

THE WAY TO GET TO OUR AGENCIES IS TO COME THROUGH OUR OFFICE, AND WE HAVE A LIST OF AGENCIES LISTED ON OUR WEBSITE, BUT THEY CAN CONTACT OUR OFFICE.

OUR OFFICE IS ALWAYS ASSESSING THE NEEDS OF EVERYONE.

AND WE HAVE THOSE AGENCIES THAT WE REFER TO OUT THROUGHOUT THE COUNTY TO MAKE SURE THAT THEY ARE, AND THEY'RE ALL THROUGH, ALL OVER MONTCLAIR IRVINGTON, WEST ORANGE, ORANGE AGENCIES ARE ALL OVER.

SO THEY, PEOPLE CAN ASSESS THOSE AGENCIES AT ANY TIME, AND IF THEY HAVE ANY PROBLEMS, THEY CAN CALL OUR OFFICE AND WE WILL HELP STREAMLINE THE NEED.

THERE'S SO MANY PEOPLE THAT ARE OUT THERE IN NEED THAT UNFORTUNATELY, WE DON'T GET ENOUGH FUNDING FOR OUR POPULATION, WHICH IS MY POPULATION THAT WE SERVICE, IS THE WORKING POOR.

IT'S A LOT OF MONEY FOR PEOPLE THAT ARE UNEMPLOYED OR THAT ARE RECEIVING WELFARE BENEFITS.

HOWEVER, FOR THE WORKING POOR, THERE'S NOT A LOT OF FUNDS AND WE NEED HELP WITH LEGISLATION TO CHANGE THAT, WHICH WE ARE WORKING WITH LEGISLATION TO GET MORE FUNDING INTO THE COUNTY.

MR. MCCOY, FOR THE RECORD, WHAT'S THE PHONE NUMBER THAT MEMBERS OF THE PUBLIC CAN CONTACT TO REACH YOUR OFFICES? ABSOLUTELY THROUGH YOU, MR. PRESIDENT.

THE NUMBER IS AREA CODE 9 7 3 3 9 5 8 3 5 0.

WE ALSO ATTEND NUMEROUS COMMUNITY EVENTS AND BRING OUR BROCHURES.

ALL OUR INFORMATION IS ALL OUT THERE TO MAKE SURE PEOPLE ARE AWARE OF EVERYTHING THAT WE ARE DOING HERE IN THE COUNTY TO MAKE SURE PEOPLE GET CONNECTED TO US, TO MAKE SURE THAT THEY GET THE HELP THAT THEY, THAT THEY NEED.

AND THAT'S THE DEPARTMENT OF CITIZEN SERVICES THROUGH THE DIVISION OF COMMUNITY ACTION SPECIFICALLY.

SO YOU CAN GOOGLE THAT AS WELL IF YOU'RE WATCHING AT HOME OR TAKING NOTES OR WATCHING THIS AT A LATER TIME.

THANK YOU.

OKAY, COMMISSIONER, DO I HAVE A MOVER FOR, UH, FOUR,

[00:40:01]

FIVE, AND SIX? I'LL MOVE.

MOVE BY.

COMMISSIONER OCADO, OR SECOND? SECOND.

SECOND.

BY COMMISSIONER RICHARDSON.

ROLL CALL MADAM DEPUTY CLERK COMMISSIONER GILL? YES.

COMMISSIONER GRAHAM.

ABSENT.

COMMISSIONER LUCIANO.

ABSENT.

COMMISSIONER MERCADO? YES.

COMMISSIONER MURRAY THOMAS.

YES.

WITH AN EXTRA THANKS FOR THE WORK YOU AND YOUR TEAM DO FOR OUR COMMUNITIES.

THANK YOU SO MUCH.

THANK YOU ALL COMMERS.

I REALLY APPRECIATE IT.

THANK YOU.

COMMISSIONER RICHARDSON? YES.

COMMISSIONER SIEBOLD? YES.

COMMISSIONER VICE PRESIDENT COOPER? YES.

COMMISSIONER PRESIDENT POIS? YES.

SO MOVED.

MR. MCGUIRE.

WATCH OUT.

UH, I THINK MR. ZA IS GIVING YOU THE STINK EYE FOR BEING FIRST TODAY.

SO , THANK YOU FOR YOUR GOOD WORK.

ALL RIGHT, SO LET'S MOVE ON TO RESOLUTION NUMBER SEVEN, MR. JACKSON.

THIS IS FROM, UH, THE DIVISION OF YOUTH SERVICES.

IT WILL BE READ INTO THE RECORD AT A LATER TIME.

UH, THANK YOU, MR. PRESIDENT.

THIS IS ACTUALLY A HOUSEKEEPING RESOLUTION.

UH, ON THREE 20, THE BOARD APPROVED, UM, UH, THE, THIS CONTRACT, UH, BUT THE AMOUNT AND THE, AND THE TITLE IS, WAS INCORRECT.

THE CORRECT AMOUNT IS, UH, $8,794,784.

THE AMOUNT, AND THE, UH, TITLE WAS 8,061,865.

ALL THE OTHER BACKUP PAPERWORK, THE CONTRACTS THEMSELVES WERE ALL CORRECT.

SO THIS IS JUST MAKING A MINISTERIAL, UM, UH, CORRECTION FOR THAT, UH, UH, RESOLUTION.

THANK YOU, MR. PARLOVE.

ANY QUESTIONS? JUST A QUICK QUESTION.

THAT, THAT, UM, I UNDERSTAND IT WAS A TYPO, BUT THAT DIDN'T CHANGE.

UM, I, I, THIS IS WHAT I'M DRIVING AT.

I DON'T REMEMBER IF THERE WAS ANOTHER BIDDER AT THE TIME.

THIS DOESN'T IMPACT THAT, UH, BID SELECTION DOES IT IN LOWEST COST.

IT DOES NOT.

OKAY.

MR. MCINERNEY? I DON'T HAVE ANY QUESTIONS.

COMMISSIONERS, MR. PRESIDENT? COMMISSIONER MURRAY THOMAS.

THANK YOU.

I KNOW THIS IS A HOUSEKEEPING ITEM, BUT JUST OUTTA CURIOSITY, SINCE IT'S RELATED TO THE MEDICAL SERVICES AT THE JUVENILE DETENTION CENTER, DOES THAT ALSO INCLUDE THE MENTAL HEALTH SERVICES FOR STUDENTS OR YOUNG PEOPLE WHO ARE DETAINED? OR IS THAT A SEPARATE LINE ITEM FROM THIS CONTRACT? I, I BELIEVE THERE'S A SEP SEPARATE PROGRAM, BUT IT DOES INCORPORATE SOME OF THAT AS WELL.

BUT I BELIEVE THERE'S A SEPARATE PROGRAM IN ADDITION TO THIS.

OKAY, GREAT.

THANK YOU.

OKAY.

DO I HAVE A MOVER MOTION MOVE BY VICE PRESIDENT COOPER, SECOND BY COMMISSIONER MERCADO.

AND NUMBER SEVEN, ROLL CALL MADAM DEPUTY CLERK COMMISSIONER GILL? YES.

COMMISSIONER GRAHAM.

ABSENT.

COMMISSIONER LUCIANO.

ABSENT.

COMMISSIONER MERCADO? YES.

COMMISSIONER MURRAY THOMAS.

YES.

COMMISSIONER RICHARDSON? YES.

COMMISSIONER SIEBOLD? YES.

COMMISSIONER VICE PRESIDENT COOPER? YES.

COMMISSIONER PRESIDENT EZ? YES.

SO MOVED.

OKAY.

RESOLUTION EIGHT HAS BEEN WITHDRAWN BY THE ADMINISTRATION.

SO LET'S MOVE ON TO RESOLUTION NINE THROUGH 11 THERE FROM THE DEPARTMENT OF PUBLIC, UH, I'M SORRY, FROM PARKS, RECREATION AND CULTURAL AFFAIRS, WHICH WILL BE READ INTO THE RECORD AT A LATER TIME.

MR. ZAS, STILL KIND OF EARLY.

JOSHUA ZAS, ESSA COUNTY PARKS, UH, GOOD EVENING.

NUMBER NINE IS A CONTRACT, UH, AWARD WITH SUNNY ELECTRIC FOR GENERAL ELECTRIC IMPROVEMENTS.

MAINTENANCE OF REPAIRS, 24 MONTH CONTRACT OPTION NOT TO EXCEED $821,083.

UH, SIMPLY PUT THIS AS JUST FOR THE VARIOUS ELECTRICAL NEEDS, UH, THROUGHOUT THE PARK SYSTEM, BE IT AT, UH, THE VARIOUS COMMUNITY CENTERS, THE ZOO, THE ARENA, THE ENVIRONMENTAL CENTER, WHAT HAVE YOU.

UM, AGAIN, THIS IS A 24 MONTH EXTENSION, BUT THE, UH, THE CONTRACTOR WHEN THEY WERE PREVIOUSLY HERE, THEY DO HAVE, UH, NINE EMPLOYEES, TWO OF WHICH ARE FROM ESSEX, AND THEY'RE PART OF A-I-B-E-W LOCAL 1 64.

NUMBER 10 IS AUTHORIZATION TO USE THE ES COUNTY RECREATION OPEN TRACE SPACE TRUST FUND FOR TREE WORK THROUGHOUT THE ES COUNTY PARK SYSTEM.

AMOUNT NOT TO EXCEED $200,000.

UH, THIS IS JUST FOR VARIOUS TREE WORK THAT WE NEED THROUGHOUT THE ENTIRE PARK SYSTEM.

UH, BE IT, YOU KNOW, WHICHEVER, WHICHEVER PARK, UH, NEEDS IT.

UH, WE DO SURVEY THE DIFFERENT PARKS AND, UH, OUR MAINTENANCE DEPARTMENT DETERMINES, YOU KNOW, WHAT'S, UH, MOST PREVALENT.

NUMBER 11, UH, VERY SIMILAR.

IT'S, UH, AUTHORIZATION TO USE YES, COUNTY RECREATION, OPEN SPACE TRUST FUND TO FUND ROOF MAINTENANCE WORK THROUGHOUT THE PARK SYSTEM AMOUNT NOT TO EXCEED A HUNDRED THOUSAND DOLLARS.

SAME SCENARIO WHERE, UM, OUR MAINTENANCE DEPARTMENT, UH, UH, SURVEYS THE VARIOUS, UH, BUILDINGS AND DETERMINES WHICH ONES, UH, ARE IN DESPERATE NEED OF ROOF REPAIR.

HAPPY TO ANSWER ANY QUESTIONS THE BOARD MAY HAVE.

MR. PARLOVE, ANY QUESTIONS ON NINE THROUGH 11? NO QUESTIONS FOR ME.

MR. MCINERNEY.

ARE, ARE YOU GONNA BRING, UH, CONTRACTS OR DO YOU ALREADY HAVE CONTRACTS IN PLACE WHERE THESE FUNDS WILL BE UTILIZED? UH, THROUGH YOU? MR. PRESIDENT JOSHUA WAS ASEX COUNTY PARKS.

I, I APOLOGIZE.

THEY'RE BOTH FOR EXISTING CONTRACTS.

IT'S JUST A FUNDING MECHANISM.

OKAY.

COMMISSIONER SIEBEL, THANK YOU.

ON MAY 21ST, THE OPEN SPACE TRUST FUND ADVISORY BOARD CONVENED, AND WE DISCUSSED ALL OF THESE AND WE WERE IN FULL AGREEMENT THAT THIS WORK BE TAKEN CARE OF.

THANK YOU, JOSH.

THANK YOU.

COMMISSIONER.

COMMISSIONER, VICE PRESIDENT COOPER.

THANK YOU MR. PRESIDENT

[00:45:01]

FOR ITEM NINE.

WHAT OTHER CONTRACT DO WE HAVE WITH THEM? WE AWARDED THEM SOMETHING PREVIOUSLY THIS YEAR.

UH, JOSHUA? I'M SORRY.

I, I DIDN'T, I DIDN'T HEAR THAT.

YEAH, I THINK YOU'RE, I THINK, I THOUGHT I HEARD YOU SAY THAT WE PREVIOUSLY AWARDED THEM SOMETHING THIS YEAR.

WAS IT FOR THIS ? NO, IT WAS, UM, WHEN THEY, WHEN THE CONTRACT WAS ORIGINALLY AWARDED TWO YEARS AGO.

AND NOW THIS IS THE 24 MONTH EXTENSION.

OH, OKAY.

THIS IS AN EXTENSION, UM, FOR ITEM 10.

MR. JACKSON, I SENT YOU SOME CONCERNS FROM SOME RESIDENT GROUPS IN RELATION TO ORANGE PARK.

DID YOU RECEIVE THOSE ITEMS? I DID, AND I FORWARDED THEM TO THE PARKS TO DIRECTOR OF PARKS.

CAN THOSE ITEMS BE ADDRESSED THROUGH ITEM 10 OR DO WE HAVE ANOTHER MECHANISM TO ADDRESS THOSE TREE CONCERNS? THAT, THAT WOULD BE EITHER BY INTERNAL STAFF OR BY THAT, BUT I THINK THAT'S MORE OF AN INTERNAL STAFF.

BUT I, I'LL, WE CAN FOLLOW UP MR. WITH MR. ZAS AND MATT, WE WILL FOLLOW UP AND SEE WHAT THAT, WHAT THAT, HOW THAT WORKED OUT.

BUT I DID SEND THOSE PICTURES AND, AND YOUR CONCERN TO, UM, TO THE PARKS DEPARTMENT.

ALRIGHT.

THANK YOU.

ANY OTHER QUESTIONS? COMMISSIONERS, UH, MR. MACK OR ANY, UH, JUST A QUESTION.

THESE, THESE AMOUNTS, ARE THEY, IN ADDITION TO OTHER AMOUNTS THAT HAVE BEEN, UM, ALLOCATED OUT OF OPEN SPACE FOR THE CONTRACT FOR THE SAME PERIOD OF TIME? JOSHUAS EIGHT, COUNTY PARK THREE, MR. PASS.

SO IT'S SIMILAR TO WHAT WE'VE DONE, UH, VARIOUS OTHER TIMES IN THE PAST.

UH, SO WHEN WE GO TO AWARD THE CONTRACT, WE USUALLY USE, UH, PARKS OPERATING TO AWARD THE CONTRACT.

AND THEN AS WE GO THROUGH IT, UM, IN ORDER TO SAVE SOME OF THE OPERATING FUNDS, WE WOULD, UH, ASK OPEN SPACE TO, UH, TO APPROVE THAT AND THEN ULTIMATELY COME TO THE COMMISSIONERS.

OKAY.

SO THIS IS, THIS DOESN'T REPRESENT THE CONTRACT.

THE MATTER WHAT WE MIGHT SPEND IN FULL.

'CAUSE IT, THESE, THESE NUMBERS LOOK LIKE A LITTLE LOW.

THIS IS BASICALLY JUST A SUBSIDY TO THE EXISTING, UH, CONTRACT TO HELP PAY CORRECT FOR.

AND SOME OF THAT STUFF IS, UH, SOME OF THESE, UM, YOU KNOW, SERVICES ARE ALREADY PAID OUTTA THE OPERATING BUDGET.

THAT IS CORRECT, YES.

OKAY.

JUST WANNA KNOW, DO I HAVE A MOVER FOR NINE, 10, AND 11? MOVE BY COMMISSIONER SIEBOLD.

