WE TAKE CARE OF COUNTY ROADS, COUNTY PARKS, AND RECREATIONAL FACILITIES.

WE ALSO OVERSEE THINGS SUCH AS ELECTIONS.

WE OVERSEE, UH, SERVICES SUCH AS THE COUNTY CLERK'S OFFICE WHERE THEY HANDLE PASSPORTS AND VOTER REGISTRATION.

UM, BUT THE THING THAT REALLY, UM, HUMBLY IS THE MOST IMPORTANT WITH OUR COMMISSIONER BOARD THAT WE DO IS WE LIKE TO HONOR OUTSTANDING ACHIEVEMENTS WITHIN ESSEX COUNTY IN OUR COMMUNITY.

WHETHER THAT'S FROM STUDENTS OR OTHER FOLKS THAT HAVE ACHIEVED GREAT THINGS LIKE WE ARE HERE FOR TONIGHT.

UM, SO THAT BEING SAID, AND BEFORE I GO ANY FURTHER, UH, I WOULD LIKE FOR YOU TO KNOW THAT MY COMMISSIONER, COLLEAGUES, AND THERE'S NINE OF US, HAVE SENT THEIR REGARDS.

SO THIS YOUNG WOMAN WAS BREAKING RECORDS ALL OVER THE PLACE, AND I'M SO EXCITED TO SEE WHAT THE FUTURE HOLDS FOR HER.

SHE ATTENDED HAWKINS STREET ELEMENTARY SCHOOL WHERE SHE FELL IN LOVE WITH THE GAME OF BASKETBALL.

KAMAYA PLAYED BASKETBALL FROM FIFTH TO EIGHTH GRADE AND THEN TOOK HER TALENTS TO EAST SIDE HIGH SCHOOL.

AT EAST SIDE.

SHE PLAYED VARSITY ALL FOUR YEARS AND BECAME AN INSTANT SUPERSTAR.

KAMAYA WAS NAMED FIRST TEAM ALL CONFERENCE THREE YEARS IN A ROW AND IS ON TRACK TO MAKE IT A FOURTH.

SHE HAS RECENTLY BEEN NAMED A MCDONALD'S ALL AMERICAN NOMINEE AND A PHILADELPHIA ALL AMERICAN NOMINATE.

KAMAYA MADE HISTORY AT EASTSIDE HIGH SCHOOL BY BECOMING THE FIRST GIRL IN SCHOOL HISTORY TO REACH A THOUSAND CAREER POINTS.

LET'S GIVE IT UP.

SHE FINISHED HER HIGH SCHOOL CAREER WITH 1,307 CAREER POINTS, PUTTING HER THIRD ALL TIME IN SCHOOL HISTORY.

RECENTLY, SHE SET HER CAREER HIGH OF POINTS PER GAME AT 50, THE SECOND HIGHEST FOR A PLAYER IN THE STATE THIS SEASON.

AND AGAIN, WHAT DID I TELL YOU? THIS YOUNG WOMAN IS DEFINITELY GOING PLACES.

SHE'S ON TRACK, UM, NOT JUST HERE TONIGHT WITH HER ACHIEVEMENTS IN SPORTS, BUT FROM EVERYTHING THAT WE HAVE READ AND LEARNED ABOUT HER AND SPOKEN TO, TO STAFF

THIS CONTRACT MODIFICATION WILL ADD AN ADDITIONAL $1,673,439 TO THE EXISTING CONTRACT FOR A NEW, NOT TO EXCEED AMOUNT OF $12,378,134.

THIS IS AN INCREASE OF ABOUT 16%.

THIS ADDITIONAL

FUNDING IS NEEDED DUE TO THE UNFORESEEN CONDITIONS DURING CONSTRUCTION.

AS MUCH AS THE CONSTRUCTION PLANS WERE DEVELOPED WITH THE BEST INFORMATION AVAILABLE AT THE TIME, IT WAS DURING CONSTRUCTION THAT CERTAIN ADDITIONAL UNKNOWN CONDITIONS BECAME KNOWN, SUCH AS ROD AND DECAY DUE TO WATER DAMAGE, THE PRESENCE OF LEAD IN CERTAIN LOCATIONS, AND MISSING STRUCTURAL SUPPORT MEMBERS.

UH, PLEASE KNOW THAT THIS BUILDING WAS BUILT IN 1906.

IT IS 118 YEAR OLD BUILDING, AND, UH, IT IS ONLY ONCE YOU START OPENING UP SURFACES LIKE CEILINGS, ROOFS AND, AND THE, AND, AND FLOORS THAT YOU START EXPOSING YOURSELF TO THINGS THAT WERE OBVIOUSLY NOT PICKED UP IN THE ORIGINAL PLANS.

AND I'M FINDING OUT THAT THE COUNTY DEALS WITH COUNTY ISSUES.

THE STATE IS DIFFERENT, BUT WE HAVE A LOT OF INCARCERATED PERSONS FROM NEWARK PACIFIC WHERE, WHERE I'M FROM IRVINGTON, EAST ORANGE.

AND THERE'S A JAIL WITHIN THE COUNTY, NORTHERN STATE WHERE MY HUSBAND IS HOUSE.

UM, I HAVE DEALT WITH A COUPLE OF ISSUES THAT HE HAD.

'CAUSE IT TOOK ME A WHILE TO GET HERE BECAUSE Y'ALL MEETINGS ARE ON THE SAME DAY AS THE CITY COUNCIL MEETINGS.

I'M ONLY ONE PERSON.

IT'S KIND OF HARD TO MANEUVER AND I SPEAK TONIGHT.

UM, BUT IT'S A LOT OF DIFFERENT THINGS GOING ON WITHIN NORTHERN STATE.

A LOT OF DRUGS, UM, A LOT OF FIGHTS, A LOT OF GANG THINGS.

AND WE ARE IN THE MIDDLE OF TRAUMA, YOU KNOW, AND RECOVERY HERE IN OUR CITY.

UM, I'M ASKING, WHAT I'M ASKING IS THAT Y'ALL GET IN TOUCH WITH OUR LOCAL LEGISLATION AND TRY TO FORM SOME KIND OF COMMITTEE BECAUSE WE HAVE PEOPLE COMING BACK, RETURNING CITIZENS COMING BACK HERE THAT ARE GOING THROUGH THINGS.

MY SON HAS BEEN LOCKED UP NOW FOR EIGHT YEARS AND HE'S NOT GOING.

THEY HAVE MEANT TWO THINGS TO HELP HIM, BUT IT'S NOT SAFE WITH HIM BEING INCARCERATED AND DEALING WITH THE DAY-TO-DAY, THINGS THAT GO ON WITHIN THE JAIL.

AND I'M AWARE THAT ROBERT WOOD JOHNSON, RUTGERS, U-M-D-M-J ARE RESPONSIBLE FOR ALL OF OUR REHABILITATION FACILITIES AND ALSO THE FACILITIES WITHIN OUR CITY.

AND IT BOTHERS ME THAT THEY HAVE SO MUCH DATA AND WE, EVERYTHING REVOLVES AROUND DATA AND THEY HAVEN'T GOTTEN THIS TOGETHER.

SO I CAME HERE BECAUSE I AM A CITIZEN MOST OF THE TIME.

PEOPLE THAT SIT IN THESE SEATS, NOT PARTICULARLY YOUR SEATS, BUT THE SERVICES PROVIDED ARE BOOK SMART, BUT DON'T HAVE ANY, UM, KNOWLEDGE OF HOW A PERSON IN MY SHOES ACTUALLY FEEL.