SECOND.

SECOND BY COMMISSIONER RICHARDSON.

ROLL CALL MADAM DEPUTY CLERK FOR NINE, 10, AND 11.

COMMISSIONER GILL? YES.

COMMISSIONER GRAHAM.

ABSENT.

COMMISSIONER LUCIANO.

ABSENT.

COMMISSIONER MERCADO? YES.

COMMISSIONER MURRAY THOMAS.

YES.

COMMISSIONER RICHARDSON.

YES.

COMMISSIONER SIEBEL? YES.

COMMISSIONER VICE PRESIDENT COOPER? YES.

COMMISSIONER PRESIDENT EZ? YES.

SO MOVED.

THANK YOU.

LET'S MOVE ON TO RESOLUTIONS 12 THROUGH 14 AND NUMBER 66, WHICH ARE FROM THE DEPARTMENT OF PUBLIC WORKS.

AND THEY'LL BE READ INTO THE RECORD AT A LATER TIME.

GOOD EVENING.

GOOD EVENING.

COMMISSIONERS.

ANDRES GOMEZ FROM THE DEPARTMENT OF OF PUBLIC WORKS, DIVISION OF ENGINEERING.

NUMBER 12 IS THE CONTRACT TO AWARD ATLANTIC GROUP INC.

THE LOWEST RESPONSIVE AND RESPONSIBLE BIDDER TO PROVIDE NEW SYNTHETIC DUR BASEBALL AND SOFTBALL FIELDS AT MONTY IRVING ORANGE PARK, AN AMOUNT NOT TO EXCEED $2,398,360.

WE HAVE A REPRESENTATIVE, UH, TONIGHT HERE FROM LANDTECH.

HIS NAME IS JIM MENTO.

HE'S GONNA SPEAK A LITTLE BIT ABOUT, ABOUT HIS COMPANY AND THE PROJECT ITSELF.

GREAT, JIM, LET'S HAVE HIM UP.

PLEASE JUST INTRODUCE YOURSELF, YOUR COMPANY, AND TELL US ABOUT THE WORK AND WHAT YOU DO FOR ESSEX COUNTY IN TERMS OF EMPLOYMENT.

ANY UNION AFFILIATIONS THAT YOU MAY HAVE.

YEAH.

HI, MY NAME'S JIM CHITO.

I'M WITH THE LANDTECH GROUP.

I'M THE PROJECT MANAGER IN NORTH JERSEY MYSELF.

I HAVE, UH, AN AFFILIATION WITH ESSEX COUNTY FOR OVER 30 YEARS WORKING IN THE PARKS.

I WAS A PREVIOUS OWNER.

I'M BORN AND BRED IN BELLEVILLE, AND I HAD MY OWN COMPANY THAT IS NOW CLOSED.

I'M NOW WITH THE LANDTECH GROUP.

MOST HONORABLY, WE JUST COMPLETED BRANCH PARK, SYNTHETIC INFIELDS, AND THE GRASS OUTFIELDS WITH IRRIGATION SYSTEMS. VERY SIMILARLY IN MOUNT IRVIN, WE'RE GONNA DO THE SAME THING.

UM, WE'RE GONNA PUT TWO SYNTHETIC INFIELDS BACKSTOPS NETTING.

THERE'S GONNA BE NEW DRINKING FOUNTAIN, NEW IRRIGATION, BENCHES, SOME PAVING.

AND THAT'S PRETTY MUCH WHAT THE JOB CONSISTS OF IN A NUTSHELL.

BUT THE LANDTECH GROUP IS HAPPY TO WORK WITH ESSEX COUNTY AGAIN.

AND THE LANDTECH GROUP HAS HAD A VERY SUCCESSFUL LONG CAREER WITH ESSEX COUNTY AS WELL.

WE ARE SYNTHETIC TURF FIELDS THROUGHOUT THE COUNTY OF ESSEX.

CAN YOU TELL US HOW MANY ESSEX COUNTY EMPLOYEES, UH, YOU HAVE CURRENTLY? AND WHAT ARE UNION AFFILIATIONS YOU MAY HAVE? WE HAVE VARIOUS, UH, WE HAVE AFFILIATIONS WHERE LOCAL 4 72 HEAVY AND HIGHWAY LABORERS, LOCAL 8 25 OPERATING ENGINEERS AND, UH, ARE ACTUALLY THE FOREMAN ON THIS JOB, UH, LIVES IN BELLEVILLE.

AND, UH, HE'S A, A MINORITY AS WELL.

HIS

[00:50:01]

NAME'S EDDIE GONZALEZ.

HE'S A GREAT GUY.

AND HE'S RUNNING, HE'S GONNA BE RUNNING A SHOW UNDERNEATH ME OVER THERE.

WE ALSO HAVE ANOTHER GENTLEMAN FROM NEWARK ON OUR STAFF.

BUT, UH, OUR COMPANY'S A VERY LARGE COMPANY.

UH, SOMETIMES WHEN WE PULL FROM THE UNION HALLS, WE DON'T HAVE A CHOICE WHERE THEY COME FROM AS WELL.

BUT OUR STEADY EMPLOYEES ARE PRETTY MUCH THROUGHOUT THE STATE OF JERSEY AND THE NORTH JERSEY REGION.

BUT WE DO HAVE A FAIR SHARE OF ESSEX COUNTY EMPLOYEES.

THANK YOU.

MR. PARLOVE, YOU HAVE ANY QUESTIONS? NO.

MR. MCKINNEY, ANY QUESTIONS? NO QUESTIONS.

COMMISSIONERS.

ANY QUESTIONS ON NUMBER 12? COMMISSIONER GILL.

UH, THANK YOU, MR. PRESIDENT.

UM, FOR THE, FOR THE TURF, FOR THE TURF BASEBALL SOFTBALL FIELDS, ARE WE, UM, ARE WE DOING SOMETHING DIFFERENT WITH THE INFIELDS, UM, THAN WE HAVE BEEN IN THE PAST? UM, MEANING, UM, I I, THERE'S A PRETTY, THERE'S A FAIRLY, UM, ACTIVE ISSUE ON A LOCAL FIELD IN MONTCLAIR ABOUT THE USE OF SYNTHETIC TURF IN THESE FIELDS AND THE SAFETY OF SYNTHETIC TURF ON THESE FIELDS.

AND IN A NEWS REPORT THROUGH MR. PRESIDENT THAT I READ TODAY, IT SAID THAT THE COUNTY IS, IS NOW, UM, IS NO LONGER, UM, USING AS MUCH OF THE, AND I'M PROBABLY DOING A POOR JOB EXPLAINING THIS, BUT IS, IS NO ONE USING THE, WHATEVER MATERIALS ARE USED, YOU'RE USING LESS OF IT IN THE INFIELD, THE WAY YOU'RE STRUCTURING THE INFIELDS THAN WE HAVE IN THE PAST.

SO MEANING IT, IT'S A CERTAIN KIND OF TURF, I GUESS IN THE OUTFIELD, A CERTAIN KIND OF TURF IN THE, WELL, THESE JOBS, IN PARTICULARLY IF YOU'RE TALKING ABOUT MONTCLAIR, PROBABLY BROOKDALE PARK, ARE YOU TALKING ABOUT, UH, THE, IN THE INFIELDS ARE ONLY SYNTHETIC.

THE OUTFIELDS ARE NATURAL GRASS ARE NATURAL GRASS.

SO SAME WITH BRANCH BROOK, SAME WITH THE WAS JUST DONE BY ANOTHER CONTRACTOR.

SAME AS, SO I GUESS MY QUESTION IS, WOULD THE, WOULD THE OUTFIELD STILL BE GRASS? WOULD THEY'RE GONNA BE NATURAL GRASS? THEY WOULD STILL BE NATURAL GRASS AND IRRIGATION? YES.

AND I THINK THE REASON WHY THIS IS, YEAH.

UH, THE REASON WHY THE COUNTY'S DOING THIS IS IT, IT COULD TAKE MORE WEAR AND TEAR.

INFIELD IS THE, THE AREA THAT TAKES THE MOST ABUSE, YOU KNOW, AND, UH, IT, IT'S DEFINITELY BENEFICIAL.

HAVE A SYNTHETIC TURF INFIELD.

GOT IT.

YEAH.

IT JUST, IT COULD PLAY IN ANY WEATHER OR DRAIN AS WELL.

IT PLAYS WELL.

RIGHT, RIGHT.

OKAY.

YEAH.

YOU KNOW, THIS WAS ACTUALLY A LO IT, IT, IT THREW YOU, MR. PRESIDENT, IT, IT CAUGHT MY ATTENTION.

IT WAS ACTUALLY A LOCAL, A MUNICIPAL, A MUNICIPAL OR BOARD OF EDUCATION FIELD THAT'S BEING TURF.

BUT THE WHOLE THING IS BEING TURF.

BUT THEY ACTUALLY HIGHLIGHTED THE FACT THAT THE COUNTY IS NOW MOVING WHEN WE'RE DOING THESE TURFING.

SO I JUST WANTED TO KNOW, LIKE IN THESE OTHER JOBS, AND I JUST DON'T REMEMBER THE JOBS.

AND MAYBE MR. JACKSON, YOU COULD OR SOMEONE COULD SPEAK TO THAT.

THE, WHAT WE HAVE TURF QUITE A FEW OF THE BASEBALL AND SOFTBALL FIELDS OVER THE LAST THREE TO FIVE YEARS.

UM, ARE, ARE, OR IS THAT, IS THAT A CONSCIOUS DECISION NOW THAT WE'RE KEEPING THE OUTFIELDS GRASS? SO TO HAVE LESS OF THE SYNTHETIC TURF ACROSS THESE FIELDS, I GUESS IS ONE QUESTION.

AND THEN THE SECOND QUESTION IS HOW, UM, A LOT OF, THERE'S A LOT OF DATA COMING OUT NOW.

LIKE HOW DO WE, HOW DO WE TEST THE SAFETY OF THESE OR THE, UM, ENVIRONMENTAL SAFETY, SO TO SPEAK, UM, OF THESE SYNTHETIC TURF? I, I CAN'T SPEAK TO THE SECOND QUESTION.

UH, COMMISSIONER, UH, WITH ANY BACKUP OR REAL KNOWLEDGE.

OKAY.

BUT I CAN TELL YOU THAT FROM A PHILOSOPHICAL POINT OF VIEW, WE ARE MOVING MORE TOWARD INFIELD, TURF AND OUTFIELD, UH, NATURAL GRASS.

AND ACTUALLY THAT CONCEPT STARTED, UH, IN MONTCLAIR AT MOUNTAINSIDE WHERE THAT FIELD WAS DONE.

UM, I THINK THAT'S ONE OF THE FIR MAYBE THE FIRST ONE THAT WAS DONE, UM, WITH THE INFIELD AND, UH, AND THE OUTFIELD BEING NATURAL GRASS.

OKAY.

WE HAD GREAT LEADERSHIP IN MONTCLAIR AT THE TIME.

THAT'S RIGHT.

.

I'LL, I'LL, I'LL RESERVE.

UM, I, I I WILL SUPPORT THIS AND I AGREE WITH THAT ACTUALLY.

THAT'S WHY WE WANTED YOU BACK, UH, .

BUT, UM, THE, UH, THREE YOU, MR. PRESIDENT, I, I DO, I WILL SET SOME QUESTIONS TO THE ADMINISTRATION.

JUST, I'D LIKE TO JUST, UM, GET A LITTLE BIT EDUCATED ON, UM, HOW WE, UM, WHAT THE TESTING LOOKS LIKE.

UM, 'CAUSE THERE, THERE DOES SEEM TO BE A LOT OF, OF DATA OUT THERE RIGHT NOW ABOUT, UM, OR AT LEAST PRESENT A DATA ABOUT, UM, AGAIN, UM, WHAT'S IN THE, WHAT'S IN THE TURF ITSELF.

AND, UM, OF COURSE I KNOW, UH, THAT WE'RE DOING EVERYTHING WE CAN TO MAKE SURE IT'S AS SAFE AS POSSIBLE.

MM-HMM.

, BUT IT'S STILL ALSO RELATIVELY NEW, UM, TECHNOLOGY, SO TO SPEAK.

SO WHY DON'T WE DO THIS, MR. JACKSON AND MR. DOOLEY, CAN YOU KIND OF GIVE US A LITTLE BIT LATER ON RATIONALE? I MEAN, I KNOW YOU HAVE VETTED THIS, BUT WE, MAYBE WE NEED TO LEARN A LITTLE BIT MORE, A LITTLE BIT MORE ABOUT THE RATIONALE, HOW YOU'VE COME TO THE POINT OF HAVING THE TURF IN FIELD AND THE GRASS OUTFIELD CONCEPT.

OKAY.

CAN YOU GIVE US A, WOULD THAT BE SUFFICE? YEAH, THAT, THAT'S FINE TOO, MR. PRESIDENT AND I'LL, AND I'LL RESERVE SOME QUESTIONS.

YOU KNOW, I'M SURE THAT THE ADMINISTRATION, THE

[00:55:01]

VENDOR MAKES SOME AVAILABLE, SO SOME FOLLOW UP QUESTIONS ON GOING FORWARD, BUT THANK YOU.

SOUNDS GOOD.

YEAH, IF YOU CAN KIND OF GIVE US A LITTLE BIT MORE RATIONAL AS TO HOW YOU, UH, YOU KNOW, COME TO THAT, THAT WOULD BE HELPFUL TO US.

ALRIGHT.

ANY OTHER QUESTIONS ON NUMBER 12? OKAY, GREAT.

LET'S MOVE ON TO NUMBER 13.

THANK YOU FOR YOUR PRESENTATION.

ANDRES GOMEZ, DEPARTMENT OF PUBLIC WORK DIVISION OF ENGINEERING PROFESSOR SERVICE AGREEMENT TO PROVIDE DESIGN, HVAC, ENGINEERING AND CONSTRUCTION ADMINISTRATION SERVICES FOR REPLACEMENT OF TWO CHILLER UNITS AT HISTORIC COURTHOUSE APPLIED ENGINEERING INC.

THIS WILL BE A 12 MONTH AGREEMENT FROM DATE OF A AWARD FOR AN AMOUNT NOT TO EXCEED $39,460.

NUMBER 14, UH, IT'S A CONTRACT TO AWARD RITUALS, ELECTRONIC OFFICE SYSTEMS, INC.

THE LOWEST RESPONSIVE AND RESPONSIBLE BIDDER TO PROVIDE ONE U KIP 700 C SERIES PRINTER OR EQUIVALENT AND AMOUNT NOT TO EXCEED $23,809 AND 85 CENTS.

MR. PARLOVE, ANY QUESTIONS ON 13 AND 14? NO QUESTIONS ON THOSE.

MR. MCINERNEY? NO QUESTIONS.

COMMISSIONERS QUESTIONS ON 13 AND 14? COMMISSIONER GI? OKAY, WHAT A $23,000 THREE MR. P PRINTER? I'M SURE THIS IS ONE OF THESE HIGH TECH.

I ASKED THE SAME QUESTION OF LEADERSHIP, AND THIS IS A MUCH MORE, THIS IS NOT YOUR ANDREAS GOMEZ HP PRINTER AT HOME.

I THANK YOU MR. PRESIDENT ANDRES GOMEZ FROM THE DEPARTMENT OF PUBLIC.

WHAT IS IT? WHAT IS THIS PRINTER? IT'S AN ENG, IT'S AN ENGINEER PRINTER.

OKAY.

UM, SO IT'S, IT, IT HAS TO BE ABLE TO PLOT ALL TYPES OF SIZES OF, OF PLANTS AND SPECS THAT WE NEED TO, UH, PRINT OUT FOR PROJECTS.

IT'S ACTUALLY ONE OF THE MOST AFFORDABLE PRINTERS OUT THERE IN THE MARKET.

IT BETTER BE FOR 23,000 BUCKS.

THANK YOU, MR. PRESIDENT, MR. PRESIDENT, THROUGH YOU.

THIS IS THE CHEAPEST PRICE WE'VE HAD.

WE'VE LOOKED AT MANY OF OTHER, UH, AGENCIES AND VENDORS.

CHEAPEST PRICE.

WE'VE GONE, I AND I, AND I'M AWARE THIS IS SOMETHING THAT HAS TO WORK WITH THE CAD DESIGN AND, AND MUCH MORE COMPLEX SINCE THIS IS NOT YOUR STANDARD HP INC, YOU KNOW, JET PRINTER AT HOME AND ANYTHING LIKE THAT.

SO, ALL RIGHT.

SO I HAVE A MOVER FOR 12, 13, AND 14.

YOU ALSO HAVE 66 ON THERE.

OH, I'M SORRY.

I, LET ME, LET ME HOLD OFF ON THAT.

WE HAVE, LET ME RECOGNIZE FIRST, COMMISSIONER LUCIANO'S WALKED IN AND WE'RE GONNA MOVE ON TO NUMBER 66 BEFORE WE TAKE THE OTHERS.

UH, THANK YOU MR. PARLOVE.

I JUMPED THE GUN.

LET'S MOVE ON TO 66.

ANDREAS GOMEZ, DEPARTMENT OF PUEBLO WORKS DIVISION OF ENGINEERING.

THIS IS A NEGOTIATED CONTRACT AWARD TO, UH, SPAR CONTRACT AND INC.

I HAVE THE 10 LOCATIONS OF THE BRIDGES.

UH, I COULD STATE THEM ON RECORD PLEASE.

UM, JK PARKWAY, CULVER IN MILLBURN.

THAT WAS OVER.

KEN BROOK, JFK PARKWAY IN MILLBURN OVER TAYLORS BROOK, EISENHOWER PARKWAY AND LIVINGSTON OVER WILLOWBROOK, NORTHFIELD AVENUE AND WEST ORANGE.

OVER TO THE WEST BRANCH OF HUAWE RIVER.

WATCHING AVENUE AND BLOOMFIELD OVER THIRD RIVER GLEN AVENUE IN MILLBURN OVER THE WEST BRANCH OF BROADWAY, RIVER EAST SITTER STREET IN LIVINGTON OVER NORTH BRANCH OF CANOE BROOK, PASSAIC AVENUE, AND WEST CALDWAY OVER PINE BROOK BROUGHTON AVENUE IN BLOOMFIELD, OVER THIRD RIVER AND PASSAIC AVENUE IN LEY OVER THE THIRD RIVER.

WE ALSO HAVE A, A REPRESENTATIVE TONIGHT FROM SWICK.

HIS NAME IS BRIAN GERSTEIN.

HE'S GONNA HEAR, SPEAK A LITTLE BIT ABOUT THE PROJECT AND HIS COMPANY.

GREAT.

LET'S HAVE HIM UP.

PLEASE INTRODUCE YOURSELF, YOUR COMPANY, THE NATURE OF THE PROJECTS AND ANY, UH, EMPLOYEES, ESSEX COUNTY YOU MAY HAVE, AND AFFILIATIONS WITH THE UNION SHOP.

UM, MY NAME'S BRIAN GERSTEIN, PRESIDENT SPARWOOD CONTRACTING.

WE'RE A, UM, A BRIDGE CONTRACTOR FROM NORTH JERSEY WORK ALL OVER THE STATE.

UM, WE, UH, CURRENTLY, UH, EMPLOY ABOUT 30%, 35% OF OUR EMPLOYEES ARE FROM ESSEX COUNTY.

UM, WE'RE LOCAL 4 72, LOCAL 11 IRONWORKERS, UM, LOCAL 8 25, AND VARIOUS OTHER, UM, UNIONS, A HUNDRED PERCENT UNION CONTRACTOR.

UM, THE PROJECT ITSELF IS SCOUR REMEDIATION FOR, UM, 10 BRIDGES, UM, ALL OVER THE COUNTY.

UM, THE, THE GOAL OF THIS IS TO PROTECT THE FOOTINGS FROM THE, FROM SERIOUS STORMS AND TO PRESERVE THE BRIDGES FOR THE FUTURE.

IS THERE ANY MAJOR SHUTDOWNS WILL OR WILL, UH, TRAFFIC CONTINUE TO FLOW? FOR THE MOST PART, TRAFFIC WILL FLOW.

THERE'LL BE SOME LANE CLOSINGS DURING THE DAYS, BUT, UM, BUT NOT TOTAL SHUTDOWNS? NO, I MEAN, LANE CLOSERS ARE UNDERSTANDABLE, BUT NO TOTAL SHUTDOWNS.

OKAY.

NO, NO.

THANK YOU.

MR. PARLOVE.

ANY QUESTIONS ON 66? I I DO HAVE A QUESTION, BUT I THINK IT'S FOR MR. COLT TREE.

UH, MR. COLT TREE.

THIS IS NEGOTIATED CONTRACT.

I SAW IN THE BACKUP INFORMATION THERE WAS AN ATTEMPT TO BID, UH, TWO ATTEMPTS, I

[01:00:01]

PRESUME THAT WERE UNSUCCESSFUL.

ANY ISSUES WITH THOSE, UH, BIDS OR DID WE NOT GET BIDS? NO, WE DID NOT RECEIVE ANY BIDS AT THAT PARTICULAR TIME.

THAT'S BETTER.

THANK, THANK YOU.

THANK YOU MR. PAR.

MR. KINON, ANY QUESTIONS? NUMBER SIX.

I'M FINE ON THIS.

COMMISSIONERS, ANY QUESTIONS ON NUMBER 66? COMMISSIONER, VICE PRESIDENT COOPER.

THANK YOU MR. PRESIDENT.

UM, MR. COLT TREAT, UM, I WANNA MAKE SURE I UNDERSTAND WHAT YOU JUST SAID.

THAT WE TRIED TO PUT THIS OUT THE BID TWICE BEFORE YES.

NO RESPONSES BEFORE.

YES.

AND NOW THIS TIME, THIS WAS THE ONLY GROUP THAT RESPONDED? NO, THIS IS WHAT WE NEGOTIATED WITH.

WE HAD A VENDOR THAT SPAR CAME IN.

ALRIGHT.

SO THEN, SO WE, THEY CAME IN OR WE SOUGHT THEM OUT? WE SOUGHT THEM OUT THROUGH THE DEPARTMENT OF PUBLIC WORKS, THROUGH THE DEPARTMENT OF PUBLIC WORKS, AND WE WORKED WITH THEM BEFORE, UH, I DON'T KNOW, , MR. DOOLEY WOULD'VE TO ASK THE DEPARTMENT OF PUBLIC WORKS DEPART.

OKAY.

SO I SEE FOR THE RECORD, MR. DOOLEY'S NODDING AND SAID FOR THE RECORD, BUT LET'S HAVE THE VENDOR COME BACK AND CLARIFY THAT.

JUST STATE YOUR NAME AND AFFILIATION AND JUST CONFIRM OR DENY YOU'VE WORKED WITH THE COUNTY BEFORE.

BRIAN GERSON SPARWOOD CONTRACTING.

UM, WE'RE, WE HAVE WORKED FOR THE COUNTY, UH, FOR YEARS.

UH, WE'RE CURRENTLY DOING THE IMMEDIATE REPAIRS CONTRACT FOR BRIDGES FOR THE COUNTY AND HAVE DONE IT SEVERAL TIMES BEFORE, AS WELL AS OTHER CONTRACTS THROUGHOUT THE COUNTY.

THANK YOU.

OKAY.

FOR THE PUBLIC WORK STAFF PERSON, HOW DID WE SELECT THE 10 BRIDGES THAT WE'RE DOING? IS IT LIKE THEY'RE THE WORST BRIDGES THAT NEED TO BE REPLACED? MM-HMM.

, ANDREAS GOMEZ FROM THE DIVISION OF ENGINEERING.

SO THE STATE GIVES US, UH, BRIDGE INSPECTION, UH, REPORTS ON ALL OF OUR COUNTY BRIDGES.

THIS INCLUDES OUR MOVABLE BRIDGES, OUR MINOR BRIDGES, WHICH IS OVER FIVE, 400 CULVERTS.

AND THEN OUR MAJOR BRIDGES THIS AROUND TWO, 200, UH, BRIDGES.

SO WE GET SCOUR CRITICAL, WHICH IS THE WORST ONES.

THESE ARE THE ONLY 10 THAT WE HAVE CURRENTLY IN THE SYSTEM.

AND THAT WE'LL BE ALL CLEAR FOR, FOR NOT HAVING SC CRITICAL BRIDGES AS, AS OF TODAY.

THANK YOU.

NO PROBLEM.

ONE THING I WOULD LIKE TO ADD IS THAT THIS IS FULLY GRANT FUNDED BY THE STATE, SO WE WON'T BE USING ANY EXITS COUNTY DOLLARS.

THAT'S GOOD TO KNOW.

THAT'S GOOD.

THANK YOUS EVEN BETTER.

COMMISSIONER SIEBEL, I MOVED ALL OF THEM BEFORE.

WITHOUT THIS ONE, I'D LIKE TO MOVE IT AGAIN, INCLUDING THIS ONE.

NO PROBLEM.

SO FOR THE RECORD, WE ARE MOVING.

UH, BEFORE WE DO THAT, ANY OTHER QUESTIONS FROM COMMISSIONERS ON 66? WHAT WAS THE OTHER ONE? SO HERE'S WHERE WE'RE GONNA MOVE, WE'RE GONNA MOVE NUMBER 12, 13, 14 AND 66.

WAIT, YOU SAID 12, 12, 13, 14, AND 66.

I THOUGHT 12 WAS WITHDRAWN.

NO, NO, I DON'T HAVE THAT IN THE PACKAGE.

THAT DOESN'T COME UP.

NUMBER WAS WITHDRAWN.

IT DOESN'T COME UP ON THE THINGY.

THINGY HERE AND IT'S NOT IN HERE.

ALRIGHT, SO NUMBER 12 WAS NOT WITHDRAWN.

NO, THAT WAS NUMBER EIGHT.

SO 12 IS HERE.

13 AND 14, CORRECT.

AND 66.

OKAY.

CAN YOU GIMME JUST ONE SECOND? OH, REFRESH, REFRESH, REFRESH.

OH, NOW IT'S THERE.

REFRESH.

OKAY.

YOU ALL GOOD? UM, YES.

THANK YOU.

MOVED BY COMMISSIONER SIEBEL.

DO I HAVE A SECOND? SECOND.

SECOND.

BY COMMISSIONER GILL.

ROLL CALL.

MADAM DEPUTY CLERK 12, 13, 14, AND 66.

COMMISSIONER GILL.

YES.

COMMISSIONER GRAHAM.

ABSENT.

COMMISSIONER LUCIANO? YES.

COMMISSIONER MERCADO? YES.

COMMISSIONER MURRAY THOMAS.

YES.

COMMISSIONER RICHARDSON.

YES.

COMMISSIONER SIEBOLD? YES.

COMMISSIONER VICE PRESIDENT COOPER? YES.

UH, YES.

COMMISSIONER PRESIDENT EZ.

YES.

SO MOVED.

OKAY, LET'S MOVE ON TO RESOLUTION 15, WHICH IS FROM THE OFFICE OF RISK MANAGEMENT, WHICH WILL BE READ INTO THE RECORD AT A LATER TIME.

MR. JACKSON, UH, MR. DEL GAUDIO WILL HANDLE THIS ITEM.

GOOD EVENING, MR. DEL GAUDIO.

GOOD EVENING.

OF COURSE, I HAVE TO LOWER THIS , FRANK DELGAUDIO, UM, ACTING ON BEHALF OF, UH, DIRECTOR OF RISK MANAGEMENT FOR THE COUNTY.

SO ITEM 15, UM, IS A BID SPECIFICATION, UM, TO BASICALLY THROUGHOUT THE COUNTY.

WE HAVE CURRENTLY HAVE 157 DEFIBRILLATORS IN ALL OF OUR COUNTY BUILDINGS.

UM, SOME OF OUR PARKS, BUILDINGS AND ALL OF THE, THE, THE BUILDINGS.

SO WE HAVE A, A CONTRACT AWARD TO READY CARE.

THEY'RE THE LOWEST RESPONSIBLE RESPONSIVE BIDDER TO THIS, UH, 24 MONTH CONTRACT.

AND THIS ALSO IS PARTIALLY FUNDED THROUGH A HEALTH STRENGTHENING GRANT THROUGH THE DEPARTMENT OF HEALTH.

UM, THE INITIATIVE WITH THIS IS TO, WE HAVE A LOT OF DIFFERENT SPORTS CLUBS THAT COME THROUGH OUR PARKS AND DO PERMITS FOR OUR FIELDS LIKE IRON BALANCE SOCCER, MONTCLAIR UNITED, DIFFERENT GROUPS LIKE THAT, THAT ARE, ARE VERY LARGE.

AND WHAT WE FIND IS THAT THEY DON'T HAVE ATHLETIC TRAINERS.

AND WITH ALL THE YOUTH THAT ARE IN THE PARKS, WE FELT, UM, IT'S TIME TO SEE WHAT WE CAN DO AS FAR AS HAVING, UM, ACTUALLY CPR TRAINING FOR THESE COACHES,

[01:05:01]

FOR ALL THESE DIFFERENT CLUB ORGANIZATIONS.

AND WE'RE ALSO LOOKING AT GETTING DEFIBRILLATORS TO THE PLAYING FIELDS.

UM, THAT'S A WORK IN PROGRESS.

TRY TO DO SOME TRIALS, BUT THAT'S WHAT THIS CONTRACT IS ABOUT.

UH, READY CARE IS CURRENTLY SERVICING OUR ZOO.

SOME OF OUR PUBLIC WORKS BUILDING.

THEY'VE BEEN WORKING WITH THE COUNTY FOR SEVERAL YEARS, AND WE DO HAVE REPRESENTATIVES FROM THE COMPANY HERE.

EXPLAIN.

GREAT.

LET'S SET 'EM UP, INTRODUCE HIMSELF AS COMPANY AND WHAT THIS TRAINING'S ALL ABOUT AND WHAT IT ENTAILS.

GOOD EVENING.

GOOD EVENING.

MY NAME IS STEVE RACK WITH READY CARE, MR. PRESIDENT, MEMBERS OF THE BOARD.

THERE WE GO.

APPRECIATE YOU, UH, CONSIDERING THIS BID TONIGHT.

THE, UM, THE CONTRACT, UH, SPOKEN ABOUT IS, AS, UH, MR. DELGADO SAID IS THE DEFIBRILLATORS AND THE TRAINING.

UM, SPECIFICALLY THE TRAINING WOULD COVER, UH, CPR TRAINING AND A ED TRAINING, UM, WITHOUT WHICH, UH, THESE DEVICES BECOME WINDOW DRESSING.

NOBODY KNOWS HOW TO USE THEM.

EVERYONE'S HESITANT TO USE THEM.

SO OUR COMPANY HAS BEEN AROUND, UH, FOR THREE DECADES.

AS HE MENTIONED, WE'VE WORKED WITH THE COUNTY ON MULTIPLE OCCASIONS.

UM, AND WE, OUR GOAL IS TO TRAIN AS, AS MANY AS POSSIBLE ON HOW TO USE THESE DEVICES AND IN, UH, FIRST AID.

UM, AND IS THERE ANY QUESTIONS FOR ME? GREAT.

THANK YOU MR. PARLOVE.

ANY QUESTIONS? NO, NO QUESTIONS.

MR. MCINERNEY, ANY QUESTIONS I HAVE? YEAH, I DO HAVE A QUESTION.

IT'S JUST, UH, WITH REGARD TO THE SIZE OF THE, UH, OF THE CONTRACT, UH, THERE ROUGHLY $2,000, UH, FOR EACH OF THE 157, UM, ITEMS, UM, THAT WE'RE LEASING.

AND SO THAT WOULD BE AROUND $315,000.

IS THERE, IS THERE ANY REASON WHY THIS IS SIGNIFICANTLY HIGHER THAN THAT? NO, FRANK DELGAUDIO, UH, DIRECTOR OF RISK MANAGEMENT.

SO THIS IS A LEASE.

WE'RE NOT, WE'RE NOT OWNING THE EQUIPMENT THERE.

IT'S LEASE AND MAINTENANCE, RIGHT.

SO ON A MONTHLY BASIS, WE PAY A FEE TO HAVE THE, THE EQUIPMENT LEASED A LEASE FEE, AND THEN A, A INSPECTION FEE TO MAKE SURE THEY'RE FUNCTIONING.

SO WHAT IT IS, UH, THE MONEY IS ADDITIONAL IS FOR THE CPR TRAINING, WHICH IS, UM, BASED ON A PER CLASS BASIS AND A NUMBER OF STUDENTS WE HAVE IN EACH CLASS, PLUS THE ROLLOUT OF MORE AEDS IN THE PARKS AT THE ATHLETIC FIELDS.

OKAY.

SO THE ADDITIONAL WE ESTIMATE RIGHT NOW, THAT WOULD BE 67 ADDITIONAL DEFIBRILLATORS.

OKAY.

SO THAT'S WHY THE CONTRACT.

SO THAT MAKES, THAT'S MAKING UP PART, I DIDN'T SEE ANY OF THAT AS FAR AS THE COST OF TRAINING.

I JUST HAVE HERE WITHIN THE DOCUMENTATION, THE AVERAGE PRICE PER UNIT, PER MONTH.

SO YOU'RE SAYING THAT THAT'S IN ADDITION TO THE TWO, ROUGHLY $2,000 FOR THE 20 MONTH, UH, OPTION HERE FOR EACH OF THE DEFIBRILLATORS.

THAT'S IN ADDITION TOO, FRANK, RIGHT? YEAH.

IT'S YOUR MR. PRESIDENT.

THAT'S CORRECT.

OKAY.

OKAY.

SO, SO THAT'S WHY IT'S HIGHER.

YES.

OKAY.

COMMISSIONERS, ANY QUESTIONS? MR. PRESIDENT? COMMISSIONER MARY THOMAS.

THANK YOU, MR. PRESIDENT.

UH, I WAS GLAD TO SEE THAT THERE WAS TRAINING A PART OF THIS BID.

UM, ONE OF THE THINGS THAT I'VE BEEN READING A LOT MORE ABOUT ARE YOUNG PEOPLE, TEENAGERS, AND EVEN YOUNGER, GETTING CPR TRAINING.

BELIEVE THE AMERICAN HEART SOCIETY SAYS THAT YOUTH AS YOUNG AS NINE CAN GET CPR TRAINING SO THAT IN THE EVENT THERE IS AN EMERGENCY, THEY HAVE THE SKILLS TO SAVE THEMSELVES AND OTHERS.

AND SO IS THERE CAPACITY WITHIN THE CONTRACT TO LOOK INTO NOT ONLY TRAINING OUR ADULTS AND COACHES, BUT ALSO THE YOUNG PEOPLE WHO ARE IN THESE OPPORTUNITIES, THESE SPACES WHERE THE SKILL WOULD BE NEEDED, UH, FOR YOU, MR. PRESIDENT? SO WHAT WE'RE GONNA DO, WE'RE WE'RE GONNA ROLL THIS OUT THROUGH THE PARKS DEPARTMENT, UH, IN CONJUNCTION AND REACH OUT TO THE ORGANIZATIONS THAT WE PERMIT.

AND IT'LL BE UP TO THEM WHO THEY WOULD LIKE TO SEND.

SO IF THEY WANT TO SEND SOME OF THEIR, YOU KNOW, YOUNGER, YOU KNOW, YOUNG ADULTS OR WHAT HAVE YOU TO GET THIS TRAINING, THEN THAT'S WHERE WE'RE HOPING FOR THAT, OBVIOUSLY.

SO WE'RE GONNA LEAVE THAT UP TO THEM.

AND HOW MANY SPOTS ARE AVAILABLE.

AND, YOU KNOW, YOU'RE LIMITED ON THE NUMBER OF, UM, STUDENTS YOU COULD HAVE IN EACH CLASS.

SO THE PLAN IS TO ROLL OUT NUMEROUS CLASSES.

YEAH.

UM, I, I THINK YOU'RE LIMITED TO MAYBE IT'S, IT'S EIGHT IN A CLASS BASED ON THE NUMBER OF MANNEQUINS THAT ARE AVAILABLE TO EIGHT STUDENTS TOTAL.

YEAH.

YEAH.

IT'S, IT'S LIMITED.

YEAH.

YEAH.

IT MIGHT BE INTERESTING.

I KNOW YOUTH COMES UP OFTEN ON THIS BOARD AND THEN CERTAINLY TONIGHT, BOTH IN PUBLIC COMMENT AND FROM THE BOARD.

BUT IT MIGHT BE INTERESTING TO SEE MORE OF OUR YOUNG PEOPLE FROM THE COUNTY GETTING THESE RESOURCES, UH, BECAUSE, YOU KNOW, THESE ARE LIFESAVING LIFE ALTERING SKILLS.

SO GLAD TO HEAR.

THANK YOU MR. P.

WE'LL WORK ON THAT INITIATIVE.

WE'LL, WE'LL STRESS THAT.

THANK YOU.

THANK YOU.

COMMISSIONER RICHARDSON.

DO YOU, MR. PRESIDENT.

SO, IS IT MY UNDERSTANDING THAT

[01:10:01]

ALL THE, UH, PEOPLE WHO PULL PERMITS FOR PARKS AND RECREATION, WE'LL HAVE TO HAVE A, SOMEONE WHO'S CERTIFIED THE AEDS AND, UH, CPR TRAINER.

SO, THROUGH YOU, MR. PRESIDENT, WHAT WHAT WE'RE DOING IS, SO ALL HIGH SCHOOLS ARE REQUIRED TO COME TO A FIELD WITH A TRAINED INDIVIDUAL, A TRAINER, AND AN A ED.

IT'S A REQUIREMENT IN STATE LAW.

SO WHEN YOU DON'T HAVE THAT, AND SOME OF THE HIGHER LEVEL COMPETITIVE ORGANIZATIONS AND LEAGUES DO ALSO REQUIRE TRAINING TRAINER TO BE ON SITE, BUT YOUR LOWER LEVELS DO NOT.

AND FOR YOUR QUESTION, UM, THAT'S WHAT OUR GOAL IS.

IN ORDER TO GET, WHEN, IF THEY'RE PULLING A PERMIT, WE'RE GONNA IDENTIFY ALL OF THESE DIFFERENT ORGANIZATIONS AND WORK WITH THEM AND GET THEM THROUGH THE TRAINING.

WE'D LIKE TO SEE ALL OF, YOU KNOW, ALL OF THEM TRAINED THROUGH YOU, MR. PRESIDENT.

SO ANY ORGANIZATION, THE OLDER ORGANIZATIONS, NOT, NOT, I'M NOT TALKING ABOUT THE SCHOOLS, BUT THE ONES WHO PULL PERMITS, UM, SHOULDN'T THEY ALL BE TRAINED AS WELL? OR THEY HAVE SOMEONE TRAINED, UH, AND CAN WE RESTRICT THEIR PERMIT IF THEY DON'T REGISTER FOR THIS TRAINING? OH, THROUGH YOU, MR. PRESIDENT.

THAT'S WHAT WE IDENTIFIED WHEN WE'RE LOOKING FOR OPPORTUNITIES TO SPEND THIS HEALTHCARE STRENGTHENING GRANT, UM, THAT WE DID IDENTIFY THIS AS A NEED THROUGHOUT THE COUNTY, UH, WHETHER OR NOT WE MAKE IT A A REQUIREMENT THAT'S YET TO BE DETERMINED.

UM, WE ARE MOVING IN THAT DIRECTION.

TO ANSWER YOUR QUESTION, AND I, AND I KNOW THAT IT'S A BIG INITIATIVE, THE PARKS DEPARTMENT IS ANXIOUS TO GET STARTED.

SO SOME OF THE LARGE CLUBS THERE ARE, UM, YOU KNOW, THERE, THERE'S NUMEROUS INDIVIDUALS WE'RE GONNA HAVE TO GET THROUGH.

BUT THEN THERE'S SMALL ORGANIZATIONS LIKE THE MONT CLARK COBRAS, WHICH IS ALSO A FOCUS.

WE DO HAVE DEFIBRILLATORS ALREADY THERE ON SITE IN THE, IN THE BUILDING.

UM, BUT TO ANSWER YOUR QUESTION, SOME OF THESE PERMITS ARE PULLED BY JUST, YOU KNOW, A GROUP COMING OUT TO DO A, A SOFTBALL PRACTICE, YOU KNOW, FOR ONE TIME.

SO WHETHER OR NOT YOU'RE NOT GONNA GIVE A PERMIT TO AN ORGANIZATION THAT JUST WANTS TO USE THE FIELD FOR ONE DAY AND THEN HAVE THIS REQUIREMENT.

SO THAT'S WHAT WE HAVE TO FIGURE OUT.

SO, I MEAN, IT IS BETTER TO HAVE IT 'CAUSE THEY COULD COME OUT FOR ONE DAY, HAVE AN EMERGENCY, AND NOT HAVE THE TRAINING, AND THEN WHAT ABSOLUTELY .

YEAH, ABSOLUTELY.

WELL, WE WERE WORKING ON, I MEAN, WE'RE WORKING ON THE PLAN TO ROLL IT OUT.

IT'S A BIG INITIATIVE.

THERE'S HUNDREDS OF CLUBS.

SURE.

THOUSANDS OF PERMITS THAT ARE TAKEN.

I THINK THEY SHOULD ALL BE REQUIRED TO HAVE ONE PERSON MINIMAL THAT MEETS THE REQUIREMENTS.

WHO KNOWS HOW TO USE THE ADSS AND WHO IS, UH, CPR CERTIFIED.

IF WE'RE NOT MOVING TOWARDS THAT, WHAT ARE WE DOING? WE'LL HAVE ANOTHER TRAGIC SITUATION LIKE WE HAVE, UH, PREVIOUSLY, RIGHT.

BECAUSE NOBODY KNOWS WHAT TO DO.

WHETHER IT'S ONE TIME, TWO TIMES, 10 TIMES, I THINK EVERYONE WHO PULLS THE PERMIT FROM THE COUNTY SHOULD BE CERTIFIED.

AND, AND HOW, HOW TO WORK A DEFIBRILLATOR.

AND ALSO IN CPR, COMMISSIONER, VICE PRESIDENT COOPER, THANK YOU, MR. PRESIDENT.

SO HOW LONG ARE WE GONNA TAKE TO MAKE THAT POLICY DECISION? BECAUSE ONE PERSON DYING, UNFORTUNATELY, TO ME IS ONE TOO MANY.

UM, AND I'M HAPPY AND EXCITED TO SEE THAT WE'RE GOING DOWN THIS AVENUE TO DO THE TRAINING, UM, AND TO MAKE SURE THAT ALL OF OUR PARKS FACILITIES HAVE THE NECESSARY EQUIPMENT.

WHEN WILL THIS START? WHEN WILL, WILL WE PUT THIS IN PLACE? UM, ARE WE GONNA DO LIKE A MASS NOTIFICATION OUT TO THE ORGANIZATIONS THAT WE KNOW THAT HAVE ALREADY USED OUR LOCATIONS, THAT THIS IS AVAILABLE, UM, THAT THEY NEED TO COME AND PARTICIPATE? I AGREE WITH COMMISSIONER RICHARDSON THAT I THINK IT SHOULD BE A REQUIREMENT BECAUSE UNFORTUNATELY IN THIS CLIMATE THAT WE'RE IN, PEOPLE LIKE TO SUE YOUR RISK PERSON FOR EVERYTHING UNDER THE SUN.

SO IF WE MAKE THAT A REQUIREMENT, THAT CAN HELP TO HOPEFULLY, UM, NEGATE SOME OF THOSE THINGS.

IF WE KNOW THAT WE HAD THAT REQUIREMENT, UH, THROUGH YOU, MR. PRESIDENT, AGAIN, THE CONTRACT, IF IT'S AWARDED TONIGHT, WE'RE GONNA START TOMORROW.

UM, HOWEVER, YOU KNOW, YOU HAVE TO REALIZE NOT EVERYONE WHO USE IT, OR EVERY ORGANIZATION THAT USES THE PARKS DEPARTMENT FIELDS HAVE PERMITS.

SOME OF THEM ARE OUT THERE WITHOUT OUR, WITHOUT A PERMIT, AND WE'RE NOT AWARE THAT THEY'RE USING THE FIELDS.

HOWEVER, IF THEY HAVE THE EQUIPMENT AVAILABLE AND SOMEONE IS TRAINED, UH, IT WOULD HELP US FROM A LIABILITY STANDPOINT.

THAT'S A GOOD, VERY GOOD QUESTION.

IF YOU HAVE IT OR YOU DON'T HAVE IT, IS A, IS A WHOLE NOTHER ISSUE

[01:15:01]

WHEN FOLKS PULL PERMITS FROM US.

I THOUGHT WE ASKED THAT QUESTION ON THE PERMIT APPLICATION.

DO WE ASK THAT QUESTION? UM, I'M, I'M NOT FAMILIAR WITH THAT, BUT I DON'T THINK WE'RE ASKING THAT AT THIS, AT THIS POINT IN TIME.

LIKE I SAID, WE KNOW THE HIGH SCHOOLS ARE EQUIPPED AND THEY HAVE ALL OF THE EQUIPMENT, BUT IT'S THE OTHER, IT'S THE OTHER LEAGUES AND ORGANIZATIONS THAT DO NOT.

SO WE HAVE TO START SOMEWHERE.

AND THIS IS WHAT THIS INITIATIVE IS.

SO MAYBE I, YOU KNOW, PERHAPS MR. JACKSON, BUT THE QUESTION MAY BE BETTER SUITED FOR THE PARKS DEPARTMENT.

I'M NOT SURE IF MR. DELGAUDIO IS IN PART OF THE PERMIT PROCESSING ASPECT OF IT.

UM, SO I SEE MR. ZAS IS VOLUNTEERING.

IT'S TIME TO COME UP.

PERHAPS HE CAN SHED SOME LIGHT.

MR. ZA THOUGHT HE WAS OFF ALREADY.

JO JOSHUA ZA COUNTY PARKS, I'M NOT USED TO GOING THIS LATE IN THE AGENDA.

I JUST, LIKE EVERYONE SAID, .

UH, SIMPLY PUT, UH, WE ALWAYS PUT THE, UH, THE ONUS AS THEY SAY ON THE PERMIT, UM, THE PERMIT HOLDER, THE PER THE ORGANIZATION, UH, ACQUIRING THE PERMIT.

SO WHAT WE DO IS IF, UH, AS, UH, DIRECTOR, UH, DELEO MENTIONED IF YOU'RE PART OF A LEAK, UM, YOU ARE REQUIRED TO FOLLOW THE RULES OF THAT LEAK.

AND MANY OF THOSE LEAGUES DO REQUIRE SOMEBODY, EITHER A ATHLETIC TRAINER OR SOMEBODY TO BE, UM, TRAINED FOR THESE SERVICES.

SO WE PUT IT ON THE PERMIT HOLDER TO, UH, COMPLY WITH ANYTHING THAT THE LEAGUE OR ORGANIZATION THAT THEY'RE PART OF, UM, IN ORDER TO OBTAIN THE PERMIT.

SO LEAGUES WILL GENERALLY HAVE THAT REQUIREMENT ALREADY BUILT IN, IS THAT CORRECT? UH, JOSHUA IS HS.

COUNTY PARKS.

UH, SOME DO, SOME DON'T.

IT REALLY DEPENDS ON THE LEAK.

OKAY.

AND IF WE IMPLEMENTED A REQUIREMENT IMMEDIATELY, WHAT KIND OF IMPACT MIGHT THAT HAVE? I, I'M SORRY, I DIDN'T CATCH THE END.

SO IF WE IMPLEMENT A REQUIREMENT THAT TRAINING MUST BE REQUIRED FOR EVERY PERMIT HOLDER, WHAT KIND OF IMPACT WOULD THAT HAVE? IS THAT SOMETHING WE HAVE TO ROLL OUT OVER TIME IN YOUR ESTIMATION? UH, I WOULD THINK IT WOULD'VE TO BE ROLLED OUTTA TIME.

THE, THE, THE ISSUE WE'D HAVE IS, IS SHORT TERM, UM, HOLDER, JUST, YOU KNOW, RENT THE, THE BALL FIELD, YOU KNOW, ONCE OR TWICE A YEAR.

UM, THEN WE'RE GONNA REQUIRE THEM AND THAT COULD GET INTO, UH, SOME ADDITIONAL COSTS FOR THE PERMIT HOLE.

'CAUSE THEN THEY WOULD HAVE TO SEEK TRAINING.

UM, UNLESS WE'RE OFFERING THE TRAINING, THERE MIGHT BE SOME CERTIFICATION CLASSES REQUIRED.

SO, UM, WHILE IT'S A, IT'S CERTAINLY A GREAT IDEA.

I THINK, I THINK THE FIRST STEP, OBVIOUSLY IS TO GET THIS CONTRACT GOING AND THEN AS, AS WE MOVE ALONG, WE CAN CERTAINLY SEE THE LOGISTICS OF REQUIRING EVERYONE TO OBTAIN A CERTIFICATION.

SO I THINK THAT, YOU KNOW, THE, THE, THE CONTRACT HERE IS ONE ISSUE, AND THEN THE REQUIREMENT OF THE PERMIT IS ANOTHER ISSUE THAT WE WILL HAVE TO HAVE THE PARKS ADDRESS AND COME BACK TO US WITH.

I MEAN, I DON'T WANNA HOLD UP A CONTRACT ON TRAINING, OBVIOUSLY, I DON'T THINK ANYONE DOES.

THE SOONER WE GET IT DONE, THE BETTER.

AND THEN MR. JACKSON, PERHAPS WHAT WE'RE GONNA HAVE TO DO IS JUST, YOU KNOW, CIRCLE BACK WITH THE PARKS DEPARTMENT AND WHERE THEY'RE GONNA STAND ON, YOU KNOW, THIS BEING EITHER A REQUIREMENT OR, YOU KNOW, WHAT POLICY CHANGES, IF ANY, ARE GONNA BE BROUGHT FORTH TO THE TABLE.

BECAUSE I THINK WE'D LIKE TO SEE THAT.

UH, BUT I CERTAINLY DON'T WANNA HOLD UP A CONTRACT FOR, YOU KNOW, GETTING TRAINING OUT THERE.

I DON'T, I DON'T THINK ANYBODY DOES, BUT I DON'T WANNA SPEAK FOR EVERYBODY.

I I AGREE WITH THAT.

THAT MAKES SENSE.

I HAVE TWO MORE QUESTIONS.

NO PROBLEM.

WE COULD DO THAT.

UH, BUT LET ME GET THE COMMISSIONER RICHARDSON, AND I'M GONNA COME BACK TO YOU.

VICE PRESIDENT.

YEAH.

THROUGH YOU MR. PRESIDENT.

MR. PAUL VECCHI AS THE LEGISLATIVE BODY.

CAN WE LEGISLATE THAT? IT'D BE MANDATORY ON SOME LEVELS OR WE NEED TO LOOK INTO THAT? WE ARE THE LEGISLATORS IN THIS COUNTY.

YEAH.

IT'S SOMETHING WE COULD CERTAINLY LOOK INTO, RIGHT? SO WE CAN FIGURE IT OUT IN THIS BODY, HOW IT'S GONNA LOOK WELL AND HOW WE DO IT.

LET'S LOOK INTO THAT TO SEE IF WE CAN DO THAT.

YEP.

COMMISSIONER, VICE PRESIDENT, UM, TO PRE, UH, COMMISSIONER RICHARDSON.

I AGREE WITH YOU.

WE COULD LEGISLATE IT.

HOWEVER, WE ARE NOT DOING THE JOB ON A DAY-TO-DAY BASIS.

SO I WOULD SAY LET'S TRY TO GIVE THE ADMINISTRATION AN OPPORTUNITY TO COME BACK TO US WITH THE POLICY AND A SHORT TIMEFRAME.

AND IF WE DON'T SEE THAT, THEN LET'S GO DOWN THAT RABBIT HOLE OF CREATING A POLICY THAT, THAT WE WOULD LIKE TO SEE FOR THIS ISSUE.

THAT'S THE ONLY THING I WOULD OFFER.

UM, MY TWO QUESTIONS.

ARE PEOPLE GOING TO BE CERTIFIED AFTER THEY GET THIS TRAINING? AND THEN WHAT'S THE AGE LIMIT FOR PARTICIPATION IN THESE TRAININGS? JUST STATE YOUR NAME AND AFFILIATION FOR THE RECORD BEFORE YOU SPEAK.

SURE.

UH, STEVE PON.

READY CARE.

LLC.

UM, TO THE, THE SECOND QUESTION.

UH, THERE IS NO AGE LIMIT, UM, AT ALL.

UM, SORRY, REPEAT THE FIRST QUESTION.

YES.

YEP.

UNFINISHED BUSINESS, NEW BUSINESS, PUBLIC COMMENT.

LET'S MOVE ON.

PUBLIC COMMENT IS ANY MEMBER OF THE PUBLIC WHO WOULD LIKE TO COMMENT ON ANY MATTER, PLEASE COME TO THE MICROPHONE.

STATE YOUR NAME AND ADDRESS AND AFFILIATION FOR THE RECORD.

YOU WILL HAVE THREE MINUTES TO SPEAK.

GOOD EVENING.

GOOD AFTERNOON EVERYONE.

MY NAME IS KIANA BARWELL.

[01:30:01]

I'M A NATIVE RESIDENT HERE IN NEWARK, NEW JERSEY.

AND BASICALLY ME AND MY THREE CHILDREN ARE ABOUT TO BE HOMELESS.

SIGNED OFF FOR THE DCA PROGRAM IN 2021.

RECEIVED THE FUNDS, MOVED FAST FORWARD AUGUST, AUGUST 3RD, 2023.

RECEIVED A LETTER STATING TO INSERT ALL OF MY INFORMATION.

PORTAL MESSED UP OUR INPUT, ALL MY INFORMATION.

ON AUGUST THE 14TH, I HAD TO HAVE EVERYTHING SUBMITTED BY THE 16TH.

SEPTEMBER 6TH, 2023, I GET A TERMINATION LETTER.

UM, I, UM, YOU KNOW, SUBMIT AN APPEAL.

APPEAL DENIED.

I REACHED OUT TO PAULINE MANOLO.

UM, DIDN'T, HAVEN'T RECEIVED ANY NOTICE OR ANYTHING.

IN THE MEANTIME.

RECEIVED THE EVICTION LETTER.

HAD TO GO TO COURT.

MARCH THE 30, MARCH THE 20TH.

UM, RENT IS BACKED UP.

15,840.

YES, I WAS PAYING MY PORTION.

UM, BEEN BACK AND FORTH IN COURT.

I NOW HAVE A WARMING OF REMOVAL THAT I HAD TO FIGHT.

IN THE MEANTIME, I'M STILL PAYING NOW THE REGULAR RENT OF 1600.

UM, RECEIVED A WARRANT OF REMOVAL MAY THE 31ST.

THAT AFTERNOON AROUND LIKE ONE 30, I SPOKE TO SOMEONE FROM DCA IN TRENTON.

SHE SAID THAT IT WAS BECAUSE I DIDN'T SUBMIT DOCUMENTS FROM 2022, WHICH WAS NOT RIGHT, UH, THAT DAY.

I ALSO SPOKE TO MS, UH, KYRA WATTS FROM, UH, THE DEPARTMENT OF HOMELESS PREVENTION AT ONE 10.

WILLIAM AND ALSO MS. ASHLEY STILL HAVE NOT GOTTEN HER LAST NAME.

SHE TOLD ME THAT THE REASON WHY I WAS TERMINATED WAS BECAUSE I DID NOT HAVE A LEASE.

NO ONE EVER COMMUNICATED THAT WITH ME.

SO NOW I'M IN A POSITION WHERE ME AND MY CHILDREN HAVE NOWHERE TO GO AND I'M TRYING TO FIGURE OUT WHY I'VE DONE EVERYTHING ON MY END.

AND I, I JUST NEED QUESTIONS.

THAT'S IT.

SO MAYBE WHAT WE CAN DO HERE IS, ADAM, I'D LIKE FOR YOU TO PLEASE, UH, GET HER INFORMATION.

MR. JACKSON, I'M GONNA ASK THAT YOU PLEASE.

UH, WE'RE GONNA GET THIS TO YOU.

I'M GONNA ASK THAT YOU PLEASE PRIORITIZE TO SEE IN WHICH ONE OF OUR SEVERAL DEPARTMENTS, I MAY HANDLE A VARIETY OF THINGS, WHETHER IT'S FRIENDS ASSISTANCE OR ANY OF THE ONES LIKE WE TALKED EARLIER TODAY.

IF WE COULD PRIORITIZE THIS AND HAVE SOMEONE LOOK AT THIS FIRST THING TOMORROW MORNING AND SEE IF THERE'S ANY ASSISTANCE WE CAN OFFER IN ANY, THROUGH ANY OF OUR DEPARTMENTS.

THIS IS A DIRE MATTER.

AND CERTAINLY WE, WE SHOULD, UH, GIVE THIS IMMEDIATE ATTENTION.

UM, AND ALSO MY FOOD STAMPS HAS BEEN TERMINATED, RECEIVED THE REAL QUICK, RECEIVED A LETTER, UH, A CALL MAY THE SIXTH, STATING THAT I NEEDED TO TURN IN ALL MY PAPERWORK.

MAY THE, MAY THE NINTH.

I RECEIVED TWO LETTERS.

ONE STATING THE REQUIRED DOCUMENTS, AND THEN THE OTHER ONE STATING THAT YOU'RE NOW TERMINATED BECAUSE YOU MADE TOO MUCH.

MY PAPERWORK DIDN'T HAVE TO BE TURNED IN UNTIL MAY THE 15TH.

AND I WAS TERMINATED.

SO NOW I HAVE NO FOOD STAMPS EITHER.

SO THERE, THERE ARE SEVERAL THINGS GOING ON HERE THAT PERHAPS YES, SIR.

DIFFERENT SEVERAL DEPARTMENTS CAN ADDRESS.

YES.

I, YOU KNOW, I, I HEAR YOU.

AND, UH, WE'RE SENSITIVE TO IT.

SO HERE'S WHAT I'M GONNA ASK YOU TO DO.

ADAM IS RIGHT BEHIND YOU.

OKAY.

UM, ADAM, LET'S SEE IF WE CAN, UH, PINPOINT THE VARIETY OF THINGS.

SO, YOU KNOW, I'M HEARING SEVERAL THINGS, BUT THERE MAY BE MORE.

AND THIS IS WHERE I THINK MR. JACKSON'S TEAM CAN HELP US OUT.

THE RENT ASSISTANCE MAY BE A WAY TO NAVIGATE HOW THE DOCUMENTS THAT MAY BE MISSING CAN BE FACILITATED.

UH, THERE'S AN ISSUE ON THE FOOD STAMPS.

SO THERE ARE SEVERAL THINGS THERE.

SO WHY DON'T WE SPEND A LITTLE BIT OF TIME WITH ADAM HERE.

OKAY.

LET'S COLLECT ALL OF YOUR INFORMATION AND THEN WE'LL SEE THAT WE GET IT TO THE ADMINISTRATION.

IT'S THEIR END OF GOVERNMENT HANDLES IT.

AND I'M, I'M ASKING THEM TO PLEASE PRIORITIZE THIS TOMORROW TO SEE WHICH ONE OF THE MANY AVENUES THAT WE MAY HAVE AS OPTIONS TO ASSIST YOU.

WE DON'T WANT TO SEE, WE DON'T WANT TO SEE ANYTHING HAPPEN TO YOU.

JILL.

YES, SIR.

THANK YOU ALL SO MUCH.

OKAY.

LET'S SPEND A LITTLE TIME WITH ADAM BACK HERE, AND WE'LL, WE'LL COME AROUND.

WE'LL, WE'LL COME BACK AROUND TO YOU AT THE END OF THE MEETING.

OKAY? YES, SIR.

THANK YOU.

OKAY.

IS ANYONE ELSE WISHING TO SPEAK AT THIS TIME? NO.

MR. PRESIDENT.

I, I DID HAVE ONE.

UM, UH, YES.

MR. COMMISSIONER TO COMMISSIONER GIBB.

DIDN'T WE, WASN'T IT THE DR. BARNES AND, UM, DR. CARTER FOR THE GRANT AMBASSADORS WEREN'T, WEREN'T BOTH OF 'EM AMBASSADORS FOR THE PARADE? OR WAS IT JUST, WAS IT JUST FRANK? WELL, FOR JUST WITH, JUST I THOUGHT THEY BOTH, I I THOUGHT THEY WERE BOTH TOO.

I JUST SAW THE ONE.

I JUST NOTICED THE ONE.

OH, YES.

RESOLUTION.

I THINK THEY WERE BOTH RECOGNIZED.

UM, OKAY.

IT WAS, I THINK IT WAS DR.

WHAT NUMBER WAS THAT ONE? THAT WAS NUMBER, UH, 62.

AND WE'LL LOOK INTO IT.

YEAH.

UH, MADAM DEPUTY COOK.

LET'S INTO NUMBER 62.

I THINK IT WAS.

THINK IT WAS BOTH.

THEY DEFINITELY WERE ACKNOWLEDGED AS, YEAH.

THEY WERE BOTH ON A FLOAT.

SO I THOUGHT, I THINK THEY WERE BOTH ACKNOWLEDGED.

MAYBE THEY WERE JUST MISSING IT HERE,

[01:35:01]

BUT WE'LL, WE'LL, WE WILL CHECK IT OUT.

UH, MADAM DEPUTY COOK, PLEASE CHECK WITH COMMISSIONER GILL WHO HAS, UH, GREATER KNOWLEDGE AND PERHAPS MR. JACKSON.

OKAY.

WILL DO.

THANK YOU.

THANKS MS. JACKSON.

MY APOLOGIES.

GO AHEAD.

GOOD EVENING.

I'M LIKE JOSH, I'M AT THE END.

HE'S GONE.

UM, A COUPLE OF THINGS.

AND SHE WORKS.

SHE WORKS.

SHE MAKES A LITTLE OVER $35,000 A YEAR.

AND YOU HAVE THE NERVE TO HAVE PROGRAMS OUT HERE TELLING HER SHE'S INELIGIBLE.

SHE'S IN THIS POSITION.

'CAUSE DCA FAILED TO PAY THEIR PORTION FOR 11 MONTHS.

BUT THE LANDLORD DOESN'T CARE ABOUT THAT.

THEY TAKE PEOPLE TO COURT FOR EVICTION.

YOU GUYS HAVE NO CLUE.

AND I'M TIRED.

YOU AT 540,000.

DO Y'ALL HEAR ME? JUST FOR ESSEX COUNTY.

AND THE MAJORITY OF THOSE FAMILIES ARE FROM NEWARK.

THE MAJORITY.

AND THEY LOOK LIKE 1, 2, 3.

THAT'S WHAT THEY LOOK LIKE, Y'ALL.

'CAUSE I'M THERE THREE DAYS OUT THE WEEK.

THEY'RE SUPPOSED TO BE COURT ADVOCATES.

AND COURT NAVIGATORS.

DCA IS SUPPOSED TO HAVE THAT.

THEY DON'T BECAUSE IF HAD THEY HAD A NAVIGATOR FOR MS. BURWELL, THEY WOULD'VE BEEN ABLE TO TELL HER WHEN WE FIRST STARTED INQUIRING IN MAY OF 23, THAT SHE WAS MISSING A LEASE.

NEVER SAID IT.

NEVER SAID IT TO THE LANDLORD EITHER.

OVER 15 HURRICANES SCHEDULED TO COME THROUGH HERE IN THE NEXT COUPLE OF MONTHS.

Y'ALL LAST LITTLE RAINSTORM.

WE HAD FOOT AND A HALF OF WATER ON THE FIRST FLOOR TO JAIL.

COULDN'T EVEN MOVE TO PRISONERS.

NOWHERE.

WHAT Y'ALL GONNA DO? $10 MILLION FOR A ROOF.

WHY? WHY? THE PLACE IS STILL FLOODING.

IT'S STILL SINKING.

WHAT IS WRONG? YOU VISITED WHERE? GO IN THERE THE NEXT TIME IT RAIN.

I DARE YOU.

I DARE YOU.

GO IN THERE.

THESE PRISONERS CALL THEY FAMILY MEMBERS.

THE PEOPLE THAT WORK THERE HAVE TO TELL YOU THAT IT'S FLOODED.

THEIR OFFICER CAN LEAVE OFF THE FLOOR.

THE PRISONER CANNOT.

SO THE LAST FLOOD, EVERYBODY ON THE FIRST FLOOR HAD TO STAY IN THAT WATER.

COULD YOU IMAGINE? SON, YOUR NEPHEW, YOUR NEIGHBOR JUSTICE BUILDING LEAKING ALREADY.

HUH? THESE BUILDINGS LOOK NICE, BUT THEY THROW 'EM UP OVERNIGHT.

Y'ALL NOT PAYING ATTENTION.

I JUST WAS IN THERE.

THE OTHER RAIN AND THE WATERS RUNNING THROUGH THE DOOR.

HOW MUCH MONEY WE SPENT FOR THAT BUILDING? IT'S NOT EVEN FIVE YEARS OLD YET.

ARE WE SERIOUS? WE GOTTA WATCH WHAT'S GOING ON.

I'M GLAD WE HAD THE DEFIBRILLATOR PEOPLE HERE TODAY ABOUT HIS CAR.

WE NEED TO DO SOMETHING.

NOT OUR FAULT, BUT WE ARE ALL CONCERNED BECAUSE WE ALREADY LOST A SI CHILD AT WEST SIDE PARK AND DON'T KNOW WHERE ELSE WE LOST ONE.

RIGHT? BECAUSE MANY GO ON OUR FIELDS WITHOUT A PERMIT.

BUT WE SHOULD HAVE HAD PEOPLE TO RESPOND TO THAT.

THAT CHILD LAID THERE OVER 13 MINUTES, 30 WITHOUT AN OFFICER, A AMBULANCE, A NEWARK OFFICER, A COUNTY OFFICER, 30 SECONDS AMBULANCE.

THAT'S UNACCEPTABLE.

RUTGERS HAS THREE FIELDS IN WEST SIDE PARK.

PLEASE TELL ME WHY.

AND IF HE GAVE RUTGERS THE THREE FIELDS, THEN THEY SHOULD BE PAYING FOR PART OF THIS DEFIBRILLATOR THING.

THEY GOTTA GO THROUGH THAT.

THEY GOT, THEY, THEY GOT A PRACTICE FIELD AND THEY GOT A WHOLE FULL GAME FIELD, RUTGERS.

AND THEY DON'T LET NOBODY ELSE USE IT WHEN Y'ALL DID THAT.

'CAUSE THAT HAS HAPPENED IN THE LAST FIVE YEARS.

SO DON'T LOOK AT ME LIKE, OH, DOWN WHAT YOU'RE TALKING ABOUT.

NO, NO, NO, NO.

RIDE THROUGH WEST SIDE.

UM, WEAK WAY PARK.

I'M SORRY.

WEAK WAY PARK.

HOW THEY GOT THAT WHOLE SIDE WHEN Y'ALL DID THAT.

YOU GOTTA HAVE THINGS FOR US.

YOU KEEP LETTING ALL THESE OUTSIDE ENTITIES.

WHY DO WE GOT NEW YORK TEAMS IN HERE? YES, NEW YORK TEAMS. WHY YOU DON'T GOT ENOUGH FOR US IN JERSEY? THANK YOU MS. JACKSON.

THANK YOU.

OKAY.

MADAM DEPUTY CLERK, LET THE RECORD REFLECT AS NO ONE WISHES TO SPEAK AT THIS TIME.

COMMISSIONERS, LET'S MOVE ON TO COMMENT SESSION.

ANYONE HAS SHARED TO HAVE SOME COMMENTS.

MR. PRESIDENT, COMMISSIONER MARY THOMAS.

THANK YOU MR. PRESIDENT.

AND THANK YOU TO, UH, ALL THE COMMUNITY MEMBERS HERE IN THE COMMENTS THAT WERE LIFTED.

THESE CONCERNS ARE NOT TAKEN LIGHTLY.

UM, AND SO DEFINITELY LOOKING FORWARD TO WORKING WITH MY COLLEAGUES TO CONTINUE TO FOLLOW UP ON, ON WHAT IS DONE, HOW WE MOVE FORWARD.

UH, FIRST I JUST WANTED TO CONGRATULATE ALL OF THE AWARDEES TO TONIGHT THAT WERE RECOGNIZED BY THE BOARD OF COMMISSIONERS.

I, MYSELF HAD THE HONOR OF RECOGNIZING, UH, TWO DIFFERENT ENTITIES.

UH, ONE BEING THE YOUNG PEOPLE FROM MALCOLM X SHABAZZ HIGH SCHOOL, PARTICULARLY FROM THEIR JAG PROGRAM.

JO, UH, JOBS FOR AMERICA'S GRADUATES.

THESE YOUNG PEOPLE COMPETED IN A STATEWIDE COMPETITION ON CAREER READINESS, HOSPITALITY, A NUMBER OF THINGS.

AND THEY WON FIVE COMPETITIONS GETTING IN FIRST, SECOND, AND THIRD PLACE.

AND SO IT WAS AN HONOR TO RECOGNIZE THEM FROM, YOU KNOW, MY DISTRICT, THE SOUTH WARD, UH, PART OF DISTRICT TWO, AND THEIR INCREDIBLE, UH, JACK SPECIALIST, MS. ZA, PRINCIPAL BUCKMAN, AND ALL THE PARENTS AND STUDENTS SUPPORTING, UH, EQUALLY PROUD TO CELEBRATE CARIBBEAN HERITAGE MONTH WITH OUR BOARD OF COUNTY COMMISSIONERS.

WE HAD REPRESENTATIVES FROM THE GUYANESE FLAG RAISING COMMITTEE THAT WERE HERE.

UM, AND I KNOW THE CARIBBEAN COMMISSION FROM ESSEX COUNTY WAS ALSO JUST DOING INCREDIBLE THINGS ACROSS THE COUNTY TONIGHT IN THIS WHOLE MONTH.

SO

[01:40:01]

HATS OFF TO THE CARIBBEAN, MASSIVE.

AND EVERYONE WHO IS IN THIS BOARD WHO CONTINUES TO SUPPORT THE DIVERSITY OF OUR COUNTY.

AND THEN OF COURSE, UH, THIS PAST MONTH, ONE OF THE, UH, COMMENDATIONS THAT I WAS PROUD TO GIVE OUT, UH, ON BEHALF OF THE BOARD WAS TO MISS BERTHA MILLER, WHO IS, UH, CELEBRATING OR JUST CELEBRATED HER HUNDREDTH BIRTHDAY.

SHE'S FROM THE MIGHTY SOUTH WARD CLINTON HILL, UH, NEIGHBORHOOD TO BE EXACT.

AND THIS WOMAN'S INCREDIBLE.

SHE'S BEEN AN EDUCATOR IN ESSEX COUNTY AND IN HILLSIDE SCHOOLS FOR YEARS.

UH, A LIFELONG NEWARK RESIDENT.

BORN IN THE YEAR 1924 HERE IN NEWARK.

UM, SO ONE OF THE, YOU KNOW, OLDEST FAMILIES WHO WERE STILL HERE IN THE CITY AND LITERALLY AS EARLY AS LAST YEAR GOT HER ARTWORK BECAUSE SHE'S IN HER, LIKE WAS IN HER NINETIES AND NOW HER HUNDREDS MAKING ART PRESENTED IN THE NEWARK MUSEUM ACROSS THE NEWARK ARTS FESTIVAL.

SO WHAT A TESTAMENT TO THE BEAUTY AND RESILIENCE OF THE FOLKS OF OUR COMMITTEE AND OUR COMMUNITY.

AND SO HONORED TO CELEBRATE HER IN THE BOARD, OF COURSE, UH, GIVING HER THE COMMENDATION.

AND THEN THE LAST THING I WOULD LIKE TO DO IS JUST TO THANK PROSECUTOR STEVENS AND THE ADMINISTRATION FOR YOUR WORK TO MAKE SURE THAT THE MEMBERS OF OUR COMMUNITY, UM, WHO ALL OF US REALLY OF COURSE, MOURNING THE DEATH AND THE MURDER OF IMAM UH, SHARIF.

BUT THERE HAS BEEN SO MUCH COMMUNITY OUTCRY ON WHAT IS GOING ON, WHAT DO WE KNOW, UM, AND, AND WHAT'S BEING DONE TO IN THE INVESTIGATION.

AND I KNOW PROSECUTOR STEVENS AND HIS TEAM, UH, REALLY WENT OUT THEIR WAY TO MAKE SURE THAT THE COMMUNITY HAS BEEN INFORMED.

AND, YOU KNOW, THE IMAM REACHED OUT AND JUST, JUST LET ME KNOW ALL OF THE GREAT WORK THAT IS HAPPENING.

OBVIOUSLY THERE'S A LOT MORE THAT WE NEED TO DO TO, TO FIGURE OUT WHAT'S GOING ON, BUT WE KNOW HOW HARD THE PROSECUTOR AND HIS OFFICE IS WORKING TO KEEP THE FAMILY AND THE COMMUNITY AS INFORMED AS POSSIBLE DURING THIS DIFFICULT TIME.

UH, SO THANK YOU TO THE BOARD OF COMMISSIONERS FOR ALL THAT WE'VE DONE TO SUPPORT OUR COMMUNITY DURING THESE CHALLENGING TIMES, BUT ALSO CELEBRATING THE JOY AND THE BEAUTIFUL THINGS THAT ARE HAPPENING TODAY AS WELL.

THANK YOU.

THANK YOU, COMMISSIONER.

ANY OTHER COMMENTS? COMMISSIONER, VICE PRESIDENT COOPER.

THANK YOU, MR. PRESIDENT.

I WANT TO FIRST, UM, THANK COMMISSIONER MURRAY THOMAS AND COMMISSIONER SIBO AND COMMISSIONER GILL FOR HONORING THE PEOPLE THAT YOU DID TONIGHT.

IT WAS GREAT, ESPECIALLY TO SEE THE YOUNG PEOPLE AND ALL THE GOOD ACCOMPLISHMENTS THAT THERE MADE AND THE OTHER ADULTS THAT WE CELEBRATED FOR THEIR ACCOMPLISHMENTS AND IMPACT HERE IN THE COUNTY.

WELCOME BACK TO COMMISSIONER MECADO.

IT IS SO GREAT TO SEE YOU.

THANK I'M SO HAPPY TO SEE YOU.

UM, I ALSO WANT TO THANK THE ADMINISTRATION AND THE SHERIFF'S OFFICE AND RECREATION FOR HELPING THE PARENT WHO LOCKED THEIR KEYS IN WAS CESSING PARK THE OTHER WEEK.

UM, THEY WERE OUT THERE PRACTICING ON THE FIELD.

THEY COULDN'T GET HOME AND THEY WENT TO GO TO THE CAR.

THE WOMAN REALIZED, AND I CALLED MR. JACKSON AFTER HOURS AND YOU AND THE ADMINISTRATION WENT ABOVE AND BEYOND TO HELP THAT PARENT.

AND I'M SO GRATEFUL AND THANKFUL THAT YOU TOOK MY CALL AND RESPONDED TO THAT PARENT.

SO THANK YOU SO MUCH AGAIN FOR THAT.

UM, I WANNA REMIND MR. JACKSON, PLEASE ABOUT THE QUESTIONS THAT I ASKED RELATED TO THE JAIL.

THERE'S SOME OPEN QUESTIONS THAT I DIDN'T GET A RESPONSE TO RELATED FOR STAFFING IN THAT, UM, WOMAN'S AREA.

THE DIRECTOR HASN'T RESPONDED BACK TO ME AND RELATED TO FLOODING.

UM, I MYSELF HAD GONE DOWN TO THE JAIL 'CAUSE I KEPT HEARING ABOUT THESE ALLEGATIONS AND THERE WAS A LOT OF WATER ON THE OUTSIDE OF THE JAIL.

I RECOGNIZED THAT WHERE THE LOCATION IS, YOU KNOW, HISTORICALLY PEOPLE HAVE SAID WHAT IT IS, BUT WHAT CAN WE DO? BECAUSE YOU ARE ALREADY IN A BAD SITUATION AND IN THE JAIL, BEING IN THERE AND IN THE LOOK TO SEE THAT YOU'RE IN A BUNCH OF WATER, ALLEGEDLY, I DIDN'T GO INSIDE.

BUT IF THAT IS HAPPENING, THAT'S A DOUBLY BAD SITUATION TO BE IN.

SO, UM, IF THAT IS HAPPENING, WHAT BETTER PLAN CAN WE COME UP WITH TO ADDRESS THAT? UM, I ALSO WANT TO BRING UP THAT I AM REALLY DISAPPOINTED.

UM, NO, BEFORE I GO THERE, ONE OTHER THING RELATED TO THE PERMITS, PERHAPS WE CAN ASK, UM, THE SHERIFF'S DEPARTMENT, IF WE COULD COME UP WITH SOME KIND OF SOFT ASK TO FIGURE OUT WHEN THE FOLKS ARE OUT THERE PLAYING ON THE FIELD, IF THEY HAVE A PERMIT OR NOT.

UM, YOU KNOW, AND CAN MAYBE COME UP WITH SOME KIND OF, UM, WARNING OR SOFT NOTIFICATION TO SAY LIKE, THESE ARE THE REQUIREMENTS.

LIKE, YOU KNOW, THIS IS THE FIRST TIME WE'RE GIVING YOU THIS.

LIKE, IF WE SEE YOU HERE AGAIN, THEN WE'LL, YOU KNOW, LIKE MAYBE ISSUE YOU A TICKET OR SOMETHING FOR US TO START TO BRING MORE AWARENESS.

'CAUSE MAYBE SOME PEOPLE DON'T KNOW THAT THEY HAVE TO GET A PERMIT.

SOMEONE RECENTLY ASKED ME THAT QUESTION ABOUT IF THEY COULD BARBECUE IN ONE OF THE COUNTY PARKS IF THEY NEEDED TO GET A PERMIT.

AND SOMETIMES WE'RE NOT ALWAYS AWARE OF WHAT THE RULES AND WHAT THE REQUIREMENTS ARE.

BUT IF WE WANNA MAKE SURE THAT WE'RE ALL COVERED, WE GOTTA FIGURE OUT SOME, SOME BETTER WAY TO COMMUNICATE.

I DON'T KNOW IF WE POST BILLBOARDS OR SOMETHING, SOME KIND OF COMMUNITY BOARD, BUT SOME KIND OF WAY TO NOTIFY FOLKS WHEN THEY'RE THERE THAT WE HAVE A ROLE IN A PROCESS.

LAST COMMENT IS, I WAS DISAPPOINTED NOT TO SEE THE DISPARITY STUDY ON THIS AGENDA.

I THOUGHT THAT WE WERE GOING TO, UM, HEAR

[01:45:01]

A PRESENTATION FROM THE GROUP.

AND I'M REALLY DISAPPOINTED NOT TO SEE THAT ON THE AGENDA TONIGHT.

WE HAVE BEEN ASKING ABOUT THE DISPARITY STUDY FOR QUITE SOME TIME NOW, AND I KNOW COVID DELAYED THE ACTIVITY AROUND THAT STUDY.

BUT WE GOT A GROUP TOGETHER WHO HAD DONE THIS WORK.

AND I KNOW I WAS LOOKING FORWARD TO, UM, HEARING THEIR PRESENTATION AND WHAT THE REPORT MEANT AND HOW WE CAN WORK MORE COLLECTIVELY TOGETHER TO, TO MAKE SOME MORE IMPACTS AROUND IT.

THANK YOU FOR DISTRIBUTING IT TO ALL OF US.

I DON'T KNOW IF ALL MY COLLEAGUES HAD AN OPPORTUNITY TO READ IT, BUT I WOULD LIKE TO KNOW WHEN IS THAT PRESENTATION GOING TO BE BEFORE US SO THAT WE CAN MOVE FORWARD.

THANK YOU MR. JACKSON.

DO WE HAVE A, UM, I, I EXPECTED IT AS WELL AND THAT IT WAS PULLED OFF THE LAST MINUTE.

DO WE HAVE AN EXPECTATION OF WHAT WE MIGHT BE ABLE TO HAVE THAT PRESENTATION HERE? UM, I, I WOULD DEFER TO THE, TO THE BOARD ON THAT.

UM, I, I MAYBE TARGET THE NEXT MEETING OR MAYBE THERE ARE OTHER THOUGHTS.

IS IT REASONABLE TO THINK WE COULD HAVE THAT AT THE NEXT MEETING IN JULY? I, I, I'LL, I'LL OKAY.

PICK UP.

SO COMMISSIONER RICHARDSON, YOU WANNA ADD DO YOU MR. PRESIDENT? SO, YEAH, I TOO WAS DISAPPOINTED THAT IT WAS NOT GONNA BE A TOPIC OF DISCUSSION, BUT I THINK THAT MAY BE A BLESSING IN DISGUISE BECAUSE HAD THAT GROUP COME TO THIS PARTICULAR MEETING, WE, I DON'T THINK WE WOULD'VE HAD ENOUGH TIME TO, TO REALLY DIG DEEP INTO THE DISPARITY STUDY ITSELF AND THE PUBLIC WOULDN'T BE HERE.

SO WHAT I'M SUGGESTING IS THAT WE HAVE A COMMITTEE MEETING, AN AFFIRMATIVE ACTION COMMITTEE MEETING, AND WE HAVE THEM THERE AT THAT TIME.

AND IT'D BE OPENLY, UH, UH, PUBLICLY ADVERTISED.

SO MEMBERS OF THE COMMUNITY AND FROM THE NAACP URBAN LEAGUE OR WHOMEVER CAN BE HERE.

AND WE CAN REALLY DELVE DEEP INTO, UH, DISCUSSION ABOUT WHAT, YOU KNOW, THE DISPARITY STUDY ACTUALLY SAYS WHAT THE REMEDIES ARE.

AND I THINK THAT'LL BE A BETTER, UH, USE OF THE TIME AND BETTER USE OF THE FOLKS COMING HERE AND HAVING A FULL OPEN DISCUSSION.

ALRIGHT, SO LET'S PUT IT ON THE CALENDAR.

MAD AND DEPUTY CLERK, LETS MOVE TO PUT THE COMMITTEE MEETING.

UH, LET, LET'S SAY SEPTEMBER.

I DON'T THINK JULY WORKS.

YEAH.

AND YEAH, AUGUST IS PROBABLY NOT A GOOD ONE EITHER.

SO DO YOU ALL GO TO SEPTEMBER? THERE'S ONLY ONE MEETING IN AUGUST AS WELL, SO IIII KNOW THAT'S, BUT WELL, WE'LL DISCUSS IT INTERNALLY, BUT YOU KNOW, NO LATER THAN SEPTEMBER.

IF WE WANNA DO IT SOONER, WE CAN SEE WHEN THEY CAN, WHEN THEY CAN BE HERE.

YEAH.

WE'LL, WE'LL, WHATEVER THE BOARD, WE WILL, WE WILL MAKE IT HAPPEN.

YEAH.

EXCUSE ME.

BUT OBJECTIONS, I I'M OKAY WITH IT OVER THE SUMMER OR SEPTEMBER EARLY.

YOU KNOW WHAT, WE CAN, WE CAN FIGURE OUT AUGUST.

WE'LL, WE'LL FIGURE THIS OUT AND THEN WE'LL, WE'LL MAKE A RECOMMENDATION.

ALL RIGHT.

AND MR. PRESIDENT, JUST COMMISSIONER MARY THOMAS.

TO YOUR POINT, MR. COMMISSIONER RICHARDSON, IT COULD BE A TWO PART, RIGHT? SO THERE COULD BE A MEETING WITH COMMISSIONERS TO HAVE JUST GET QUESTIONS ANSWERED, CLARITY, AND THEN FOLLOW IT UP.

THERE COULD BE A COMMUNITY MEETING AS WELL.

SO I DON'T KNOW IF THEY'RE MUTUALLY EXCLUSIVE OR WE COULD DO THEM ALL AT ONE TIME.

'CAUSE I, YOU KNOW, I'VE LOOKED AT THESE DISPARITY STUDIES BOTH HERE AT THE COUNTY LEVEL AND AT THE BOARD OF EDUCATION, WHICH IS, YOU KNOW, AN ENORMOUS, THE LARGEST SCHOOL DISTRICT IN THE STATE.

AND THERE'S A LOT THAT GOES INTO EVEN ELECTEDS, UM, UNDERSTANDING ALL OF THE PIECES.

AND SO THE MORE CONVERSATIONS THE MAYOR AND I'M SURE WE'LL, YOU KNOW, FIGURE OUT THE MECHANICS THROUGH YOU, MR. PRESIDENT.

I THINK THE ONLY ISSUE THAT THAT MAY ENTAIL IS BECAUSE THEY'RE FROM OUT STATE.

SO FLYING THEM IN AND GETTING HERE MORE THAN ONCE.

MM-HMM.

, I WAS THINKING VIRTUALLY MAYBE, BUT, BUT THAT'S A GOOD POINT TOO, FOR THE SECOND ONE.

FOR THE FIRST ONE, IF THERE'S LIKE AN INTERNAL, WE COULD DO VIRTUAL OR, YOU KNOW, WE COULD DO BOTH IN PERSON OR ONE EITHER WORKS.

I DON'T WANT 'EM IN FRONT OF ME.

SO I HEAR YOU.

I HEAR YOU.

I HEAR YOU.

I THINK, I THINK IN PERSON IS BETTER.

YEAH.

SO LET'S, LET'S LOOK TO SCHEDULE THAT.

IF WE DON'T DO IT IN THE SUMMER, SEPTEMBER, WE SHALL BE AT THE LATEST.

WE'LL SEE WHAT OUR CALENDAR, UH, IS AVAILABLE FOR YOU GUYS TO GO TO DO IT.

SO WHAT I WILL SAY, I MEAN, I, I HAVE THE PROBLEM IN THE SUMMER WITH IT DOESN'T MATTER.

SO YEAH, WHAT I WILL SAY, WE DO IT IN PERSON.

I'D LIKE TO BE ABLE TO SET UP SOME TIME WITH THEM INDIVIDUALLY, PERHAPS IN ADVANCE OF THE PUBLIC MEETING TOO, JUST SO THAT WE AS BOARD MEMBERS, OR AT LEAST MYSELF AS A BOARD MEMBER, I HAVE MY QUESTIONS ANSWERED PRIOR TO, AND THEN CAN ALSO HELP RELAY WHAT I KNOW AND THE QUESTIONS THAT I MAY STILL HAVE DURING THE PUBLIC MEETING.

SO MAYBE THAT'S TO YOUR POINT, NOT JUST A ONE MEETING, IT'S A FORUM EVEN.

UM, THAT IS A MORE EXTENDED PERIOD OF TIME.

ANY OTHER COMMENTS? COMMISSIONER LUCIANO? THANK YOU.

THROUGH YOU, MR. PRESIDENT.

UM, FIRST LET ME SAY, UM, BOB, IT'S GOOD TO SEE THAT YOU'RE BACK.

HOPEFULLY YOU'RE IN GOOD HEALTH AND GOOD SPIRITS.

WE ALL KNOW THAT THAT'S THE MOST IMPORTANT THING IN LIFE.

THANK YOU.

UM,

[01:50:01]

SO WELCOME.

SECONDLY, UM, I APOLOGIZE THAT I WAS LATE.

I WAS ACTUALLY ON MY WAY UP FROM ATLANTIC CITY LAST NIGHT.

I WAS AT THE A FFL CIO CONFERENCE.

I WANTED TO PUT ON RECORD THAT MOST OF THE LABOR UNION LEADERS THAT I SPOKE WITH WERE VERY HAPPY WITH ESSEX COUNTY.

THEY APPRECIATE THE ADVOCACY ON THIS BOARD, ALWAYS ASKING THAT OUR PROJECTS, YOU KNOW, ARE, YOU KNOW, USING, UM, LABOR.

SO TO THE ADMINISTRATION AND THE COMMISSIONERS ON HERE, UH, EVERYONE'S VERY HAPPY WITH ESSEX COUNTY.

UM, BUT THAT BEING SAID, I WAS A LITTLE LATE.

I ALSO WANTED TO PUT IN THE AFFIRMATIVE WITH OUR, UM, ACTING CLERK, UH, KATHY BROWN.

I WOULD LIKE TO VOTE YES ON RESOLUTIONS ONE THROUGH 11, WHICH I MISSED.

UM, AND LASTLY, I DID WANNA PUT IT ON THE RECORD.

I'M NOT SURE IF ANYONE SPOKE EARLIER WHEN I WAS NOT IN, UH, YOU KNOW, AND I WAS NOT PRESENT.

BUT, UH, FORMER FREEHOLDER, JIMMY KAVANAUGH WAS A FRIEND.

UM, I WAS HAPPY TO KNOW HIM THE LAST 12 YEARS.

AND, UM, YOU KNOW, MY CONDOLENCES TO, UH, COMMISSIONER SEABOLD AND FRANK MCINERNEY, WHO, YOU KNOW, SERVED WITH HIM.

AND I THINK HE, UM, HE REALLY WAS A GREAT GUY THAT CONTRIBUTED TO ESSEX COUNTY.

SO FOR ME TO PUT THAT ON THE RECORD, YOU KNOW, UNFORTUNATELY NO ONE IN THIS WORLD IS CHEATING.

UM, YOU KNOW, THE AFTERWORLD AND DEATH.

UM, BUT I KNOW THAT JIM HAD LEFT HIS, UH, HIS LEGACY AND MARK ON A LOT OF FOLKS AND A LOT OF DIFFERENT ENTITIES.

UM, AND I JUST WANTED TO PUT THAT ON THE RECORD.

THANK YOU, COMMISSIONER.

WE HAD, UH, ACKNOWLEDGED HIM EARLIER TODAY FOR THE MOMENT OF SILENCE.

IN THE BEGINNING OF THE MEETING, COMMISSIONER SIEBEL, IF I COULD JUST ADD A REMARK ABOUT JIM KAVANAUGH.

IT WAS ON THE, UH, AGENDA TONIGHT.

THERE WAS A COMMENDATION OR A, UH, A RESOLUTION HAVING TO DO WITH HIS DEATH.

I KNEW JIM VERY WELL, PROBABLY MORE THAN MANY OF YOU ON THIS BOARD BECAUSE I SAT NEXT TO HIM FOR MANY YEARS AND WE BECAME VERY, VERY GOOD FRIENDS.

AND IT'S REALLY SAD THAT HE HAS LEFT US.

IT REALLY IS A TRAGEDY.

THANK YOU, COMMISSIONER.

ALRIGHT, COMMISSIONER GIL.

THANK YOU.

UH, THANK YOU MR. PRESIDENT.

AND, UM, ABSOLUTELY A AGREE WITH, UM, COMMISSIONER SIEBEL AND COMMISSIONER LUCIANO, UM, ABOUT, UH, FORMER, UH, FIELDER KAVANAUGH'S SERVICE.

AND HE WAS A GOOD FRIEND.

UM, SO VERY SORRY TO SEE THAT.

I HAD, UM, JUST A, A, UH, I THINK A MORE POTENTIALLY MAY A QUESTION.

UM, 'CAUSE I, I SEE THAT OUR COUNTY COUNCIL IS NO LONGER, UH, WITH US.

WHO'S THE MICROPHONE? UH, THANKS PAT.

I SEE THAT OUR COUNTY COUNCILS KNOW WHETHER THERE WAS, BUT THREE YOU, MR. JACKSON.

UM, CAN I GET AN, UM, AN UPDATE ON, UH, WHERE WE ARE, UM, REGARDING THE HEALTHCARE REIMBURSEMENT FUND, UH, THIS ISSUE THAT WHAT THAT, THAT WE'RE DEALING WITH, WITH OUR SHERIFF'S DEPARTMENT? I KNOW WE'VE MADE A LOT OF PROGRESS ON THE CONTRACTS, BUT, UM, I'M UNDERSTANDING THAT THERE'S A, UH, ANOTHER CASE OR A DECISION THAT, UM, THAT, UH, THAT THE STATE MADE THAT WE THEN APPEALED THE APPELLATE COURT.

MM-HMM.

UPHELD THAT DECISION OF PERC FOR US TO FUND THIS, UM, RE UH, HEALTHCARE REIMBURSEMENT FUND.

UH, AND FOUND THAT THE COUNTY DID, I GUESS NOT PROPERLY NEGOTIATE, UM, BEFORE WE WENT FROM A PRIVATE TO PUBLIC CARRIER, UH, THE, OUR SHERIFF'S OFFICER'S HEALTHCARE BENEFITS.

UM, AND I KNOW, AND NOW WE'RE, MY UNDERSTANDING IS THAT WE'RE APPEALING THAT TO THE SUPREME AT THE SUPREME COURT.

CORRECT.

LEVEL.

UM, OKAY.

IF, IF WHAT'S THE, IN, WHAT'S THE IMPACT IF WE LOSE AT THAT LEVEL, WHAT'S THE, WHAT'S THE FINANCIAL IMPACT ON THE, IT'S THE, ON THE COUNTY AT THIS POINT? IT'S, IT'S THE COST OF PRESENTING THE CASE.

THERE'S NO, THE, THE, THE COST DOESN'T CHANGE.

AND THERE'S SOME, UM, AND I, I WON'T GO INTO THE MM-HMM.

, THE, THE DE OF IT HERE, BUT THERE'S SOME, UH, WHAT'S SOME OF THE THINGS THAT ARE BEING CONSIDERED AS BEING MEDICAL COSTS OR NOT, UH, BY, BY, UM, STATE STATUTE OR NOT MEDICAL COSTS.

MM-HMM.

.

SO WE, YOU KNOW, WE'RE NOT, UM, UH, INTENDING TO, WE, WE, WE DON'T, WE'RE NOT GONNA BE REIMBURSING SOMETHING THAT'S NOT A MEDICAL COST.

UM, AND SO I THINK THAT'S THE, THAT SOME POINT OF CONTENTION.

UH, WHAT'S WHAT'S BEEN SUBMITTED IS, UM, UH, PAYMENTS, UH, PAYMENTS FOR OPT-OUTS.

MM-HMM.

.

SO PEOPLE WHO WERE GETTING OPT-OUT PAYMENTS FOR, UH, OVER A PERIOD OF TIME.

UM, THOSE, THAT, THOSE ARE, THAT WHEN, WHEN, WHEN IT'S, IT'S SAID THAT

[01:55:01]

THOSE ARE BEING SUBMITTED, THOSE COSTS ARE BEING SUBMITTED, THOSE ARE, THOSE COSTS ARE NOT.

FOR EXAMPLE, IF MY, UH, COPAY WAS $25 MM-HMM.

UNDER THE OLD PLAN, AND MY COPAY IS NOW $30.

SO THAT $5 DIFFERENCE, THAT'S NOT WHAT'S BEING, UH, SUBMITTED, WHAT'S BEING SUBMITTED AS I USED TO GET A $4,000 OPT OUT PAYMENT.

UH, AND BECAUSE WHEN YOU GO TO STATE HEALTH BENEFITS, WHEN OTHER CIRCUMSTANCES, THAT'S NOT, I DON'T GET THAT.

MM-HMM.

.

UM, FOR EXAMPLE, IF MY SPOUSE IS IN STATE HEALTH BENEFITS AND I'M IN THE STATE HEALTH BENEFITS, I DON'T, I DON'T GET THAT PAYMENT.

MM-HMM.

, UM, SO NOT BY OUR, BUT NOT BY OUR RULES, BUT BY THE, BY STATE HEALTH BENEFITS RULES, SO, RIGHT.

UM, AND, UM, IT'S, IT'S PRETTY, UM, IN OUR OPINION, PRETTY CLEAR THAT THAT'S NOT, UH, COVERED UNDER THE PERC UH, RULING.

UNDER THE PERK RULES.

IS THIS MR. I'M SORRY, UH, COMMISSIONER GILL, JUST, AND MR. JACKSON, IF I CAN JUST PLEASE FOR A SECOND, MR. FOLLOW, JUST PROCEDURALLY FROM SPEAKING TO MR. UM, ST.

JOHN ON THIS, WE ARE, I, I'LL CALL IT THE PRE-STEP AT THE SUPREME COURT BECAUSE THIS IS WHAT THEY CONSIDER AN INTERLOCUTORY APPEAL.

SO IT'S NOT FROM A FINAL JUDGMENT, IT'S ON THAT ONE DISCREET ISSUE.

YOU DON'T HAVE AN AUTOMATIC RIGHT.

TO AN APPEAL.

SO WHAT'S HAPPENING NOW IS, AT LEAST AS OF THIS, THIS AFTERNOON, THERE'S A REQUEST FOR THE SUPREME COURT TO TAKE THIS UP.

IT'S NOT, THE APPEAL IS NOT FILED YET.

IT'S, YOU HAVE TO BE GRANTED PERMISSION TO SEEK THE APPEAL FIRST.

SO THEY, IN OTHER WORDS, THE, THE SUPREME COURT COULD SAY, THIS IS NOT FOR OUR CONSIDERATION.

WE DON'T WISH TO, UH, GRANT THIS CERTIFICATION.

SO IT GOES BACK DOWN.

SO BECAUSE IT'S NOT OF A FINAL ORDER, AND IT'S ON THIS, THE DISCRETE ISSUE THAT, UH, MR. JACKSON TALKED ABOUT, THEY HAVE TO FIRST, UH, AUTHORIZE THE APPEAL.

SO THAT'S KIND OF WHERE IT IS NOT, NOT THAT THAT MAKES A WHOLE AMOUNT OF DIFFERENCE.

RIGHT.

OTHER THAN THERE IS NO PENDING APPEAL YET.

GOT IT.

SO THEY, SO, SO WE'RE GOING, SO THIS IS A SEPARATE THROUGH MR. PRESIDENT, THIS IS A SEPARATE ISSUE FROM THE CONTRACT.

SO IT'S ON THAT ONE.

WE WENT, WE WENT TO ARBITRARY, I MEAN, I GUESS WHAT I'M JUST TRYING TO MAKE SURE AS I UNDERSTAND, WE WENT TO ARBITRATION, , WE LOST MM-HMM.

.

AND SO THAT'S, YEAH.

I'M SORRY.

BUT THE CONTRACTS THEMSELVES, LIKE THE CONTRACTS WITH THE BARGAINING UNITS ARE, ARE SETTLED.

IS THAT CORRECT? I THINK THROUGH 2020, RIGHT? I THINK THROUGH 2020, YES.

THAT, THAT 1 20 20.

YEAH.

AND THERE'S STILL TWO YEARS OF CONTRACT THAT ARE UNRESOLVED, THAT ARE NOT, THAT ARE NOT RESOLVED.

RIGHT.

OKAY.

SO WE'RE, WE'RE CLOSE TO .

NO WAY TO KNOW.

I REFUSE TO GIVE AN ANSWER.

UNDERSTOOD.

AND I JUST DON'T KNOW.

I DON'T KNOW WHAT'S CLOSE AND WHAT'S NOT CLOSE.

RIGHT.

BUT YEAH, THIS, THIS, THE SUPREME COURT PIECE OF IT IS ON THAT COPAY, BUT THE REIMBURSEMENT OF THE HEALTHCARE, SO THE REIMBURSEMENT OF THE, UM, UH, HEALTHCARE FUND, UM, AND, AND THANK YOU MR. JACKSON FOR SOME OF THAT CLARITY THAT THE, THAT'S A SEPARATE INDIVIDUAL ISSUE THAT THE COUNTY IS DEALING WITH THE U THE UNION ON, OR THE SHERIFF'S OR THE BARGAINING UNION ON, LIKE WHO'S REP, WHO REPRESENTS WHO, WHO REPRESENTS WHO IN THIS, IN THIS SCENARIO.

BECAUSE, BECAUSE I'M, HERE'S WHAT I'M, MY, MY BOTTOM LINE POINT IS LIKE, I DON'T WANT TO, AGAIN, WE, WE, WE SAY THAT WE SUPPORT THE, THE FOLKS IN BLUE, RIGHT? RIGHT.

BUT THEN LIKE, AND THERE MAY BE VERY GOOD REASON, I DON'T WANT TO, AND I'M SURE MY COLLEAGUES WOULD AGREE, BE CAUGHT BY RUNNING INTO OUR OFFICERS WHO SAY, YOU KNOW, LIKE, WE DON'T EVEN HAVE OUR FULL HEALTHCARE FUNDED FROM WHEN WE MADE THIS CHANGE FROM THE PRIVATE TO THE PUBLIC CARRIER.

SO I'M JUST, I LET LIST, I I CAN'T TELL YOU WHERE THE NEGOTIATIONS ARE, WHO'S DOING WHAT AT, YOU KNOW, WHEN THE LAST ONE WAS.

I JUST CAN TELL YOU THAT INFORMATION ABOUT THIS LITTLE, OKAY.

SO I MEAN, I'LL, I'LL JUST LEAVE IT, I'LL LEAVE IT HERE.

AND THEN IF WE COULD THREE, MR. PRESIDENT, I MEAN, IF WE, ON THIS PARTICULAR ISSUE, WE COULD GET AN UPDATE, UM, FROM THE, YOU KNOW, JUST FROM THE COUNCIL'S OFFICE.

I MEAN, I THINK I UNDERSTAND THE BROAD STROKES, WHICH IS RIGHT NOW, AGAIN, LIKE THIS IS, IT WAS A PERK.

YOU KNOW, IT'S A, A PERK, PERK.

I'M CALLING IT STATE, BUT A PERK DECISION PER, THERE'S AN APPEAL PROCESS.

WE LOSE, THERE'S AN APPEAL PROCESS FOR THAT.

WE LOST AT THAT LEVEL.

WE'RE NOW TRYING, WHICH WAS THE APPELLATE COURT LEVEL.

MM-HMM.

.

WE'RE NOW AT THE SITUATION WHERE WE'RE GONNA SEE IF THE SUPREME COURT WILL TAKE IT, IS, IS EVEN GONNA CONSIDER, IS EVEN GONNA TAKE IT.

I THINK WHAT, WHAT I'D LIKE TO UNDERSTAND A LITTLE BIT MORE, AND I'LL FOLLOW UP, IS WHAT, WHAT ARE WE, BECAUSE THERE VERY COULD BE VERY VALID REASONS.

WHAT ARE WE ACTUALLY CHALLENGING, YOU KNOW, IN TERMS OF

[02:00:01]

WHAT, WHAT'S COVERED, WHAT'S NOT COVERED, WHAT MONEY GOES BACK INTO THE FUND.

SO WE CAN UNDERSTAND THOSE, UH, THOSE DETAILS.

SO, AND I'LL, I'LL LEAVE IT THERE AND WE'LL, UM, SO I GUESS IT'S A QUESTION.

SO CAN WE GOT THE UPDATE FROM MR. ST.

JOHN TO ANSWER THE COMMISSIONER'S QUESTION AND SARAH TO THE BOARD? YES, SIR.

THANK YOU, COMMISSIONER, VICE PRESIDENT.

UH, UH, THANK YOU, MR. PRESIDENT.

THANK YOU COMMISSIONER GILL FOR BRINGING UP THIS REALLY IMPORTANT AND CONFUSING ISSUE.

UM, I TOO AGREE WITH YOU WOULD LIKE SOME CLARITY BECAUSE WE HAD A MEETING A COUPLE OF MONTHS BACK AND I WAS UNDER THE IMPRESSION THAT, UM, THERE WAS GONNA BE A CONTINUOUS FLOW OF COMMUNICATION AROUND THIS TOPIC SINCE IT WAS AN IMPORTANT TOPIC FOR ALL OF US.

AND I KNOW I DON'T LIKE HEARING THINGS THROUGH, THROUGH THE GRAPEVINE, AND I DON'T LIKE MISINFORMATION.

SO I REALLY WOULD LIKE TO GET A BETTER UNDERSTANDING OF WHAT HAPPENED BECAUSE I WAS UNDER THE IMPRESSION THAT THE ARBITRATION PEOPLE RENDERED A DECISION AND WE CREATED THIS FUND.

SO, AND, AND WE WERE WAITING FOR PEOPLE TO SUBMIT REQUESTS.

AND AT THE TIME, PEOPLE HAD NOT SUBMITTED ANYTHING.

MM-HMM.

.

SO I'M TRYING TO REALLY UNDERSTAND HOW DO WE GET FROM CREATING THIS FUND TO APPLYING TO, UH, THE SUPREME COURT TO HEAR THIS ISSUE.

AND I WANNA BE CLEAR THAT IT'S JUST ONE ISSUE.

UM, AND, AND HOW DID WE GET THERE? SO I TOO WOULD LIKE, UH, TO EITHER HAVE SOMETHING IN WRITING OR HAVE A CONVERSATION FOR THOSE OF US THAT'S INTERESTED IN HEARING ABOUT THE ISSUE, BECAUSE I AGREE WE CAN'T SAY THAT WE SUPPORT UNIONS, BUT AT THE SAME TIME SAYING, YOU KNOW, DID YOU KEEP FIGHTING FOR YEARS AND YEARS AND YEARS AT SOME, AT SOME POINT, WE'VE GOTTA COME TO SOME KIND OF UNDERSTANDING.

SO THANK YOU.

ANY OTHER COMMENTS? COMMISSIONER MERCADO? YES.

UH, MR. PRESIDENT, I JUST WANT TO EXTEND MY SINCERE GRATITUDE TO YOU VICE PRESIDENT AND ALL MY COMMISSIONER COLLEAGUES, UM, FOR THE WELL WISHES TO CALLS, TEXTS, AND PRAYERS, UM, DURING MY ABSENCE IN THE LAST SIX MONTHS.

SO, UM, I'M GLAD TO BE BACK AND, UM, AGAIN, I WANT, AND THE STAFF WHO HAVE BEEN ON THE PHONE WITH ME ALL THROUGHOUT, SO THANKS EVERYONE.

UM, I REALLY APPRECIATE IT AND IT MAKES A DIFFERENCE.

THANK YOU.

THANK YOU, COMMISSIONER.

HAVE YOU AND COMMISSIONER, WOULD YOU LIKE TO MAKE A MOTION? ADJOURN.

SO MOVE ALL IN FAVOR? AYE.

AYE.

AYE.

THE AYE.

A DELEGATE SEGUE.
